The fundamental underpinnings of the Legal Services Camps are to facilitate
Access to Justice to the deprived and
marginalized segments of the society.
Essentially these camps are delivery
based modules and the underlying
thrust is to identify the intended
beneficiaries of the Schemes and to
expeditiously provide the fruits of
the Scheme to the eligible beneficiaries. Being a multi-faceted endeavor, all the
key stake holders including Para Legal Volunteers, Panel Lawyers, NGOs,
government departments are involved in these camps so that coordinated
efforts can be made to benefit the marginalized sections of the society.
Para Legal Volunteers, Panel Advocates and NGOs render supportive
contribution in such camps. Punjab
State Legal Services Authority, under
the auspices of the National Legal
Services Authority, has been holding
such camps under the banner 'CHETNA'
and these Camps have been organized
in District Amritsar, Tarn Taran, SBS
Nagar, S.A.S. Nagar, Ferozepur and Gurdaspur.

"JAAGO" From Ignorance to Legal Empowerment Punjab State Legal Services Authority
has followed Project based approach
to implement NALSA Schemes in an
effective manner. Thus, to create
100% legal awareness in the villages
and to ascertain the problems faced
by the villagers, Punjab State Legal
Services Authority has launched a
project, "JAAGO". This project has been initiated in each district in
coordination with the various Departments of the Government. The
intrinsic attributes of this project is to
identify patently neglected villages, to
carry out a door to door survey in the
identified village, to disseminate
knowledge about the various welfare
and beneficent schemes, including
NALSA Schemes.
The object of the project is the holistic development of the identified village
through harmonious coordination with different wings of the Government.
Under this Project, District Legal Services Authorities of Punjab conducted
surveys, organized Seminars, Door-to-Door Campaigns and distributed

Pamphlets on Legal Aid, Lok Adalat, Mediation etc. The grievances of the
villagers were redressed after coordination with various other Departments
of the State.
"CONCERN FOR SPECIALLY ABLED CHILDREN" Specially-abled children require
personalized attention, sensitive
treatment, and care with a lot of
patience and understanding. Thus a
considerate and compassionate
insight is principally required while
dealing with them. One of the prime
duty of the government to look after the health related needs of the Specially-
abled Children and for this purpose a programme "Talk On Disability-
Prevention Or/And the Way Ahead"
was organized at Chandigarh Judicial
Academy by Punjab State Legal Services
Authority in association with the NGO-
SIOLI on 05.05.2018.
In this programme, a panel discussion
followed by open house discussion took place regarding the rights of Specially
Abled Children with special emphasis on the provisions of Rights of Persons
with Disabilities Act, 2016. The Programme was attended by Specially Abled
Children, their parents, NGOs working for the needs of such children,

Para Legal Volunteers.
The function was graced by Hon'ble Mr. Justice T.P.S. Mann, Judge, Punjab and

VISIT TO INSTITUTIONS OPENED FOR SPECIALLY ABLED CHILDREN
The Children Home namely
Punjab Badhir Memorial Deaf
& Dumb Society, Rupnagar
receives the Children in need
of Care & Protection. The
Secretary, DLSA, Rupnagar
interacted with Deaf and
Dumb Students of said
society. The management of the said child institute was pressed upon to take
all the precautionary measures for the utmost betterment of such children.
RESCUE OF MOTHER AND CHILD
A Child namely "X" along with her mother Ms. "Z" (Mentally retarded) was
rescued with the efforts of District Legal Services Authority, Ludhiana from
Dugri, Ludhiana and was admitted in the Swami Ganga Nand Buri Wale Trust,
Bal Ashram Mullanpur for their better future.

PROMPT ACTION BY THE STATE LEGAL SERVICES AUTHORITY DURING AMRITSAR RAIL ACCIDENT
As per NALSA (Legal Services to Disaster
Victims through Legal Services Authorities)
Scheme 2010, the Legal Services
Authorities are required to help the victims
of disaster-both manmade and natural- and
to co-ordinate with Government
Departments and Non-Government
Organizations for early recovery and
rehabilitation. Punjab fell victim to one such disaster when on an ill-fated
evening of 19-10-2018, a speeding Jalandhar-Amritsar DMU ran over a crowd
celebrating Dusshera festival. On receiving information regarding the tragedy
in Amritsar, Punjab State Legal Services Authority immediately swung into
action. The Punjab State Legal Services Authority began the rescue operation

