    Annual ReportOur Beginning

    In 1981, the town of Ishikari approached Mr. Jim Murray, the CP Air public relations advisor for the Orient, and asked

    him to find them a sister city in Canada. At that time a professor at the University of Hokkaido, Masakazu Yoshizaki,had founded the 'Come Back Salmon' project in that area and it seemed natural to make the connection with the 'Save

    Our Salmon' group in Campbell River. Mr. Murray approached our Chamber of Commerce with the idea. Mr. Warren

    Peterson and Mr. Ron Barnard were directors at that time and became the first co-chairmen of the Twinning

    Committee.

    In January 1983, the first delegation went to Ishikari and the first half of the Twinning Document was signed."We proclaim that we will contribute to friendship between the town of Ishikari, in the preference of Hokkaido, Japan

    and the District of Campbell River, B.C., Canada with the desire to continue to strive for advance in friendship, and

    promotion of mutual interchanges in the various fields of economy, culture, education, sports, and so on."

    In October 1983 a delegation came from Japan to Campbell River to sign the second half of the Twinning Document

    at City Hall. Since 1983 over 850 people have crossed the pacific as part of the Campbell River / Ishikari Twinning.Education and culture have been the main focus of the exchanges so far. Some economic ties have also been explored.In Campbell Rivers Sequoia Park, there is a torii gate called Ishikari Gate. It was presented by the

    City of Ishikari to commemorate the 10th anniversary of the affiliation.

    Outside Ishikaris city hall is a totem pole which was a gift presented to the city of Ishikari by

    Campbell River in 1993 commemorating the 10th year anniversary of the sister city relationshipbetween Campbell River and Ishikari. The totem pole was carved by renowned artist Mr. Bill Henderson

    Highlights of our previous year!Our President, Andy Adams attended the Asia Pacific Initiatives Conference and was able to meet and

    discuss with Mr. Pat Bell-Minister of Jobs, Tourism and Skills Training and Minister Responsible forLabour, about extended invites to participate in the CR Twinning Societys 30th Anniversary in July and

    also participation in the International trip to Ishikari, Japan in September 2013.Andy Adams also attended the Republic of China Reception and met with their delegates with

    discussions of further friendship along with an invite and possible visit to Campbell River.On October 3, 2012 at the Enterprise Centre in Campbell River, Board Member Matthew Armitage

    represented the Twinning Society in regards to our application for our grant in aid. He met with the

    Community Partnership Committee who meet with all organizations requesting grants-in-aid. Matthew

    gave a presentation on the Twinning Societies community activities and events along with future goalsand monetary needs. This funding is specifically tied to alternate funding such as gaming funds and

    could be reduced or eliminated if other such funding was unavailable. This may cause a catastrophic

    downgrade as to our ability to manage and continue the society in future. All indications would be that

    the society could cease to exist and the city would not be able to continue this program that representscultural ties to our communities.

    Rivers twinning with Ishikari Japan. Thecommunity can view the display from thedepartures lounge or alternatively view

    from the north window at the Campbell

    River airport. The display was beautifullydone!

    Japanese Cultural FairOn June 23rd 2012, at Campbell River Spirit

    Square the Campbell River Twinning Societycelebrated our Japanese Culture Event towards our

    29th year of sister city relationship with Ishikari,

    Japan. The fair was a free event open to the public

    and ran from 12:00PM to 3:00PM. The featuredperformers were the Uminari Taiko Drummers

    from Victoria, the Green Tea Chorus singers, and a

    Japanese fashion show. In addition, there weremartial arts demonstrations by the CR Judo club,

    the Araki Muninsai Ryn Iaido, and CR Aikido

    Club. The society prepared and sold BBQ salmon

    that was provided by the BC Salmon FarmersAssociation along with sides of sushi from Katie's

    Rice Box and salad. There were many other activities that everyone enjoyed from rock painting to

    fortune telling and photo opportunities. The event was a great success and generated plenty of interest

    from the public that attended.

    Future plans will be to continue doing this

    event in June as it is a great time for familiesgetting out and connecting with our cultural

    events.All proceeds went towards programs organizedby the society.

    Canada DayCanada Day celebrations saw members of the CR Twinning Society marching in the Canada Day

    Parade waving 20 and 30 foot long Koinobori. Keeping hold of, and not being carried away by the

    winds, were many of our society members!

    The Campbell River Museum hosted"WINTER TRADITIONS AROUND

    THE WORLD"On Saturday, December 1st, 2012, the

    Campbell River Twinning Society joined in

    with other community organizations, in a

    Winter Traditions around the World. This

    took place at the Campbell River Museum.

    Our Society presented our Japanese Cultural

    displays for all to enjoy at the festivities.Thisis just another community event that we look

    forward into our continued participation.

