1. IntroductionWelcome to my 2017-18 Annual Report as Police and Crime Commissioner for Thames Valley (PCC). This 2017-18 report provides an update on overall progress against delivery of my new four year strategic Police and Crime Plan for the period 2017-2021. My new Plan was informed by a broad range of information that is reflected in five key priority areas:
• Vulnerability
• Prevention and early intervention
• Reducingre-offending• Serious organised crime and terrorism
• Police judgment and reform
By law, I am required to secure and maintain anefficientandeffectivepoliceserviceforthe Thames Valley. In 2017/18 Her Majesty’s InspectorateofConstabularyandFire&RescueServices(HMICFRS)conductedtheir‘policeefficiency,effectivenessandlegitimacy’(PEEL)inspectionsforallpoliceforces.HMICFRSgradedThamesValleyPolice(TVP)as‘Outstanding’intermsofefficiency,“Good”foreffectivenessand‘Good’forlegitimacy.ThamesValley’sHMICFRSPEELReportshavebeenthebestforanypoliceforceexceptDurham,aforce that in relative terms is substantially better funded than TVP.
DespitethebudgetarychallengesfacedbyTVP,acurrentshortfallofofficersandtheincreasingcomplexityofcrime,IandTVParecommittedtoprovidingaresponsiveemergencyservicethatkeepspeoplesafeandbringsoffenders to justice.
DuringtheyearTVPhashadtoretainitshighlevelofperformancewhilemakingsubstantialannual savings of over £10m, and do this at a time of ever increasing demand for the services
ofthepolice.Nationallywearecurrentlyseeingasignificantriseincrime,thoughintheThamesValley area the increase in many categories of crimeislessthanthenationalaverage.Overallcrime levels in the Thames Valley are also lower comparedtotenandfifteenyearsago.Asoneofthelesswellfundedpoliceforces,thisisagreat credit to all who work for TVP.
Myofficehaseffectivelymanagedour£2.765mMinistryofJusticegrantfundingtoprovidearangeofvictimandwitnesssupportservices.Ihavealsoprovidedcommunitysafetygrantstotalling £2.7m to county and unitary councils in theThamesValleyareatohelpthemtosupportmeindeliveringmyPoliceandCrimePlanstrategicpriorities.Asummaryofthebenefitsdelivered from these grants - including work to addressfemalegenitalmutilation(FGM)andcybercrime-isprovidedlaterinthereport.
Myofficeintroduced‘VictimsFirst’-anewservicewhichofferssupportthroughasinglepointofcontactforvictimsandwitnesses ofcrime,includingaffectedfamilymembers. Theservicehasnowdevelopedintoourin-houseVictimsFirstHubandwasopenedon 26March2018.
Since2016theGovernmenthasencouragedpoliceandcrimecommissionerstoseektotakeovertheresponsibilityforthegovernanceoftheirlocalfireandrescueservices.Nevertheless,lastsummer,Iandthethreefireauthoritiesinthe Thames Valley announced the decision that therewillbenogovernancechangestofireand rescue services in the Thames Valley at the presenttime.IntheThamesValleythisismorecomplextoachievethaninotherareaswhichhaveonlyonefireandrescueservice.InThamesValleytherearethreefireandrescueservices,one for each county. I believe there aresubstantialoperationalandefficiency savings to be made by combining them into one service, and bringing them into the TVP management system.
We will continue to work closely together to exploreanddevelopmorecollaborationoptions,particularlybetweenthefireandrescueservicesand Thames Valley Police.
Over100,000peoplecametoWindsortocelebrate the Royal Wedding, and I am aware thatahugeamountofworkwentintoplanningapolicingoperationthatdeliveredasafeandsecure event. Thames Valley Police were highly professionalandshowedthebestofBritishpolicingtothewatchingworld.
Thereintroductionof‘custodianhelmets’after 7yearshasbeengreatlyappreciatedbyboththepublicandpoliceofficers.Itwillgreatlyimprovethevisibilityandpresenceofpoliceofficersondaytimepatrol.
The forthcoming year will be the half way pointofmycurrentterminoffice.IampleasedthattherecentfulltimeappointmentofmyDeputyPCC,MatthewBarber,willenable us both to further focus on delivery of our strategicpriorities.
ThamesValleyPoliceisaForcewecan beproudofandIhavefaithweandour other community safety and criminal justice partners,willbeabletorisetothechallengesinmeeting the needs of communities across the Thames Valley.

