Dedication Qulliit Nunavut Status of Women Council dedicates this annual report to the memory of Susan Duncan Scullion whose work exemplified service, collaboration and advocacy. Between September 2012 and April 2013, Susan was the liaison between the office of the Minister Responsible for the Status of Women and Qulliit. A faithful advocate, she was an invaluable supporter to us in our work to improve the lives of Nunavut’s women. Nakurmiik, Susan.
Mandate of Qulliit Nunavut Status of Women Council Qulliit Nunavut Status of Women Council was established under the Status of Women Council Act of Nunavut on April 1, 1999. The Council’s role is to advance the goal of equal participation of women in society and promote changes in social, legal and economic structures to that end.
Objectives of Council The objectives of the Council are to:
Ø Develop public awareness of issues affecting the status of women; Ø Promote a change in attitudes within the community in order that women may enjoy equality
of opportunity; Ø Encourage discussion and expression of opinion by residents of Nunavut on issues affecting the
status of women; Ø Advise the Minister of Family Services on issues that the Minister may refer to the Council for
consideration; Ø Review policies and legislation affecting women and to report its findings to the relevant
government departments or agencies; Ø Provide assistance to the Minister in promoting changes to ensure the attainment of equality of
women; and Ø Support organizations and groups whose objectives promote the equality of women.
Priorities
Ø Leadership: To foster and celebrate leadership by women in Nunavut. Ø Justice: To promote public awareness of women’s rights within family law and to support
women’s access to information regarding their rights according to law. Ø Violence Prevention: To work with our partners to prevent all forms of violence against
women. Ø Culture: To promote and appreciate the unique cultural traditions of all women present in
Nunavut. Ø Homelessness: To advocate for the development of housing within Nunavut to ensure a safe
place to nurture strong Nunavut families. Ø Poverty Reduction: To support women and economic development in Nunavut to end poverty. Ø Health: To support women accessing their unique health care needs and support in navigating
the health care system.

President’s report
On behalf of Qulliit Nunavut Status of Women, I am pleased to present this annual report for 2012-‐2013. Through monthly meetings and regular communication and consultation, this year’s council has been successful in working together to not only further our mandate and collaborate with other women’s organizations, but to also complete the work begun in previous years. We were responsible for moving Qulliit in a forward direction through the completion of strategic planning, a business case, and audits for 2009-‐2012. Additionally, we established a hiring committee and a hiring process and implemented financial management and accountability protocols in keeping with the Government of Nunavut’s Financial Administration Manual and as recommended by Council’s auditors. We made recommendations for changes to the Nunavut Status of Women Act. In January 2013, Qulliit moved. Our new office, with its street-‐front location and better amenities, not only made us more accessible to the public but also resulted in a monthly savings of $2000 in rent and associated services. Incredibly, thanks to the creativity and tireless dedicated efforts of our Interim Executive Director, Beth Beattie, we were able to renovate, furnish, decorate, organize and open our office to the public during a very well-‐attended official open house event in early March to coincide with International Women’s Day, Qulliit’s annual face to face meeting, and the March cabinet sitting. As can be seen from the rest of the report, Qulliit had an outstandingly busy and productive year. Our achievements go above and beyond honouring the conditions of our contribution agreement with the Government of Nunavut. There is more work to be done and we are up to the challenges ahead. I would like to extend heartfelt thanks to Council for their dedication to improving women’s lives. Council would like to acknowledge the Honourable Eva Aariak, Premier of Nunavut, and formerly the Minister Responsible for the Status of Women, and the Honourable Monica Ell, currently the Minister Responsible for the Status of Women for their unswerving support on behalf of Nunavut’s women. We would also like to thank Susan Duncan Scullion, Lena Ellsworth and all of Minister Ell’s staff for their support and help. Interim Executive Director’s report
It has been a busy few months. Starting in January 2013, Qulliit moved its offices to a new location, renovated, setup the space and organized its files. During the Council’s face to face meeting in March, the office hosted an open house to help connect the community to its new space. On March 5, Qulliit opened the International Women’s Day Nunavut-‐wide art competition. A show of the final work, a collection of dolls and wall hangings, went on display at the Nunatta Sunakkutaangit Museum. Included in this show were art and craft pieces made by women from 26 countries around the globe. The winners of the competition received cash prizes and the work was on display and for sale for 2 weeks. QNSWC Annual Report and Audit 2012 – 2013 5/18
On March 7, the council reviewed nominations for the Wise Woman Award and Outstanding Young Woman awards. In May, the awards were presented to Renata Solski and Sylvia Watt-‐Cloutier, at the Legislative Assembly during the sitting of cabinet. Both women received certificates and qulliits made by Solomon Awa. Council met with a number of organizations working to advance the social, economic and cultural wellbeing of women in Nunavut. We also sorted through old files, set up a financial filing system, and prepared for the annual audit and report. Projects for the fiscal year 2013-‐14 were planned, including an Encounters With Canada Bursary for young women to attend a week-‐long of leadership development in Ottawa; renovations to the current website; and joining the United Nations orange day campaign with the Qulliit project ‘Walk With Us’ to end violence against women and girls. Activities of council December 6:
Qulliit partnered with Qimaavik Women’s Shelter (Baffin Region Agvvik Society), the YWCA and Qikiqtani Inuit Association to organize and hold a moving memorial on the National Day of Remembrance in honour of women and girls lost to violent deaths. The ceremony, held in all four official languages of Nunavut, was held in Iqaluit. For the first time, men were included officially in the ceremony as partners in violence prevention in our communities, and an “In Her Shoes” exhibition containing the shoes and stories of anonymous women and girls overcoming violent circumstances was initiated and displayed. Ellen Hamilton delivered a moving keynote address highlighting how violence in the lives of women affects us all, regardless of race, economic status, or education and we all have a responsibility to help prevent it.

