FOREWARD MSME-DI, Guwahati has been undertaking various programmes for promotion of

MSME entrepreneurship and enhancing competitiveness of MSME sector. The Institute

also provides support services to the existing MSMEs in the form of testing facilities in

Chemical, Mechanical and Metallurgy trades. It also provides Common Facility Service to

the entrepreneurs.

Annual Report 2013-14 highlights all the activities undertaken by the Institute

during the year.

I take the opportunity to express my gratitude to all the Govt. Departments &

Organizations engaged in for the devolvement & promotion of MSMEs for extending their

co-operation in this regards.

CHAPTER-I

INTRODUCTION

The MSME-Development Institute, Guwahati, erstwhile SISI, was set up in the

year of 1956 as a field office of SIDO consequently changed to MSMEDO.. Initially the

office looked after entire N.E Region. Afterward, its jurisdiction was limited to three states

i.e. Assam, Arunachal Pradesh and Meghalaya. The MSME-DI, Guwahati as a field

office of MSMEDO provides comprehensive range of services to MSME sector. The

following basic services are being provided to this sector:

(i) Common Facility services through Workshop,

(ii) Techno-managerial services,

(iii) Marketing services

(iv) Entrepreneurship and skill Development services

(v) Modernization and technology up gradation services,

(vi) Quality Management Services.

The MSME-Development Institute, Guwahati (Assam) with its jurisdiction over

Assam, Meghalaya and Arunachal Pradesh is actively associated with the respective

State Governments and other development agencies for the promotion and development

of micro, small and medium enterprises in the region. The institute has 6 Branch MSME-

DIs under its administrative control covering 51 nos. districts of Assam, Meghalaya and

Arunachal Pradesh.

The Annual Report 2013-14 aims at highlighting the important activities and

achievements made by the Institute and its branches during the financial year 2013-14

for the promotion of MSME sector. After introduction of MSME Development Act 2006,

the activities of the Institute have been expanded to cover the ‘medium enterprises’ and

the most crucial ‘service enterprises’ under M/o MSME, Govt. of India. Considering the

important role of manufacturing enterprises for the economic development the National

Manufacturing Competitiveness Programme lunched by the M/o MSME has also been

made efforts by this institute.

CHAPTER-II

ROLE AND FUNCTIONS

The Micro, Small and Medium Enterprises Development Organization

(MSMEDO), being an apex body for formulation of policies and monitoring of schemes

for development of micro, small and medium enterprises in the country, plays a crucial

role for strengthening the sector. It functions through a network of MSME-DIs, Branch

MSME-DIs, Regional Testing Centers, Footwear Training Institutes, Production Centers,

Field Testing Stations and other specialized institutes.

The Ministry of MSME and O/o Development Commissioner(MSME) New Delhi

for the purposes of facilitating the promotion and development and enhancing the

competitiveness of micro, small and medium enterprises, particularly of the micro and

small enterprises, by way of development of skill in the employees, management and

entrepreneurs, provisioning for technological up gradation, providing marketing

assistance or infrastructure facilities and cluster development of such enterprises with a

view to strengthening backward and forward linkages, are implementing various

Schemes/ programmes in letter and spirit of MSME Development Act,2006.

There are 30 MSME-DIs and 28 Branch MSME-DIs set up in State capitals and

other industrial cities all over the country and MSME-DI, Guwahati is one of them. The

following MSME schemes are being implemented by MSME-DIs in all over the country.

1. National Manufacturing Competitiveness Programme (NMCP) Schemes –

The Government has announced formulation of National Competitiveness Programme in 2005 with an objective to support the Small and Medium Enterprises (SMEs) in their endeavor to become competitive and adjust the competitive pressure caused by liberalization and moderation of tariff rates.

