UPS supply. P&E team has been

coordinated for necessary action in this

regard.

ii. Security within cargo terminal, CTOs

have confirmed having taken adequate

security arrangement with security

gadgets placed.

b. Upkeep of the cargo storage

places like shipper’s go-

down, freight forwarders

warehouse & at cargo

terminal should be kept in

neat & clean condition to

avoid any discrepancies with

the shipments due to animal

waste, spiting of PAN & bird

poo. The working force also

needs to be educated &

trained on this aspect.

i. Awareness trainings have been impacted

by some airlines to the trade workers on

regular basis.

ii. CTOs are ensuring regular cleaning of

storage places & imparting awareness

training to their work forces. As per the

feedback of users there is a sign of

improvement.

other discrepancies.

The issue has been resolved and official

circular has also been issued by the CTOs to

this effect.

f. CTO should have proper

arrangements at the parking

area for repacking of damaged

packages noticed at the truck

dock and similar facility at the

bonded area, with all types of

packing material available.

Celebi would examine the

issue and come back with

solutions.

Celebi (CTO) is working on this aspect and

would like to re-view based on the

requirement so that new vendor can be

proposed for this job. Few areas within the

parking side shortlisted for this purpose.

g. Customs should allow MOT

Opportunity Available for India;-

Over the last couple of decades India has been the epicenter of consumer demand

fuelled by a phenomenal GDP growth. While demand increased across all sectors,

demand for high technology products, specifically electronic products has

registered significant growth. Going by current estimates, the demand for

electronics hardware in the country is projected to increase from USD 45 billion ( in

2009) to USD 400 billion by 2020 (Source: Task Force Report of Dep’t. of Electronics

& IT).

The estimated production will reach USD 104 billion by the year 2020, creating a

gap of USD 296 billion in demand and production. This creates a unique

opportunity for companies in the Electronic System, Design & Manufacturing sector

to look at India as their next destination to cater to the domestic Indian demand as

well as act as an exports hub.

There is an immense pressure on the logistics chain for catering to the production

lines as most of the Companies are switching over to Just in Time (JIT) Inventory to

bring down their costs like warehousing, working capital, etc.

airlines & console agents to

Custodian.

Towards paperless concept Customs as per

their latest P.N. 02/2013, out of charge final

printouts of B/E’s will not require signature

of Customs Officers.

An step forward to this initiative of Customs

to allow Custodian;-

a) To issue Gate passes and Delivery of the

goods without hard Copy of custodian’s

copy of Customs Out of Charge (OoC) as

the data of out of charge bills of Entry is

available on the custodian EDI system for

any verification without which custodian

will not be able to generate gate passes

against that consignment.

b) Similarly when delivery orders issued by

the airlines/ consolidators are transmitted

electronically to the custodian the

procedure of insisting hard copy of

delivery order can be dispensed with. This

will be a step further towards achieving

paperless transaction and faster delivery

of cargo.

1 It was decided that three

groups shall study following

topics;-

I. Implementation of Pharma

processing policy

uniformly at all the

airports to begin with

Mumbai & Delhi.

II. ADC office should extend

paper acceptance timing of

1230 hrs. on all normal

days and accept the papers

on Saturdays also and

work full normal day.

ACFI took up with DGHS & then in the 2nd Air

Cargo Logistics Promotion Board meeting of

MoCA,

ACFI suggestions were accepted by DGHS and

immediately implemented w.e.f. 1st May’2013

vide its notification dated 18.04.2013, at Delhi

and uniformity of procedures at Mumbai & Delhi

was achieved for the clearance of Pharma

shipments.

The new procedure of applying advance NOC is

working satisfactorily at Delhi Airport which

saves waiting time of Pharma trucks for 2 to 4

hours.

However it was informed by Dr. Mathur of Dr.

Reddy’s Lab Hyderabad that drug molecules of

less than 4 years approved by the DGHS does

not require any NOC, as per the DCGI guidelines.

DGHS may inform Customs not to insist ADC’s

NOC for these products.

