2020 Annual Meeting Minutes
The 2020 Virtual Annual Membership meeting began at 4:15 p. m. (EST) on Monday, July 20th
,
with President Karen Rainey calling the meeting to order.
I. Credentials Report: Gloria Sherman presented the credentials report as Rachel Combs, Special
Assistant for Housing and Credentials, was absent. Quorum of elected officers, committee chairs, and
special assistants was established. There was no formal document given to secretary as an exhibit as is
usual. However, Gloria noted there were 10 elected chairs, 7 committee chairs, 8 regional managers, an
unknown number of special assistants, and 35 guests.
II. Adoption of Standing Rules: Standing Rules and Business Rules were adopted as published.

III. Adoption of Agenda: The agenda was adopted as amended to reflect the fact that the VP of
Membership and Chapter Organization, the Executive VP, The National Contracts Chair, and the
Scholarship Chair were unable to call in and present their reports. Several reports were presented out of
sequence due to feed back or connection issues. (Exhibit 2)

STANDING RULES
EXECUTIVE COMMITTEE MEETING— FEDERALLY EMPLOYED WOMEN
RULE I—ATTENDANCE
a. The Executive Committee (E. C.) shall consist of the elected officers, the immediate Past President and the
Standing Committee Chairpersons. Elected Officers are: President; Executive Vice President; Vice Presidents
for Policy & Planning, Compliance, Congressional Relations, Diversity, Membership & Chapter Organization
and Training; Secretary; Treasurer; Immediate Past President; and Nominations Officer. Standing Committee
Chairs are: Awards; Bylaws; Communications; Contracts Management; Finance; Publications Policy and
Review; Scholarship, NTP Chair/Co Chairs. Other members of the Committee (Special Assistants, etc.) may be
in attendance, but shall not be counted in the quorum.
b. Other persons may attend the meeting as guests of the E.C. The NBOD will add the Regional Managers and
Special Assistants.
RULE II—DECORUM
a. The Chair shall enforce order and decorum in debate during the meeting.
b. Each member shall address the Chair to obtain recognition for debate and shall address all remarks to other
members through the Chair.
c. There shall be no smoking in the meeting room.
d. All communication devices shall be set to silence or turned off.
RULE III—ORDER OF BUSINESS
a. The meeting shall be conducted in two parts. The first part shall be to provide for open communication. The
second part shall be devoted to the business of the E. C.
b. The National President shall develop the agenda. Copies of the agenda shall be distributed (mailed) to members
of the E. C. at least two weeks prior to each meeting.
c. Changes to the agenda may be made by unanimous consent at the beginning of each meeting or at any time
during the meeting if need arises.
RULE IV—PROCEDURES
a. Only members of the E. C. may make motions and vote. Guests may address the members (enter into
discussion) at the discretion of the Chair or by unanimous consent.
b. All reports shall be submitted in writing and the original given to the Secretary.
c. A motion offered by an individual E. C. member shall be in writing, signed by the maker and seconded, and
provided to the recording Secretary prior to consideration. The maker of the motion and the seconded shall be
voting members of the E. C.
d. Debate shall be limited to two (2) minutes per person, two (2) speeches per person, and to ten (10) minutes per
question. The Presiding Officer may limit debate to three (3) pros and three (3) cons per question.
e. There shall be no recording devices operating in the meeting, except those of members of the E. C.
RULE V–MINUTES APPROVAL
The Presiding Officer shall appoint a committee of three (3) who shall be authorized to check and approve the minutes.
RULE VI—ADOPTION, AMENDMENTS, SUSPENSION
These rules shall be adopted, amended, or suspended by a two-thirds vote or by unanimous consent, a quorum being
present.

BUSINESS RULES
FEW NATIONAL BOARD OF DIRECTORS AND EXECUTIVE COMMITTEE MEETINGS The purpose of this document is to ensure that the members of the National Executive Committee (EC)
and National Board of Directors (NBOD) members fully understand the impact of proposals placed
before the body and to assist in making the best decisions for Federally Employed Women (FEW).
All proposals, including key motions and National Policy and Procedures Manual (NPPM)
changes, that will require a vote during an NBOD or EC Meeting must be sent out for review a
minimum of 15 days prior to the meeting. The read-ahead package must include and/or
addresses the following :
o Background information and rationale for the change.
Has the proposal been submitted previously? If so, why is it being resubmitted?
Is this a new proposal? If so, what prompted the action?
Impact on National, Regional and Chapters
Has the proposal been submitted to the Regional Managers for
consideration/communication to Chapters/members?
Will the Regional Managers be present at the meeting in which this proposal is
to be discussed (having key impact is going to be discussed/considered/made)?
Financial considerations
What is the financial impact of this proposal?
Has the financial impact been discussed with the Finance Chair and/or
Treasurer?
If so, identify the funding sources and the affected budget line item(s).
Does the proposal require a Bylaws Change?
If so, include the results of discussions with the Bylaws Chair.
Include reference to the affected sections of the Bylaws.
Does the proposal require an NPPM Change?
If so, include the results of discussion with the Vice President for Policy and
Planning.
Include reference to the affected sections of the NPPM
Does FEW have the resources to accomplish the proposed activity?
How do you know this?
Who is involved; have they been consulted about this proposal and are they in
favor of it?
Other pertinent information relating to the information being considered (studies,
committee recommendations, statistical data, etc.)
Participate in discussions of FEW business and fully support decisions made by the NBOD regardless of
your own personal point of view.
At all times certain confidential discussions about business pertaining to FEW or the
members that take place in the boardroom or during any other FEW Meetings must remain inside
that room and not be shared with anyone who wasn’t present during the meeting.
Accountability
o All NBOD members are responsible for having a home email account. The nature of some
NBOD discussion is not always appropriate for transmission to government or office email.
o NBOD members are responsible for checking work and home email messages regularly
(minimum every other day), if both email addresses are submitted for publication in the National
Directory. There are emails coming to both addresses that pertain to FEW. As board members,
we must ensure we are responding to each other and our members at all levels of FEW.
o Meeting Decorum

o FEW is an incorporated business, and the EC and NBOD are FEW’s National governing bodies.
While meetings provide an outstanding opportunity to network and conduct informal discussions,
when we are in session, business is the priority.
o Members are expected to
Come to meetings fully prepared to do business
Be familiar with meeting rules (including standing rules and Roberts Rules of Order)
Bring or have electronic access to the NPPM, National Bylaws and information about
Parliamentary Procedure in front of them during the entire meeting
Wear business attire at EC and NBOD meetings
Refrain from side discussions while business is being discussed and
Partake of food only during designated break and lunch periods.

o Respond to email as appropriate.
Reply—message goes to sender.
Reply to All—message goes to everyone to whom it was sent.
Forward—sends original message plus any attachments.
o Subject Line
Subject Line should be pertinent to the message.
o Refrain from unnecessary replies

