A Note from the President & Executive Director

The National Association of State Contractors Licensing Agencies (NASCLA) is proud to present and share with you the Annual Report for Fiscal Year 2016/2017. In this report you will find the annual goals and accomplishments that have been completed by our dedicated NASCLA Officers, Board of Directors, Committee Members and Staff. As we reflect back on 2017 it has been an important one for NASCLA, it has been a year of revitalization for the association. The NASCLA Board of Directors developed a new NASCLA Strategic Plan that will lead the association for the next three (3) years along with developing a new NASCLA Mission Statement, Vision and Values. The NASCLA Committees have been strategically realigned to more closely correspond to the NASCLA Board of Directors’ priorities. Association goals were developed focusing on best practices and streamlining contractor licensing processes. All of these efforts have assisted in advancing the association and organizational efficiencies. This year we achieved several board initiatives that included continuing the examination development process of the NASCLA Accredited Electrical Examination Program along with selecting a 3rd party server hosting company for examination deployment; the NASCLA Accredited Examination for Commercial General Building Contractors was accepted by additional state agencies in 2017. NASCLA Membership grew from outreach efforts and the creation of the new NASCLA website platform that was launched by NASCLA Staff. In addition, the association expanded the NASCLA Investigator Training Program to a day and a half meeting and introduced the NASCLA Attorney Training Program at the NASCLA 2017 Annual Conference. The association also organized a national coordinated enforcement effort event that brought state members together to protect the public. NASCLA ends the year in the best financial position in our association history and exceeded budget and revenue expectations along with increasing our reserve accounts; this ensures we continue to provide valuable member services and resources. The association ends the year financially stronger, more efficient, and relevant to our members.  We would like to personally acknowledge and recognize all of our dedicated volunteers, consultants and staff for progressing the association forward.

Michael McDuff, President

Louisiana State Licensing Board for Contractors

Michael McDuff was appointed by Governor Jindal in 2008 to serve as the Executive Director of the Louisiana State Licensing Board for Contractors. Since 1985, Michael has worked in various positions with the construction industry in Louisiana. From 1985-1997, he worked with the Associated Builders and Contractors of Louisiana as Director of Membership Development, Governmental Relations, and Executive Director. During these years, Michael represented the construction industry before numerous public agencies, governmental officials, and various committees with the Louisiana Association of Business and Industry.

From 1997-2004, he served as the Director of Business Development with Petrin Corporation in the field of industrial construction doing work in the Southeastern Region of the U.S. From 2004-2008, Michael was the Executive Director of the Baton Rouge Growth Coalition that was comprised of architects, builders, engineers, and real estate developers facing governmental ordinances and regulations while promoting the principles of Smart Growth for the civic community.

Michael McDuff is a member of the Louisiana Forestry Association, the Forest Landowners Association, and has served as Past Chairman for Crosby Land and Resources since 1993.

Michael has served on the NASCLA Board of Directors since 2009. He is also a member of the NASCLA Contractors Committee, Executive Committee, Fiscal Policy & Procedures Committee and Program Committee.

Melissa McBride, 1st Vice President

Washington State Department of Labor & Industries

Melissa McBride is the Program Analyst for the Construction Compliance, Contractor Registration, Plumber Certification and Factory Assembled Structures programs with the Washington State Department of Labor & Industries. She began her career in state service in 1998, working as an office assistant with Contractor Registration. She has held several positions involved with contractor regulations. In her current position, she leads the development of strategic and business plans and provides consultation to executive management regarding setting goals and objectives in support of those plans. She develops annual stakeholder and legislative reports and analyzes legislative bills for operational and policy implications and fiscal impacts.

In 2012, Melissa became Lean Facilitator. She specializes in value stream mapping, standardization, waste identification, problem solving and root cause analysis. Melissa organizes, manages, facilitates and implements process improvement efforts in support of the agencies goals and objectives.  

Melissa became involved with the National Association of State Contractors Licensing Agencies (NASCLA) in 2012 serving on the NASCLA Board of Directors. She currently serves as Chair of NASCLA’s Membership Committee and is a member of the Executive Committee, Fiscal Policy & Procedures Committee and Program Committee.

Janet Baumberger, 2nd Vice President

South Carolina Residential Builders Commission

Janet Baumberger is the Administrator of the South Carolina Residential Builders Commission (SCRBC). Janet began her career with South Carolina state government in October 2000, working in various capacities with professional and occupational boards at the South Carolina Department of Labor Licensing and Regulation (SCLLR) before being named SCRBC Administrator in 2011. She has solid knowledge of the internal operations, policies and procedures of the Board, SCLLR and the industry and possesses strong analytical and technical skills.

