Introduction
The Annual Planning Document (APD) is the Board’s major capital planning report for both the
current and upcoming school years. Key components of the report are the elementary and
secondary school enrolment projections which help estimate the Board’s future school
accommodation needs. The information in the APD also serves as the basis for the Board’s multi-
year capital funding request to the Ministry of Education.
The 2017/18 APD will be presented to the Physical Planning and Building Committee (PP&B)
on Monday, October 30, 2017, and approved at the Regular Meeting of the Board on
Tuesday, November 14, 2017.
The preparation of the APD is a lengthy process that involves collaboration with Trustees,
Superintendents of Education and Principals. The following timeline provides the timing and a
description of each stage of the preparation of the APD beginning in February and ending in
January of the next year.

First set of meetings with Superintendents of Education to confirm/generate list of items for APD. Minutes of meetings sent to all attendees. Following this, Planning staff prepare data for further discussion at second set of meetings. Superintendents of Education are responsible for advising/updating Trustee(s) on APD items.
Summary report to Associate Director of Operational Support Services of APD issues identified in first set of meetings for review.
Second set of APD meetings to include Superintendents of Education, Trustees and Principals to discuss details of items identified in first set of meetings. Minutes of meetings sent to all attendees. Additional APD meetings may be scheduled depending upon the complexity of the item(s).

THE FOLLOWING RECOMMENDATIONS WERE APPROVED AT THE REGULAR MEETING OF THE BOARD ON NOVEMBER 14, 2017. New Schools It is recommended the following new school be approved by the Board for 2019. Funding for this school was requested as part of the Board’s 2017 Capital Priority Submission to the Ministry of Education (Information Item 2).

Regular Track Grade Re-organizations
It is recommended the following regular track grade re-organizations be approved effective September 2018:
1) Churchill Meadows P.S. from K-5 to K-4
2) McKinnon P.S. from K-5 to K-4
3) Ruth Thompson M.S. from Gr. 6-8 to Gr. 5-8

The completion of an addition at Ruth Thompson M.S. for September 2018 will allow for grade re-organizations at the three schools listed above to relieve enrolment pressure at McKinnon and Churchill Meadows Public Schools.
Regular Track Boundary Changes It is recommended the following regular track boundary changes be approved effective September 2018 between:
1) Mineola P.S. and Forest Avenue P.S. – Forest Avenue P.S. will accommodate Gr. 1-6 regular track students from Mineola P.S., recommended to be a new Gr. 1-6 single track F.I. centre (with regular track Kindergarten) effective September 2018 (see single track F.I. centre recommendation below)
2) Treeline P.S. and James Grieve P.S. - to relieve enrolment pressure at James Grieve P.S. and make use of available space at Treeline P.S.
3) Tribune Drive P.S. (new school boundary), Aylesbury P.S., Dolson P.S. and Alloa P.S. - to balance enrolment in the Mount Pleasant community
4) Madoc P.S. and Sir Winston Churchill P.S. - to make use of available capacity at Madoc P.S.
5) Sir Winston Churchill P.S. and Gordon Graydon Sr. P.S. - to align senior and junior boundaries

Enrolment Gathering and Projection Process The enrolment projection process is an annual undertaking that begins in January in preparation for the start of each school year in September of that year. This process requires proficient collection of all elementary and secondary student enrolment data and a high degree of accuracy in calculating enrolment projections. Accurate projections are essential to estimate the Board’s staffing, operating and capital budgets and are also used to respond to other information requests from the Board and/or Ministry of Education. Enrolment projections are referenced whenever proposing a new school, addition, boundary change, program change or the introduction of a new program. All school enrolments are monitored monthly and the projections are reviewed and updated annually as necessary. Both elementary and secondary school enrolment projections are reported as Average Daily Enrolments (ADE), which are calculated as the average full-time equivalent enrolment on October 31st and March 31st, in accordance with the student enrolment data reported to the Ministry of Education for grant purposes. The following bar graphs illustrate the Board’s elementary and secondary enrolment trends. The following tables provide September enrolment by elementary and secondary school, and the ten-year enrolment projection for each school.

New Schools
Board Planning Principles New schools are planned by the Board based on the following principles:
• enrolment in excess of capacity
• minimizing student transitions
• future enrolment growth
• reduced need for temporary accommodation (portables)
• organization of school that reflects community needs (e.g. K – 5, 6 – 8, K – 8, balanced calendar)
• consideration of community partnerships
• transportation savings
Ministry Funding Guidelines for New Schools Through the Capital Priority Funding Submission process, the Ministry of Education requests boards to identify their most urgent and pressing pupil accommodation needs. All Capital Priority submissions to the Ministry of Education must be supported by proof of enrolment exceeding capacity for the new requested space, as well as in adjacent and nearby schools. The Ministry of Education allocates Capital Priorities Grant funding based on current and sustained accommodation need. The Ministry will not approve capital funding for projects that would phase in enrolment, or projects that would gradually fill as the attendance area builds out. Eligible projects must demonstrate full and immediate accommodation need. Should recently completed schools not be fully utilized, the Ministry may delay approvals of new school requests until capacities are exceeded. Accordingly, the list of new schools in the 2017/18 APD has been adjusted to reflect the Ministry of Education’s evaluation protocol for the approval of major capital projects.
New Schools The following table presents the list of new schools projected to be required for 2019 to 2027, as well as the status of new school projects already approved by the Board and/or the Ministry of Education.
Recommendation THE FOLLOWING RECOMMENDATION WAS APPROVED AT THE REGULAR MEETING OF THE BOARD ON NOVEMBER 14, 2017. It is recommended the Board approve Mount Pleasant # 9 P.S. (K-8) for 2020 to be located in the Mount Pleasant community of Brampton.