FROM: Karen Rainey
POSITION: National President
My vision for the organization is that we aim high and in every endeavor we “Soar to New Heights”. I
am committed to ensuring that we reach a new level of distinction and elevate our strong legacy of
advocating for the advancement of women in the federal government. FEW must aim high and operate
strategically in the support of our mission and most importantly, be efficient in the utilization of our
relationships and resources. The following are my goals in support of FEW’s mission to end sex and
gender discrimination, to encourage diversity for inclusion and equity in the workplace, and for the
advancement and professional growth of women in federal service.
As National President my goals are:
Goal 1: Organizational Management – I will oversee the management of the organization with regards
to all aspect of the organization to ensure its sustainability, conduct business effectively and efficiently,
ensuring that the National Board of Directors are aware of and fulfill responsibilities and are
accountable for their performance.
August 28, 2019 – Organized and held an online webinar training with FEW’s Legislative
Representative Tonya Saunders on the Equal Pay Day (raising awareness of the gender pay gap)
Each month I have met with FEW’s Finance team and conducted a complete review of FEW’s
financial statements, investment statements and balancing FEW’s budget.

During the months of November 2019 and January 2020 we provided training webinars to the
Awards and Scholarships scoring teams. We also provided an eligibility scoring webinar for the
Regional Managers and one in person eligibility scoring training for the Regional Managers in
attendance at the February, 2020 National Board of Directors meeting.
Worked with Virtual Leadership Summit (VLS) training team to provide documentation and
training for VLS presenters.
Supported the VLS training team in providing virtual presentation training to National Board of
Directors and VLS team members.
Goal 2: Work with VP for Membership and Chapter Organization to provide chapter process
updates on a quarterly basis. Adjusted the procedure for sending new membership letters and membership cards to provide a more
timely response. New member information is now pulled twice a month and letters and membership
cards are produced at those times. Thus, all new members should receive their welcome packets in 30
days or less from the time they join FEW.
We moved remaining members of the Carolina Dogwood Chapter to the Savannah River Chapter and
removed the Carolina Dogwood Chapter as an option on the web site.
We assisted in enrolling and monitoring new members for the upcoming Coast Guard and Fort
Belvoir chapters.

Added a drop-down selection box for the Chapter Quarterly reports to eliminate the need for folks to
type in their chapter name and provide consistency in what is being reported, i.e. the chapter name is
always included, and not just the chapter number. The drop-down listing is in alphabetical order and
those chapter leaders who were on the recent training webinar were informed of the update.
Worked in concert with the VP for Membership and Chapter Organization to present two (2) Chapter
Leadership training webinars – January 15 and 22, 2020. The presentation slide deck is posted on the
FEW website under Training & Education / Webinars and located under Past Webinars.
We worked with the VP for Membership and Chapter Organization to verify the eligibility of the

We also worked with the Regional Managers to finalize their evaluations of the Awards and
Scholarships.
Goal 3: Continue to support the organization and membership by providing timely and
accurate information to the National Board of Directors and membership.
We are consistently posting all monthly membership reports (both Regional and Chapter) within the
maximum 5-business day turnaround and we provide the requisite reports to the National President,
Executive VP, Membership VP, Treasurer, and Finance Chair based on position needs.
We provided written documentation of the Awards and Scholarship results for review at the May
Executive Committee meeting.

Virtual Leadership Summit

POSITION: Vice President for Policy & Planning
During my second year as your Vice President for Policy & Planning I have supported my goals as
reflected below.
Goal 1: Support the vision, mission and values of the organization in upholding the National Bylaws
by maintaining and updating FEW’s National Policy and Procedures Manual (NPPM).
Reviewed the NPPM to ensure all motions from the Executive Committee (EC) and National
Board of Directors (NBOD) meetings were added or updated to the NPPM and posted on the FEW website.
Reviewed the NPPM from cover to cover for housekeeping updates, possible increased
clarification of procedures and noting areas that are outdated or lacking updated history.
Reviewing past motions to ensure there is no conflict with more recent updates. This
happens when a change to the NPPM comes about but does not address past changes.
Reviewed NPPM and National Bylaws for comment or clarification to questions regarding
recognition, positions, board structure, etc.
Worked with the Bylaws Chair to ensure NPPM is in alignment with updates to the Bylaws.
Goal 2: Support the Strategic Plan
Worked with the Strategic Plan Committee to prepare workshop for the 2019 NTP in
Philadelphia. Provided copies of Regional and Chapter Strategic Planning processes.
Requested feedback from the committee to summarize the work accomplished to meet their
goals and fulfill their strategies.
Worked with George Washington University (GWU) Center for Excellence in Public
Leadership (CEPL) to host a webinar in January and posted an eBlast for leadership development offered
by CWU/CEPL at a reduced cost for members.
Submitted an article, “Do You Need a Strategic Plan?’ for News and Views.
Submitted an article Are You Empowering or Undermining Others? By The Colonel’s
Daughter Lauren Schieffer, CSP, Keynote Speaker, Author, Facilitator, Supporter of FEW.

Goal 3: Develop the Annual FEW Report
Requested annual accomplishments reports from NBOD and Chapter Presidents. Submitted
to PPRC for review and final approval to begin the process of creating 2019 Annual Report.
Gathered photos, community events information and highlighted the National Training
Program in Philadelphia for the annual report.
Submitted all articles to PPRC for review.
Provided a DRAFT annual report to our graphic artist for a proof to be reviewed by the
President.
Received a final document for posting to the website.
Goal 4: Participate in forums, seminars and training programs focused on leadership, mentoring and
strategic planning
Attended various town halls, Zoom meetings, Zoom membership events and several
webinars.
Worked with The George Washington University, Director, Marketing and Business
Development, and Faculty Director, Executive Women’s Leadership Program to sponsor and host a
leadership webinar. Created the flyer for distribution throughout FEW and the Executive Women’s Leadership Program.
Received emails from various coalitions inviting FEW to the table for consideration to serve
as a representative and followed up on the requests if they support FEW’s mission and vision for President
Rainey’s review and approval.
Contacted by the Associate Project Director, The Center for Strategic Prevention Support, Education Development Center, to serve on their Women Veterans in STEM Advisory Board. President Rainey approved my selection to serve and represent FEW.
Other Duties:
Worked with VP for Membership and Chapter Organization on the Chapter Charter Starter
guidelines and Bylaws Chair regarding bylaws updates when required.
Reviewed and edited various flyers, articles and newsletters.