Janet became involved with the National Association of State Contractor Licensing Agencies (NASCLA) in 2011 as a member of the NASCLA Board of Directors. She is also the Chair of the NASCLA Education Committee and is a member of the Executive Committee and Fiscal Policy & Procedures Committee.

Kathy S LeCroix, Treasurer

Alabama Board of Heating, Air Conditioning and Refrigeration Contractors

Kathy S. LeCroix is the Executive Director of the Alabama Board of Heating, Air Conditioning and Refrigeration Contractors. During her fifteen (15) year tenure at the HACR Board, she successfully promulgated rules and implemented the International Code as minimum standards for the HACR industry in Alabama. She has created new enforcement programs that promote public protection and awareness, as well as made a positive impact on the Boards revenues. She received her Juris Doctorate from Cumberland School of Law, Birmingham, Alabama and has over fifteen (15) years’ experience in construction industry regulation. She served as the Deputy Attorney General for the Alabama Home Builders Licensure Board and the Alabama Department of Insurance and is Past President of the Alabama Association of Regulatory Boards.

Kathy has been involved with the National Association of State Contractors Licensing Agencies (NASCLA) as a member of the NASCLA Board of Directors for thirteen (13) years. In addition to her 2008 NASCLA Presidency, Kathy is also a Co-Chair of the NASCLA Model Legislation Committee, and is a member of the Education Committee, Executive Committee, Fiscal Policy & Procedures Committee, Nomination Committee and Program Committee.

Cindi Christenson, Secretary, Retired*

California Contractors State License Board

Cindi Christenson became the Registrar of the California Contractors State License Board (CSLB) on January 1, 2015. Cindi serves as the Board’s executive officer, and oversees a $60 million budget and more than 400 employees at CSLB headquarters in Sacramento and ten (10) other offices around the state. She is the first female Registrar in CSLB’s 87-year history. Cindi is a licensed mechanical engineer, and also holds a law degree. Before joining CSLB in 2009 as Chief Deputy Registrar, Cindi was executive officer for the California Board of Professional Engineers and Land Surveyors from 1996 to 2009. From 1988 to 1996, she served as that organization’s senior engineering registrar. She also worked with the state Department of Water Resources as an associate mechanical engineer from 1981 to 1988.

Cindi received her juris doctorate from the Lincoln Law School of Sacramento in 2003, and earned her Bachelor of Science degree in Mechanical Engineering from California Polytechnic State University, San Luis Obispo.

Cindi became involved with the National Association of State Contractors Licensing Agencies (NASCLA) in 2014, serving as a member of the NASCLA Board of Directors since 2015. She served as a member of the NASCLA Accredited Examination Program Committee, Executive Committee, Fiscal Policy & Procedures Committee and Membership Committee.

*Cindi Christenson retired in May 2017 in which Tim Norman with the North Carolina State Board of Examiners of Electrical Contractors was appointed as her replacement.

Tim Norman, Secretary*

North Carolina State Board of Examiners of Electrical Contractors

Tim Norman has been the Executive Director and Secretary for the North Carolina Board of Examiners of Electrical Contractors since April 2014. Prior to his current role, Tim started work as a contractor and in 1993 went to work with the Surry County Inspections. In 1998, he then began working for the North Carolina Department of Insurance/Office of State Fire Marshall as a State Electrical Inspector. He was transferred in 2007 to the North Carolina Department of Administration/State Construction Office as a State Electrical Inspector/Engineer where in 2009, he became a Project Monitor before coming to work for the North Carolina Board of Examiners of Electrical Contractors.

Tim holds an Unlimited Electrical Contractors License from the Board which is shelved. He also holds Level III Inspection Certificates in Electrical, Building, Mechanical and Plumbing with the Qualification Board of the North Carolina Department of Insurance/Office of State Fire Marshall.

Tim has served on the NASCLA Board of Directors since 2014. He currently is a member of the NASCLA Accredited Examination Program Committee, Executive Committee and Fiscal Policy & Procedures Committee.

Joseph C Rogers, Jr , Immediate Past President

Alabama Licensing Board for General Contractors

Joe Rogers is the Executive Secretary of the Alabama Licensing Board for General Contractors. Prior to serving in this position, he was Executive Vice President at Sterling Lumber & Supply Company and Vice President of Thomas Wood Products. While in the forestry industry, he served as State President of the Alabama Forestry Association. Before working in the lumber industry, Joe worked with the Alabama Power Company as a Marketing Engineer in the residential, commercial, and industrial markets.

