DEAR SUPPORTERS & MEMBERS OF THE BICYCLE COALITION,

As our fiscal year extends between April 1 to March 31st, this year’s Annual Report is primarily focused on our pre-COVID work, before the world radically changed in March 2020.

We are honored to tell you about the variety of activities that we engaged in during most of 2019 and early 2020 that will help our city and region cope with the new world that we all live in now. Our mission - to use advocacy and education to lead the movement to make bicycling a safe and fun way to get around for anyone in Greater Philadelphia - is more compelling than ever.

Our advocacy for a network of connected Circuit Trails, bike lanes and low-stress streets is making the region more resilient and equitable. We are proud of the contributions that the Bicycle Coalition has made to strengthen the region’s ability to manage today’s and future challenges.

PROTECTED BIKE LANE NETWORK EXPANSION

South 11th Street got a fully parking-protected bike lane; Delaware Avenue became partially protected in response to a petition we launched; and the JFK & Market protected bike lane pilot projects both became permanent infrastructure. Ordinaces were also passed in City Council for 11 new protected bike lanes to be installed on 2nd, 5th, 6th, 10th, 11th 13th, 22nd Streets and Germantown Avenue.

SB 565 ADVOCACY & PROGRESS

Pennsylvania state law is … weird. There’s a provision in the Vehicle Code that says motor vehicles have to be parked within 12 inches of the curb. Because of that, PennDOT is not willing to install parking-protected bike lanes on its streets in Philadelphia when they repave, unless it’s installed as a pilot. We worked with State Rep. Dave Maloney (R-Berks) and State Sen. Larry Farnese (D-Phila) to introduce legislation that would change the law to allow for parking outside 12 inches of the curb. The House version of the bill was passed by an overwhelming vote of 200-1. Our trips to Harrisburg and an overnight email campaign succeeded in getting the bill out of a Senate Committee. We are continuing our advocacy into 2020 to bring the bill to the Governor's desk.

BEN FRANKLIN BRIDGE RAMP CONNECTS THE CIRCUIT

Delaware River Port Authority opened the new ADA ramp on the Camden side of the Ben Franklin Bridge walkway, capping 20 years of advocacy by our Research Director John Boyle. Counts on Ben Franklin Bridge show a 63 percent increase in users since the Camden ramp opened. This segment is one of seven that opened in 2019 that counts toward the regional goal of reaching 500 miles of Circuit Trails completed by 2025. NEW REGIONAL BIKE LANES

More than six miles of bike lanes in Montgomery, Delaware, Bucks and Chester Counties were approved by PennDOT to be installed in 2019 due, in part, to our years of advocacy. Six miles may not sound like a lot. But before the Bicycle Occupancy Permit requirement was overturned three years ago (also to our advocacy), there were zero bike lanes being installed each year. And there will certainly be more regional bike lanes installed in the years to come.

YOUTH CYCLING TEAM EXPANSION

The Bicycle Coalition Youth Cycling team saw unparalleled growth this year, with 170 youth cyclists engaged in our core level program and 61 riding their way onto the All Star team. Ever dedicated to the long term impact of our programs, our expansion grew equally in depth with the grand opening of our Education Center. Acting as a community youth cycling headquarters, youth and coaches now have a place to call their own where they can repair their bikes, do homework, have a healthy snack, plan their trips, and start their rides under the mentorship of BCYC Staff.

ANNUAL GALA FUNDRAISED FOR BCYC BIKES

At our 2019 Annual Gala and Awards Dinner, we raised over $10,000 for bikes for BCYC. The Bicycle Coalition Youth Cycling program would not have been able to continue at its current level if not for this example of part of our community mobilizing to support another part of our community.

FOLX N SPOKES PHL LAUNCH

With the help of an advisory group made up of 7 of our community members, we relaunched our initiative to bring more gender diversity to local cycling. Folx n Spokes PHL advocates for the inclusion of cyclists of color, women, trans, and nonbinary cyclists, disabled cyclists, immigrant cyclists, LGBTQIA cyclists, and cyclists of diverse sizes in product development, marketing, race promotion, advocacy, and street design. The group also works to break down barriers to participation and build a cycling culture that denounces racism, harassment, sexism, ableism, and sizeism.

BIKE NICE DRIVE NICE CAMPAIGN

As advocates for both safe, responsible biking & safe, responsible driving in relation to cyclists and pedestrians, we created a Bike Nice / Drive Nice campaign last fall. We then updated the campaign to reflect the new realities of what safety and community care can look like during the COVID-19 pandemic.

BETTER BIKE SHARE PARTNERSHIP

Through our participation in the Better Bike Share Partnership, the Bicycle Coalition has become more inclusive and has engaged with an increasing number of diverse communities. In direct response to low-income communities and communities of color requesting more community rides, beginner-friendly education, and information about mobility justice, the Bicycle Coalition launched the Indego Champions Program, and reached a total of 825 participants by working directly with numerous community partners across Greater Philadelphia. Additionally, the BBSP team responded to requests from diverse communities who speak a language other than English and hosted bilingual programming for 23 community events, which included bicycle education classes and community rides reaching 191 participants throughout the season (a 13% increase in participation from last season).

TRANSIT FORWARD PHILADELPHIA

Alongside partner organizations 5th Square, AARP PA, the Economy League of Greater Philadelphia, the Pennsylvania Community Development Corporation, the Clean Air Council, SEIU 32BJ, and Philadelphia Climate Works, we set up Transit Forward Philadelphia (TFP). This transit-first advocacy organization serves to amplify the voices of riders and residents in support of an equitable and sustainable transit network for Greater Philadelphia. The Bicycle Coalition will act as the incubating organization for TFP, as well as one of the advisory organizations. In March, TFP officially launched by hosting a 200-person standing room only event where TFP's organizer led a panel discussion with General Manager of SEPTA Leslie Richards; City Councilmember Helen Gym; and oTIS' Chris Puchalsky to discuss the need for transit improvements and how policymakers from both the city and transit agency will achieve them.

We are committing to valuing leadership from a diversity of backgrounds. This year we increased POC representation on our Board by 11%, and will continue to increase this percentage in future years. B

RIDEWITHGPS ROUTE LIBRARY

Thanks to our partnership with RideWithGPS, we're now able to share all of our staff's route planning knowledge with our members. Our Route Library went live just in time to be able to transition our Explore the Circuit ride series to virtual experiences during COVID-19 pandemic closures.

MLK JR DRIVE CLOSED TO VEHICLES

As soon as the Stay At Home order went into effect, we saw that Circuit trails were the prime focus of outdoor recreation. And in the case of the Schuylkill River Trail on Kelly Drive, too many people were using it for people to be able to safely keep six feet apart. Our analysis of trail usage and an online petition resulted in Mayor Kenney closing 4 miles of MLK Drive to cars in late March to help provide more space to pedestrians and bicyclists to exercise safely in the pandemic.

MAIN LINE GREENWAY

The Lower Merion/Narberth Greenway project focuses on a 20-mile loop route from Bala Cynwyd to Villanova with the potential to connect over 75% of area residents to community destinations via low-stress, bicycle-friendly neighborhood streets. Making this route a permanent and well-marked part of the community is a goal our county affiliates established with our support.

In June 2019, four BCYC seniors received $42,500 in scholarships to attend Northeastern University, Shippensburg University, Penn State Main Campus and Penn State Brandywine Campus. These scholarships are made possible by generous donations from our major supporters which are matched by Jerome & Julie Jacobs, founders of the scholarship program.
