about the Voluntary Community Social Enterprise (VCSE) sector and active work being done in Hillingdon.

JuneJune 2018• • Feedback from CAP members who had attended NHS Kernow

away days: members found the day interesting and valuable.• • Feedback from Leadership Live event: Member noted that he

was the only one there as a patient of experience, which was disappointing as patient experence was main item on agenda. Frances Tippett, Amanda Stratford and Nigel May to follow up patient experience input with patient experience leads, RCHT and University of Plymouth Nursing degree course.

July July 2018• • Rachel Wigglesworth, prevention workstream, and Richard

Kimberly of University of West of England provided an update on social prescribing. They confirmed the bid was successful for eight community link workers and one coordinator to be employed for three years – links with Patient Participation Groups.

• • Sharon Davidson:, communication lead and Lou Farbus, communications lead, shared slides and discussed at length the communication and engagement strategy and information gained from the three co-production events (attended by some CAP members), which was being used for a range of test and learn projects within teams.

AugustAugust 2018• • Helen Charlesworth-May, adult social care, had a very open and

useful discussion covering public engagement, extra care housing, Newton Europe’s brief, Green Paper from government and her visions and concerns - a major one being housing.

• • Tessa Goodchild, personalised care plans, shared two templates being tested and discussed language and format – ‘what matters to me’ is a key element of care plan information and the need for electronic patient discharge.

• • Website meeting: Feedback from CAP members was that meetings were very technical but they were able to provide advice.

September September 2018• • Vivienne Kell, Improving Access to General Practice, attended and

CAP members expressed concern re capacity for extended hours that was being imposed by NHS England. Viv confirmed it was what was required and a Healthwatch survey demonstrated that. No appetite in Cornwall for Sunday appointments. GP localities working on their own solutions. IT also a major concern as patient information not readily available to all doctors.

• • Janine Ogborne attended to talk about personalised records for patients with diabetes. 28 GP practices already signed up to identify high risk patients, others waiting to participate and seen as a very welcome project and it was hoped all practices would engage in the project by the end of September 2019 – working closely with Diabetes UK Cornwall. CAP members enquired about suitable assistance being provided for people with learning disabilities and other physical or mental special needs.

• • Farewell and thanks to Jeff James, NHS Kernow Governing Body member for patient and public participation.

October 2018 - PPG conference• • Members involved in Volunteer Cornwall’s PPG Conference.

Andy Brelsford, Jackie Pendleton, Lou Farbus, Heather Eardley (Patients’ Association) and CAP chair, Sally Turner, all gave presentations. The event was well attended by PPG members from up and down the county. Workshops provided an insight into the fact that some PPGs are proactive, others not sure what they are really there for and, as we discovered from the survey carried out by CAP member Nigel May last year, not all practices in Cornwall have a PPG. Members felt it was a very worthwhile event.

• • Update: Volunteer Cornwall - planning for 2019 Conference.

November November 2018• • Nikki Thomas, NHS Kernow’s deputy director of quality came

to discuss patient experience. Remit includes patent safety and clinical effectiveness. Peninsular patient experience network meet to share information and good practice. Dignity of care assessors report on patient experience. Care opinion being used to report on good and unacceptable experiences. Healthwatch Cornwall and NHS Kernow representatives attend quality surveillance group meetings.

• • Feedback from members who attended south Kerrier and Liskeard health and wellbeing events was that they were well attended at Heartlands and enthusiastic response from both - networking opportunity was very much appreciated.

• • Feedback from members who attended the TEC event and met Pepper the Robot – quite incredible. NHS Kernow was there with information about the Digital Care Plan Project

• • Caroline Righton, interim communications lead introduced herself and took feedback on the new website and newsletters.

December 2018 • • Welcomed Nikki Kelly, NHS Kernow’s newly appointed Governing

Body member for patient and public involvement.• • Ethna McCarthy and James Foss, vision and strategy for planned

care, prompted a very interesting and wide ranging discussion about the need for change in culture, needs of people being valued, giving people more choice, overview of the pathway, outpatient clinic locations across the county. The use of social prescribing and an emerging model of care - needless to say IT was considered to be a very important aspect.