by constituting rescue teams and involved the neighboring District Legal
Services Authorities of Amritsar, Tarn Taran and Kapurthala. The rescue
teams also helped the local administration by making their vehicles along
with drivers readily available to shift the injured to the hospitals.
Help Desks "We are here to Help you" were set up and made functional
outside all the hospitals where injured were admitted and dead bodies were
kept. Advocates and PLVs were deputed to help the people in need.
WhatsApp Group was created for coordination amongst the Rescue team
wherein important information relating to deceased, injured, their relatives
along with the lists of blood donors and their contact numbers were shared.
REUNITING THE FAMILIES OF TRAIN MISHAP
The efforts put in by Punjab State Legal Services Authority lessened the pain
of some of the victims by uniting them
with their families:
On her visit to Aman Hospital, Member
Secretary, Punjab State Legal Services
Authority met a 3 years old child who was
reported to have lost her parents. By that time, the hospital staff had
completed the formalities of discharge of the child in favour of some distant
relatives from Uttar Pradesh. During scrutiny of documents, it was revealed
that the child’s mother was “Preeti”. At that point of time, it struck Member
Secretary, Punjab State Legal Services Authority that an injured lady with the
same name i.e. Preeti was admitted in Guru Nanak Dev Hospital Amritsar.

Immediately the child was taken to Guru Nanak Dev Hospital Amritsar where
lady namely “Preeti” was admitted. The emotional reactions of the lady and
the child hinted towards their relationship. After complete verification of both
the victims, they were found to be mother and son and thus they were not
only united but a minor child was also saved from getting into wrong hands.
INFANT UNITED WITH HIS MOTHER
One ten month old injured child was reported to be in need of CT scan by
Secretary DLSA, Kapurthala. The said facility was not available in Civil
Hospital Amritsar, therefore, it was got done from Guru Nanak Hospital,
Amritsar. On interaction by the Member Secretary, Punjab State Legal
Services Authority with the couple accompanying the child by Member
Secretary PULSA, it was revealed they were not the parents of the child.
Immediately a special team was constituted to trace the parents of the child.
With the concerted efforts of various Legal Services Authority teams deputed
in Guru Nanak Dev Hospital Amritsar, Civil Hospital Amritsar, Amandeep
Hospital Amritsar and District Child Protection Unit Amritsar, the infant was
reunited with her injured mother “Radhika” who was admitted in Amandeep
Hospital.

VISIT TO CHILDREN HOME, SHELTER HOMES, OBSERVATION HOMES &
SENIOR CITIZEN HOMES
NALSA (Child Friendly Legal Services to Children and Their Protection) Scheme,
2015 mandates regular visit to the 'Observation and Children Home Committee' to
the said homes for children in need of care and protection to keep a check on the
institution and facilities being provided to them. To ensure proper legal protection
to the Children, Secretaries of DLSAs visited Children Home, Shelter Homes, and
Observation Homes across the State of Punjab. Awareness programmes are being
organized to sensitize people about the needs of Senior Citizens and for creating
awareness on the rights of Senior Citizens under NALSA (Legal Services to Senior
Citizens), Scheme, 2016.

"LEGAL AID CLINICS" To effectively connect with the needy
Legal Aid Clinics have been set up in different corners of the State with an aim
to provide legal assistance as well as to extend the benefits of NALSA Schemes
and various others Schemes floated by the Government to the masses
particularly the indigent and backward sections of our society. A lawyer
manning the legal aid clinic provides legal services to the people. The thrust is
on the basic legal services like legal advice and assistance in drafting of
notices, replies, applications, petitions. Legal aid clinics are also manned by

para-legal volunteers who are have a sense of commitment, sensibility and
sensitivity to the problems of a common man.
A glimpse of legal aid clinics and Village Legal Care and Support Centers in
the State of Punjab:
OPENING OF LEGAL AID CLINIC AT DR. B.R. AMBEDKAR BHAWAN, AMRITSAR.
In order to provide legal aid and assistance to the marginalized section of the
society at their door steps and to create awareness about their rights, Legal
Aid Clinic was inaugurated at Dr. B.R. Ambedkar Bhawan, Amritsar.
OPENING OF LEGAL AID CLINIC AT INSTITUTE OF MENTAL HEALTH (GOVT. MENTAL HOSPITAL, AMRITSAR)
To lessen the agony of the family
members of the patients and to provide
assistance, a Legal Aid Clinic was set up at
Institute of Mental Health, Amritsar.
With the help of aforesaid legal aid
clinic, approximately 20 patients have

already been provided the medical aid in the Mental Hospital, Amritsar and 12
patients have been admitted in the Hospital.
OPENING OF LEGAL AID CLINIC AT INDO-PAK BORDER
With an objective to provide legal
services to the remotest areas, the