1. Marketing Support/Assistance to MSMEs(Bar Code)

2. Support for Entrepreneurial and Managerial Development of SMEs through Incubators

3. Enabling Manufacturing Sector to be competitive through Quality Management Standard & Quality Tech. Tools (QMS/QTT)

4. Building Awareness on Intellectual Property Rights (IPR) for MSME

5. Lean Manufacturing Competitiveness Scheme for MSMEs

6. Mini Tool Rooms proposed to be set up by Ministry of MSME (MTR)

7. Design Clinic Scheme for design expertise to MSMEs Manufacturing sector (DESIGN)

8. Marketing Assistance & Technology Up-gradation Scheme in MSMEs. 9. Technology and Quality Up gradation Support to MSMEs 10. Promotion of ICT in Indian Manufacturing Sector (ICT)

2. Micro & Small Enterprises Cluster Development Programme (MSE-CDP) - DC(MSME) launched MSE-CDP for holistic development of selected MSEs clusters through value chain and supply chain management on co-operative basis

3. Credit Linked Capital Subsidy Scheme for Technology Up gradation - The Scheme was launched in October, 2000 and revised w.e.f. 29.09.2005. The revised scheme aims at facilitating Technology Up gradation of Micro and Small Enterprises by providing 15% capital subsidy (12% prior to 2005) on institutional finance availed by them for induction of well established and improved technology in approved sub-sectors/products. The admissible capital subsidy under the revised scheme is calculated with reference to purchase price of Plant and Machinery. Maximum limit of eligible loan for calculation of subsidy under the revised scheme is also been raised Rs. 40 lakhs to Rs. 100 lakh w.e.f. 29-09.2005

4. Credit Guarantee Scheme - Collateral free loans upto a limit of Rs.50 lakhs - for individual MSEs.

5. ISO 9000/ISO 14001 Certification Reimbursement Scheme - Incentive Scheme of Reimbursement of expenses for acquiring Quality Management System (QMS) ISO 9000 certification/environment management (EMS) ISO 14001 certification to the extent of 75% or Rs.75,000/- whichever is lower.

6. MSME MDA - The scheme offers funding up to 75% in respect of to and fro air fare for participation by MSME Entrepreneurs in overseas fairs/trade delegations. The scheme also provide for funding for producing publicity material (up to 25% of costs) Sector specific studies (upto Rs. 2 lakhs) and for contesting anti-dumping cases (50% upto Rs. 1 lakh) - for individual MSMEs & Associations.

» Participation in the International Exhibitions/ Fairs - For registered Small & Micro manufacturing enterprises with DI/DIC.

» Financial Assistance for using Global Standards (GS1) in Barcoding - Recognized the importance of barcoding and avail financial assistance through Office of DC(MSME).

» Purchase and Price Preference Policy - This is administered through the Single Point Registration Scheme of NSIC. Under this, 358 items are reserved for exclusive purchase from MSME by Central Government. Other facilities include tender documents free of cost, exemption from earnest money and security deposit and 15% price preference in Central Government purchases - for individual MSMEs

7. Mini Tool Rooms - Assistance up to 90% or Rs.9.00 crores, whichever is less for setting up new Mini Tool Rooms. For up gradation of existing Tool Rooms, assistance is 75% or Rs.7.5 crores - for State Governments.

8. Assistance to Entrepreneurship Development Institutes - For strengthening training infrastructure in EDIs, assistance upto 50% or Rs. 50 lakhs whichever is less - for State Governments.

9. Scheme of Micro Finance Programme - Creating self employment opportunities is one way of attacking poverty and solving the problems of unemployment. There are over 24 crore people below the poverty line in the country.

10. Scheme of National Award - The Micro, Small &Medium Enterprises (MSMEs) in India have seen a vast development in the last five decades. The MSMEs have registered tremendous growth as also progress in terms of quality production, exports, innovation, product development and import substitution, very much beyond the expected objectives of setting up MSMEs by the planners of industrial production base in the country.

11. Scheme to Support 5 Selected University / Colleges to Run 1200 Entrepreneurship Clubs per Annum - A package for the promotion of Micro and Small Enterprises, based on the Circular No.2(6)/2006-MSME Policy dated the 7th November,2006 has been approved by the Cabinet Committee for Economic Affairs(C.C.E.A.).

12. Public Procurement Policy 2012: The Central Government notified the Public Procurement Policy 2012 in respect of procurement of goods and services produced and provided by Micro and Small Industries by its Ministries, Departments and Public Sector. To give wide publicity on Public Procurement Policy 2012 for MSEs, this Institute is regularly organizing meeting with MSME associations and disseminating information in programmes like National Vendor Development Programme, State Vendor Development Programme and other programmes organized by this Institute.