• • A patient story presented at a NHS Kernow GB meeting raised questions about the inadequacies of support for people struggling with severe mental health issues. All agreed integration needed speeding up and a ‘go to’ person was essential for people in crisis, but work and help required long before a person and family reached that stage. A new mental health strategy is in the pipeline and that there is agreement, nationally, that physical and mental health must have parity.

• • The need for more communication and engagement with the public was discussed including the need for regular newspaper articles or slots on the radio to explain new model of care, vision and progress and a citizen panel option.

2019

January January 2019• • Trudy Corsellis of NHS Kernow attended to provide advice on

GDPR rules around information governance and data security. All personal information was to be used only for the purposes for which it was obtained and not used for marketing purposes. All breaches should be reported immediately, so that appropriate action could be taken.

• • Caroline Righton, communications lead, attended and there was a lengthy discussion that highlighted CAP members frustration about communications across the system. A newspaper idea was discussed as well as ideas for the use of social media to target young people.

• • Website improved and ideas were needed for fresh content.• • Jackie Pendleton provided an integrated care system update and

confirmed the Long Term Plan had just launched. NHS Kernow to produce a one year and five year plan.

• • Planning for the three community hospital consultations is in progress - engagement plans would be finalised when there was a complete list of current and previous services provided at the sites and the populations served by them.

February February 2019• • Helen Wilding, deputy director of organisational development

provided a workforce update. There was a very wide ranging and useful discussion about the draft workforce plan.

• • Success of SPRINT workshops had been organised with group sessions facilitating networking and solving individual patient care concerns – reported to be extremely successful and rewarding for all concerned.

• • Challenges were reported around recruitment.• • IT interoperability a concern – patient notes, at least detail

summaries, need to be shared more widely for safer and more effective care.

• • Three integrated care areas to develop local needs plans. Each now has a Volunteer Cornwall community maker who can work alongside practice staff offering support suggestions for people within their communities.

• • CQC reporting - lack of knowledge about role/work of many health professionals e.g. advance GP nurse practitioner.

• • Caroline Righton, communications lead, confirmed that a newsletter would be produced for March 2019. Members provided feedback on how the newsletter could be more effective.

• • Facebook Live Q&A in the pipeline for early March or April.• • Draft communication and engagement strategy to be drafted.• • CAP member suggested sharing information via GP bulletins.• • Jackie Pendleton provided an update on the joint needs

assessment strategy which being refreshed for the health and wellbeing strategy, the beginning of five year plan.

• • New formula for funding could be beneficial but it had conditions such as money being linked to the GP contract and formation of Primary Care Networks (PCNs), the Better Care Fund and Improving Better Care Fund.

• • Integrated system independent chair job to be advertised locally but national team to make the appointment.

• • NHS Kernow awarded joint GP commissioning contract.

March 2019 • • No meeting took place but several members attended a

Healthwatch meeting and were able to say farewell to Lou Farbus, who had worked on engagement.

CAP NEXT STEPS

The group will continue to focus on public engagement and communication, responding to the changing needs of the system, expecting the leads from Cornwall and Isles of Scilly health and social care partners to work with CAP to ensure the most effective methods are devised and utilised. CAP members will continue to think and speak from a patient/public perspective at NHS and health and social care meetings and events, and to assist their community makers/community navigators/link workers in the formation of community citizen groups: local movers and shakers interested in increasing support for people in their communities, and having a constructive dialogue about health and social care.

Increase the lay membership and diversity of the CAP: two representatives from each of the six localities in Cornwall and the Isles of Scilly to ensure that the patient/public perspective is heard and considered, and locality/PCN public engagement methods are being developed.

Increase knowledge of the needs and experiences of marginalised people, groups and communities within Cornwall.

Get involved in Cornwall and the Isles of Scilly health and social care lessons learned/debriefings and business continuity planning following a major crisis/incident.