•TheTVPActiveCommunitiesprojecthas beenrolledoutduringtheyeartodevelop communityforums,independentadvisory groupsandspecialistlocalvolunteerrolesto empowerlocalcommunitiestoplaytheirpart in reducing demand.
•TheForceareworkingwiththeCinnamon network (a church-based organisation who work with the most vulnerable in thecommunity)onjointprojectswith NeighbourhoodPolicingTeams,withafocus onsupportinghardtoreachandvulnerable partsofcommunities.
•DuringtheyeartheForcehasreviewedand health-checked all multi agency strategies toensuretheireffectiveness,plusnew systems have been introduced to assess thesuicideriskofsuspects,andguidanceon referralstopartneragencies.
• I have agreed to match a grant from the HomeOfficetoconductastrategic frameworkreviewof‘CountyLines’drug dealingactivities,lookingatourresponse across Thames Valley, and to make recommendations about risk management alongsideotherforcesandpartneragencies. •Twonewmulti-agencyprojectswere launchedduringQuarter3:onefocused onprotectingvulnerableadultsfrom modernslaveryandexploitation,and thesecondtoproblemsolvetheimpacts ofseriousorganisedcrimetosupport OperationStronghold.
•AsthepastChairmanoftheThamesValley LocalCriminalJusticeBoard,Ihave engagedwithkeyservicedeliverypartners toencourageamorejoined-upcriminal justice system.

HavingconsideredthedeliveryplansofboththeForceandthoseofmyownoffice, I am reassured that there is an undiminished focus in continuing to deliver a wide range of positiveoutcomesduring2018/19andbeyond. However,thefuturefundingofpolicinginThamesValleycontinuestobeaconcern. WhiletheForcecanberightlyproudofitssuccessesthatarehighlightedintheHMICFRS PEELassessments,weareenteringaphasewherefuturefundingoftheservice,alongwith increasingdemandsandcomplexitiesofmodernpolicing,willinevitablycreatefurther challengeanduncertaintyontheroadahead.Iamencouragedbytherecentspeechof SajidJavid,thenewHomeSecretarywhichunderlinedtheimportanceofproperpolice fundinganditscorrelationwiththeabilitytofightcrime.
Inviewofthis,whilstIwillcontinuetocloselymonitorprogressindeliveringagainstmy strategicpriorities,Imayconsiderrevisitingand,possibly,refreshingmyPoliceandCrimePlan for2017-21,duringtheremainingtermofmyoffice.
Strategic Objective 2 - PREVENTION AND EARLY INTERVENTION:
Improving safeguarding in physical and virtual space
PROGRESS IN 2017/18:
• OperationSceptre(knifecrimecampaign)– resulted in 172 knives being surrendered during Quarter 4.
• OperationJEEP(ruralcrimecampaign) wasdeliveredincollaborationwithpartners. This included the introduction of online crime reporting,andavideointroductiontoTVP’s role and activities in reducing rural crime which was viewed over 14,000 times.
• ThroughOperationSignaturetheForceis developingcrimepreventionadviceforthose vulnerable to online crime.
• AteamofSpecialConstableswith expertiseandknowledgeinIThasbeen trainedtosupportcommunitiesinreducing online crime.
• ThroughcampaignssuchasHidden Harm,theForcehasengagedcommunities on a number of issues throughout the year, including modern slavery and online childabuse;#protectyourworld,aimedat keepingyoungpeoplesafeonline,delivered inpartnershipwitharangeofagencies includingSafe!andtheNSPCC.
• Aschools-basedsafeguardingchildren projectwaspilotedinCherwell&West OxfordshireLocalPoliceArea(LPA)andwill berolledoutacrossotherLPAsin2018.
• ThoughgrantfundingfrommyCommunity SafetyFund,Iawarded£120kto organisationstoimproveknowledgeand awarenessofFemaleGenitalMutilation(FGM) and£94ktoeightorganisationstodeliver cyber-crimepreventionactivities.Iwrote to schools and health organisations to raise awarenessofFGMamongstprofessionals who work closely with children who could potentiallyfallvictimtothiscrime.
• Myofficehasalsodeliveredanumberofkey ‘hatecrime’activitiessuchasthe‘Let’sHate Hate’campaign-tohelpimproveHateCrime awarenessandreporting-andalsotook overoperationalmanagementofthe(third- partyreporting)HateCrimeHelpline.

