I am pleased to present the 2016–17 Annual Report for Lohardaga Gram SwarajSansthan (LGSS), which outlines the initiatives that have been broughtchanges in the lives of the people in need particularly the tribal and marginalized community.

LGSS, since its inception, strives to bring out the marginalised communities from the menace of under development. In this direction we had extended our support in implementation of different development programmes and initiatives in areas of livelihood and agriculture, health, natural resource management, women empowerment, sanitation etc.

This report demonstrates the vital role LGSS plays in these areas. Our work, supported by government, various national and internationals agencies and non-government organisations allows us to identify opportunities and explore possibilities for bringing positive changes in the lives of people of development devoid areas.

In the reporting year we have successfully implemented projects in the areas of child and adolescent development, education, health, women empowerment, social security & inclusion, livelihood promotion, natural resource management and sanitation which have been presented in the report. With the LGSS is very happy for its performance and is with the same spirit for the generations to come.

Looking ahead, LGSS will continue to expand the frontiers of where there is requirement of development intervention. We are creating an environment for synergistic efforts towards inclusive development in the in rural and underserved areasand induce positive impact in the lives of people.

We are deeply grateful to our funding and implementing partners, who champion our work by contributing to LGSS’s regular resources, fund thematic and initiatives of national importance that allow us to test new ideas, and support us to adapt the best lessons learned and apply them for greatest impact. Also, we thank the people and community who came forward for their development and have been integral part of our development journey.

Organizational StructureLGSS comprises of highly motivated professionals, workers and supervisory staffs with varied skills and experience in their field of expertise. CHILD & ADOLCSENT DEVELOPMENTSAMBHAV - Adolescent Empowerment Program

The SAMBHAV project started from August 2016 in three blocksof East Singhbhum district in partnership of IKEA Foundation, UNICEF and Government of Jharkhand.The duration of the project is18 Months.

The programme aims to enhance the ability of adolescents, both girls and boys, to make decisions on matters that affect their lives as psychological, family, social and economical.

Under this project the following activities have been undertaken,

• Capacity Building of adolescent girls on menstrual hygiene management

• Formation of adolescent groups and sensitization of parents

• Formation and strengthening Village Child Protection Committees

• Life Skills Education to adolescent boys and girls

• Capacity Building of Front Line Service Providers (ANM, Sevika, Sahayika, Sahiya, and Nodal Teachers)

Key achievements under this project entails,

• Identification and Formation 1445 Adolescents’ Groups.

• Life Skills Education to 17,627adolescent boys and girls

• Formation and strengthening 691 Village Child Protection Committees

• Establishing and Running 30 Adolescents’ Resource Centers in Government schools

• Formation groups and sensitization of parents (8070 parents in 494 Parents Groups.

• 20% reduction in child marriage

• 20% increase in secondary education enrollment.

EDUCATION India Literacy Project

The India Literacy Project, funded by ILP-USA, was started in the year 2010 and is continuing.The project is being implemented in 26 villages under the 6 panchayat of Kairo block in Lohardaga district. Under this project 41 schools and 64 Anganwadi Centers(AWC)have been covered.

The objectives of the project are,

• Capacity building, social audits and public hearing with respect to Right to Education (RTE)

• Provisioning of educational aids, promotional and community mobilization for Ensuring quality of education in schools

• Awareness to the community on better delivery system in the Aanganwadi Center

Following activities have been conducted under the project,

• Capacity Building and Training on pre-schooling teaching methodology to Anganwadi Worker.

• Orientation programme for PRI members, community leaders,school Management Committee (SMC) members, Mata Samiti, Women SHG, organized on RTE.

Key achievements under the project so far are,

• The AWC attendance has increased to 95 % from 20 %.Functioning of AWCs have been regulated earlier it was irregular

• Meeting of Mata Samitiare being conducted regularly

• The children attendance has increased to 90% from 40%.

• Meetings of SMCsare being conducted regularly

• All 64 AWW trained on Pre schooling methodology and better delivery system.

• The drop out of the children reduced from 30% to zero.

• Meetings ofBal Sansad are being conducted regularly.

ASERLGSS has partnered with Pratham Foundation for conducting the ASER survey on literacy since last 5 year in Lohardaga district.The objective of the project is to know about the present literacy level of the school children at Lohardga schools.