To carry out these functions MSME-DI, Guwahati and its branches have various

divisions of specialized trades. These Divisions are: Mechanical division, Metallurgy

division, Leather & Footwear division, Chemical division, Electrical division, I.M.T.

division, Glass & Ceramic division, Economic Investigation & Statistical division.

WORKSHOP/LABORATORY FACILITIES FOR MSME UNITS AT MSME-DI, GUWAHATI:

The MSME-Development Institute, Guwahati is offering Common Facility Services

for the benefit of micro, small-scale enterprises of this region. The facilities include job

works and technical training Programmes, testing facilities through its Workshop and

Laboratories. The detail testing facilities available in workshop and laboratory at MSME-

DI, Guwahati are given below. 1) WORKSHOP: The Institute has a well-equipped machine shop. It can undertake the jobs like

machining of gear spur, helical gear, spiral gear, bevel gear, angle cutting, T-slot,

key-ways, woodruff key, boring, surfacing, precision turning, screw cutting, shaping,

blade and tools sharpening, grinding, drilling, welding fabrication etc. in machine shop

and hardening, tempering, normalizing, annealing.

2) CHEMICAL LABORATORY: Chemical Analysis of Ferrous and Non-Ferrous Metals & Alloys, Organic &

Inorganic, Chemicals, Soaps & Detergent, Ink, Oil Cake and Oil Seeds, Coals, Coke,

Wood, Water, Acid and Alkalis, Demonstration facilities for chemical products like-

Phenyl, Soap, Detergent and cosmetic items etc, Oils and Fat, Essential Oils, Pesticides,

Lubricants, Drugs and Pharmaceuticals, Petroleum products. 3) METALLURGY TESTING:

Tensile Test, Compression Test, Bend Test, Brinel Test, Rockwell Hardness,

Percentage Elongation, Impact Test. 4) WORKSHOP FACILITIES AT BRANCH MSME-DI, SILCHAR: Branch MSME-DI, Silchar has also one workshop for the greater benefit of small scale industries

in the Barak Valley region. Following facilities are provided by the workshop of Branch MSME-DI,

Silchar.

5) INFORMATION FACILITATION COUNTER:

The information facilitation counter in each office under O/o DC (MSME), New Delhi was

set with the objective to facilitate the entrepreneurs, prospective entrepreneurs and other visitors

with available information related to MSME, and ongoing activities of the office. The modification

and renovation work for IFC of MSME-DI Guwahati (with other facilities like computer, furniture,

display of technical bulletins/ magazines related to industrial development, etc.) has already been

completed.

CHAPTER-III

ACHIEVEMENT MADE DURING THE YEAR 2013-14 1. CONSULTANCY SERVICES PROVIDED:

MSME-Development Institute, Guwahati and its Branches are providing techno-

managerial consultancy services to the existing MSMEs and prospective entrepreneurs.

The consultancy services are by way of visiting the micro, small-enterprises, providing

assistance to the visitors at the institutes through training programmes, organizing

different programmes and common facility services. The details of various services

rendered during the year 2013-14 are given in Table 01.

2. CLUSTER DEVELOPMENT:

The cluster development approach is a new approach adopted by MSMEDO, with

a view to identify the clusters of small scale units within a particular pocket (which may

be techno-economic or geographical), and help them to grow in a formidable way so that

it can compete with other products of same kind in national and international markets

with traditional values. This institute is also moving ahead with the objectives set by MSME-DI, and

adopting cluster approach in development of industries, specially the SMEs. The work on

this line started in this institute in the year 2002, when Brass & Bell Metal Cluster at Hajo

(Kamrup) in the first batch of cluster development scheme was taken up for

development. Subsequently many more clusters have been taken up to boost the local

skill. The name, place and progress/remarks of these clusters are given below:

3. REVENUE EARNINGS FROM VARIOUS ACTIVITIES:

3.1. During the year 2013-14, the revenue earnings of the institute (including Branches)

under different programmes/activities were Rs. 8, 58,740/-(Rupees eight lakh fifty eight thousand

seven hundred forty) only. The break up of the major sources of revenue earnings during the

4. WORKSHOP FACILITIES / REVENUE EARNINGS: 4.1 Common Facility Services The MSME-DI, Guwahati is offering Common Facility Services (CFS) for the

benefit of small-scale enterprises of this region. The facilities include Job Works and

Technical Training Programmes through Mechanical Engineering Workshop, Material

Testing facilities through Metallurgical Laboratory and Chemical Analysis and Testing

through Chemical Laboratory.