Strategic Objective 3 - REDUCING RE-OFFENDING:
Targeting and managing harm and risk
PROGRESS IN 2017/18:
• WorkjointlycommissionedbymyOffice andTVP,includednewprogrammesset uptoreducere-offendingsuchas“Positive RelationshipsProgramme”,whichcentreson perpetratorsofdomesticabusewitha particularfocusonreducingrepeat victimisation,andimprovingthelivesof victims and their children.
• TheMiltonKeynesLPAproblemsolvingteam hassignificantlyreducedthenumberof repeatdomesticabuseoffencesthrough improvedengagementwithoffenders.
• TVPhasdevelopedaprogrammeto increase victim access to restorative justice, inorderforoffenderstobetterunderstand theimpactoftheircrimes,andsohelp reducere-offending.
• Myofficemanagedasuccessful‘Black, Asian,MinorityEthnicandRefugee(BAMER) Project’fundingbidwhichsupportsthe HomeOffice‘ViolenceAgainstWomen andGirlsService’(VAWG)Transformation Fundscheme.
• Myofficehasalsoexploredfutureoptions withpartnersfortheprovisionof commissioned services based on vulnerability/needs of victims of crime, includingco-commissioningopportunities withLocalAuthoritiesandClinical CommissioningGroups.

Strategic Objective 4 - SERIOUS ORGANISED CRIME AND TERRORISM:
Improving the local response
PROGRESS IN 2017/18:
• TheForcehasundertakenarangeofmulti- agencyproblemsolvinginitiativestoboth disruptandpreventorganisedcrime,e.g. agangsprojectinSloughlinkedtoareview ofCountydrugslines,andbothSloughand Chiltern&SouthBuckinghamshireLPAshave undertakensignificantworkonclosure orders to reduce cuckooing (i.e. when offendersuseavulnerableperson’sproperty fordrugdealing).
• TVPandCounterTerrorismPolicingSouth East(CTPSE)haveactivelycontributedto thenationalActionCounterTerrorism (ACT)campaign. • Myofficehasundertakenarangeofactivities toenhanceoversightofactivitiestoprevent violentextremismandpromotegood practice,andincludes:supporting WRAP(‘WorkingtoRaiseAwarenessof PREVENT’)training,supportingCommunity SafetyPartnershipinitiatives,providinga PreventVirtualLearningGroupNewsletter forpartners.

Strategic Objective 5 - POLICE ETHICS AND REFORM:
Increasing the pace of change
PROGRESS IN 2017/18:
• HMICFRSPEEL(PolicingEffectiveness, EfficiencyandLegitimacy)‘Effectiveness’ inspection-TVPwasgradedas“Good” for the way it deals with crime, both in termsofpreventionandinvestigation;how theForcedealswithanti-socialbehaviour, theirpreparednesstodealwithserious and organised crime and some of the specialistcapabilitiesthatareneededtodeal with vulnerability.
• HMICFRSPEEL‘Efficiency’inspection-TVP wasawardedan“Outstanding”rating,with particularreferencetotheForce’s “sophisticatedunderstandingofdemand” and“innovativeapproachestouncovering hiddendemand”.
• StafffromtheForceandmyofficehave undertaken a range of training around issuessuchasvulnerability,supporting victims, domestic abuse triage and dealing with hate crime to ensure we deliver the bestsupporttovictimsofcrime.
• TheTVPLocalPolicingOperatingModelwas introducedinJune2017toensuretheForce deploytherightresourceswiththerightskills at the right time, and there is a range of work takingplacetobettermanagedemand.
• TheForcehasundertakenafilequality improvementprogrammetoensure detectivesarebuildingcompelling,strongly evidencedandfullycompletecrime prosecutioncasefilesatthepointoffirst submission;whichhasimprovedefficiency andcreatedcapacityforourdetectivesbut mostimportantlyprovidesabetterand timelier service to our victims.
• Myofficehasbeendevelopinganumber ofkeyfunctionswithinthecorporate governance environment, including preparingforchangestothenational policecomplaintssystem,reviewing transparencyrequirementsunder FOIlegislation,andpreparingfor introductionofthenewGeneralData Protection Regulation requirements.