It was also suggested that the reputed Pharma

exporters may be given a status of accredited

agency under Import & Export RMS regulation

of Customs for giving green channel status.

a. Out-bond clearance

procedures of Pharma

shipments which have

already been cleared at

different SEZs etc.

i. In order to have seamless clearance of

Pharma goods for export some action as

per public notice no. 29/2008 dated

Customs Export, ACC Mumbai should be

insisted at Delhi.

c. Clearance procedures

being followed for Pharma

shipments at Hyderabad

Airport. Best practices may

be adopted at other

airport.

i. It was brought out by Mr. Prasher of

Ranbaxy & Dr. Mathur of Dr. Reddy’s Lab

Hyderabad that there is no set procedures

being followed with regard to Pharma

export at all the airports uniformly. For

example at Hyderabad no such practice of

prior NOC is being followed. The Customs

officer decides at his own shipments

randomly for forwarding ADC NOC.

ii. Hence there should be a common

procedure which needs to be followed at all

the airports uniformly.

iii. It was also decided to initiate action for EDI

connectivity between Customs & ADC for

online transmission of NOC between ADC &

Customs.

iv. Before the matter is taken up further, it was

decided that Mr. Nitin Mittal shall revisit the

procedure at Hyderabad airport and seek

the help of Dr. Ravi Prakash Mathur. The

target will be to bring uniformity in

procedures at 6 major airports.

2 Current procedure of Customs

clearance based on FOB value

above INR 1,00,000/- is being

done by Customs DC or above

level. The need for moving

such Pharma consignment

through a normal customs

clearance mode.

i To enhance the power of Customs Supdt. Up

to Rs. 10,00,000/- and DC/AC beyond Rs.

10,00,000/- needs to be reviewed.

Considering that existing system is very old

and before taking up the matter to

appropriate authority, we need supporting

datas/statistics with regard to enhancement

of Pharma Export over a period of time.

especially in the clearance of Pharma export.

Separate customs officials are required to be

deployed at both the ware houses for smooth

functioning of Pharma Export. This issue needs

immediate attention by Customs.

B. AIR EXPORT POINTS:-

i. X-RAY facilities for big

boxes/ pallets. X-RAY -

for big boxes / pallets,

shipment is taking

longer time as compared

to normal x-ray and due

to this delay, shipment is

not being handed over

to airline on time. Also it

is taking additional time

for Loading/ unloading

bigger size of boxes/

pallets into x-ray

machine due to shortage

of equipment.

It was decided that;-

a. In future Shippers/Agents will send Pre Alert

notice 48 hrs. in advance to both CTOs about

the odd sized/big shipments along with

weight & dimension of boxes/ pallets for

making advance arrangements and to avoid

any delay.

b. Then it would be the duty of the CTOs to

make proper arrangement for proper

offloading & screening of such pkgs. as and

when such shipments arrive at the terminal.

c. It was also decided that the shipper/Agent

should use open trucks for bringing odd

sized cargo, for smooth offloading at the

cargo terminal and during rainy season the

2 Other Important Issues Progress Achieved

a. Action to bring

improvement in the

Service Standard

Members desired that benchmarking of

standard of services provided in cargo handling

at International level is required to be

established for implementation by all the

stakeholders in the logistics chain. In this

direction ACFI should take some initiative.

ACFI shall initiate action on this matter soon

b. Need of a dedicated

Helpline/ Helpdesk at

Cargo Terminal

Members observed that there is a need of a

dedicated helpline Service/ Desk to be

established by both the CTOs at their respective

cargo terminals, approachable to the needy

customers & users of the cargo terminal for

resolving their day to day issues.

guidelines such Odd size packages shall be

either physically checked or kept for more

than 24 hrs. for cooling.

DIAL is examining the possibility to install

bigger sized X Ray Machines

In view of above it was suggested by Mr.

Kunwar that the shippers/agents may consider

to adopt BCAS guidelines of non -

shipper/regulated agents security regulations

issued during 2008. Which will facilitate

smooth handling and security of all types of

cargo without undergoing X-ray screening at

cargo terminal.

BCAS circular no. 08/2008 dated 10.09.2008 on

installed.