POSITION: Vice President for Compliance and Special Assistant to the President for Federal Women’s
Program
Goal 1: Serve as a resource to the Regional and Chapter Representatives in preparing for
meetings/briefings with agency leadership and/or employees on the following subject
areas: (1) Management Directive 715 Report; (2) EEO laws and the Federal Personnel
system; and (3) various programs that support Family-Work life balance.
Activities completed to achieve goal
o Established the FEW Compliance Team, which consisted of all Regional Compliance
Chairs in FEW. Met with the Regional Compliance Chairs (RCC) Team on a
quarterly basis. During the meetings, we worked to establish a standard model for
identifying and managing the compliance chair role throughout the organization.
o Updated the Compliance focus area’s webpage.
o Developed and facilitated the compliance portion of the “Strategic Planning”, “All
About FEW”, and “Chapter President Leadership Forum” training sessions that took
place during the 2019 National Training Program (NTP), in Philadelphia, PA, during
July 2019.
o Provided feedback during the development of the 2019 Membership Survey for the
compliance-focus area questions.
o Developed Standard Operating Procedures for the position of Vice President for
Compliance.
o Served on various special taskforces to ensure compliance with the National
organization’s policies and procedures pertaining to handling confidential/sensitive
situations that arise while conducting business.
Goal 2: Promote education regarding Compliance issues to the Regions and Chapters through
webinars, newsletters, social media, and/or other available resources.
Activities completed to achieve goal
o Made Compliance-focused webinar accessible to the FEW membership via the FEW
website. The webinar/training was focused on the role of FEW as a resource to the
Regions and Chapters as it pertains to compliance within their federal agencies.

o Conducted annual Compliance Training for various FEW chapters nation-wide.
o Created the Special Emphasis Program Executive Order document for posting to the
FEW website.
o Periodically reviewed and update the FEW website to ensure that content is relevant
to membership.
o Submitted compliance focused articles to News & Views on behalf of the FEW
Compliance Team
o Reached out to Tully Rinckey PLLC to arrange FREE webinars for various FEW
chapters.
Goal 3: Monitor organizational compliance within our Agencies to provide up-to-date information
on current legislation and making this information available to the FEW membership
(Regional and Chapter level).
Activities completed to achieve goal
o Meet quarterly with the Regional Compliance Chairs to ensure that they are
providing the Chapter Compliance Chairs with the resources and guidance needed to
successfully carryout their role in their various chapters.
o Establishing an MOU with the US Department of Housing and Urban Development
to include measurable outcomes/accomplishments that benefit current and future
FEW members at HUD.
Goal 4: Work to support FEW's Federal Women’s Program by providing training options and

On August 27th through the 29th, I attended The Office of Civil Rights & Liberties, Ombudsman &
Traveler Engagement (CRL/OTE) “Diversity & Inclusion Change Agents” course. The 3-day
certification course taught participants to foster a fair, open, cooperative, supportive, and
empowering work environment that cultivates employee engagement and improve OPM Federal
Employee Viewpoint Survey scores. The course provided participants with targeted skill building
exercises to help create and strengthen workplace teams to their fullest potential.

Updated the current Chapter Start-up kit to allow chapters to be chartered before bank
accounts are open, but an account will have to open within 30 days of being chartered

Received interest to charter new chapters in Louisiana, Texas, Tennessee, New York,

Goal 1: Oversee FEW contracts performed in partnership between FEW’s organization and the
contractor. I am responsible for coordinating every aspect of the contract from reviewing and
approving contract terms with the President’s approval to coordinating deadlines, approving
budgets and more.
I serve as the key point of contact between contractors and FEW organization to ensure
timely and approval of any variations. I am currently keeping thorough records of all documents that
FEW has, even after a contract is seen through to execution is essential for the efficiency and
compliance of FEW’s organization. Record management is essential, and it mitigates risk by serving
as an audit trail and evidence that is easily accessible. Maintain deadlines on deliverables and
communicate on an ongoing basis with business partners and internal clients about contractual
issues. Review contractual performance of both parties to ensure compliance with terms and to
identify conflicts or changes requiring resolution at contract renewal.
Develop and execute negotiation strategies that minimize potential losses and benefit FEW’s
organization’s financial performance.
All FEW’s contracts are currently up to date for 2019/2020 and FEW is supporting best
practices knowledge, providing more accountability expectations, protecting again legal, regulatory,
and liability issues.
Implementing lifecycle management platform for all FEW’s contract to ensure contractors,
our processes and documents are in a single location as well as provided input and oversight to
approval processes regarding the legal/ contractual elements of all contracts, including
documentation of review and approval processes.
Lead the commercial review of contracts in FEW’s interest and responsible for coordinating
the review of commercial bids/ contracts and ensuring timely completion.
Provided excellent communication to customers for discussions/meetings as well as via
telephones and emails. Ensured that the customer is updated on their contractual requirements and
provided notification of final award status.
Goal 2: Develop standard contracts for FEW’s organization. Visit client sites and meet with FEW’s
business partners. Monitor the performance of each signed contract and ensure that FEW gets
the “bang for the bucks.”
Ensure that FEW contracts are executed in accordance with our organizations strategic plan,
goals and objectives. Prepare report for status of contractors for management and identify potential
improvements to existing policies. Perform appropriate clinical, administrative and operational

Submitted Motion to be inclusive of private sector members interested in applying for a

Requested permission from National President to utilize $200 to create two flyers to promote

Goal 3: Conduct data analysis and needs assessment to identify benchmarks and the professional
goals of current members while launching a marketing campaign to create visibility of our annual
scholarship and identify the goals of prospective members. The data analysis and needs assessment
will provide current career status and goals of members and the marketing campaign will promote
awareness, increase membership recruitment and participation in the scholarship application
process.
Reviewed data provided by FEW Headquarters to conclude the data is not sufficient or a
complete snapshot of the organization. The provided data showed GS grade ranges but not
specific grades.
Created a survey through Survey Monkey, to attain workforce data that will determine future
needs of members.
Drafted Scholarships survey questions to conduct a pulse check of the organization to identify
if the current scholarship offerings are of interest to the general membership.

meeting, we will be celebrated Women’s Equality Day with Ms. Michelle A. Crockett as our
guest speaker. Women’s Equality Day commemorated the passage of the 19th Amendment
to the U.S. Constitution, granting the right to vote to women. The amendment was first
introduced in 1878. In 1971, the U.S. Congress designated August 26 as Women’s Equality

o August 2019 – attended Meet-up hosted by Bright Knights Chapter at MGM National
Harbor for a walk-through of legislative tools and other resources available to members.

o October 19, 2019 – held a successful Regional Training Program, 40 years of Excellence:
Uniting, Engaging & Leading with over 100+ attendees. DCMR celebrated 40 years of
excellence as a Region. The RTP equipped the attendees with the knowledge & skills needed
to have a greater impact on their career. Attendees enjoyed a day of connecting, networking,

o November 16, 2019 – held a successful Veterans Day Program with over 20+ persons
attended the DCMR Veteran’s Day Program. DCMR honored 31 DCMR FEW members
who are Veterans, and heard from our guest speaker, Retired Major General Linda Singh,
Maryland Army National Guard. Truly a wonderful event to honor our Veterans and their

o December 4, 2019 - attended a Half Day Trip to Capitol Hill with the DCMR Chapter
Legislative Chairs. During that time, we toured both the House and the Senate Galleries,
meet with a few representatives as their schedules would allow and finished off our time
with lunch together. The goal was to have all the Chapter Legislative Chairs to attend and
continue the knowledge sharing to equip each of them to ENGAGE their chapter members.