The following facilities are available with Mechanical Engineering Workshop of

MSME-DI, Guwahati and Br. MSME-DI, Silchar for rendering skill oriented job services.

4.2. Skill Development Programme (SDP) at Workshop:

The MSME-DI, Guwahati and its Br.MSME-DI Silichar conduct SDP of six months

duration for developing skills of semi-skilled and unskilled workers of MSME units and

entrepreneurs who are willing to set up mechanical industries. At present, this Institute is

providing such training in the trades - (i) Machine Shop Practice and (ii) Welding. The

detail of Skill Development Programmes (SDP) conducted during the year in MSME-DI,

Guwahati and Branch MSME-DI, Silchar are given in the following Table 5:

5. IMCs/ ESDPs/ EDPs/ MDPs/BSDPs ORGANISED DURING THE YEAR:

5.1 INDUSTRIAL MOTIVATION CAMPAIGN: During the year 2013-14 the institute conducted 122 Industrial Motivation

Campaigns (IMC) at various places in the state of Assam, Meghalaya and Arunachal

Pradesh. IMCs are of one day duration where the unemployed youths are motivated to

avail the path of entrepreneurship and they are also enriched with the necessary

information on various schemes offered by government for the new entrepreneurs.

During the IMCs total 5611 unemployed youths were targeted and out of that 2161 were

male and 3450 were female participants. The table 6 below shows the details of the IMC

during the year:

5. 2 ENTREPRENEURSHIP SKILL DEVELOPMENT PROGRAMME (ESDP):

The institute organized 109 ESDPs during the year 2013-14 out of that 96 for the

all kind of unemployed youths and 13 programmes exclusively for the youths from the

weaker section (women, ST, SC & Physical handicapped). The programme with duration

of 6 weeks would not only impart the necessary skill for the enterprises but also train on

general management aspects. This year total 2486 youths were trained during the

programmes among them 952 were male and 1534 were female. The table 7 below

shows the details of the ESDP during the year:

5.3 ENTREPRENEURSHIP DEVELOPMENT PROGRAMME (EDP):

This year total 11 EDPs were organized at various places. The duration of

the programme is 2 weeks where the participants are taught on general entrepreneurship

theory like preparation of project profile, marketing management, accounting procedure

and others. Out of 11 total EDPs programmes, 1 programme was reserved for the

weaker section. This year total 274 persons got the benefit of EDP training and among

them 109 were male and 165 were female. The table 8 below shows the details of the

EDP during the year:

5.4 MANAGEMENT DEVELOPMENT PROGRAMME (MDP):

The institute organized 26 MDPs during the year 2013-14. The objective of the

programme is to impart specific knowledge on management aspects to the existing

entrepreneurs such as marketing management, production management and so on.

During this year 547 persons were trained among them 299 were male and 248 were

6. ACTIVITIES UNDER NATIONAL MANUFACTURING COMPETITIVENESS

PROGRAMMES (NMCP):

6.1 Awareness Programme on Product Certification:

6.2 ISO Reimbursement:

The institute received 3 applications and disbursed of Rs. 1, 05,877/-.

6.3 Bar Code Reimbursement:(One time Registration Fee) Four units have been benefited under MDA Scheme (one time Registration Fee)

and disbursed Rs. 1, 34,537/- during the year.

8. ECONOMIC INVESTIGATION & STATISTICAL WORKS: For a futuristic, practically viable, improved policy formation, economic

8.1. District Industrial Potential Report (DIPR):

This Institute published District Industrial Potential Reports (DIPR) of Baksa,

Nalbari, Barpeta, Karimganj, Dima Hasao, Hailakandi, Cachar, Bogaigaon, Dhubri,

Darrang, Sonitpur, Karbi Anglong, and Jorhat districts of Assam, East Garo Hills, West

Garo Hills, South Garo Hills and East Khasi Hills districts of Meghalaya, and Papumpare

8.2 Index of Industrial Production for MSME (IIP-MSME), Updation of Frame List, Data collection for EM Part-II: This Institute is doing the work of data collection for Index of Industrial Production for MSME (IIP-MSME), updation of Frame list and collection of data for Entrepreneurs Memorandum Part-II (EM-II) during the year.