It was opined that CCTV to cover the apron area

& the perimeter road where the domestic cargo

is transported may not be possible to cover all

areas. Frequent patrolling by the Airline

security may be a possible way to deter the

pilferages at this area.

Four Night vision cameras at air side Cargo

Total Nos. of meeting held: 02 (Two)

SN Issues Taken Up Progresses Achieved

1 Inter-state tax issues –

International operations should be treated differently from the state tax formalities completion perspective as data for all such import and export shipments is already getting captured in Govt. systems (EDI) which is not the case with domestic movements. It was stressed to take up the matter with respective VAT Commissioner and appraise the problem being faced by trade and its adverse impact on transaction cost.

It was decided that a detailed note on the issue will be prepared by Mr. Manoj Kumar, TNT and Mr. Dinkar Singh, DHL and the same will be circulated to all the members.

2 Shortage of Customs Officers –

It was pointed out that there is a general shortage of Customs Officers across all the major international air cargo ports in the country. It has been seen that there is major shortage of customs officers at Chennai and Bangalore Air Cargo Terminal.

The issue was deliberated at length in the ACFI Board meetings also. Board was in the opinion that the strength of Customs officers in the express terminal & as required in the cargo terminal should be studied in terms of the processes & work load at these respective terminals.

3 24 x 7 exports clearance needed for all duty drawback shipping bills also – As per the current circular / directive from customs, only free shipping bills are allowed to be cleared during night from Delhi Cargo Terminal. This limitation makes the entire process extremely rigid for operators and they are unable to utilize the facility fully.

On account of Customs working on 24 x 7 for processing all types of export cargo this Issue is closed

4 Return To Origin (RTO) cases needs more simplification of processes – It was highlighted that shipments required to be Returned to Origin for various reasons takes more than a month’s time due to lack of clarity on the process, high discretionary powers, no uniformity in the approach to handle such cases. The issue has already been taken up with the Jt. Secretary, Customs but no avail.

Most of the return of shipments to be destined to origin or alternate destinations arises broadly in the following 3 circumstances for both express and formal cargo Shipments.

a) Misrouted Import shipments

At times due to sorting errors, certain shipments arrive in India even though they are destined for some other destination and arrive in India due to an error.

Such shipments come to the notice prior to presentation for formal customs clearance and are generally not presented for customs clearance after they arrive. Such shipments, however, are reflected in the IGM in the express and cargo mode and pre alert Bill of Entry in the express/courier mode. In order to return such shipments to the actual destination or origin we are required to seek permission of the customs authorities. This, however, raises a challenge as an IEC number is required for re-export of such a shipment. In the absence of any importer and in the absence of clear guidelines for handling such shipments it becomes a challenge to send these shipments back or to reroute them.

In view of the above it is suggested that the following process may be followed:

Page 43: Annual Report for 2nd Annual General meeting (AGM)acfi.in/images/Annual Report-2nd AGM.pdf · 2017-07-04 · Annual Membership 39 Associate Membership 10 Total w w. Activities undertaken

ACFI - ANNUAL REPORT (2013-2014)

Page 40

SN Issues Taken Up Progresses Achieved

As such import shipments are reflected in the IGM, in order to re-export them before they enter the DTA, the form in the enclosed format may be used whereby the customs officers may verify the existence of the misrouted shipments in the IGM or amended IGM and could grant permission for return to origin after seeking details of the flight number on which the shipment is proposed to be exported and sent back. The same could reflect in the EGM and sent back and upon verification of the EGM the status of the shipment could be closed.

Permission could be granted subject to fulfillment of the following conditions.

A letter from the airline or express company asking for rerouting of the shipment

Submission of the Form and explanation

b) Abandoned shipments

At times the importer of an import shipment refuses to clear the import shipment or if cleared by the express company refuses to accept the shipment after advancement of customs duties by the express company and in such case the shipper may ask for recall of the shipment.