    ChristmasWe celebrated our Christmas party to introduce Christmas to the exchange students from Ishikari.Our party was attended by many families and individuals eager to share in the festivities. We were ableto hold the Christmas party on December 9th, 2012 in the "Meeting Room" at the CR museum. The

    Ishikari students, homestay families and all those attending took part in our unique gift exchange andtraditional Christmas foods.

    As always we had extreme fun trading gifts with

    the participants that were ableto attend.

    International ServiceA donation was presented from Campbell River families and individuals facilitated by the CR

    Twinning Society to the City and International Association of Ishikari. This was in response to the

    Tohuko Earthquake and devastating tsunami that occurred in 2011. The funds will go towards a

    Japanese Society for foster children primarily caused by the tsunami of 2011. This association waschosen as a fitting recipient as Campbell River and Ishikari have developed their ties on strong family

    and community connections.

    Future Activities and Bold New AdventuresOur Twinning Society is working on a JAPANESE COOK BOOK ....a great way to fund raise and offer

    a cultural item back to the community! If anyone has a special recipe they would like to contribute and

    add to our Cook Book please email your recipe. This will be an item of great importance as noted thatwe were able to update and extend this recipe book from an original first done in the 80s. We will all

    be looking forward to the availability of this at our next cultural fair and Canada Day celebrations!Look for offerings of this on our Facebook page or on our website as well.Cultural Fair 2013 is in the works with a June 15th schedule date. This year we were able to get

    Sponsorship from Marine Harvest who will be supplying and cooking Salmon. Proceed will be directlypassed on to the Twinning Society. The Twinning Society will also provide additional foods from

    Katies Rice box sushi, and also supply salad. Participation from many community clubs like CR

    Judo Club is much appreciated and as always there will also be activities for all the public to interact

    and enjoy.Canada Day Celebrations will be a little more intense this year as we are expecting a huge delegation

    arriving from Ishikari in support of our 30th anniversary. We will include them in the Canada DayParade. This years Canada Day Parade entry will be a 30 ft. trailer float that we were able to obtained

    access to from CR Metal Fabricators, a community minded Campbell River Company. Our plans are toshowcase our 10 ft. Torii gate and pagoda along with Japanese displays and our Ishikari Delegates. We

    are expecting over 60 people to accompany our Canada Day float. This should be one of our biggest

    entries to the parade and we have high expectations of a community pleasing response.

    The Ishikari Delegates will tour various commercial sites and venues around Campbell River and will

    be invited to the Canada Day festivities capping off the evening with the fireworks and dinnersponsored by Quality Foods. Watch for information on our webpage and on Facebook.

    September will bring the 30th anniversary to Ishikari with Campbell River Delegates travelling to Japanrepresenting our great City and Province. Our last anniversary trip saw members of the communityfrom the CR Pipe Band, Chamber of Commerce, a local carving artist, individual Campbell Riverites,

    City hall staff and councilors, Rivercorp, all to mention just a few. This year has high expectations aswell to participation.

    Exchange ProgramsExchange programs in the past have been affected by world events, financial strains and uncertaintiescaused by global health outbreaks and terrorist activities. None the less we have persevered and

    continued with these popular and worthy exchange programs. Competition with commercial enterprisesthat offer funding for homestays as well as larger international programs have caused pressures and

    other issues with the Twinning Societies encouragement for a community based non-funded program.

    Our unique programs are in conjunction with School District 72 and schools in Ishikari. This allows

    Ishikari students access to Campbell River schools and vice versa for Campbell River students.

    Young Ambassador ExchangeIn March 2012 Young Ambassador Students and Chaperones arrived from Ishikari. This non-funded

    homestay program places students from Ishikari with Campbell River families interested in meetingand sharing their home to our sister city students. The twinning society provides support and includes

    the families in activities and events over the 5 day visit. Funding of transportation, luncheons, day

    activities and the final sayonara party are borne and or coordinated by the Twinning Society.Here are Ishikari students at Strathcona Park

    Lodge for day activities sponsored by CRTwinning Society. Homestay families

    provided lunch for their student.

    Transportation was provided by SchoolDistrict 72.

    In alternate years students from Canada and Japan travel to their sister city. In 2012 Ishikari studentscame to Campbell River. The proposed 2011 trip for Campbell River students going to Ishikari was 6

    months into the planning only to have a monumental disaster occur days before the proposed trip. The

    earthquake and tsunami that occurred in Japan was one of the largest ever recorded in modern times.Cancellation obviously was the order of the day as many families were affected directly and indirectly

    to this disaster. Even though our students did not get to go on their exchange they took time to help

    fundraise for donations to help those affected by the earthquake and tsunami. As we have witnessed in

    the history of our twinning society when we have encountered an interruption of the exchange it

    directly affects future exchanges in both countries. When the health outbreak of SARS occurred in2003 the following years saw a decline in the interest of travelling due to lingering health concerns.