HEALTH Family Planning Strategy Building Exercise

A strategy building exercise has been conducted in partnership with Child in Need Institute (CINI) on advocacy for family planning has been conducted in two blocks of Gumla district which involved 43 focus group discussions with the eligible couples and adolescent girls and boys.

Objective of the Programme was qualitative assessment of user knowledge, perspective, behavior on family planning methods (spacing and limiting), contraception, child bearing and maternal health.

In this qualitative assessment 43 focus group discussions with the eligible couples and adolescent girls and boys have been conducted on awareness towards health education and role of service providers.

Awareness creation on health and hygiene among the adolescent and women

To promote health, hygiene and sanitation among the tribal women and adolescent’s awareness programs were conducted in Lohardaga, Khunti, Gumla and Palamu districts of Jharkhand in partnership withVigyanPrasar Department of Science and Technology, New Delhi.The programme aimed at understanding the practices and behavioral aspects related to health and hygiene and changes over time in day to day life of the tribal women; and promoteand promote healthy and safe practice on health, hygiene and sanitation.Four workshops on awareness programme have been conducted. A total100 women and 120 Adolescents have been participated in the programme. The programme has resulted into improved knowledge and understanding on safe practices of health and hygiene and prospect of changing the behavioral aspects related to the life among the tribal women and adolescent.

Leprosy Eradication ProgrammeThe Leprosy Eradication programme has been conducted in partnership with Damien Foundation Trust,Chennai.

The programme is aimed to creation awareness on leprosy among the Leprosy patient for improved accessibility and utilization of government schemes and services in Lohardaga district.

Under this programme a survey was conducted in the year 2016-2017 and 256 patient were identified. Awareness generation activities have been undertaken and medical kit were supplied among leprosy patients for treatment.

Rehabilitation support is being provided to the patients to have dignified life. Under the project ten cured person were provided with livelihood support with provisioning of cycle rickshaw, grocery shop, goats. Also support for repair of house provided to them.

Women Empowerment Promotion of women SHG

In partnership with NABARD, aprogramme for the promotion of Women Self Help Groups (WSHG) in saturation mode in Left Wing Effected Lohardaga district is being undertaken since the year 2012.

Under this programme activities as formation of WSHG,training on maintenance of book keeping and financial management have been conducted. 1928 WSHG formed and 602 groups were linked with banks and total 1233 CBP has been formed.

Promoting Sustainable Livelihood through Transformative Financial Inclusion

The programme promoting sustainable livelihoods through Transformative Financial Inclusion was started in the year 2016 in partnership with Trickle Up-USA in all seven blocks of Lohardaga district to support, facilitate and link WSHG members with government schemes as Pradhan Mantri Jan Dhan Yojana for individuals Accounts, Insurance and Atal Pension Yojna.

Two days training on financial inclusion program have been conducted to orient and motivate the WSHG members to associate with government schemes of financial inclusion. 31 active women were trained and through them 1685 individual accounts have been opened in banks, 1308 insurance and 198 pensions cases enrolled in Lohardaga district.

Mother Support GroupMother Support Groups programme have been conducted in partnership of SMART, New Delhi with the objective to emphasize role of mothers in child development and managing family affairs. The programme was aimed at capacity building of mothers and women on role of mother to act as bridge among the father and children, role of mother to maintain peace in their home, awareness about the government schemes, effect of antisocial activities on children and women empowerment.

The programme has been taken up in two phases. In the first phase 125 women participants from 3 villages of Lohardaga Sadar block and two villages of Kisko block in Lohardaga district have been oriented from 9th May 2016 to 8th August 2016. In the second phase 375 women participants from Peshrar block of Lohardaga district, Sadar block of Gumla district and Kolebira block of Simdega district have been oriented from 15th December 2016 to 15th May 2017

Social Security and Inclusion Promoting the rights of Persons with Disability (PWD)

The programme on promoting the rights of Persons with Disability has been undertaken since the year 2003 in partnership with CBR Bangalore. This programme is aimed at improving the quality of life for Person with disabilities and providing them equal opportunities and inclusive environment for fulfilling their duties and responsibility like other people in the society. All the seven blocks of Lohardaga district is covered under this programme.Under this programme activities as capacity building of PWDs, training of DDPO leaders, and advocacy have been conducted. With these interventions aids and appliances distributed among 305 PWDs, 250 PWDs linked to disability pension,348 PWDs provided with ration card, 150 PWDs liked to MGNREGA work, 13 PWDs linked to jobs (8 PWDs got employment in government primary schools,one is selected in SBI Clerk,2 are working as computer operator).