Page 44: Annual Report for 2nd Annual General meeting (AGM)acfi.in/images/Annual Report-2nd AGM.pdf · 2017-07-04 · Annual Membership 39 Associate Membership 10 Total w w. Activities undertaken

ACFI - ANNUAL REPORT (2013-2014)

Page 41

SN Issues Taken Up Progresses Achieved

A similar process as outlined above could be followed for such shipments subject to fulfillment of following conditions.

A letter from the origin shipper asking for recall of the shipment

Authorisation in favour of the express company through whom the shipment was brought to India with instructions for return or rerouting as the case may be.

Based on the fulfillment of the above conditions the permission can be granted by customs officers to send the shipment back to origin or to an alternate destination as per the shipper's instructions.

c) Rerouting of shipments.

There are instances when an import shipment may be required to be rerouted to a destination other than the origin on account of the requirement of the shipper of the abandoned or misrouted shipment to alternative destination other than the origin. This is true of certain category of shipments which are required on an urgent basis due to scarcity e.g. aircraft parts which have to be sent to the location of wherever the aircraft operation requires them to be sent. In such cases too, the above outlined procedure could be followed.

Page 45: Annual Report for 2nd Annual General meeting (AGM)acfi.in/images/Annual Report-2nd AGM.pdf · 2017-07-04 · Annual Membership 39 Associate Membership 10 Total w w. Activities undertaken

Page 42

SN Issues Taken Up Progresses Achieved

As there are no specific guidelines on the aforementioned issues there is no uniform procedure that is adopted and the same leads to major delays. It is hence requested that the circular also stipulate a timeframe of a maximum of 3 working days to process such requests.

5 Uniformity of Transshipment Procedures at all the international airports needed: It was pointed out that transshipment in Delhi is different of Mumbai and Bangalore different procedures are being followed.

At present there are no such differences exist.

Issue is closed.

1 a) Recognition of Non Schedule Airline

b) Areas Identified for Solution: BCAS Issues

It was brought out by Mr. Paulose that in-spite of YA permission issued by DGCA for each flights of the non-schedule airlines and contributing a sizable amount of business and revenue to the stakeholders of the logistics trade & industry, the non-schedule operators are yet to get due recognition at par with an airline by all concerned and agencies like BCAS, Customs and Airport operator/CTO etc.

It was pointed out that BCAS passes/permissions for seeking access of the airport operational points for the employees of the non-schedule operators are being issued at the last minute.

Mr. Sujeen Paulose and Mr. Henry.

C. Customs Issues

d. Airport Operators/ Custodians/ CTOs

The delay is on the flimsical grounds of the authorities which create uncertainties and delay in flight operation. It was stressed upon by the members that BCAS should lay down a clear procedure for issuance of passes to the employees of the Non schedule operator against the YA permission & requests made by the operators. The passes should be issued well in advance (at least one day before) the departure of the flight.

It was pointed out that Customs do not allow centralized registration of non-schedule airlines in their system as being done for scheduled airlines. Due to this problem non-scheduled operators have to register at each airport and face lots of hardships. - It was therefore,

recommended that non-scheduled operators must be allowed centralized one time registration by Customs in the Customs system so that the hardships are minimized.

- It was explained that there

was no clear SOP issued so far by the Airport Operators/Custodians/CTOs

the operations of non -schedule flights which should include the issues like processing of odd sized cargo (entry along with the vehicle/passes, clearance and loading inside the terminal or at the apron). This needs to be issued for the information and smooth operation in consultation with airport security and Customs so that there is clarity in the processing by each one involved in the operation.

2 Action Plan for solution

In Order to address each of the

SN Issues Taken Up Action Required to be taken by the sub-

committee Head

1 Special Focus on the

following category of

perishables needs to be

given to promote export;-

Mango, Karela & Okra.

It was informed that these categories of

perishable commodities are required to be

given special focus because of its growth

potential for export from northern India. An

adequate facility for testing/treatment plants

2 Non Availability of Plant

Quarantine Official at

Saharanpur station (Mandi

Parishad Complex) on

regular basis

There is only one Treatment Plant and

Machinery installed in the entire northern

region at Saharanpur (U.P.). Due to the

shortage of Quarantine officials, the trade has

to engage officials from Delhi as and when

their shipments are processed for export at

Saharanpur. This is a big hurdle for export of

mango from northern India.

