Working in animal welfare continues to have many challenges. Abuse, neglect and a disregard for the suffering ofanimals is ongoing. Sadly 2013 was no different than previous years with regard to the numbers of animalsneeding to be rescued, rehabilitated and rehomed. However there have been some very positive steps to improveanimal welfare over the last year especially those driven by the current Minister of Agriculture, Simon Coveney.The enactment of the Animal Health & Welfare Bill in March 2014 after so many years of preparation is a majorstep forward. The transfer of ownership on equine micro-chips if enforced will greatly help with identification ofabandoned horses. The compulsory micro-chipping of all dogs by 2016, should ensure a far greater awareness ofresponsible dog ownership and help prevent the continuing problem of sheep worrying. Hopefully we will seecontinued implementation and enforcement of the Dog Breeding Establishments Act, unfortunately manybreeders continue to operate outside the legislation.
Media reports at the end of 2013 of misuse of charitable funds by a few high profile charities greatly impacted onfundraising for all Charities including the ISPCA. The Board of the ISPCA welcomes the appointment of the newCharity Regulator and believes the implementation of these regulations will help restore the public’s trust inCharities across the board.
I would like to sincerely thank our Co-opted Directors who completed their term on the ISPCA Board for theirdedication, time and energy and welcome our new Co-opted Directors. Having Board members from our affiliatedmembers and Co-opted Directors from outside of the animal welfare community has helped drive the ISPCAforward in a professional and progressive manner. As Chairperson of ISPCA I compliment our affiliated membersaround the country for their never-ending commitment to animal welfare 24/7. Working with our fellow welfareorganisations and with the veterinary profession to improve animal welfare has been very beneficial.
I thank all our staff for their dedication to animal welfare and commitment to the ISPCA . I thank Minister Coveneyfor our increased funding in 2013 and his Department for their help and support, our supporters, fundraisers,volunteers and foster families who give so many animals a second chance. I also ask those who see animals sufferto be sure to contact our National Helpline on 1890515515. Finally I feel very positive about the future for theISPCA. Our new CEO Dr Andrew Kelly who joined the organisation in February 2014, brings with him a wealth ofexperience in animal welfare and has the drive and knowledge to bring ISPCA into a completely new era for animalwelfare in Ireland.

2013 was another challenging year for animal welfare in Ireland.Over-population of dogs and an on-going equine crisis, tomention just two of the many animal welfare problems inIreland, stretched resources to the limit and put tremendouspressure on our staff and volunteers. A reduction in income dueto the current economic climate and an increase in demand forour services made it a very tough year indeed.
Our helpline received over 20,000 calls during 2013, almost 4,000of which were cruelty complaints, requiring investigation by oursix Inspectors. The number of calls relating to equines hasdoubled in just two years. Our six Inspectors covering 14 countiesdo a fantastic job, in difficult and sometimes harrowingcircumstances but there are simply not enough of them. It is myintention to expand the Inspectorate over the coming years.
Our National Animal Centre in Longford admitted 385 dogs and 248 cats in 2013. While the number of catsadmitted was down 30% on 2012, the number of dogs admitted increased by 22%. The NAC also admitted 109equines, up 12% on 2012. In addition, forty-six equines were admitted to our Victor Dowling Equine Rescue Centrein Mallow, Co. Cork. New homes were found for 338 dogs, 240 cats and 107 horses, but rehoming remains asignificant challenge.
Despite the many challenges for animal welfare organisations in Ireland, the ISPCA is optimistic for the future. Ijoined the ISPCA as CEO in February 2014 and I believe that this is a very exciting time for animal welfare in Ireland.There have been a number of important recent developments, particularly in terms of legislation, some of whichour Chairperson Barbara Bent has alluded to in her report.
The introduction of the Animal Health and Welfare Act in March of this year is a significant step forward for animalwelfare in Ireland. This progressive piece of legislation for the first time places a legal requirement on the ownerof an animal to provide for its basic needs. The ISPCA has recently signed a Service Agreement with the Ministerof Agriculture that gives our six Inspectors authorisation under the act and which will allow them to be moreproactive in dealing with animal welfare concerns. In the past, our Inspectors often had to wait until cruelty hadoccurred or until an animal was actually suffering. The new legislation will allow them to intervene before ananimal suffers – we will be able to focus on the ‘P’ in ISPCA – prevention. I intend to expand our Inspectorate witha vision of having at least one ISPCA Inspector in every county preventing cruelty and promoting kindness toanimals.