Cloth for Work

The “Cloth for Work” programme was initiated in partnership with The GOONJ, an international organization in the year 2016.Objective of the programme is develop and maintain village based infrastructure assets engaging the poor and disadvantages community. As part of remuneration the workers are provided with cloths after the completion of work.

During this year 575 family kits (clothing for whole family and necessary items) distributed to 560 poor families under cloth for work programme. Under this program works as road repairing, temporary dame making in summer for irrigation, shock pit near hand pumps, maintenance of cleanliness and sanitation facilities in the village etc. was also done. Also, there 2000 shoes and 300 schools bag distributed among school children of 8 government and privateschools under this programme.

Care for Citizens( Project Astitva)

“Project Astitva” is supported by Help Age India since 1997 and implemented in 5 villages of Kairo block, Lohardaga for the welfare of the disadvantaged and poor older people.

Under this programme weekly meetings for awareness towards banking facilities and Government schemes with the elder persons of the community. The outcome of the programme are formation of 50 ESHG(Elder Self Help Group) with 850 members,opening of 50 bank accounts,formation of 5 Village level federations, distribution of 125 goats individually for livelihood promotion of the elderly people, bee box provided for beekeeping among 22 elderly persons, 10 vermicomposts prepared.

LIVELIHOOD PROMOTION WADI Project

WADI is anAgri-Horticulture based farming system in the rainfed area envisaged empowering women through community participation, initiative

and marketing knowledge up gradation and provide a number of benefits ranging from improving the nutritional level and providing additional income by improving agricultural productivity to improve the situation of farm families of the small and marginal farmers especially of women, tribal and vulnerable section.

This programme was initiated in the year June 2010with the support from NABARD –Jharkhand under the Tribal Development Fund and implemented in six villages - Gajni, Ulti, Chalho, Mahuari, Pachagai, and Narauli in Kairo block of Lohardaga district to support tribal households of the small and marginal farmers with low agricultural productivity.

Through this programme 300 tribal families had been identified and 204 tribal families have been linked to activities as agri-silvi-horticulture, soil conservation, water resource development, training/capacity building, and various income generation activities to ensure round the year availability food & fodder, and continuous source of income.15 vermi composting, 5 goat rearing units, 5 poultry units, and 2 solar lamps charging stations were made functional. Orchards of more than 32,000 mango and guava plant developed in the beneficiary’s land. 6 Village Planning Committee were formed besides 22 WSHGs with the beneficiaries.

Micro Enterprises and Development Program (MEDP)The Micro Entreprise Development Programme (MEDP) is started in the year 2016 with support from NABARD in Senha, Bhandra and Kairo block of Lohardaga district. Objective of the prgramme is to promote entrepreneurship among Women SHG members of the intervention blocks. Under this programmecapacity building of the Women SHG members on mushroom cultivation and goat rearing have been done. for income generation improving their living standard.

As part of the programme 13 days nonresidentialtraining on mushroom cultivation for the Women SHG members in the Bhandra and Kairo block of Lohardaga districtwas conducted. The training covered both theoretical and practical aspects of mushroom cultivation.

Also, a 7-days non-residential training on goat rearing for the Women SHG members in the Senha, Bhandra and Kairo block of Lohardaga district was

conducted by master trainers. Exposure visitsto existing entities on mushroom cultivation and goat rearing in other villages were also undertaken to make the WSHG members understand and motivate for enterprise development.

Post training support as follow ups and linkages for finance have also been provided.

Livelihood Enterprises and Development program (LEDP)The Livelihood Enterprises and Development Programme (LEDP) for Women SHG members has been undertaken in Sadar block of Lohardaga district supported by NABARD-Jharkhand.Aim of the programme was to empower members of women SHGs through entrepreneurship development and create rural enterprises towards their economic development.

Under this programme 7 days residential training and 2 days refresher training on spice cultivation, processing, grinding and packaging for 150 members in 22 women SHGs conducted in four villages of Lohardaga Sadar block.