March 8, International Women’s Day:
On March 5th the council met at the Nunatta Sunakkutaangit Museum for the opening of the International Women’s Day art exhibition celebrating women’s creative abilities

featuring dolls and wall-‐hangings and art made by women in 26 countries around the world. Prizes were awarded and artwork was on display and for sale for 2 weeks. Winners were Mina Corkett, Cape Dorset; Eva Essemailee, Iqaluit; Olassie Machmer, Pangnirtung; Susan Nuluk, Repulse Bay; Lizzie Angootealuk, Coral Harbour.
Wise Woman and Outstanding Young Woman awards:
Congratulations to the 2013 winner, Renata Solski for her hard work and dedication to supporting young girls in the performing arts and to Sylvia Watt Cloutier for her dedication to promoting the performing arts.
Face to face meeting, March 4 – 8, Iqaluit:
Council members met for their annual face-‐to-‐face meeting in Iqaluit in March 2013, to discuss Qulliit’s mandate, priorities, projects and activities for the coming year. They met with the Minister Responsible for the Status of Women, the Honorable Monica Ell and with Assistant Deputy Minister Peter Ma. Other organizations they met with included the Poverty Reduction Roundtable, Nunavut Housing Corporation and Health and Social Services.
New office location:
Council moved its offices in January 2013 to 987 B and hosted an Open House in March 2013.
Qulliit Leadership Bursaries announcement:
Qulliit met with Encounters with Canada and learned of the beneficial programming youth receive during a one-‐week period in Ottawa. To support the development of leadership skills in Nunavut’s girls, Qulliit has established six bursaries of $500 each, 2 for each region. Successful applicants will be selected in January of each year.
Other organizations and working groups Qulliit participates on a number of other meeting groups and organizations. It is currently working with the following organizations to improve the social, health, economical, legal, and cultural status of women and girls in Nunavut:
Community of Practice (COP)
We participate in monthly meetings on research and projects associated with women, mental health and wellness and are installing a smart board in our meeting room to support community of practice meetings at Qulliit.

Human Trafficking
We are partners in this federally-‐funded project and are providing support for the study through letters and participation in meetings/consultations on human trafficking.
Nunavut Economic Forum
Qulliit attended this year’s AGM and was re-‐established as a member. This is in support of helping women in business development.
Nunavut Law Society
We are working together to establish support for women looking to access information on laws and legal issues.
Pauktuutit
We met and established official links with Pauktuutit and offered ongoing support for projects for women in Nunavut
Status of Women Canada
Qulliit met and established contact with the Status of Women Canada and their project support staff offering financial support for Economic Development Opportunities for Women.
Nunavummi Disabilities Makinnasuaqtiit Society
We participated in focus group sessions on how violence affects those with disabilities.
Youth in Iqaluit
We participated in a meeting with 5 national organizations looking to provide programming for youth in Nunavut.
Poverty Reduction Round Table
The board met with the director of the Poverty Reduction Round Table during its face-‐to-‐face meeting in March and discussed their interest in participating in future meetings of the round table in support of poverty reduction in Nunavut.
Housing
The board met with the President of the Nunavut Housing Corporation at their face-‐to-‐face-‐ meeting in March to discuss how Qulliit can help with the Corporation’s efforts to deal with the shortage of housing in Nunavut as well as shelters, half way houses, and their new rent scale policy.