3 Need of installation of MORE

Laboratory & Testing Plants

in the Norther Region.

Laboratory for VHT and Radiation Test

particularly for US bound export shipments is

required to be installed at Saharanpur &

nearby Delhi.

Proper Testing plant/Laboratory in more

numbers as well as SOP in respect of Mango,

Okra and Karela is required to be installed/

issued by the concerned authorities as there

is only one testing lab i.e. Delhi Testing Lab

(DTL) which is inadequate and charging at a

very higher rates for certification.

4 Provisions in the present

Customs EDI System for

exemption of examination of

Perishable cargo.

As per the Customs notification perishables

are exempted to Customs examination until

there is specific information but the present

Customs EDI system invariably asks for

examination of certain packages as per

system design. Therefore provisions for

exemption of Customs examination for

faces problem to resolve this issue. This issue

needs to be discussed with the APEDA for

amicable solution.

6 Presence of Meat Exporters

in the meeting.

In the next sub-committee meeting some of

the leading meat exporters as well as

vegetable exporters are required to be invited

for discussions on their issues if any. Ms. Urmi

5.4.2.11. Service Standard Sub-committee

Meetings held – 01 (One)

SN Issues Taken Up Actions to be taken

1 Basics principles of Service

standard

A public commitment to a measurable level of performance that the customers can expect under normal circumstances in terms of timeliness, accuracy and appropriateness etc. as has been described by industry stalwarts.

Service Standard in the Air Logistics Industry may dwell upon the service standards of the following main six stake holders in the industry.

i) Shipper/ Importers ii) Freight Forwarders including

(Transporters)/ Express Operators iii) Clearing Agents iv) Airport Operator v) Terminal Operators vi) Airlines

Page 60: Annual Report for 2nd Annual General meeting (AGM)acfi.in/images/Annual Report-2nd AGM.pdf · 2017-07-04 · Annual Membership 39 Associate Membership 10 Total w w. Activities undertaken

Page 57

2 Approach to achieve the

goal

As part of action plan to map, benchmark and

monitor the Service Standards within India as

well as at International level, the members

decided that we should know first the complete

processes and responsibilities involved by each

player in the air logistics industry viz starting

with the Shipper in export till the airlines uplifts

the goods and vice versa for import on arrival

till collected by the consignee.

And then recommend the service levels in term

of time taken for completing each activity in

India and comparing with international level.

3 Participation of all the

members of stakeholders in

the air cargo logistics

industry

It was also felt that this Sub-committee does not

have a Freight Forwarder or CHA for mapping

each process they undergo and therefore

suggested to induct one expert from one of the

big freight forwarder of ACFI member. In this

regard Mr. Rajeev Khanna from Jeena & Co. was

requested to be part of this subcommittee.

4 Collection of inputs

regarding documents &

processes of entire flow of

operation

Need to identify the requirements that the

Shipper has to provide, all documents and

physical goods, and its role in the processes,

Freight Forwarders & CHA’s role preparing

documents, involvement in the processes and

physical presentation of cargo for clearance of

goods through Customs till hand over to the

cargo terminal operator /airline. Mr. Rajiv was

requested for the above inputs.

Airline following certain standard of SLAs with

their GSAs & ground handlers also needs to be

Page 61: Annual Report for 2nd Annual General meeting (AGM)acfi.in/images/Annual Report-2nd AGM.pdf · 2017-07-04 · Annual Membership 39 Associate Membership 10 Total w w. Activities undertaken

studied for working out a composite standard.

The airline related inputs shall be arranged by

Mr. Jones

As regards Inputs viz. Copies of the approved

SLAs under implementation by each CTOs, IATA

standard Document formats wherever

applicable, role/part of Customs and Security

the same will be made available by Mr. Bhawani

Singh, DCSC and Mr. O P Sharma, DIAL to ACFI

Secretariat by 24.01.2014 positively.

On receipt of the above information, the same

will be consolidated and compiled by the

ACFI Secretariat for further discussion by the

subcommittee.