o January 15, 2020 - participated in the National Chapter Officer Training – one of the two
sessions, Chapter Officer Training Presentation. One-hour training event to assist with the
day-by-day tasks of being a chapter officer. Training reviewed roles, responsibilities,

Goal 1: Increase membership within region by 10% - each chapter will need to recruit at least 5 new
members to reach this goal
Membership drives have been held in most chapters and the following chapters have gained new
members within the year – Equalitarian – 10 – Great Lakes – 2 – Windy City – 3 – Miami
Valley – 8 - Hoosier Hills – 16- North Coast – 2 - Motor City - 2 – Central Cincinnati – 3. Our
region gained a total of 46 new members.
Goal 2: Have more participation of members within chapters – to reach this goal I would schedule
monthly conference calls with chapter presidents and committee chairs to have them give
members pertinent information regarding FEW in a timely manner. For members to become
active they need something to do to contribute to the wellness of the chapter.
I have held phone meetings and sent out emails to presidents to distribute information to
members.
July 2019, I attended the National Training Program in Philadelphia PA. The theme for
commentating 50 years of training – Encourage – Empower – Elevate. This training was for
everyone young, older, still working, or retired. I attended the Regional Managers Training and
this was enlightening. I learned a lot especially my responsibilities to each level of FEW.
Great Lakes won quite a few awards at NTP 2019.
I attended all required meeting for NBOD.
I held meeting with presidents regarding our Spring Retreat 2020 and Regional Training
Program 2020. Both of these programs had to be cancelled due to the Virus after all the
planning had been done. Hotels and meeting rooms were booked, speakers all cancelled.
During the month of April 2020 Great Lakes Region held president’s choice award. This award
is for person who is helping president with chapter. We all know presidents can’t do everything.
Awards are donated to winners by Mable Seldon – Macy gift cards.
Goal 3: I would like to have more involvement of Regional Representatives – to reach this goal I
would have Regional Representatives review quarterly reports to ensure chapters are holding
programs in all focus areas. I would hold conference calls with Regional Representatives
regarding quarterly reports so we can provide feedback to chapters for area of improvement.
I have held conference calls with Regional Representatives and also spoke to each one regarding
reports – one chapter needed some assistance to improve membership and this was done.

I participated in the Regional Managers fundraiser by purchasing 2 throws.
August 2019 Women’s Equality Day – 5 chapters had programs and participation with FWP.

They are now compliant with 18 members.

Regional/Chapter membership, Diversity Training in conjunction with Legislative Training. Region
as a whole promote ENGAGE Advocacy Tool and yielded results with writing letters to their

An Agency visit was scheduled for March 16, 2020 for the National President to meet and greet
with the Philadelphia Commander, EEO Director, Regional Manager and some of the chapter
officers. Meeting was to address and sign the Memorandum of Agreement (MOU) for a renewed
partnership with DLA Troop Support Federally Women's Program. The COVID-19 mandated all
commercial traveling to be stopped. This meeting was re-scheduled sometime in late May or June

The FEW Foundation submitted $ 150.00 to the region for a member to attend the MAR RTP in
Hampton Virginia. The Regional Manager submitted three foundational scholarships in the amount
of $ 50.00 to the Philadelphia, Maryland and Tidewater Chapter. Each president nominated and
selected one member to attend.
News & Views articles were submitted advertising the MAR RTP.
Diversity News on EEOC webinar on addressing questions arising under any of the Federal Equal
Employment Opportunity Laws and the COVID-19 pandemic sent to regional presidents. The
Philadelphia Chapter Fundraising Chair-Crystal Robinson won the 2020 Mid-Atlantic Region
Unsung Shero Award. Her award was going to be presented @ the RTP. Due to the cancellation, it
will be presented to her sometime in late September 2020.

school. They purchased school supplies and backpacks the students. They have partnered with four
other women organizations for this startup Mentoring Program.

Food drives, toy drive, serving the homeless and veterans were held by several chapters in support
of honoring our Veterans. Maryland Tri-County supported local Women's Shelter in Bel Air,
Maryland for Thanksgivings and Christmas. Along with the food drive of can and dry goods, they
donated gift cards from a local Shop Rite grocery store so that the families can purchase turkeys and
fixings for a holiday family meal.
Attended the Pennsylvania Conference for Women. Participated in Legislative training with the
Philadelphia Chapter. Highlighted the upcoming 2020 NTP to be held in Orlando, Florida to all
chapters and officers. Sent birthday cards to chapter presidents. Attended 8 hours of Diversity and
Equal Opportunity Training in Philadelphia
The Mid-Atlantic Region voted to reschedule our 2019 RTP due to cancellation of speakers and
some of the chapter president had other engagements. Scheduled for April 3-4, 2020

Attended DC Metro region 40 years of Excellence @ Trinity University: Uniting, Engaging and
Leading. Panel discussion and training workshops were presented.

Some highlights of the training were: Review of the Chapter President Leadership Forum handbook,
review of National's website-teaching how to navigate and what to look for concerning chapter
resources, webinars, upcoming training, how to perform Legislative duties for the chapter by using
"Engage". Reviewed the four tiers and how to use the definition from the website to establish events
and programs. Reviewed the Chapter organization, membership roster, membership engagement,
core values and the quarterly report. Spent a full day with River-Ann Chapter President.
Remembrance for September 11, 2001: To all Regional Chapter Presidents: Today is a day when we
remember the events that happened-the tragic events that occurred on this date changed our lives &
our country forever. Although our American spirit was shaken, it will never be broken. True to the
character of our great nation, we quickly found the compassion to comfort those who lost loved ones;
care for those who were injured; and confront those that dared to attack us at home. I ask that today
you take the time to remember the sacrifice of those first responders who lost their lives on this
fateful day 18 years ago and the Service-members, civilians and loved ones that have served and
made the ultimate sacrifice to combat those that would threaten the liberties that we hold so near and
dear to our heart. The resiliency we showed from that day forward has become a part of our character
as American citizens. Your dedication to the mission of Federally Employed Women (FEW)
organization is incredible. I truly appreciate all that you do. We will never forget.