Further enforcement of Regulations relating to the identification of horses, registration of equine premises andfrom July 2014, the transfer of ownership regulations will all help in the fight against neglect, abandonment andcruel treatment of equines.
The eight Dog Warden Services managed by the ISPCA continue to deal effectively and compassionately with strayand abandoned dogs and we are working hard to increase the number of dogs for which new homes can be found.In 2013, over 2000 dogs brought to ISPCA managed shelters found new homes either directly from the shelter orthrough the network of rescues, affiliated members or other animal welfare organisations that we work inpartnership with.
I believe that the future is a positive one for animal welfare in Ireland and for the ISPCA. By working together withour affiliated members and like-minded organisations throughout Ireland, we can build a better world for animalsin Ireland, one where their welfare is assured and that their needs are met.
Finally, I would like to thank the ISPCA staff and volunteers around the country for all their hard work helpinganimals throughout Ireland. It has been said that every organisation’s most valuable resource is its people.Nowhere is this more evident than in the field of animal welfare. I would also like to thank the ISPCA Chairperson,Barbara Bent and her fellow Directors for putting their trust in me as CEO and for their on-going support.

We have audited the financial statements of The IrishSociety for the Prevention of Cruelty to Animals for theyear ended 31 December 2013 set out on pages 7 to 23.These financial statements have been prepared underthe accounting policies set out in the notes to theaccounts.
This report is made solely to the charity's members, as abody, in accordance with Section 193 of the CompaniesAct 1963. Our audit work has been undertaken so thatwe might state to the charity's members those matterswe are required to state to them in an auditor's reportand for no other purpose. To the fullest extentpermitted by law, we do not accept or assumeresponsibility to anyone other than the charity and itsmembers, for our audit work, for this report, or for theopinion we have formed.
RESPECTIVE RESPONSIBILITIES OF DIRECTORS ANDINDEPENDENT AUDITOR
The directors are responsible for the preparation of thefinancial statements in accordance with applicable lawand the accounting standards issued by the AcountingStandards Board and promulgated by CharteredAccountants Ireland (Irish Generally AcceptedAccounting Practice). Our responsibility is to audit andexpress an opinion on the financial statements inaccordance with Irish Law and International Standardson Auditing (UK and Ireland). Those standards requireus to comply with the Auditing Practices Board's EthicalStandards for Auditors.
SCOPE OF THE AUDIT OF THE FINANCIAL STATEMENTS
An audit involves obtaining evidence about theamounts and disclosures in the financial statementssufficient to give reasonable assurance that thefinancial statements are free from materialmisstatement, whether caused by fraud or error. Thisincludes an assessment of: whether the accountingpolicies are appropriate to the company's circumstancesand have been consistently applied and adequatelydisclosed; the reasonableness of significant accountingestimates made by the Directors; and the overallpresentation of the financial statements. In addition,we read all the financial and non-financial informationin the Directors' report to identify materialinconsistencies with the audited financial statementsand to identify any information that is apparentlymaterially incorrect based on, or materially inconsistentwith, the knowledge acquired by us in the course ofperforming the audit. If we become aware of anyapparent material misstatements or inconsistencies weconsider the implications for our report.
OPINION
In our opinion the financial statements:• give a true and fair view, in accordance with Generally
Accepted Accounting Practice in Ireland, of the state of the charity's affairs as at 31st December 2013 and of its profit for the year then ended; and
• have been properly prepared in accordance with the requirements of the Companies Act 1963 to 2013.
MATTERS ON WHICH WE ARE REQUIRED TO REPORT BYTHE COMPANIES ACTS 1963 TO 2013
• We have obtained all the information and explanations which we consider necessary for the purposes of our audit
• In our opinion proper books of account have been kept by the charity.
• The financial statements are in agreement with the books of account.
• In our opinion the information given in the trustees' report is consistent with the financial statements.
MATTERS ON WHICH WE ARE REQUIRED TO REPORT BYEXCEPTION
