The Muslim Converts’ Association of Singapore (Darul Arqam Singapore) is a registered charitable organisation dedicated towards public education, social welfare and religious enhancement of the community. The cross-cultural fabric of our members and community indeed represents the essence of harmonious living in a multi-racial country that transcends global boundaries.

In the name of Allah, the Most Beneficent, the Most Merciful. Darul Arqam has been blessed in the year 2012 with opportunities. We were driven with enthusiasm to explore the potential of new ideas from our pool of volunteers and staff members, to seek opportunities to enhance our existing programmes. With the intention to develop better and wholesome programmes, Darul Arqam, Alhamdulillah, continued to dedicate help for the progress of the Muslim community through the challenging times. As always, the commitment of many individuals who come to Darul Arqam resound the mission and vision of the Association. This drove the Islamic efforts to bring the shine of Islam into our Association and into the lives of many in the community through knowledge. As Darul Arqam continues to encourage the learning of Islam through discussions amongst the participants, the speakers, new students of Islam, the new friends who are embracing Islam, and many more individuals; the movement of Islam and the harmony that reverberates through our programmes inspire the positivism and attitude to share the message of peace amongst our activists and those within their surroundings. The spread of programmes and the range of efforts that we have executed in 2012 are constantly reviewed for its future implementations. It is of our utmost concern to refine our programmes to better assist individuals who come forward to be acquainted with Islam and Muslims. As we customise our programmes accordingly, we also acquire the necessary experience and learning about the changing demography and profiles of our audience. Knowledge building is a constant part of life at Darul Arqam and we realise the significance to grow together with the Muslim community. Insha’Allah, with the trust and confidence from our supporters, Darul Arqam shall continue to provide the driving force to uplift the Muslim community – especially the new Muslims, and at the same time, grow in strength, spirit, and wisdom, towards the betterment of Islam and the modern Islamic society.

BY-LAW ON LIFE MEMBERSHIP On 22 October 2011 Council passed a By-Law on Rules on Membership for Life Members. The purpose of this exercise is to verify the number of Life Members who are no longer contactable and deemed incapable of exercising their privilege as a member. Members who did not respond after three notices, the last of which was on 16 May 2012, would have their membership deemed inactive. Inactive members shall lose their rights as members unless re-instated. As of 31 December 2012, 179 ordinary life members have been deemed inactive. Description No. of members Active Life Members 279

VWOs-Charities Capability Fund (VCF) for new Human Resources System The Association embarked on a web-based Human Resources System (w-based HRMs) solution in order to fully integrate the Human Resources, Leave Administration, Training and Appraisal functions. The system will provide a comprehensive and workflow capabilities, as well as employee empowerment via employee and manager self-service. The system cost $27,991.20. A VCF funding amount of $18,485.32 had been approved for the project. Skills Redevelopment Programme (SRP) and Skills Development Fund (SDF), The Association received Absentee Payroll, a funding incentive, as well as training assistance for course fees from the Singapore Workforce Development Agency (WDA). Workplace Health The Association aims to create a healthy workforce and a healthy organisation that contributes to higher productivity and a better quality of life. Through this programme, various health and sports activities were conducted throughout the year.
WEBSITE DEVELOPMENT
The Association’s official website had been restructured and presented in a new format that incorporated user-friendly design. The development of the website and its improvements are an on-going and continued process. The website allows users to access information about activities by the Association, updated details about courses, FAQs relevant to friends of other faiths and potential Muslims, and allows for registration to participate in various programmes and courses. The future development plans involve on-line transactions such as E-bookshop and E-zakat payment.

One-Stop Centre for Converts (OSCC) In 2012, Darul Arqam as a One-Stop Centre for Converts continued to facilitate the issuance of the following:
- Conversion Card - Conversion Kit - Reimbursements of fees for
o transport o circumcision o charges incurred upon insertion of Muslim name in identity card for Singaporeans
All Converts had been advised and highly encouraged to attend the Knowing Islam Session (KIS), Beginners’ Course in Islam and Solah Tutorial prior to making an appointment for conversion. On the day of conversion, the Converts were personally invited to participate in the upcoming activities and attend the talks that are being organised by Darul Arqam. This is part of the efforts to build a strong relationship with the Converts as well as encouraging them to continue attending more classes that are made available for them in Darul Arqam.

Description: Highly sought after, express mode met demands of those who are on a short stay in Singapore or work on Sundays.