• Commemorating Fifty Years of Training-Encourage Empower Elevate-1969-2019
• Mid-Atlantic Region/Philadelphia Chapter contributed 750 bottles of water for the NTP.
Regional Manager picked up the 2019 NTP Proclamation from the Mayor’s Office.
Recommended to the 2019 NTP Chair-Disc Jockey-Mr. Steven McGraw for the Welcome
reception. McGraw won the service to disc jockey at FEW's NTP Welcome Reception on July 21,
2019, at the Philadelphia Marriott Downtown Hotel, 1201 Market Street, Philadelphia, PA. The
Reception theme was “A Night Out in Philly with FEW" and the theme song is the Sounds of
Philadelphia.

selected by the NTP Chair.

individuals for their valuable contributions is an essential part of appreciating each one of them for
their outstanding volunteer service, leadership, and extraordinary professionalism serving the Mid-
Atlantic Region.

Carmen is a member of the Maryland Tri- County Chapter where she serves as the Chapter
Newsletter Editor. The Mid-Atlantic Region strongly appreciates the support, time and assistance,

OUIANNA ENANG-She is a member of FEW (Federally Employed Women) and the
Philadelphia Chapter where she attends meetings and participates in organizational activities. She
volunteers her time within the group as a Chairwoman for both the Philadelphia Chapter Newsletter
and Fundraising Committee. Recently she dedicated eight hours to represent FEW as a reviewer for
the 2019 Excellence in Government Awards Program. She also dedicated countless hours towards
the FEW Membership drive where she recruited new members by explaining the benefits and the
history of the organization. She performs other duties as assigned by the Mid-Atlantic Regional
Manager and the Philadelphia Chapter President.

Chapter. Michael courageously accepted this position and is the first male to be in office. He is very
active in his Region, serving in various capacities, as well as served on various chapter committees.
He has continuously worked with his chapter on recruiting new members and keeping focus on
member retention. His dedication has not gone unnoticed. Your assistance to the Chapter President
and the Mid-Atlantic Regional Manager is greatly appreciated. He has traveled to the Tidewater
Chapter (Hampton, Virginia) participating in their Women’s Equality Day. He also traveled to

POSITION: Mid-Continent Regional Manager
The Mid-Continent Region includes the following five (5) chapters: Carrie Chapman Catt, Heart of
America, Mid-America, Nebraska Heartland and Willa Cather.
Following are the region goals and progress:
1. Assist with the chartering of new chapter (strive for at least one chapter each year). We are working with possible leaders of a new chapter in St. Louis, MO. They have the chapter
startup kit and hopefully will be ready to charter soon! Held a meeting November 13, 2019 in
O’Fallon, Illinois. Met with Mid-American Chapter President and others from the chapter and due
to bad weather, we held a teleconference with interested FEW members from the St. Louis area.
Discussed formation of the new chapter and next steps.
2. Increase visibility of FEW and FEW memberships.
We need to make membership information available wherever possible. I encourage our chapters to
conduct membership sales (with National FEW’s approval) and to recruit new members wherever
we go! Each member should have membership forms available to distribute to interested future
members! Always have information available regarding our website to share with them too!
Business cards are a must!
3. To provide quality training programs.
Our Regional Training Programs follow the FEW guidelines and contain all four of the focus areas
within our training program. Our last in person RTP last fall in Kansas City on October 6, 2019 and
was hosted the Heart of America Chapter. It was very successful with excellent training provided:

Women as Care Givers: How to care for others while you care for yourself –

Our 2020 Spring RTP had to be postponed due to the Corona Virus.
4. To support Chapter Presidents and their Chapter Members and all other Regional Officers.
I am always available to assist our chapter presidents with any of their needs. We have started
having a sharing session of “what worked” with the board members. Members shared ideas and

details of projects, programs, etc. that have worked in their chapter and also projects that didn’t
work so well. Discussing what could have been done differently or any additions that could have
been added to the agenda to create interest starts a good discussion. A lot of great ideas are coming
forward and I hope these sessions will be helpful to all attending.
5. To serve as a communication conduit to all FEW Members within region with emails and our
Regional Newsletter.
I correspond with board members, as needed, and make sure National emails are being distributed to
all Chapter Presidents and/or Members. Starting to hold teleconferences with board members has
been very successful. I plan to attend National Executive Committee meetings, when possible and
all NBOD meetings. Now that we have a Regional Representative, she will plan to attend as many
of the meetings as possible. I plan to participate in monthly regional managers’ calls. I have
attended most of the National Regional Manager Teleconference Calls and shared the information
gained with our chapter presidents. I promptly forward all information on to our chapters asking that
they share with their chapter members. I have been encouraging all members of the regional board
to assist in training another member to succeed them after their term is over. This is very important
to keep new members involved and serving on the board. I also encourage our chapter presidents to
do the same within their chapter and with other chapters in the region.
I am available to all of our Chapter Presidents, Regional Board and members, as needed, and to
National FEW as well. My goal is to reply to any inquiries and questions within 24 hours.
Other Items: We are hoping to get back to a regular schedule again as soon as the quarantine restrictions are lifted. Until
then we will continue to correspond with emails, teleconferences and zoom meetings.
NOTE: I suddenly became very ill on March 9, 2020 and was hospitalized for two weeks followed by a
week in a rehab facility to regain and improve my ability to function. It was a very scary time and it was
determined that I had a blood infection that attacked by brain. After I retired home, I had home health
therapy (physical therapy, speech therapy, occupational therapy, etc) through the end of May. I finally feel
like myself again and have been able to go back to everything I was doing before (including driving and
FEW activities) and I am very grateful. Many thanks to Gloria Sherman who stepped up and took over my
FEW Regional and National duties! Don’t what I would have done without her assistance!

ANNUAL MEMBERSHIP MEETING
Virtual Leadership Summit
July 20, 2020

POSITION: Northeast Regional Manager
Goal 1: To increase Regional membership by 10% and retain current membership.
The membership in the NER has slightly increased. The Greater Boston Chapter has increased by
over 10% from 16 to 21. The Western New York Chapter numbers have remained fairly stable. Both
chapters are focused on further increasing their membership at this time. Many members in each chapter are
not located in the local area of the chapter and this makes participation in person difficult. Both chapters are
planning fall membership drives using our NER brochure created for the NTP.
Goal 2: To maintain effective communication with chapter presidents and officers and the Regional
Board of Directors in order to address all four focus areas on the chapter and regional level. To fill
the NER Regional Board and standing committee chair positions.
I maintain regular conversations/emails with the chapter officers in the Greater Boston and Western
New York chapters and encourage their addressing of the four focus areas. The Regional Board meets
monthly via conference call. We still have Board and committee positions to fill at the chapter and regional
level.
Goal 3: To plan and host at least one Regional Training Program.
An RTP committee was being formed for a 2019 RTP to be held in the fall. NER members were
being surveyed for training topics and location preferences. Unfortunately, because of the massive
shutdowns caused by the pandemic, all RTP’s were cancelled for 2020. The Northeast was extremely hard
hit during the late winter, spring and early summer making in person events impossible.
Goal 4: To assist with the chartering of new chapters and strive for one new chapter per year by
increasing the visibility of FEW and FEW memberships. To make membership materials available.
I have solicited all NER members, especially those far from the existing chapters for interest in
establishing new chapters positions. I am currently working with a group from Central Massachusetts from
primarily a VA location to establish a chapter. Our process was slowed due to the pandemic but the
paperwork is progressing and the individuals are obtaining permission to conduct meetings at their site. We
hope to have a submission package by the early fall.
Goal 5: To offer at least one scholarship from the Northeast Region for the NTP and encourage at
least one member per chapter to apply for the National NTP scholarships.
The WNY and GB chapters offered tuition scholarships for the Virtual Leadership Summit this July.
Members were also encouraged to apply for National scholarships and other programs that are available on
a yearly basis. funds in the regional and chapter scholarship accounts.