Punjab State Legal Services
Authority inaugurated a Legal Aid
Clinic-cum-Village Care and
Support Centre at Panchayat Ghar
of village Asal Uttar.
OPENING OF OOAT CLINIC AT CENTRAL JAIL, AMRITSAR An Outpatient Opioid Assisted
Treatment (OOAT) Clinic was opened
by the District Legal Services
Authority, Amritsar with the co-
operation of Jail Administration and
Health Department. Under the OOAT
Project, free of cost Buprenorphine
(An Opioid that treats addiction while
preventing withdrawal symptoms) is given to patients as an alternative to the

drug to which they have been addicted to. The patients have to be registered
online and authorities shall maintain record of the patients as well as the
doses of Buprenorphine administered so as to avoid its misuse.
INAUGURATION OF LEGAL AID CLINIC AT BDPO OFFICE
On 21.7.2018, Hon'ble Mr. Justice T.P.S.
Mann, Judge and Executive Chairman,
Punjab State Legal Services Authority
inaugurated a Legal Aid Clinic at Block
Development and Panchayat Office,
Derabassi. The purpose of Legal Aid Clinic
is to provide Free Legal Services and to
assist the persons visiting the office of BDPO. Panel Lawyer and Para Legal
Volunteer from District Legal Services Authorities are deputed in these clinics
to give Legal Advice. The contact number of whom has been made available in
the office of BDPO, Derabassi.
"LEGAL LITERACY CLUBS" Connecting Students with Legal Aid As students are considered the future leaders so they are the best
medium to communicate between those in need and the Legal Services
Authority. Students are helpful in dissemination of information about legal aid
programmes, creating legal awareness among the masses, and to make use of
their potential and spirit for the cause of disadvantaged and marginalized
sections of the society while encouraging them to empathize and identify the

problems of the people and make justice accessible to all. The Students Legal
Literacy Clubs have been setup with an objective to spread legal awareness
amongst the masses and also to make the people aware about their rights and
duties. The Punjab State Legal Services Authority, regularly upgrades these
Legal Literacy Clubs so as to overcome the obstructions encountered in the
implementation of the objectives of the Legal Services Authorities and to
optimize welfare of the targeted sections of the society.

INDUCTION TRAINING PROGRAMME FOR SECRETARIES
In order to sensitize and
enhance the skill and
knowledge of the newly
appointed Secretaries of the
District Legal Services
Authorities of Punjab, the first
phase of Induction Training
Programme of Secretaries
DLSA's was held on 4th to 6th June, 2018 in the premises of the State Authority.
The training was imparted covering all significant areas including:
• Introduction of Legal Services Institutions/Activities
• Selection of Competent Legal Aid Lawyers and Para-Legal
Volunteers

• Front Offices: Guidelines, Status and upgradation
• Effective working of Legal Services Clinics
• ADR Mechanism including Lok Adalats and Mediation

• Effective implementation of State Level Projects/Campaigns etc
The Training Programmes were focused on providing an insight to the
Secretaries regarding the working of District Legal Services Authorities and
to build an effective delivery mechanism thereafter. Expert Resource
persons shared their experiences and valuable inputs.
TRAINING PROGRAMME FOR PANEL ADVOCATES
The core activity of Legal Services Institutions is providing legal aid to the poor and
marginalized sections. Punjab State Legal
Services Authority has been striving to make
'Access to Justice' a reality, but, Access to Justice
would be meaningful only when it is coupled
with quality Legal Aid to those deserving such
aid.
To ensure quality legal aid various Training
Programmes are conducted for the Panel
Advocates.
With the said idea on 05.10.2018, a training programme by the District Legal
Services Authority, Moga, The training was imparted by Sh. Rajesh Sharma, Trained
Trainer of NALSA. Such Training Programs were also organized in Faridkot,
Amritsar, Mansa, Fatehgarh Sahib and SAS Nagar.

TRAINING PROGRAMME FOR PARA LEGAL VOLUNTEERS
The Para Legal Volunteers (PLVs) are intermediaries who bridge the gap
between common people and legal services institutions. People from different walks
of life are empanelled as PLVs with District Legal Services Authorities in State of
Punjab. These PLVs spread awareness among the masses about the concept of legal
aid, various schemes of NALSA as well as the Schemes floated by the State
Government. With that objective, various training programmes for Para Legal
Volunteers were organized by District Legal Services Authority, Ferozepur. Fazilka,
Bathinda, Hoshiarpur, Kapurthala and SAS Nagar.
MEDIATION TRAINING PROGRAMME
The Root of Mediation Process lies in a good referral order and making
reference of proper cases. To strengthen the Mediation Process, Punjab State Legal

conducted by Mediation and Conciliation
Project Committee, Hon'ble Supreme
Court of India on 06th July, to 08th July,
2018 and 13th July to 15th July, 2018 at
Chandigarh Judicial Academy. 45 Judicial
Officers and Advocates were imparted
training in the said programme.

