United States of America in March 2000,

is an autonomous, bilateral organization

jointly funded by both the Governments

that promotes science, technology,

engineering and biomedical research

and innovation through substantive

interaction among government, academia

and industry. The Department of Science &

Technology, Government of India and the

U.S. Department of State are the respective

nodal departments.

ItiswithasenseofsatisfactionandpridethatIpresent thisAnnual Report (2018-19) of the bi-national Indo-U.S.Science&TechnologyForum(IUSSTF) to all our patrons and stakeholders.Asyouwouldnoticegoing throughthisReport,IUSSTFcontinuestomarchaheadwithrenewedvigorandasenseofpurposeinrealizingitscoremandateofpromotingmeaningfulengagementsbetween the United States and India across the entire spectrum of scientific cooperationas well as the entire length of the R&D value chain.IUSSTFcontinuestoplayitspivotalrolein

catalyzing the strategic science, technology and innovation partnerships between both nationsthrough our diverse programs that help buildscientific networks, promote innovation andentrepreneurship,andtrainthenextgenerationofscientistsandstudentstobecomeaproductivepartofaglobally-engagedscientificcommunity.

Our program in the Innovation andEntrepreneurship space– the U.S.-India S&TEndowment Fund– is growing steadily and wehave thus far supported 32 joint U.S.-India

entrepreneurial projects through 8 Calls. Wearecurrentlyintheprocessofwrappingupthe9thCall thatreceivedanoverwhelmingresponsefrom our stakeholders. IUSSTF also provides aplatform for a largenumberof exchange visitsfor scientists, faculty and students across several institutions on both the sides. These visitations notonlysustaincurrentcollaborationsbutmoreimportantlyactasprecursorstobiggerinitiativesand long-term engagements in the years to follow.

Over the past 19 years, we have establishedan active stakeholder base of close to 600 institutions and 5000 individual scientists and academiciansinboththecountries.Wepartnerwith a large number of constituents of the STIeco-system comprising of federal agencies,academic institutions, national laboratories,industries, professional bodies and industryassociations.Throughtheextendednetworksofour partner institutions, we reach out tomorethan 100,000 individual nodes on regular basis.IUSSTF can therefore rightfully claim a greatdeal of accomplishment in its journey up untilnow, fully justifying the cause for which it wasestablished. However, there still lies enormousscopetocaptureseveralun-tappedopportunities

inmultipleways,consideringthevastnessoftheU.S.-IndiaS&Tlandscapeandthecommonvaluesthatconnectthetwosocietiesatafundamentallevel.Ithinkitisnowtimetoestablishthosenewpathwaysthatleadtohighersummitsandsecureresourcesthatmaybeneededforbothscaling-upaswellasaforward-backwardintegration.

IwillsoonbecompletingmytermastheExecutiveDirectorof IUSSTF.Duringmytenure, Imadeagenuine attempt to envision several strategicinitiatives that I believed were needed to serve thecauseof IUSSTFgoingforward.Whiletheseinitiatives were well received by the Governing Board,andIamthankfulforthat;thefactofthematter is thatmanyof themare still awork inprogress.IearnestlyhopethatthenewleadershipwillbeabletotakethemtofructificationwiththesupportofboththeGovernments.

Iwouldliketoputonrecordmysinceregratitudeand genuine appreciation to our patrons,partners, stakeholders and my colleagues inIUSSTF who have all contributed to script thissuccessstory till so far. IUSSTFwill surelyneedtheir wholesome support and blessings incharteringthenextlegofitsaspirationaljourney.

IUSSTF: The GenesisThe Indo-U.S. Science and Technology Forum (IUSSTF) is a bi-national organization jointlycreatedby IndiaandtheUnitedStatesofAmerica, throughaformalagreementsignedbythetwoGovernmentsonMarch21,2000.IUSSTFacquiredlegalstatusafewmonthslater,whenitwasregisteredasaSocietyunderthe“SocietiesRegistrationAct”inIndiainJune2000,withitsofficeatNewDelhi.

IUSSTF is also the secretariat for the U.S.-India Science and Technology Endowment Fund,whichwasjointlysetuplaterbythetwoGovernments,throughaseparateagreementintheyear2009.