Other Activities from July 15, 2018 to July 20, 2020
1. Attended National Training Program and NBOD in Philadelphia, Pennsylvania in July 2019.
2. Conducted monthly Northeast Regional Board meetings on the third Tuesday of each month.
3. Wrote and submitted required quarterly NER regional reports and Western New York Chapter
required quarterly reports.
4. Maintained close contact with Northeast Regional Chapters, Greater Boston and Western New
York.
5. Wrote and submitted report for the February 2020 NBOD meeting and attended same meeting in
Philadelphia, Pennsylvania.
6. Had been working on forming a committee for the 2020 RTP, choosing a location and
formulating an agenda.
7. Sent out FEW Welcome packets to new members.
8. Responded to emails, calls and requests chapter members and NBOD.
9. Worked with the WNY Chapter on another successful community project of an Annual Holiday
Drive for Haven House of Buffalo, NY, a women’s residential shelter for victims of domestic
violence.
10. Attended Regional Manager Conference call meetings as scheduled.
11. Designing a 2020 NER Membership flyer.
12. Contacted membership for interest in a scholarship application process for the Virtual
Leadership Summit.
13. Wrote and submitted annual reports for the Northeast Region and Western New York Chapter.
14. Maintained the Facebook page for the Western New York Chapter of Federally Employed
Women by sharing National news, highlights from other chapters and events/articles of interest.
15. Made plans for Women’s History Month by to attend a lecture series at the Buffalo Museum of
History women’s history and the suffrage movement. The Museum was unfortunately closed
down due to the pandemic.
16. Planned to attend the Greater Boston Chapter Women’s History Month event in Salem,
Massachusetts. Unfortunately, this was cancelled also.
17. Solicited members for interest in the 2020-2022 Election cycle.
18. Encourage members to vote in the National NBOD Elections.
19. Kept members informed about the change of the NTP to the Virtual Leadership Summit.
20. Attended Emergency NBOD Zoom meetings as scheduled.
21. Working on establishing a Northeast Region Website to contain relevant information for
membership and to attract new members to the organization.
22. Working with the new Western New York Chapter President to ensure a smooth transition for
her new role in the chapter.

1. To grow and continue membership in the Pacific Northwest Region.
I have been working with the Vice President for Membership and Chapter Organization and in ways
it has been fruitful. Willamette Valley Chapter has increased their membership as well as Rainier Chapter.
2. To grow and recruit members to take a position on the Regional Board of Directors.
I was successful in recruiting someone to run as Regional Manager. With the assistance of our
National President, we were able to have a full slate of regional officers for the 2020-2022 term.
3. To maintain a healthy relationship with the Pacific Northwest Regional Board and members.
With the assistance of my board members, the Pacific Northwest nominated Judy Rush for the Allie
Latimer award. Judy was selected for the award and she also received the President’s award.

Goal 1: Compliance
o Ensured chapters met with an identified agency to evaluate their compliance with The MD
715
o High Plains Chapter met and discussed the Rocky Mountain Regional (VA) Medical Center
MD 715 with the EEO Manager. Worked with the Medical Director and EEO Manager and
identified underrepresented employees. A plan was developed to increase representation in
the identified employee population solutions.
o Ensure all chapter elections are timely completed and according to chapter, region and
national bylaws. Chapter elections were done timely for 4 Chapters. Wasatch Chapter
remains in the process of deciding to resolve the chapter and merger with another Rocky
Mountain Region chapter or seek membership at large.
o Continued to work with Rocky Mountain Regional (VA) Medical Center SEP Program to
support their mission
Goal 2 : Membership Retention
o All chapters remained at or above minimum membership status except Wasatch Chapter.
Onsite visits done for High Plains Chapter.
Goal 3: Training
o The 2020 Rocky Mountain Regional Training Program (RTP) was cancelled in March 2020
because of Covid-19. The RTP has been rescheduled for September 2020.
Goal 4 : Legislation
o Disbursed the Legislative issues to FEW Rocky Mountain Region
o Attended the 2020 Colorado 30th Women’s Congressional Breakfast
o Shared discussions and presentations by Colorado Senators and Women of Political Action.
The focus was that Women of Color should step up, lead, and own the discussions that
impact their lives.
Goal 5: Diversity
o Reinforced the 2018-2020 Diversity strategic plan
o Participated in the development and implementation in the Rocky Mountain Regional (VA)
Medical Center annual Diversity Day.

period of time. Held a post kneeling discussion with a multiracial group for a constructive

The Magnolia Royal Star Chapter (formerly Magnolia Chapter) received their charter during the
Executive Committee Meeting (ECM) in May 2019.
Carolina Dogwood Chapter was closed July 2019 at the National Board of Director (NBOD) per
National Policy Procedure Manual (NPPM). Chapter information was removed from FEW website.
All chapters worked to submitting the 990 E-Post card and the Group tax exempt for non-profit
status.
Participated in regional conference calls, with Vice President of Membership and Chapter
Organization.
Ensured that all chapters are in good standings per the NPPM as it relates to minimum number of
members required per chapters, all chapters have officers and the tax responsibilities are all current.
Ensure that the Gator Nation Chapter (closed in 2018) information was removed from the FEW
website.
City of Oaks received their charter during the ECM November 19, 2019. All documents were
presented per NPPM guidance. New member and officer training was conducted January 8, 2020.
Northwest Central Florida (renamed formerly Panama City) renamed during the ECM November
19, 2019. Northwest Central Florida Chapter officially closed during the NBOD meeting held in
Orlando, Florida February 2020.
River City Chapter and Kenessee Guardians Chapter were officially closed during the NBOD
February 2020.
Goal 2. Work to increase Southeast Regional membership in local chapters by supporting FEW’s
mission.
In January 2019 the Southeast Region had 370 members we reached our highest number of
members 481 in May 2019. As of June 2020 we have 370 members in the Southeast Region.
Due to unforeseen events of Government shut-down our Regional Training Program “Cultivating
the Next Generation” was rescheduled for September 12-14 2019
Reviewed Regional Monthly Roster with Membership Chairs to notify Chapter Presidents and
members of renewal date retain members.
Our region welcomed two new chapters, City of Oaks and the Magnolia Royal Star Chapter.
Goal 3. Work with Southeast chapters to strategically plan and support local programs.
Chapter newsletters include Space Coast Chapter monthly; Derby City Chapter; bi-monthly,
Savannah River Chapter quarterly; City of Oaks Chapter quarterly; also Regional newsletter