Performance headlines for 2017/18Overall crime levels reported to TVP increased by 8.7% in 2017/18 compared to the previous year (2016/17). There were 149,875 crimes reported across Thames Valley during the period April 2017 to March 2018. Based on the latest available figures, this compares to a national increase of 15%.
ThamesValley’sincreaseisreflectedbytrendsseen at a wider national level. The latest publishedfiguresfromtheOfficeforNationalStatistics(ONS)showanincreasetotherelativelyrare,but“high-harm”violentoffencessuch as homicide, knife crime and gun crime, a trendthathasbeenemergingovertheprevioustwoyears.TheONShasalsoseenevidencethatincreasesinsometypesofthefthavecontinued,inparticularvehicle-relatedtheftandburglary.OverallcrimelevelsinThamesValleyremainlowcomparedwithtenandfifteenyearsago.There were 47,448 fewer crimes recorded in thistimeframecomparedwithtenyearsago(197,132),and57,949fewerrecordedoffencescomparedwithfifteenyearsago(207,633).
WhileIwasdisappointedthattherecentHMICFRSCrimeDataIntegrityAuditandInspectionraisedanumberofconcernsforThames Valley Police, it was reassuring that no issuesofunethicalbehaviourwereidentified.ThesameconcernswerevoicedbyHMICFRSabout the majority of other forces. However, thepublicneedtofeelconfidentthatTVPisprovidinganaccuratepictureofcrimeandIwillbecloselymonitoringtheprogressoftheForceinaddressinganumberofimprovementsrecommendedbytheHMICFRS.
• Violence-Occurrencesrecordedasviolent crimeincreasedby12.6%from30,623 offencesto34,486offencesbetweenApril 2017 and March 2018. There has been anincreaseinoffencesidentifiedasdomestic violenceof8.9%to10,616offences.Non Domesticviolenceoffencesincreasedby 14.4%.Basedonthelatestavailablenational figures,ThamesValleyhadthe5thlowest levelofviolentcrimeper1000population in the country in 2017, the same ranking as in2016.ThamesValleyhadthe6thlowest change in the level of violent crime at 9.5%.[Note that national figures do not split violent crime into domestic and non- domestic categories].
• 13.2%ofnon-domesticabuserelatedviolent crimesweredisposedofbymeansof charge, summons or caution in 2017/18. Thiswasadecreasefrom18.9%in2016/17. Thenumberofcrimesdisposedinthis wayfellfrom3,936to3,155(thesefigures arebasedonoffenceswherenodomestic abuseidentifierhasbeenselected).Based onthelatestavailablenationalfigures, ThamesValleyhadthe15thhighestcharge or caution rate for violent crime in the country in2017.In2016ThamesValleywasranked 12th. [Note that national figures do not split violent crime into domestic and non- domestic categories].
• Rape investigation-108rapeoccurrences weredisposedofbymeansofchargeor summonsbetweenApril2017andMarch 2018. This was a decrease from 128 in 2016/17.Inthesameperiodthenumber ofoffencesrecordedincreasedfrom1,581to 1,794.Theresultantprosecutionrateof6.0% islessthanthe8.1%achievedin2016/17. Basedonthelatestavailablenationalfigures, ThamesValleyhadthe19thlowestcharge rateforrapeinthecountryin2017.In2016 ThamesValleywasranked9thlowest.
• Rural crime-Therewere1,379occurrences betweenApril2017andMarch2018 whichwereidentifiedasruralcrime.Thiswas anincreaseof13offences(1.0%)when comparedtothesameperiodofthe previousyear.
• File Quality-Anewnationalmonitoring systemforfilequalitywasintroducedbyCPS inSeptember2016.Thedataforthis measure is based on the information recorded under this new monitoring system.ThecomparisondataisforJanuary to March 2017 to allow for bedding issues tobeaddressed.BetweenApril2017and March2018;9,821fileswerereviewedby theEvidentialReviewOfficers.1,943(20%) weredeemedtobeinsufficienttoproceed.
• Repeat victimisation-Thelevelofrepeat victimisation for domestic abuse related crimewas27.2%in2017/18.Thisisan increasefrom26.3%in2016/17.Thenumber of domestic abuse related crimes increased by1,051.Thenumberinvolvingarepeat victim increased by 411.