8.3. Annual Report/MPR:

The Division is continuing the work of preparation of Annual Report and Monthly

Progress Report of the Institute and its Branches. 8.4. Parliament Questions:

During the year 2013-14, 9 numbers of Parliament matters/ questions were

attended and suitable data/information furnished well in time. 9. NATIONAL AWARD FOR MSMEs:

Every year the Ministry of MSME announces the National Award for MSMEs for

following three categories viz. (i) National Award to MSME for outstanding efforts in

Entrepreneurship. (ii) National Award- for Research and Development in MSMEs and (iii)

National Award- for Quality Products in MSEs. Besides the special award for women and

entrepreneurs from North Eastern Region. This office acts as the nodal field unit for

collection, evaluation and on ward transmission of the information about the deserving

MSMEs for the national award.

In this year the following (Table 10) enterprise from Assam received the ‘Special

National Award for outstanding Entrepreneur’.

10. IMPORTANT MEETINGS/ SEMINARS ORGANIZED AND ATTENDED: 10.1 Task Force Meetings:

Officers from MSME-DI, Guwahati and its Branches attended DICC Task Force

Committee Meetings for selection of beneficiaries under PMEGP Scheme covering the

state of Assam, Meghalaya and Arunachal Pradesh. 10.2. IMPCC Meetings:

The Assistant Director (Stat.) of the Institute attended regularly in every month,

the Inter- Media Publicity Coordination Committee Meeting (IMPCC) Assam. The Addl.

Director General (M&C), Guwahati, coordinating and chairs the meeting. The

activities/achievement made by MSME-DI, Guwahati is placed and requested the body to

give wide publicity through media. 10.3. SLIIC Meetings:

The Director, MSME-DI., Guwahati or his representatives are regularly

participating in the State Level Inter Institutional Committee Meeting in respect of Assam,

Arunachal Pradesh, organized by the Reserve Bank of India. 10.4. SLBC Meeting

The Institute is a member of State Level Bankers Committee of Assam. The

Director MSME-DI, Guwahati/ representative is attending the meetings of SLBC held

during the year under report.

10.5 Other Meetings: Officials from MSME-DI, Guwahati participated in other

important meetings relating to the development of MSMEs at NSIC, TRTC, ASIDC, IIE,

KVIC, and Dept. of Industry and Commerce, Govt. of Assam during the period. This

Institute is attending the meetings of the Advisory Committee for running the pilot project

of Mechanized process of manufacturing plain Muga Fabrics, Amingaon and the special

committee meeting on Improvement of Metal Industry of Sarthebari organized at

Rajbhawan, Assam and presided over by his Excellency, the Governor of Assam.

11. LINKAGES WITH STATE GOVT. FUNCTIONARIES AND OTHER

PROMOTIONAL AGENCIES:

A close linkage is maintained with Commissioners/Secretaries and Directors of

Industries, Assam, Meghalaya and Arunachal Pradesh, DI&CCs, NSIC, SIDBI, IIE

,NABARD, Assam Small Industries Development Corporation, Banks, TRTC Guwahati,

VIC, Industrial Associations on general industrial promotional subjects, industrial policies,

preparing Parliament Question, etc.

11.1. ASSISTANCE TO DISTRICT INDUSTRIES CENTERS & COMMERCE:

The MSME-DI, Guwahati and its Branches are working in close liaison with all

DI&CCs in the three states. All kinds of back-up support have been provided to DI&CCs

throughout the year. Assistance provided to the DI&CCs in the following way:

1. Policy matter, especially in regards of MSME Development Act 2006.

2. Interaction on 4th Census of MSME.

3. Attended PMEGP Task Force Committee Meeting for fixation of targets and

distribution amongst the Commercial Banks.

4. Attended an Workshop organized by the Govt. of Assam, Dept. of

Industries and Commerce on various schemes implemented by the Govt. of

India for MSME sector.

11.2 Special Report/Project prepared:

A report is prepared on “Opportunities for MSME Entrepreneurs arising out of implementation of Brahmaputra Gas Cracker Complex, Dibrugarh” for the benefits of prospective entrepreneurs in the Region.
