AndrewBrownseconded.Unanimousvoteinfavourbyattendees.Itwasthereforeresolvedthattheexistingcommitteebere-electedfor2020.TheCommitteeisseekingaSecretary.AnyinterestedpartiesshouldcontacttheChair.

4. FinancialReport

The Treasurer delivered her financial report and confirmed that the 2019accountshaveundergoneasuccessfulindependentexamination.Thereiscurrently£16,627.88inthebankaccountallocatedtofundingoftheHoward’sClosePavilion.Alargepartofthisamountwasfundedthroughthehighlysuccessfulgolfday,butalsoby£1000fromSamGandey’sRideLondonevent,£1000fromdisco(organisedbyEmmelineMoore)and£1000fromtheMay Pageant. Expenses during the year include the pavilion planningapplication and SES water services totaling approximately £550. Ourunallocatedcashfund(i.e.everydayaccount)standsat£12,571.81TheTreasurerthankedPfizerfortheircontinuedfinancialsupport.

In the last3years, themain focushasbeenoneducationwithspecial focusonScience and Maths. Young people are not entering these areas resulting in amassiveshortfallof scientists. Theaimof thevariousPfizerprogrammes is toeducateyoungpeopleaboutwhatis involvedinbringingamedicinetomarket,whilstseekingtopositivelychangetheperceptionofthepharmaceuticalindustry.The programmes are targeted at 7-8 year olds and13-14 year old and can bedeliveredinavarietyofsettings(e.g.Scouts/GirlGuides).AnotherinterestingschemethatmaybeofinteresttotheWaltonForumistheirvolunteeringscheme.EachPfizeremployeegets5daysforvolunteering.Astheyemploy800peoplelocally,that’sagreatdealofmanpowerthatcouldbeutilisedby thevillage for litterpicking/pondclearingetc. Theonly limitation is that itmust take place Monday to Friday during work hours. Litter picking wasspecificallyraisedanddiscussed,butallotherideasshouldbeforwardedtoGrantsohecanliaisewithPfizertoarrange.RosannealsotalkedaboutPfizer’ssponsorshipofSuperHeroTribes,whichisasportingeventinWindsorforthosewithdisabilities.Andalso,it’sSTEMeducationprogrammes (science in a box),which educates youngpeople on resistance toantibiotics and the global threat that poses. By 2050, resistance to antibioticscouldbeagreaterthreatthancancer.Unfortunately,developingnewantibioticsisverydifficult.Theseeducationalmaterialscanbedownloadedbyteachers.Ifourlocalschoolsareinterested,wecancontactPfizertogetaccess.PfizerishappytocontinuetodonatetoTadworth/Waltoninthefutureandisgladthatweareabletousethemoney.TheyalsodonatetothelocalareathroughacommunitygrantfundinReigate/Banstead.Pfizeralsomakesproductdonationstodevelopingcountries(e.g.Uganda).3.MattersArising&AOBA.WaltonVillagePavilion@HowardsCloseTheplanningapplicationhasbeenputonholddue to theexistenceofapublicfootpathunderneaththeexistingpavilion.Onesolutionistodivertthisfootpatharound the pavilion. This solution is currently being considered by Reigate &BansteadBoroughCouncil(“RBBC”).ItwasrecognizedthatEdMoorehasdoneanamazingjobofkeepingthisprojectmovingforwardsinspiteofthechallenges.