• Hate Crime - The number of hate crimes has increased across all strands monitored (forexample,recordedRacistincidents increasedby25.1%;Religiousincidents increasedby115.7%).NonCrimehate incidents have increase across all strands withtheexceptionsoftransphobicincidents wherenumbersarerelativelylow.Anumber offactorscouldbeaffectingthis,including the terrorist attacks earlier in the year along withincreasedtrainingforofficersandstaff resultinginimprovedrecording.

Force Performance Measures in 2017/18 - key headlines: • Burglary-Occurrencesrecordedas residentialburglaryincreasedfrom4,962 to5,744;anincreaseof15.8%,(782 occurrences)comparedtotheprevious year. Based on the latest available national figures,ThamesValleyhadthe12thlowest levelofdomesticburglaryper1000dwellings in the country in 2017, the same ranking as in2016.[Note that national figures from 1 April 2017 include residential burglary of sheds and garages. On this definition, Thames Valley were experiencing a 69% increase in domestic burglaries, the 13th highest percentage increase].
• Theprosecutionorcautionrateforresidential burglaries(dwellings)betweenApril2017 andMarch2018was8.3%,areductionfrom 9.7%in2016/17.Thenumberof investigations resulting in a charge, summons orcautionhasincreasedintheperiodfrom 471to479.Basedonthelatestavailable nationalfigures,ThamesValleyhadthe19th highest charge or caution rate for domestic burglaryinthecountryin2017.In2016 Thames Valley was ranked 14th. [Note that national figures from 1 April 2017 include residential burglary of sheds and garages].

• Hidden Harm - The number of crimes whichhavebeenidentifiedasinvolving HonourBasedAbusehasincreasedby 4intheperiodApril2017toMarch2018 comparedto2016/17.Incidentsofhonour basedabusehavedecreasedby67(26%) inthesametimeframe.Levelsofreporting of female genital mutilation and forced marriagehavealsofalleninthesameperiod, though the number of forced marriage crime offenceshasincreased.
• Demand - In 2017/18 the number of calls for servicetoThamesValleydecreasedby7,893 –adecreaseof1.4%.Inthesameperiod the number of calls for service which required policeattendance(asmeasuredby CommandandControl)fellby23,592–a reductionof8.4%.Manyincidentsare attendedbyarrangementorbyappointment andthisisnotalwaysreflectedonCommand andControl.Thenumberofincidentswhich wereidentifiedasrequiringanimmediate responseincreasedby0.2%whilstthe number shown as requiring an urgent responsedecreasedby9.2%
Whilesomeoftheabovefiguresmaymakeforuncomfortablereading,thisshouldbetemperedbyanumberofhighlypositiveoutcomesdeliveredbytheForce-theseinclude: • Answeredover290,000emergency(999) callsand980,000non-emergency(101) calls;80%of999callswereansweredwithin 10 seconds.
• Arrestedover31,000peopleandcharged over 11,000 of them.
• TheForce’sMajorCrimeUnitfeaturedin threeChannelFourdocumentariesincluding “CatchingaKiller”.
• Police caught 1,800 drivers using mobile phones,2,000drinkdrivers,and1,000 driversundertheinfluenceofdrugs.
• Duringthefirearmsamnesty,413firearms were surrendered.
• TVP seized and attained over £800,000 in cashandover£2.8millionincompensation is being returned to victims.
• This year saw the largest single cash seizureinTVP’shistory(OperationStingray) of£560,000.
• Throughinvestigationofamulti-millionpound drugsconspiracy(OperationStrix),11people were convicted and almost £1 million in value was recovered.
• Through‘Stronghold’,theForcehavebeen tackling serious and organised crime across Thames Valley. TVP arrested 407 individuals andsafeguarded22people.Itseized25 kilograms of cocaine with 140 criminals being sentencedtoatotalof479years.
• 1,041mentallyillpeopleledtoaplace of safety.
• 12,956missingpersonsinvestigated.• 7,379peoplestoppedandsearched.• 160eventspoliced.
HMICFRS HerMajesty’sInspectorateofConstabularyandFire&RescueServices(HMICFRS)publisheditsannualPEEL(‘policeeffectiveness,efficiencyandlegitimacy’)assessmentin2017/18.PEELisdesignedtogivethepublicinformationabouthowtheirlocalpoliceforceisperforminginseveralimportantareas,inawaythatiscomparablebothacrossEnglandandWales,and year on year.