TheDepartmentofScienceandTechnology(DST)oftheMinistryofScienceandTechnology,Govt.ofIndia,andtheU.S.DepartmentofState,arethearmsofthetwoGovernmentsthatoverviewthefunctioningof IUSSTFthroughaGoverningBody,havingequalrepresentationfrombothsides.

Excellence in Science, Technology and Innovation space through collaborative initiatives between India and the United States of America.

• Act as a catalyst to promote long-term scientific collaborations between India and the U.S. through partnership amongst individual scientists, scientific institutions and the scientific community at large.

IUSSTFfundedcollaborationsprovideaplatformforyoungandearly-careerscientiststo interactandnetworkwiththeirseniorandwell-establishedcounterparts,whocouldpotentiallybecomebothlifelongmentorsandcollaborators.Buildingscientificnetworksnotonlyhelpsshareexpertisetherebydoublingthevalueoftheeffort;butalsomanytimesleadstothegenerationofcompletelynovelideas.

IUSSTFpromotessuchnetworkstofosterlong-termcollaborationsbetweenthescientificcommunitiesof India and theUnited States through two separate yet complimentary programs.While “bilateral Workshops” areexpectedtoactasaninstantconnectandpointofformalinitiation;“Virtual Networked centers”provideaformalmechanismtosupportspecificcollaborationsforanextendedperiodoftime.

There are ‘two’ Calls for proposals for BilateralWorkshops and ‘one’ for Virtual Networked Centers,eachyear.ThetablebelowprovidesasummaryofBilateralWorkshopsandVirtualNetworkedCenterssupportedoverthepastthreeyears:

Highlights of the Year• The9th CallforProposalsunderUSISTEFclosedon15thJune2018andIUSSTFreceived389applications

–217 in theHealthy Individuals (HI)categoryand172 in theEmpoweringCitizens (EC)category. As the first step, all 389 applications were screened internally by IUSSTF to examine eligibility.Following this,210applications in theHI categoryand170applications in theECcategorywereshortlisted for reviewby the Joint Expert Panel (JEP). The JEP shortlisted48proposals in the ECcategoryand44intheHIcategoryforStage-I.ThesedetailedproposalswerethenreviewedbytheJEPand12applicationsinECCategoryand9applicationsinHIcategorywereinvitedforin-personpresentationstotheJointExpertsPanel(JEP)atWashingtonDCon24-25September2018.TheJEPshortlisted9projects(5inHIand4inEC)forsubsequentsite-visitsandFinancialDue-Diligence.

• TheUniversityChallengecompetitionwasheldat IITBombayfrom29-30 June,2018.Thetop40teamspitchedtoajuryof7-8membersineachtrack.Thejurythenwentontoselectthetop15teams(7fromsocialand8fromindustrial)forthefinalawards.

DST-Lockheed Martin India Innovation Growth Program (IIGP) 2.0

The2018EditionoftheIndia Innovation Growth Programme (IIGP) 2.0waslaunchedattheRashtrapatiBhawanon21st March2018duringtheconcludingsessionoftheFestivalofInnovation;inthepresenceofHon’blePresidentofIndiaShriRamNathKovind.IIGP2.0(introducedin2017)isanimprovedversionoftheProgramleveraginglearningsfromthepastdecade.Newcomponentssuchasgrantsandincubationsupport have been added. TATA Trusts joined the newly revamped IIGP 2.0 along with foundingstakeholderstheDepartmentofScienceandTechnology(DST)andLockheedMartinCorporation,withafocusoninnovationsaddressingsocio-economicchallenges.PartnershavecommittedafundingsupportofUS$2millionfortheprogram.

• At IIM Ahmedabad, a week-long bootcamp from 16-21

July, 2018 was held. The top50 OIC 2018 teams and top9 university challenge 2017teamsattendedthebootcamp.

• FollowingarigorousweeklongbootcampatIIMAhmedabad,the50finalistsof the IIGP2.0Open Innovation Challenge2018 presented their innova-tionstoanexpertjurypanelatanInnovatorsCompetitionon1-2August2018inNewDelhi.The4topteamsfromthepreviousyear’sUniversityChallengealsocompetedalongsidethe50finalists. The jury panel announced 16 teams (8 social, 8 industrial) as winners of the Open InnovationChallenge2018.