The Association was constantly in communication with the Ministry of Community, Youth and Sports (MCYS) in its efforts to improve the course. External Courses Courses were held at Al-Khair Mosque for accessibility of students staying in the Western and Northern parts of Singapore. 6 courses were organised in 2012, reaching out to 107 students. Ramadhan Campaign The Association participated in the Ramadhan Campaign in collaboration with MUIS. We organised Solah Refresher Courses at 4 mosques, reaching out to 314 students. Personal Coaching The Individual Personal Coaching (IPC) is provided for students who had irregular working hours, travelled frequently, and required a language other than English as the medium of instruction, or on a very short stay in Singapore. The IPC is conducted at the mutual convenience of the teacher and the student. In 2012, 155 students had been assigned a teacher to undergo IPC. Basic Para-Counselling Workshop In October, Ust Saif-ur-Rahman conducted the workshop for a total of 35 participants, consisting of Converts as well as born Muslims. Shari’ah Law Workshop A total of 4 workshops were organised respectively in April, May and September. Ust Saif–ur-Rahman conducted the workshop. The total number of participants was 131. Internalising Islam In April and in October, a one-day workshop was organised for new Muslims and potential new Muslims to understand more about Islam and Civilisation. It was conducted by Prof Dr Kamar Oniah and Ust Saif-ur-Rahman respectively. Religious Guidance and Iqra Classes for Indonesian Domestic Helpers The Indonesian Domestic Helpers programme was conducted on the first Sunday of each month. On the average, about 60 Indonesian Domestic helpers attended each religious class. In 2012, the Iqra class for the Indonesian Domestic Workers continued to be conducted on every first Sunday of each month, prior to the religious guidance session. Public Talks In 2012, there were 13 Public Talks organised for large audiences at public venues. The objectives of these talks were to engage, create awareness and convey the message of Islam with wisdom and in an appealing manner to the non-Muslims, new Muslims and the young Muslims. The public talks attracted the younger generation with an interest to study more about Religion and Islam. D’Apprentice – An Exceptional Youth Da’wah Workshop Da’wah Apprentice is otherwise known as the D’Apprentice. The workshop organised by the Youth volunteers for the Muslim youths of Singapore aims to share the importance and need of doing Da’wah in Singapore. It was held from 8 to 9 December at Mydin Mosque. The speakers for the workshop were:

Da’wah Volunteers briefing and update session A briefing and update session for volunteers for Da’wah programmes was held on 16 June. About 80-90 volunteers attended this session during which the Da’wah Division’s plan for year 2012 was presented by VP of Da’wah Division, Ariff Sultan. The volunteers were also given an overview of the Association, and its Financial and Operational procedures. The book “Explaining Islamic Beliefs Across Cultures” by Ridzuan Wu was distributed to the volunteers, to be used as Training Manual for the Da’wah programmes. Da’wah Discussion session The aim of the discussions is to generate a better understanding of World Religions. Financial Assistance Disbursement A total of $654,890 (inclusive of the Zakat Disbursement in Ramadhan) was disbursed to 905 families. The monthly disbursement included the provision of Fidyah of about $39,250, including the Ramadhan Fidyah Disbursement.

Religious talks for Fakir Miskin (FM) Clients There were 3 religious talks organised for the financial assistance recipients to encourage them in remembering their duties and responsibilities as Muslims and other subjects pertaining to Islam. An average of 25 participants took part for every session. The facilitators of the programme were Ust Saif–ur-Rahman and Ust Hanapi. The sessions were held on 26 February, 29 April and 25 November.

Zakat Disbursement in Ramadhan On 5 August, the yearly Zakat Disbursement was conducted, benefiting 587 families each receiving $204/- in cash and $40 in NTUC vouchers during this disbursement. The Guest of Honour was BG Tan Chuan Jin, Acting Minister for Manpower and Senior Minister of State for National Development. A total of $143,228/- was distributed ($119,748 from Zakat funds and $23,480 from Fidyah). Budgeting Board Games for FM Clients This workshop, in the form of board games, was organised with the support of South East CDC. The objective was to educate FM Clients on how to handle their finances wisely.

Tahlil The Tahlil is the recitation of short verses from the Quran, dzikrullah (remembrance of Allah) and a set of Salawat (prayer for the Prophet Muhammad [SAW]). It is hoped that the merits of their prayers will be accepted by Allah (Glorious & Exalted) for the souls of the believers who had passed away.

Social Bonding/Befriending Throughout the year, there were activities that focus towards welcoming the recent New Muslims to make them feel that they are a part of Darul Arqam. Month Activities Jan 19 Converts joined us at the Boardroom in the evening for a get-together session followed
by a sharing session by Ust Saif-ur-Rahman
Mar
Another 19 new converts joined us for a get-together session while Imran Kuna gave a sharing session of his journey towards embracing Islam and it touched the hearts of many who were present.
15 Converts joined us for a visit to Darul Aman Mosque for a congregation prayer to make them feel at ease in the beginning after they embrace Islam. Ust Fadhullah shared the importance of prayer and other topics.
Jun An outing was organised with 15 Convert brothers and sisters to Science Centre for the Sultan of Science Exhibition.
Aug 12 Converts responded to our invitation for an Iftar organised specially for them during Ramadhan.
Oct A befriending training session was conducted by the Senior Befrienders.
Nov 21 participants responded to our invitation to visit the Asian Civilisations Museum for the Islamic Arts from South East Asia exhibit.
Dec Weekly befriending sessions of 30 minutes were conducted for the students of BCI right after their classes.
