12/3/2011 Green Leaf H.O.A. Annual Meeting Minutes (Notice of the Annual Green Leaf H.O.A. Meeting was delivered to each home on November 1, 2011, and again on November 30, 2011—along with the Proposed Budget for 2012 and a proxy vote form). Meeting began at 10am. Robert Kennedy called the meeting to order. The first item of business was the Proposed Budget for 2012: - Annual Dues for 2012 will be $437.55. Dues are actually due January 1 st , but are not late if paid by March 15 th . - Office expenses will be down. 2011 budgeted $900, 2012 proposed budget $500. (money spent for mailings, signs, photocopying, etc.—may be even less than this) -Attorney fees will be down. 2011 budgeted $5,000, 2012 proposed budget $1,500. Since the amendment passed, we are now a P.O.A. (Property Owners Association) rather than an H.O.A. (Home Owners Association). The attorney fees will be reduced. See website: www.greenleafhoa.net for details. -Landscaping costs will be reduced when we go with a new landscaping service, which will also handle sprinkler repair and mulching. We have been considering estimates from local landscaping firms to find and begin using a quality, more inclusive, landscaping service by the first of the year. Currently we are paying three different vendors for the services that could be provided by one company. -Garbage service costs will be lowered because garbage will only be collected from the pool area during the months the pool is in operation. -Meeting Room rental cost was reduced from $204 to $25 by meeting at West Cobb Church rather than Dowell Elementary School.

-In the past bills have been paid late costing us extra for late fees. We

will not let this happen again.

Next item of business -- swimming pool concerns:

*POOL—pool needs resurfacing and possible filtration system. Current

surface is approx. 11-12 years old---surface has a lifetime of 10 years. This

past summer pool floor had peeling areas of brown stain that are permanent.

Board reviewed resurfacing process:

-Drain pool

-Clean with acid wash

-Spray with new surface (good for 10 years) (alternate surface good for 15 years)

-Tile both sets of steps and two lap lanes

-Refill pool —water helps surface cure correctly

-30 day maintenance---each day for 30 days following pool resurfacing entire pool must be

brushed/vacuumed to keep clean, and to protect new surface.

-Must keep pool open for 12 months to cure correctly---takes a year to fully cure

***Must be done at least 6 weeks prior to pool opening on Memorial Day

Board reviewed bids from two local companies for resurfacing and filtration system:

--Courtyard

--Aquarama

-Will get third pool company to give us an estimate soon.

The need of a new filter system was discussed. Current filter system is

original. Pump for system needs replacing (is at least 10 years old, was

designed to work for 5---past due). Sand in current filtration system is

original sand---should be replaced every five years---has never been

replaced.

We are considering changing from a chlorine system to a saltwater system.

Next item of business: the approval of the Amendment: What does it mean?

Three changes:

*The purpose of the first provision is to assure that the Association will be

entitled to full reimbursement of it attorney fees from the delinquent

homeowner in relation to collection of assessments.

*The purpose of the second provision is to assure that the covenants will

have perpetual duration so as to not expire.

*The purpose of the third provision is to reduce the requirement for

amendments from the onerous (i.e., burdensome) seventy-five (75%) of all

lot owners to two-thirds (2/3) of those owners who are current in payment

of their assessments.

Next item---Questions/Concerns:

~Pool bracelets/wristbands---how can we (homeowners) get them?

Board will come up with a better plan to get them out to everyone who is

current prior to pool season.

~Is there anything the Association can do to limit the number of rental

properties in the neighborhood?

Robert will ask our attorney.

~Does having a lien placed on your home affect your credit rating?

Robert will ask attorney.

~Concerns:

>Cars parked on side of street facing traffic inside entrance.

>Cars parked at entrance, almost blocking entrance, waiting for school

children in afternoon.

>Neighborhood Yard Sales, once planned and advertised, will go on rain or

shine.

>Would like email network to remind of meetings, assessments, etc.—Robert

will set this up for each homeowner if given email address.

>Would like Board members phone numbers published so they can be

contacted easily.