INDEPENDENT AUDITORS' REPORT
To the Members of Qulliit Nunavut Status of Women Council
We have audited the accompanying financial statements of Qulliit Nunavut Status of Women Council, which comprise the statement of financial position as at March 31, 2013, and the statements of operations and accumulated surplus, changes in net financial assets and cash flows for the year then ended, and a summary of significant accounting policies and other explanatory information.
Management's Responsibility for the Financial Statements
Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian Public Sector Accounting Standards, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free of material misstatement, whether due to fraud or error.
Auditors' Responsibility
Our responsibility is to express an opinion on these financial statements in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditors' judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the Council's preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Council's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluation of the overall presentation of the financial statements.

Opinion
In our opinion, these financial statements present fairly, in all material respects, the financial position of the Qulliit Nunavut Status of Women Council as at March 31, 2013 and its financial performance and its cash flows for the year then ended in accordance with Canadian Public Sector Accounting Standards.
Report on Other Legal and Regulatory Requirements
We further report in accordance with the Financial Administration Act of Nunavut that, in our opinion, proper books of account have been kept by the Council, the financial statements are in agreement therewith and the transactions that have come under our notice have, in all significant respects, been within the statutory powers of the Council.

1. NATURE OF THE ORGANIZATION
The Qulliit Nunavut Status of Women Council was established under the Qulliit Nunavut Status of Women Council Act of Nunavut on April 1, 1999, as amended March 22, 2005, and commenced operations April 1, 2001 as a Schedule A Public Agency as determined by the Financial Administration Act. The Council is required to comply with the Government of Nunavut's Financial Administration Act and Financial Administration Manual. The purpose of the Council is to advance the goal of equal participation of women in society and promote changes in social, legal and economic structures to that end.
2. CONVERSION TO PUBLIC SECTOR ACCOUNTING STANDARDS
Commencing with the 2012/13 fiscal year, the Qulliit Nunavut Status of Women Council has adopted Canadian public sector accounting standards. These financial statements will be the first financial statements for which the Qulliit Nunavut Status of Women Council will apply Canadian public sector accounting standards (PSAS).
Any accounting changes have been applied retroactively with restatement of prior periods.
As a result of adopting Canadian public sector accounting standards no adjustments were necessary. As such, the opeining balance sheet has not been presented.
3. SIGNIFICANT ACCOUNTING POLICIES
The accounting policies followed by the Council are in accordance with Canadian public sector accounting standards. The following is a summary of the significant accounting policies:
(a) Use of Estimates The preparation of the financial statements of the Council requires management to make estimates and assumptions based on information available as of the date of the financial statements. Therefore, actual results could differ from those estimates.
(b) Financial Instruments The Council initially measures its financial assets and financial liabilities at fair value. The Council subsequently measures all its financial assets and financial liabilities at amortized cost, except for derivatives and equity securities quoted in an active market, which are measured at fair value.
Financial assets measured at amortized cost include cash and accounts receivable. Financial liabilities measured at amortized cost include accounts payable and accrued liabilities.
It is management's opinion that the Council is not exposed to significant interest, currency or credit risks arising from these financial instruments unless otherwise noted.

(c) Revenue Recognition The deferral method of revenue recognition is followed. Restricted contributions are recognized as revenue in the year in which the related expenses are incurred. Unrestricted contributions are recognized as revenue when received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured.
(d) Cash and cash equivalents Cash and cash equivalents are comprised of bank account balances net of outstanding cheques and short term highly liquid investments that are readily convertible to cash. Short term investments are recorded at the lower of cost or market value.
(e) Furniture and Equipment Minor furniture and equipment are expensed in the year of acquisition. furniture and equipment consists of computers, office equipment and furniture.
(f) Contributed Materials and Services Volunteers contribute a significant number of hours to the Council in carrying out its service delivery activities. Members and other individuals also contribute materials to the organization. Due to the difficulty of determining their fair value, contributed materials and services are not recognized in the financial statements.
4. ECONOMIC DEPENDENCE
The Council receives the majority of its funding from the Government of Nunavut. Without the continuing support of the Government, it is unlikely that the Council could continue operations.
5. COMMITMENTS
The Council is committed to a lease for office space of $2,100 per month until December 31, 2017.