TVP’soverallgradeof‘Good’reflectsHMICFRS’sassessmentofeachindividualareaofpolicing,withacommonthreadofkeepingpeoplesafeandreducingcrimefeaturinginallofitsinspections.
Intermsoftheindividualareasofpolicing,Iamdelighted that Thames Valley Police has been gradedas‘Outstanding’inthePEEL‘Efficiency’review; indeed it is one of only two forces in thecountrytoreceivesuchagrading.Likeallforces,TVPiscopingwithreducedbudgetsandincreaseddemandonpolicingandonlybybeingefficientcanitmeetthedemandsplaceduponit.ThamesValleyPolicehasrisentothischallengeandIampleasedthatthishasbeenrecognisedbyHMICFRS,particularlyinthewayit understands demand, uses resources and plansforthefuture.
IampleasedwiththeForce’sgradingof‘good’initsPEEL‘Effectiveness’reportwiththeInspectoratepraisingthewaythatitdealswiththe most vulnerable members of our community, and the quality of its investigations of serious cases.Similarly,thePEELLegitimacyreportgradedtheForceas‘good’andidentifiedthatForceSeniorLeaderscoulddemonstratetheyactivelytreatedpublicandstaffwithfairness andrespect.
WhilebothoftheselatterPEELreportswerelargelypositive,theydidhighlightsomerecommendedimprovementsandIwillbecloselymonitoringprogressoftheseoverthecoming year.

VALUE FOR MONEY DuetotheGovernment’sausterityprogramme,whichhasrequiredreductionsinpublicservicespending,thepoliceservicehashadtomakesignificantcashsavingseachyearsince2010.OverthelastsevenyearstheForcehasmadeannualsavingsof£99m,andannualsavingsofanother £14.3m will still need to be made over thenextthreeyearsinordertofundtheongoingcostofpolicing,forexample,theinvestigationofcomplexcrimessuchaschildsexualexploitationandensurevulnerablepeopleareprotectedthroughtheMulti-AgencySafeguardingHubs. Continuingtoidentifyandachievecostsavingsis becoming increasingly more challenging so we havewelcomedthesupportofthepublicinourincreaseincounciltax,whichwillhelpusavoidfurtherdamagingcutstothepolicingbudgetinthe Thames Valley. However, since demand on thepoliceischangingitisclearthattokeepupwith this change we must continue to transform andreformourpoliceservice.WithinThamesValleyPolicetheForce’sProductivityStrategyaims to reduce bureaucracy, reviews the way servicesareprovidedbytheForceandidentifiessavings that could be made.

Lookingtothefuture,IhaveapprovedafullyfundedthreeyearcapitalprogrammetosupportdeliveryofmyPoliceandCrimePlanstrategicprioritiesandtheForce’slong-termpolicingstrategy,the‘ForceCommitment’.Intotalweplantoinvestnearly£65movertheperiod2018/19to2020/21andIbelievethatthepolicingbudgetplantheChiefConstableandI have set will enable us, together, to deliver thestrategicprioritiessetoutinmyPoliceandCrimePlan2017-2021.

STATUTORY RESPONSIBILITIES AND CORPORATE GOVERNANCE During2017/18Icontinuedtosuccessfullymeetmy statutory duties and commitments as set out inthePoliceandCrimePlan2017-2021. Indischargingmypersonalduties,responsibilitiesandfunctions,IwassupportedbyarelativelysmallteamofstaffwithintheOfficeofthePCC(OPCC).Anoverviewoftheroles,responsibilitiesandfunctionsoftheOPCCispresentedatAppendixA,andtheOPCCorganisationalstaffingstructureispresentedatAppendixB.Myperformance,decisionsand actions during the year were regularly scrutinisedbytheindependentThamesValleyPoliceandCrimePanel.
Throughamixofregularpublicandprivatemeetings,IheldtheChiefConstabletoaccountforhisleadershipofTVPandthedelivery ofanefficientandeffectivepoliceservice. ThisinvolvedclosescrutinyofForceperformanceandprogressagainsttheForce’sAnnualDeliveryPlan2017/18,andwasachievedthroughregularupdatesfromTVPaswellasengagementofmystaffinkeyforceperformancemeetingsanddeliverygroups.
AjointPCCandChiefConstableCorporateGovernanceFrameworkisinplacetoensureintended outcomes for stakeholders are achievedwhilstactinginthepublicinterestatalltimes.Thegovernanceframeworkcomprisestheculture,value,systemsandprocessesbywhichthePCCandChiefConstabledischargetheirresponsibilitiesandthroughwhichthepoliceserviceisaccountableto,andengageswith, the communities they serve.