Withrespecttotherefurbishmentworks,wehaveoneinitialquotefromalocalbuilder.Weneedatleast2more,beforeweknowexactlyhowmuchfundingisrequiredforthework.B.M25/BreechLanePetitionsM25AnupdatefromGeorgeCurrywasreadoutwithrespecttohisrecentpetitiontoget theM25 resurfaced between junctions 8 and 9, and/or appropriate soundbarriersput inplace. Over400signatureswereobtainedandthepetitionwasdebated by RBBC and a letter sent to Highways England. An unsatisfactoryresponsewas received,butwith the supportof local councilors, ameetinghasbeenscheduledon23rdMarchwithHighwaysEnglandwhichwillbeattendedbyJeffHarris,MarkBrunt(LeaderofRBBC)andGeorgeCurry.BreechLaneAnnLiddleraisedtheissueofBreechLaneroadsurfaceandhereffortstoraiseapetitiontohaveitre-surfacedandthepotholesfilled.ShesuggestedthatifithadbeenChequersLanenexttotheGolfClubitwouldhavebeendonealreadyandtoahighstandard.Cllr.JeffHarrisrefutedthisstatingthatChequersLanewasdonepurelyforsafetyreasonsathisrequestandabsolutelynothingtodowithanylocalpremises. C.BreechLaneCommunityCentreAnnLiddleexplainedthereisonly4peopleonthecommitteecurrentlyandtheyneed more (ideally with legal, buildings, lettings experience). There is onemeetingeveryquarter.Theyarecurrentlyorganisingforanewnurseryschooltobe run from the hall. Theyhave two interestedparties that they are currentlyconsidering.PleasecontactAnnifyoucanhelp.D.MerePondDavidLarnergaveashortpresentationonthewaterlevelsinthepond.Thereisdirect rainfall of 30 inches per year. Themainwater source is fromWithybedcorner,andapipefromSandlandsRoad.Thereareothersmallsuppliesaswell(Spaghetti Tree). Thepondoverflows intoWalton Streetwhen thewater levelreaches 33.5 inches. The lowest recorded levelwas 2 inches during the 2018drought.TherewashigherthanaveragerainfalloverthelastyearresultinginapeakwaterlevelduringXmas2019.Interestingly,5inchesofrainraisedthepondby16inches.SimilarhappenedinFeb2020andthepondoverflowedintoWaltonStreet.WatershouldflowundertheroadintosoakawayundertheBlueball,butinsteaditflowedontotheroadindicatingthatthepipesareblockedorthesoakawayisfull.Thisisbeinginvestigatedbytheauthorities.In2018,weremovedalot of weeds. More weed removal is planned with the help of a third-partycontractorusingspecialistequipment.Roberttalkedaboutthebanksofthepond.OnebankispartofBansteadwoodsandismanagedbytheConservators.TheCouncilprovidestheConservatorsan£85kbudgetperyear–only2%isallocatedtolandnearpond.ItmakessensetodeveloparelationshipwiththeConservatorsinordertodrivebettermaintenanceofthebanks.RobertwouldlikeavolunteertohelpbuildthisrelationshipwiththeConservators.Grantsaidhe’dliketobeinvolvedthis.Atthispointintime,weneedtounderstandhowmuchthecouncilcancontributeto removingweed aswe can’t do anynewplanninguntil this is achieved.TheVillageForumwilldiscussandvote inJuneonwhethertouseForumfundsforthis.Grantreiteratedthatinour3-yearplan,thepondandpavilionwillbepriorities.

E.Walton-In-BloomJeanByegaveanupdate.500bulbswereplantedaroundthepondandarestartingtocomeup.TherearesomelovelysnowdropsonGunCorner.ThenewfingerpostsignonGunCornerhasbeenverywellreceived,butresidentswouldliketheexisting“oncomingtrafficinmiddleofroad”signtoberemoved.Jeanconfirmedthisisn’tpossibleforsafetyreasons.PhilipTruettsuggestedwereplace the sign with somethingmore traditional looking in keeping with thevillage.Attendeesweregenerallysupportiveofthisidea.SurreyCChaveagreedtofillarutnearEbbishamLanecausedbyalargevehicle.Inordertohavehangingbasketsonthegreenthisyear,volunteersarerequiredtowaterthem.Currentlythereisonly1volunteer,andit’snotpossibleforhertodoall12baskets.AnyonewillingtohelpshouldcontactJean.Jeanhasatrolleyavailableforvolunteerssotheydon’thavetoreachup.Otheroptionisthatwegetathird-partycompanytotakecareofbasketsbutthishasasignificantcostassociatedwithit.TheVillageForumwillhaveameetingtoagreeawayforwardandtoconsideranyotherideasforreducingthewateringneedofthebaskets.VolunteersarerequiredtocleantheRedDefibboxonGunCorner.Itneedstheglassandinsidetobecleanedonceamonthandtheoutsideonceayear.PleasecontactJeanifyoucanhelp.WOTHisduetoreceivetwoplantboxesfromRBBC.Cllr.RachelTurnerwasaskedwhetherwecanbuysomemorefromtheCouncil,butshesaidtheyareprobablyexpensiveandifwedidthis,we’dhavetobepreparedtotakeoverallmaintenance(i.e.watering).F.MayPageantThePageantwilltakeplaceon16thMayandwillsupport“LivesNotKnives”,theRoyalMarsden and Shooting Stars.