was organized on 10th to 14th
November, 2018 and 30th November,
2018 to 04th December, 2018 in the
office building of State Authority at SAS
Nagar. 04 Judicial Officers, 02 Retired
Judicial Officers and 45 Advocates were
imparted training in the said
programme.
TRAINING PROGRAMME FOR POLICE OFFICIALS
The primary responsibility for training the designated Juvenile/Child Welfare
Officers attached to the Police Station and the Members of the Special Juvenile

Unit is on the District Legal Services Authority. Keeping in view of the said
responsibility, various programmes for Police Officials were organized by
legal services Authority in the State of Punjab.
Similar training programs ware also held at Amritsar, Sri Muktsar Sahib and
Moga.
BEST PANEL LAWYER DECLARED FROM PUNJAB
Punjab State Legal Services Authority has
been endeavoring to provide Competent
Legal Services to every legal aid seeker in
all the Districts of Punjab. This effort was

NATIONAL LOK ADALATS
The settlement of dispute on the
basis of principles of honesty and
fair play has always been recognized
in Indian culture and civilization.
The concept of Lok Adalat in India is
a part of justice delivery system as
enunciated in Section 89 of Code of
Civil Procedure. For the year 2018,
calendar of National Lok Adalats
was released by National Legal Services Authority. Accordingly, the same were
organized on 10-02-2018, 22-04-2018, 14-07-2018, 08-09-2018 and
08.12.201814.07.2018, 08.09.2018 and
08.12.2018 and both pending & pre-
litigative matters (Criminal
Compoundable, NI Act u/s 138, Bank
Recovery Cases, MACT Cases, Matrimonial
Disputes, Labour Dispute Cases, Land
Acquisition Cases, Electricity Bills, Water
Bills, Service Matters, Revenue Cases and
Other Cases) were taken up at district as well as sub-division level. Planned and
concerted efforts were made to motivate the litigants for settlement of their cases

amicably which not only end a case but also a dispute. All the Legal Services
Authorities in the State of Punjab worked hard and put efforts for making the Lok
Adalat a success.
The bench of Lok Adalat consists
not only of Judicial Officer but also
involves Member of Legal
Profession and a Social Worker
engaged in upliftment of weaker
sections of society. The District
Legal Services Authority, Ludhiana,
set up a rare example by appointing Mohini, a transgender as one of the three
members of a bench to hear cases at National Lok Adalat on 14 July, 2018. Mohini
became the first transgender in Punjab to be part of a Lok Adalat Bench, which took
up the cases ranging from recovery suits to divorce cases.

SEMINARS TO SPREAD LEGAL AWARENESS
With an objective to create awareness regarding legal aid and beneficial schemes, a
strategic MACRO ACTION PLAN for the period April 2018 to March, 2019, was
prepared by Punjab State Legal Services Authority. Following this action plan, all the
District Legal Services Authorities organized various Legal Awareness Programs to
sensitize the people about their legal rights, NALSA Schemes, Govt. Beneficial
Schemes, Lok Adalats, Legal Aid, various laws for the Protection and Welfare of
Children, the Right of Children to Free and Compulsory Education Act, Protection of
Children from Sexual Offences Act, Child Labour, Senior Citizen Act etc.
On 04.04.2018, a Seminar was organized by District Legal Services Authority,
Fatehgarh Sahib on "Beti Bachao Beti Padhao".
On 04.04.2018, a Seminar was organized by District Legal Services Authority, Patiala at Sr.
Sec. School, Todarpur for "Creating Legal Awareness" amongst school children.