JointIndependentAuditCommitteeprovidesindependentassurancetotheChiefConstableand myself regarding the adequacy of the risk management framework and the associated controlenvironmentwithinTVPandtheOPCC.ItconsiderstheinternalandexternalauditreportsofboththePCCandChiefConstableandadvisebothpartiesaccordingtogoodgovernanceprinciples.IthasoversightofgeneralgovernancemattersandprovidescommentonanyneworamendedPCC policesandstrategieswithregardtofinancialriskandprobity.

VICTIMS AND WITNESSES SUPPORT SERVICES I receive an annual grant from the Ministry of Justice(MoJ)tocommissionservicesforvictimsandwitnessesofcrime.During2017/18Ispentmyfullgrantallocationof£2.765mtodeliverthefollowingservicesandbenefits:
• VictimSupportreceived£787,970toprovide mainstreamadviceandsupporttovictims andwitnessesofcrime.Theymade1,924 face-to-face visits to victims of crime. • ThamesValleyPartnershipreceived £275,756forRestorativeJustice,which hasledto115restorativeinterventions or case conferences between victims andperpetrators. • Refugereceived£313,387toprovidean IndependentSexualViolenceAdvisory(ISVA) serviceandhavesupported451people.
• SAFEreceived£412,192toprovideaservice tosupportyoungvictimsofcrime.During thelastyeartheysupported678young victims,around50%ofwhomwerevictimsof sexualabuse.
• Iprovidedfundingfor3county-basedpilots tosupportdomesticviolencevictimswith complexneeds.£97,627wasawardedto BerkshireWoman’sAid;SmartCJSreceived £92,056acrossBuckinghamshireand Milton Keynes, and Reducing the Risk received£93,332toruntheOxfordshirepilot. Atotalof372individualsweresupportedby all of these services.
• Through local authority community safety grants, additional domestic violence services wereprovidedacrosstheThamesValleyarea at a value of £330,000.
• Iprovidedanindependenttraumaadvisory servicesupportingvictimsofModernSlavery andexploitation.Rahabprovidedtheservice in Berkshire and Buckinghamshire at a cost of£77,550whilstElmoreprovidedtheservice inOxfordshireatacostof£24,000.
• Amodernslaveryco-ordinatorwasrecruited to work with local authorities and TVP during the year, costing £12,200.
• Ournewnetworkofspecialistcounsellors cost£28,442andresultedin167adultsand youngpeoplereceivingcounselling, particularlyforvictimsofthegreatestharm (sexual,domesticandviolence).
The balance of my MoJ grant fund (£0.222 million)hasbeenspentonotherservicesforvictims, including commissioning costs.
POLICE PROPERTY ACT FUND TheChiefConstableandIawarded£92,950fromthePolicePropertyActFund(PPAF)in2017/18to28charitiesandcommunitygroupsacross the Thames Valley who each made a significantcontributiontoreducingreoffendingand/orpreventingyoungpeopleenteringthecriminal justice system. Inaddition,thethreecountyHighSheriffsidentifiedafurther20relevantorganisationswhohavereceived£75,000,intotal,fromthePolicePropertyActFund.TheChiefConstableandIalsoagreedtogive£105,000tothefourCommunityFoundations(Berkshire,Buckinghamshire,OxfordshireandMiltonKeynes).Theyhavebeentaskedwithobtainingadditional matched funding in order to increase thetotalgrantpottoatleast£150,000.Giventhat this was a new initiative not all the funding hasbeenspentin-year.TheChiefConstableandIhavesofarapproved15individualgrantawardsusing£42,935ofPPAFmoney.TheCommunityFoundationshaveadded£72,217ofpartnershipfunding,supportingtotalprojectcostsof£182,175.
3. PCC Commissioned services – grants and funding 2017/18COMMUNITY SAFETY I maintain a community safety budget of £3.0 million, of which £2.7 million has been given in grants to county and unitary councils in the Thames Valley area, and I retained £0.3 million to fund Thames Valley-wide and other priority service initiatives. The local authorities have used their grant allocationstodeliverthefollowingbenefits:

5. Looking ahead to 2018/19 The changing face of crime means we will continue to see an unprecedented increase in demand in some of the most complex and challenging areas of policing.