2 units of spice grinding and processingare established in Rampur and Bhattakhijri village Sadar block of Lohardaga district for grinding and processing under the programme.

Farmers Producer Organisation (FPO)As part of the rural livelihood promotion initiatives, project on Promotion of Farmers Producer Company is being undertaken since April 2016 in Lohardaga and Kairo Block of Lohardaga district. The project is supported by NABARD and the project period is April- 2016 – March 2019.

Under this project, two farmers producer company are registered, “Basudha Beej Utpadak Producer Company Ltd.” in Lohardaga block and “Amrapali Kairo Phal Sabji Utpadak Producer Company Ltd.” in Kairo block of Lohardaga district under the Company Act.The results of the project so far are very encouraging,

• 1030 shareholders are associated in both the companies.

• Share capital of Rs.207000 capital collected from the shareholders.

Sustainable Livelihood for the People of ultra-poor

To develop strategy for building sustainable livelihoods for graduates living under ultra/extreme poverty as per defined in the National Rural Livelihood Mission (NRLM) framework the project initiated in the year 2016 by LGSS with the support from Trickle-Up & Jharkhand State Livelihood Promotion Society in 14 villages under three panchayats of Manoharpur block of west Singhbhum district.

Under this project capacity building of CRPs(TOT)and VOs on Ultra poor issue have undertaken and livelihood planning for ultra-poor families done. 800 ultra-poor householdhave been covered though this project.

Natural Resource Management Meso Prototype Project

The Meso Prototype project phase V is being implemented in Gumla, by the support of Integrated Tribal Development Authority, Gumla in Fori Panchayat in Gumla block.Objective of the programme is to promote agriculture based livelihoodthrough natural resource management.

Under this project activity as community mobilization, training for better farming,construction of irrigation wells and ponds have been undertaken.Two ponds and two wells has been constructed for better irrigation facility benefitting 130 people directly.

Convergence of NRLM and MGNREGA

The Cluster Facilitation Team (CFT) project was initiated as pilot project in the year 2014-15 in convergence of National Rural Livelihood Mission (NRLM) and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) with the objective ofto create asset for sustainable

livelihood of vulnerable sections of the society through MGNREGA.

Under the project Six Cluster Facilitation Teams have been established in Lohardaga and Kairo block of Lohardaga district by LGSS. Activities as facilitation and capacity buildingat grassroots level and mobilization of CBOs and Gram Panchayats have been undertaken to strengthen the implementation of MGNREGS.

Achievement of the project so far,

• 499dobha and 37 irrigation wells have been constructed by community mobilization activities

• For demand of work in the MGNREGs 16736 man days work has been created. Total 627 new job cards have been issued.

• 441 members of Women SHG groups are trained in the financial management

• 125 SHGS members (Mate) have been trained on MGNREGA during this financial year and supporting in implementation of the MGNREGA work.

Creating Livelihood Adaptations under draught (CLAD)The project is on Creating Livelihood Adaptations under draught initiated by LGSS in 15 villages of Satbarwa block of Palamu district in the year 2016-2017. Objective of the project is to build resilience and support 850 small and marginal farmers in the state of Jharkhand to combat the effects of drought, hunger and food insecurity.

Under the project activities as capacity building of CBOs (women Watch Groups, SHGs, Farmers Club), formationof volunteers cadre and leadership training for volunteers cadre have been undertaken. 19 CLAD Vikas Samiti committee, villages women watch group, volunteer group formed in all 15 villages.

Sanitation Open Defecation Elimination Programme (ODEP)

In partnership with UNICEF, Jharkhand project on elimination of open defecation through social mobilization in seven blocks of Lohardaga and

one block of block of Gumla district is being implemented. The aim of the project is to aware and sensitize community for construction and use of toilets to make the villages open defecation free in line with the Swachh Bharat Mission.

Under this project, activities as community mobilization, training to the masons, nukad natak, workshop and wall writings for changing behavior of the community towards use of toilet have been undertaken.

This initiative has supported in bringing change in the mindset of rural people towards construction and use of toilets and construction of 42467 toilets in Lohardaga district and 710 toilets in Jari block of Gumla district. Out of 359 villages more than 200 villages in Lohardaga district declared ODF.