As the Regional Manager of the Western Region, it is my pleasure to deliver the following report
representing items accomplished during July 2018-July 2019.
Goal 1: State Goal #1: Back to Basics to Increase Membership & Awareness
We continue to brainstorm ideas and plan additional FEW presentations for the near future.
The COVID virus has presented many challenges, i.e. the cancellation of our Western
Region Training Program.
Western Region Membership Chair (Kim) and I had a follow up meeting to schedule a
presentation to interested employees from an arm of NOA. Bureau of Ocean Management
are interested in forming their own Chapter in an area closer to their workplace. Currently
we are working with them to help them obtain a total of 15 members.
Invited to go back to a Homeland Security office to deliver a presentation on Women’s
History to help in their Celebration of Women’s History. They also requested our
presentation “All About FEW”. Since our last visit, this organization has relocated their
offices, and gained new employees. With these latest changes the agency wanted to ensure
their new employees learned about FEW Membership.
Delivered a Chapter Charter Package to the Asylum office located in Anaheim.
Provided FEW training/presentation to employees at a Homeland Security office, the office
of Asylum. The room was full with men & women, all current employees were asked to
attend. Very favorable outcome. The men in the room expressed interest in “joining” once
they head “anyone can be a member if they believe in our mission”
They are working on forming a Chapter in their area, Orange County.
Discussed and brainstormed ideas for a targeting “men” Membership drive.
Western Region Board discussed campaign to bring men-with daughters and wives into
FEW
Successful RTP held in Las Vegas, President Rainey attended and gave opening remarks.
Southern California Gold Coast held a successful membership drive, attended by members
of BOM, attended this event. I provided reasons why women in attendance needed to join
FEW before the end of the evening. At the conclusion of his event a total of 3 new members
joined.
Goal 2: State Goal #2 : Monthly Focus on one tenet at a time. Chapters have been keeping up with the monthly themes and are in compliance .

As RM, I have been focused on increasing our Membership and establishing new Chapters
in our Region.
Scheduled a meeting with the Deputy EEO Officer of NSWC PHD to talk about ways she
and the Command she serves can support us. I have reached out to her and feel positive
about forming an MOU.
All emails and announcements from National and President Rainey are forwarded to the
region to keep my members aware of current events, announcements and concerns.
Goal 3: State Goal #3: Increase our footprint across chapters, sharing, collaboration The work in this area included potential use of FaceTime for Video chats, this has failed
terribly recently due to the “bug” allowing listening in on others without your knowledge.
Successfully held a Western Region Zoom Meeting, with the board. It was a success and we
had no issues.
My Plan to travel to other Regions and Chapters in an attempt to increase membership and
awareness was put on hold.
Support provided to Central Coast Chapter re: advertising in the Gazette, magazine the title
of this issue was “Women Win the Vote Gazette”. Readership; reaching more than 25,000.
Including 9,000 to National Women’s History Alliance. Downloadable version available on
the NWHA website.
The location for our 2020 RTP was planned to be in Port Hueneme, CA at the Channel
Islands Yacht Club. All plans and schedules were cancelled due to COVID.
Collaborations between Chapters will be a major focus this next period.

Updated Foundation brochure and it is pending finalization.
Held successful fundraiser with Avon from April 15 to June 15.
Continued on-going fundraiser with TerriLynn Candy and Nuts.
Paused the Amazon Associates Fundraiser due to technical issues on website.
Sent letters to FEW Past Presidents soliciting donations for the Past Presidents Scholarship Fund.
Publicized Foundation/Ed2Go Online Instruction Center. Visit www.ed2go.com/fewed to view all
of the new course offerings.
Submitted articles for all issues of News and Views.
Designed new Foundation website. It is currently being finalized and the dummy website will be
sent to PPRC soon.
Updated Foundation Facebook Page on an on-going basis.
Provided $299 for the Foundation Scholarship for Virtual Leadership Summit. Bracey Shay of
Women on the Move Chapter, DC Metro Region, is the recipient.
Provided two scholarships for Regional Training Programs to include Mid-Continent and Great
Lake Regions. All RTP’s planned for 2020 were cancelled or postponed due to Covid-19.

Chapter, Regional and National Board sources.

Wrote several chapter and regional interest articles from verbal input of members.
Goal 4: Work with members of the Publications Policy Review Committee
Provided information to committee for review, edits and additions of documents and publications

Instagram and twitter. Using Buffer, posted events on Instagram, Twitter and Facebook 432 times.
There are now 209 Instagram followers with 31 likes, 161 Twitter followers with 161 likes and 4132
Facebook followers with 3889 likes. The GovLoop group has 340 members and LinkedIn company
group has 84 followers and the standard group has 1,254 members. These three have no activity.
Other: Responded to 18 inquiries from NBOD, regions, chapters and members.
Prepared synopsis of YouTube video for News & Views and compiled 2020 graduate tribute information.
Worked on updating offer of the SWABIZ travel account.

Goal 2: I will provide a forum for “Now We Know” in order to educate women on different
products that cause sickness and disease for health purposes. I will gather information
and promote businesses that lead women into healthier lives.
I provided a forum to educate women on different diseases and symptoms via our webinar
with Judy Rush, Willamette Valley Chapter. We presented speakers for “Now We Know”
and their website https://www.nowweknow.com. We also provided the chapter with
products and testimonials.

potentially share with FEW members.
I assisted other FEW members on building their resumes to obtain better employment.
Goal 3: I will build a network of supporters of FEW for awareness on Women’s Health and

Program:
Goal 1: Determine status, terms and provisions, and compliancy of the memorandums of under-
standing (MOUs), mutual support agreements (MOAs) and relating documents with the FEW
National President and the existing and potential sponsors and partners.
Accomplishments:
• Researched the few.org MOUs webpage to determine which existing MOUs needed renewal.
• Coordinated with National President to obtain MOUs word format templates and began updating
documents for signatures by the company and agency head officials and the National President second
term 2020-2022.
• Updated Veterans Affairs MOU to include date signed by the National President.
• Researched GEICO MOU expiration status of January 2020 and recommended removal from the
FEW website based on GEICO’s response to the former Sponsors-Partners contact not to renew their
agreement with FEW.
• Scheduled meeting with FEW and FAA to discuss agency’s changes, focus to train and retain
employees, and request assistance from FEW. Currently working on MOU template with proposed
terms and provision by each party.
• Reviewed FDA MOU for date adjustment by National President and signature by FDA agency
official.
• Coordinated meeting with FEW and National Coalition of 100 Black Women Chapter Representative
regarding partnership who was informed that FEW would be interested partnering at the national level
of this organization.
Goal 2: Collaborate with the FEW National Board for input regarding the 2020 National Training
Program (NTP) and with the existing and potential Sponsors and Partners (e.g., federal agencies,
public sector, online searches of businesses in NTP cities, recommendations) to renew and negotiate
new provisions, establish and strengthen business relationships, and maximize fundraising efforts.
Accomplishments:
• Researched the few.org MOUs webpage for MOAs to identify sponsors who provided 2019 cash and
in-kind donations in preparation to solicit sponsorship for the 2020 National Training Pro-gram (NTP).