Risingreportsandcasesofhiddencrimessuch as domestic abuse, child abuse, modern slavery,sexualoffences,seriousviolenceandexploitationhaveallincreasedthepressureonlimitedpoliceresources.
In addition to the rise in crimes against the vulnerable, we have seen an unwelcomed increase in the more traditional crimes of burglary and violence, as well as the increased threat from terrorism, fraud and cyber-crime. Iampleasedtonotethatburglaryratesarenowgoingdowninmanyofourpoliceareas.Theriseincrimeandexpectationsfromourcommunitieshaveledtoanunprecedentedincreaseincallvolumes,with999callsincreasingover21%over the last 2 years.
Inordertorespondeffectivelytotheincreasingand changing demands within our constrained financialposition,wemustcontinuetoreformservices and ensure resources are focused on priorityareas.Theuseofnewtechnologies willbeamajorfactorherebyimproving potentialefficienciesandimprovementsinpolicingperformance.
TheGovernment’sfinancialsettlementforthepoliceservicein2018/19hasrequiredmetoraisemoremoneyfromthelocalCouncilTaxpayer.WhileIhavereservationsabouthowthis funding shortfall was handled and resolved nationally,ithasreducedthebudgetgapforTVPwhichtheChiefConstableandIneedtomanage.Idonotexpecttheretobefurther
cutsinthenationalbudgetforpolicingovertheforeseeablefuture,andwouldhopethatwewillactuallyseeasubstantialriseinpolicefundingaspublicconcernsaboutviolentcrimecometo national attention. We have a new Home SecretaryandIanticipatearefreshedandpositiveapproachtopolicing.
TheChiefConstableandIarecommittedtocontinuousimprovementanddevelopmentinthepolicingoftheThamesValley,andwillusefeedbackwehavereceivedfromthepublicandpartnerstodevelopourservices.2018will see the launch of a number of initiatives designedtofurtherenhancepoliceeffectivenessandefficiency,andhelpensurethatwearemakingthebestuseofourfiniteresources,whilstdealingwitharapidlychangingpolicinglandscape.TheForce’s‘ContactManagementPlatform’ICTsystemwillbegoingliveinthesummerof2018,andisaprimeexampleofhownewchangingtechnologicaldevelopmentwillimprovethewaythatthepublicmakecontactwith Thames Valley Police.
Through our ongoing commitment to the Victims Code,myofficeiswellpositionedtorespondtochangesarisingfromtheGovernment’sforthcoming domestic abuse bill. In late-March 2018wesawtheopeningofour‘VictimsFirstHub’ - a new dedicated service for victims of crime,co-locatedwiththeForce’sWitnessCareUnit(basedattheBerkshireFireandRescueServiceHQinReading)-setuptoensurevictimsandwitnessesreceivethesupporttheyneedtocopeandrecoverfromtheimpactofcrime.Wecareaboutthoseaffectedbycrimeandwillworkcontinuouslytoimprovethe services available for victims, as well as theirexperienceofthecriminaljusticesystem.
In2018Iwillbeoffering£0.4mofCommunitySafetyFundgrantstoenablemyofficetoworkwithpartnerstodeliversomekeyareasofthestrategicprioritiessetoutwithinmyPoliceandCrimePlan2017-21.Therewillbeaparticularfocusontacklingelderabuse,substance misuse services, data sharing on gangs,reducingandpreventingknifecrime,andensuringpoliceandotherorganisationsbetterengagewitheachothertosupportvulnerablemigrantsandroughsleepers.
Finally,Iamdelightedthatcustodianhelmetshave returned to the streets of Thames Valley. I have felt very strongly for a number of years that officerspatrollingthestreetsofThamesValleyneedtohavegreaterprominence.
The custodian helmet is an iconic symbol of BritishpolicingandIbelievethatwearingitnotonlyincreasestheirprofileinthecommunity,butalsomakesofficersmoreapproachableandprovidesgreaterreassurancetothepublic.
BothmyDeputyPCCandIlookforwardtoworkingwiththeChiefConstableandotherofficersandstaffofTVP,aswellaswithmyotherservicepartners,overthenexttwoyears,uptothenextscheduledpoliceandcrimecommissioner national elections in May 2020. Overthatperiodwewillcontinuetoworkhardonimprovingpolicingandkeepingourcommunities safe.