    The 2013 Campbell River to Ishikari Young Ambassador Program had a reduction in applicants due to

    possible financial and continued safety concerns along with changes within the school system movinggrade six students into the middle schools. A cascade effect occurred with the reduction in turn raising

    costs further due to a lack of quantity discounting. Further compounding the situation was a shortage ofchaperones and an interest by possible chaperones wishing to be compensated to travel with the group.This was a side interest that has never been encountered previously. Due to all these current

    predicaments the tour had to be cancelled. 2014 will hopefully bring a return of students from Ishikari.

    Senior ExchangeWhat more can be added in respect to our exchange programs? Plenty! Our senior exchange was startedin the 1980s with a student arriving from Ishikari. With that first visit the interest was spawned and

    over the next 30 years we have seen over 100 students from Ishikari and Campbell River represent their

    respective communities and share their unique cultures. The students that are chosen have endured a

    rigorous interview process with requirements to attend meetings and offer speeches in their newlanguage along with moving into homestays of up to six different families in each of their respective

    cities. We have seen interruptions only once due to the SARS epidemic and the reluctance at that time

    for students travelling to areas affected by SARS. Due to the Great Tohuko Earthquake and Tsunami wedid not send any students from Campbell River to Ishikari for 2011. However we did welcome one

    student from Ishikari, Riho Hosokawa.Our student in Ishikari for the 2012 year is Daniel Henry. He departed in August 2012 and will return

    this summer to Campbell River. He has become involved with a local judo club in Ishikari and he has

    spawned a preliminary interest in developing an exchange between Ishikari Judo Club and CampbellRiver Judo Club. Our students from Ishikari arrived in August 2012 and we had a welcome party in

    September to officially welcome them to Campbell River. Katsuhiro Ono has joined a baseball team inCampbell River and has helped his team out with his work ethics and team play. Currently ranked as13th in standings as a pitcher in B.C. Miyabi Nakajima unfortunately returned home in January toIshikari. She had been intently studying English and had developed a good understanding before she

    had to take early leave. Both remaining students in Ishikari and Campbell River are making many

    friendships and representing their respective cities as true ambassadors.We said good-bye to our 2011 student Riho Hosokowa who left in July 2012. She was very popular and

    became quite a Canadian

    girl during her yearlong

    stay. She had many

    homestays and wasinvolved in all our events

    interacting with many

    Campbell Riverites in theprocess. Like all the

    previous students before

    her she will be extremelymissed but not forgotten!In the photo you can

    helping her throughoutthe year and reluctantly

    saying goodbye to all.

    Our soon to depart Campbell River student Daniel Henry is also in the photo contemplating his rapidly

    forthcoming trip to Japan.

    TREASURERS FINANCIAL REPORT FOR FISCAL

    YEAR 2012The Campbell River Twinning Society (CRTS) is a non-profit

    organization operating under the British Columbia Society

    Act [RSBC 1996] Chapter 433. A volunteer Board provides

    exchange programs and cultural events that directly benefit

    the community of Campbell River. As such, CRTS will again

    apply for Provincial Community Gaming Grants. CRTS alsoreceives revenues from the City of Campbell River, by way

    of a Grant in Aid. The Society makes application to the City

    on an annual basis for this source of funding. These revenues

    allow CRTS to administer its Senior Exchange and Young

    Ambassador Programs in addition to providing cultural

    events that are open to the public. The CRTS reports financial

    information to its members on a monthly basis, files an annual

    Gaming Account report, the Form 11 Society Annual Report,

    and is HST compliant.On January 24, 2013, the General Membership approved the

    December 31, 2012 Financial Statements and the Three Year Budget

    as presented by the Board. CRTS will be seeking additional sources

    of funding to offset increased costs for program delivery.

    Future GoalsThe twinning society will be very busy this year maintaining and expanding on our currentmembership. Activities will all be expanded with plans to include as many people as possible.

    Monetary situations as they continue to unfold will be our greatest issue. We will be reapplying for

    gaming funds with new and updated information, events and programs to demonstrate our

    qualifications for gaming funding are indeed current and deserving. If future funding cannot bedeveloped such as provincial gaming funds then we will definitely see a continued spiral to the bottom

    as other community available funding is directly tied to an organizations ability to acquiresupplementary funding. Our events, membership and possible future sales of items from the cultural

    fair and our website will not be able to offset these requirements. As our funds diminish we will slowly

    be unable to continue as a society. In conclusion our financial future outlook is bleak if we cannotregain our gaming funds to continue our community programs and cultural events offered to Campbell

    Rivers citizens with the primary focus towards the youth of Campbell River.This year will see the arrival of a delegation from Ishikari. They are currently due to arrive in June

    from Ishikari for the 30th anniversary. Campbell River has proudly been one of the most active and

    successful communities from Canada twinned with a Japanese community. We are the 22nd city out of atotal of 75 cities and towns from Canada to be a sister city in Japan. Over the years we havedemonstrated leadership and have shared information with other communities and schools on exchange

    development and community programs. We have continued to set a high standard for other

    communities to attain what we have achieved. Our hopes as always are to continue to excel and serveour respective communities into the future!