• BCBSA - In October 2019 began NTP 2020 fundraising efforts with BCBS and in December 2019

Health Fair cash donation.
• GEHA - Conducted several meetings with two marketing strategic companies representing GEHA
and provided explanations of MOA provisions and amenities in turn for cash donation for exclusivity
of the registration desk, conference tote bags, and awards/scholarship ceremony.
• LTCP - Met with LTCP to ensure MOA provisions were being met such as ensuring eblasts were
distributed to members, publishing articles in News & Views and conducting two webinars.
• Management Concepts - Confirmed MOU/MOA in-kind donation for the leadership certification
training and requested if any additional cash donations were available.
• DiversityComm - Followed up on MOA provisions and breakdown of the 2019 in-kind donated for
publications and editorials.
• ABS - Confirmed MOA for two webinars and increased cash donation.
• Prudential - Followed up to negotiate cash donation.
• FedChoice - Followed up to confirm MOA for cash donation.
• American Benefits Exchange - Met with potential sponsor.
• NTP 2020 STEM Day Program - Met with National President and STEM Chairperson to discuss
the one-day program agenda and provided lists of potential sponsors to support STEM Day. Verified
list names, email addresses, and phone numbers and provided STEM Day information.
• Tully Rinckey - Met with a FEW member who complained about this company’s legal services and
inquired if FEW was receiving legal proceeds. Apparently, the member has reached out to former
National leadership about this matter. After explaining orally and followed up in writing, customer
understood FEW’s no interference with personal legal matters and that we do not receive any proceeds.
Virtual Leadership Summit (VLS) NTE 2020
Due to the COVID-19 pandemic, FEW Executive Board voted for the online training, I communicated with
the sponsors regarding change and as a result, the following lists the sponsors and partners provided cash
and in-kind donations:

• Attended and reported out the status of the sponsors program.

and exhibit booths, etc.

sponsors and partners, and federal and private sectors.
Accomplishments:
• Provided updates for 2020 National Training Program Sponsors Prospectus to President and NTP
Team for processing. Requested Sponsorship webpage and Prospectus be updated to include Silver
level category. Prepared Sponsorship NTP 2020 Announcement to be forwarded to all existing, former
and potential sponsors. (see below).
• Coordinated with Event Planner Contractor to provide list of existing and former sponsors for the
past five years.
• Coordinated with the National President and prepared the VLS NTE
Sponsors/Exhibit Prospectus which provides four new sponsorship categories and one exhibit booth.
• Prepared cover email to announce VLS NTE for distribution along with the new Prospectus.
• Coordinated with Event Planner Contractor regarding status of the Legal Shield partnership and due
to little to no business since 2017 to remove from few.org Partnership webpage.
• Coordinated with FEW Webmaster to remove GEICO link and MOU from few.org designated
webpages.

On Her Retirement
Whereas, Carmen Chavez – Ghimenti, Management and Program Analyst, Field Operations Management
Unit, Office of the Directorate of Intelligence retired on January 30, 2020, after fifteen years of outstanding and meritorious service to the Federal Bureau of Investigation (FBI), and
Whereas, Carmen held other prior positions as an Administrative Assistant and Writer within the agency,
and through diligent effort and dedication, advanced through the ranks to this present position, and
Whereas, Carmen also represented her division in a collateral duty as the Diversity and Inclusion
representative and was elected to the FBI Director’s Advisory Board for five two-year terms, and
Whereas, she received over thirty-five awards and commendations during her tenure with the FBI, and
Whereas, she has held various positions prior to work within the FBI, Executive Director of Westchester
Hispanic Coalition; Management and Program Analyst for New York State Department of State; teacher in US High Schools and in Paris and Madrid. In addition, Carmen also headed the US Girl Scouts in both France and Spain, and
Whereas, Carmen, in all her endeavors has reflected great credit upon the Federal Government and FEW as
its current VP of Congressional Relations: Therefore, be it:
Resolved, that we the Members of the Board, do extend in gratitude to Carmen Chavez – Ghimenti, for her
invaluable Federal Service and wish to extend our sincerest congratulations on her well-earned retirement, and our best wishes to her and her family for continued success, happiness, and good health in years to come.

Whereas, Marcia McDaniels, retired on January 3, 2020, after forty years of outstanding and meritorious
service to the U.S. Army Tank and Automotive Command, in Warren MI, and
Whereas, Marcia held the position of Emergency Operations Center Specialist within the U. S. Army, and
through diligent effort and dedication, advanced through the ranks to this present position, and
Whereas, Marcia also represented her division in a collateral duty as training chair for Society of Logistics
Engineers and is an Army Acquisition Corps Member, and
Whereas, she attained prior to her career within the U.S. Army, an MBA with a concentration in Logistics
from Florida Institute of Technology, Level Three Certification in Life Cycle Logistics, and
Whereas, she has held various positions prior to her current work within FEW as a FEW Diamond Lifetime
Member (2015), Great Lakes Chapter and regional positions such as Great Lakes Regional Secretary, Newsletter Editor, Bylaws Chair, Public Relations Chair, Ways and Means offices; staff in several NTPs including Registrations/Programs Chair, Advertising/Marketing Chair, and Information Co-Chair, and
Whereas, she is a Distinguished Toastmaster and chaired the 2001 District 28 Regional Conference, and
Whereas, Marcia, in all her endeavors has reflected great credit upon the Federal Government and FEW as
its current Special Assistant - News and Views Editor, and
Whereas, Marcia’s future involves serving as FEW National Secretary, sewing masks with her sewing guild,
social media, genealogy, cosplay stitching and possibly RV traveling with Carl, her husband of 36 years. Therefore, be it:

Whereas, she has demonstrated loyalty and respect for our mission to end sex and gender discrimination, to encourage diversity for inclusion and equity in the workplace, and support for the advancement and professional growth of women in the federal service; and,
Whereas, her extraordinary efforts have established a benchmark of leadership and legacy for future VLS Chairs to follow; and,
Whereas, she has utilized her strategic, analytical and organizational skills to promote training to federal, state, military and civilian employees for their professional development and growth;
Now Therefore, Be It Resolved, that Federally Employed Women (FEW), on behalf of its members:
Express our sincere gratitude to Ms. Kaya Lewis-Baltimore, for your work as the 2020 Chair and the many years of service towards the advancement of women in the government.