• The IIGP2.0 award ceremonywasheldon2nd August, 2018atHotel TajMahal,NewDelhi. TheUniversityChallengewinnersandtheOpenInnovationChallengewereawarded.Tenwinningteamsofthe2017editionofIIGP2.0alsoshowcasedtheirinnovationsontheside-lines.

Make Tomorrow for Innovation Generation

‘Make Tomorrow for Innovation Generation’ is a public-private partnership initiated by NationalCouncilforScienceandTechnologyCommunication(NCSTC),DepartmentofScience&Technology,Govt.of India and Intel®withIUSSTFastheimplementationpartner.ItisalsosupportedbyNITIAayog-AtalInnovationMission.Designedtoworkwithschools,teachersandmakerspacestoskillyouthoncreatingindigenoustechnologybasedsolutionsforlocalcommunities,thisprogramwasinitiatedtonurtureanddevelopaninnovationecosysteminthecountry.  

Undertheaegisoftheprogram,aseriesof5RapidPrototypingCamps(RPCs)wereheldforstudentsandteachersin5different locations–Dharamshala,Dehradun,Bhubaneshwar,ShillongandJamshedpur.EachRPCwasa3-dayresidentialeventandhadsessionsonDesignThinking,Ideation,IPR,Copyright,etc.;Techcreationhandsonactivities/DIYs,throughspeciallydesignedchallengesandbriefintroductionabout Atal Tinkering Labs. The sessions were designed in sync with the global learning path, andparticipantswereguidedbymentorsexperienced in conductingsuchworkshops, togetherwith localvolunteers.

Postthecamps,studentswereaskedtoidentifyproblemsinandaroundthemandsharetheirproposedsolutionsforthesameonlineandatotalof415ideaswerereceived.

The ideaswere judgedonlinebyapanelof judgesand50 ideaswereshortlistedand invited for theNationalShowcaseinDelhiduring1-4December,2018.Duringtheshowcase-cum-competitionevent,theseprojectswereevaluatedbyapanelofexpertsandtop10projectslistedinAnnexure VI were selected andfelicitatedduringtheAwardsceremony.

The Indo-U.S. joint clean Energy R&D centre (jcERDc) isa joint initiativeoftheMinistryofScienceandTechnology,Govt.ofIndiaandtheU.S.DepartmentofEnergy.Theprogrambeganintheyear2012with IUSSTFasthe implementingagency.Theaimoftheprogramwastofacilitate jointresearchanddevelopmentoncleanenergytechnologiesthatmaybedeployedrapidlywiththegreatestimpact.TheJCERDCisbasedonapublic-privatepartnershipmodeloffundingandisafirst-of-its-kindinitiativethathasbroughttogethermorethan100IndianandU.S.academicandindustrialpartnerstoworkjointlyinthespaceofcleanenergyresearch.

The above projects concluded after their 5 year tenures in March 2018. A Final Review CommitteemeetingfortheseprojectswasheldattheIUSSTFOffice,NewDelhion25thMarch2019.Thecommitteewas chaired by Prof. Anil Kakodkar (Chairman, Rajiv Gandhi Science & Technology Commission) and comprised of eminent experts from the relevant fields and representatives fromGovt. of India andIUSSTF.

TheReviewCommitteewasoftheopinionthattheJCERDCmodelhasbeenoneofthelargestandmostsuccesful collaborative R&D initiatives. They noted that all three tracks had sucessfully achieved their objectivesandmandates.

Theintentistodeveloptoolsandconstituentblocksthatwillenableend-to-endwaterandairqualitymonitoring systems on smart, networked, low cost, low power sensor nodes with large-scale cloudbaseddataanalysis.TheprogramisadministeredbyIUSSTF.UndertheWAQMcall,fourprojectswereidentified for award (Annexure VII) of these twohave been fundedunder ‘Air’ and twounder ‘Water’QualityMonitoringcategoriesrespectively.

PIRE or Partnerships for International Research and Education is the U.S. National Science Foundation’s (NSF’s) flagship international program to support high quality research and educationprojectsacrossalldisciplines.Theprogramaimstoleveragetheresourcesofindividualfundingagenciestowards advancement of knowledge and the individual efforts of research groups cutting across national boundaries. The Science and Engineering Research Board (SERB) entered into a formalunderstandingwithNSFtopartnerforthePIREprogram.IUSSTFistheimplementationpartnerfortheprogramonbehalfofSERB.