Child Day was celebrated by the DLSA

CAMPAIGNS AND NEW INITIATIVES
PROVIDING EFFECTIVE LEGAL SERVICES TO WOMEN INMATES AND THEIR ACCOMPANYING CHILDREN IN PRISONS.
Campaigns were organized in the
State of Punjab for a period of 10
days commencing from 17th
May, 2018.
PAN INDIA CAMPAIGN
As per directions of National Legal Services Authority, "PAN India Campaign"
(First Week of October, 2018) was carried out by all the Legal Services
Institutions of Punjab to address the issues/legal needs of convicts such as

filing of the appeals within stipulated time period, Information about the
status of their appeals/SLPs, bail applications etc. The operational framework
was divided into two parts; first part consisted of preparatory steps and the
second part envisaged the campaign. During said campaign, 10,761 convicts
made aware about the availability of free legal services and about the appeals
status during the campaign. During the campaign, 441 convicts were
identified who required free legal aid for filing appeals in the Sessions Courts,
High Courts and Hon'ble Supreme Court and out of these 197 convicts were
benefitted by way of filing their appeals through free legal services.
CREATING AWARENESS ON PLEA BARGAINING: A STATE LEVEL
CAMPAIGN
In compliance of orders dated
23.07.2018 passed by Hon’ble
Supreme Court of India in W.P. (C)
No. 580/2018, titled as “Anil
Kabotra vs. Union of India & Ors”, a
State Level Campaign was
organized in all the Districts of the
State of Punjab on 10.11.2018 to
create awareness about the
concept of Plea-Bargaining. At
each district level, teams were
created for identification of
suitable cases for plea bargaining
and also for creating awareness
about the same in jails.
The Under Trials were educated about the concept of Plea Bargaining.

Door to Door CAMPAIGN
As per directions of National Legal Services Authority, New Delhi, Punjab State
Legal Services Authority conducted Door to Door Campaign w.e.f. 09.11.2018
to 18.11.2018. As many as 1,84,038 persons were educated about the concept
of free legal services. During these campaigns, 12,967 persons were identified
who were in need of Free Legal Services. 854 villages/urban areas were
covered during the said campaign.
PRO-BONO SERVICES OF LAWYERS: A SCHEME BY PUNJAB STATE LEGAL
SERVICES AUTHORITY
There are many people who require
Legal Services but cannot bear the
financial burden involved in legal
process; at the same time, they are also
not eligible for Free Legal Services under
Section 12 of the Legal Services
Authorities Act. On the other hand, there
are many seasoned lawyers who intend
to provide free legal services to the
society. With the intent of reaching out to
such legal aid seekers who are not covered within the ambit of section 12 of the Legal
Services Authorities Act. Punjab State Legal Services Authority launched “Pro-Bono
Services Of Lawyers: A Scheme By Punjab State Legal Services Authority” on
29.10.2018. After circulation of Scheme amongst all the Bar Associations within the
State of Punjab, 52 Lawyers have been empanelled as Pro Bono Lawyers.

APPOINTMENT OF PRO-BONO LAWYER FOR THE REDRESSAL OF ISSUES BEING
FACED BY SPECIALLY ABLED PERSONS IN THE STATE OF PUNJAB:
Consequent to the written representation made by Sh. Satish Goyal,
President of Confederation for Challenged Persons Punjab to Member Secretary
PULSA on 29.11.2018 during her the visit to ADR Centre Sangrur, Sh. Vikas Suri,
Advocate, Punjab and Haryana High Court, was engaged as Pro-Bono Lawyer to
provide legal aid to Confederation for Challenged Persons, Punjab and redress their
issues.
“RIGHTS OF SAMARITAN: AN AWARENESS DRIVE”
Accident cases require fastest care and rescue which can be provided by
those closest to the scene of accident. Bystanders' clear support is essential to
enhance the chances of survival of victim in the 'Golden Hour' i.e. the first hour of
the injury. As per the WHO India Recommendations, 50% of the victims die in the
first 15 minutes due to serious cardiovascular or nervous system injuries and the
rest can be saved by providing basic life support during the 'Golden Hour'.
However, the people who are standing near the accident places do not help the
accident victim for fear that the same would make them liable for police
interrogation. It is therefore necessary to encourage Good Samaritans to save life of
the road accident victims. With this objective, a State Level Programme to create
awareness regarding the rights of Samaritans was launched on 29.10.2018 as per
the spirit of the decision dated 29.10.2014 of the Hon’ble Supreme Court of India in
Writ Petition (C) No. 235 of 2012 titled as “ Save Life Foundation Vs. Union of India
& Others”.
A special drive was launched by all the District Legal Services Authorities; Training
Programmes were organized for Panel Lawyers & Para Legal Volunteers and

Sensitization Programmes for Investigating Officers Department of Police and for
Medical Officers Department of Health were carried out. The public was made
aware by distribution of Pamphlets and Banners containing the gist of the
guidelines enunciated in “Rights of Samaritan: An Awareness Drive” were
displayed. The State Government was requested to include the guidelines in the
curriculum of Police Training Courses and Chandigarh Judicial Academy was also
requested to hold sensitization programs for Judicial Officers.

DAV Senior Secondary School on 08.11.2018 about the Rights of Samaritans.