Joe is a graduate of Auburn University with a Bachelor of Science degree in Agricultural Engineering.

He has been with the Alabama Licensing Board for General Contractors and has served on the NASCLA Board of Directors since 2003. Joe currently serves as Chair of the NASCLA Nomination Committee and is a member of the Accredited Examination Program Committee, Executive Committee, Fiscal Policy & Procedures Committee, Program Committee and Publications Committee.

Keith Warren, 2nd Immediate Past President & Treasurer-Elect

Alabama Electrical Contractors Board

Keith Warren is the President of Warren & Co., Inc. – Management Solutions which he founded in September 1997. Keith began his career as an intern with Mike Weeks and Associates in 1991. He later joined the firm on a full-time basis. He also began his licensing board experience in 1991 when he was named Executive Assistant to the Board of Electrical Contractors. Shortly thereafter he was named Administrator of the Board and assumed supervision of the Board’s operations.

Keith serves as the Executive Director for the following: Alabama Electrical Contractors Board; Alabama State Board of Auctioneers; Alabama Board of Licensure for Professional Geologists; Alabama Massage Therapy Board; Alabama Board of Podiatry, Alabama Drycleaning Environmental Response Trust Fund Board, Board of Dental Examiners of Alabama, Alabama Security Regulatory Board, and the Alabama Athletic Commission. He is responsible for the day-to-day operation of the Boards. Keith also served as the Executive Director of the Alabama Board of Cosmetology appointed by Governor Don Siegelman in 1999/2000.

Keith started his career in politics early on when he was adopted at the age of five (5) weeks by Mr. and Mrs. James E. “Jimmy” Warren. Mr. Warren served thirty-two (32) years in the Alabama House of Representatives. Keith was five (5) weeks old when he visited the Alabama State Capitol with his new parents and was presented to Legislative Staff, Members and other State Officials.

Keith is active in numerous civic and professional organizations. He earned lifetime membership in the Nationwide Register’s Who’s Who in Executives and Business in February 1999. He is a member of the Montgomery Area Chamber of Commerce. Keith is also the Past-President of the Alabama Association of Regulatory Boards. He is a member of First United Methodist Church of Montgomery, Alabama and pianist at Dalraida United Methodist Church of Montgomery, Alabama. He is currently a student at Troy University Montgomery.

Keith has served on the NASCLA Board of Directors since 2005. He also is a member of the NASCLA Accredited Examination Program Committee, Executive Committee, Fiscal Policy & Procedures Committee, Membership Committee, Nomination Committee, Program Committee and Resources Committee.

Angie Whitaker, Executive Director, CAE

National Association of State Contractors Licensing Agencies • NASCLA

Angie Whitaker serves as the National Association of State Contractors Licensing Agencies (NASCLA) Executive Director. Angie has worked for the association since February 2003. During this time with the association she has had the opportunity to work firsthand with NASCLA Executive Officers, Board of Directors, Committees and Members. Angie also oversees the NASCLA Contractors Guide to Business, Law and Project Management publication which is used by over thirty (30) state agencies for candidates that are studying for their contractor’s license, along with other NASCLA consumer awareness publications.

Angie graduated from Arizona State University with her Bachelor of Arts degree in Communication from the Hugh Downs School of Human Communications in December 1999. Angie received her Master Certificate in Business Management from Tulane University Freeman School of Business and has received her Certified Association Executive (CAE) certification through the American Society of Association Executives (ASAE).

Angie is currently active with the Federation of Associations of Regulatory Boards (FARB) and is a FARB Governing Member. Angie also is a member of the Arizona Society of Association Executives (AzSAE) where she has served in many leadership capacities as the former President, Past President, Vice President and Board of Director. She is also a member of the American Society of Association Executives (ASAE) and the Council on Licensure Enforcement & Regulation (CLEAR).

Jacquie Wilberscheid, Meetings & Special Projects Coordinator

National Association of State Contractors Licensing Agencies • NASCLA

Jacquie Wilberscheid currently serves as NASCLA’s Meetings & Special Projects Coordinator. Jacquie joined the NASCLA Staff in April 2013. Her primary responsibilities are to assist with the NASCLA Accredited Examination Program Committee, Contractors Committee, Education Committee, Publications Committee and Residential Committee while focusing on Special Association Projects. In May 2007, Jacquie graduated from Adams State University in Alamosa, Colorado with a Bachelor of Science in Business Administration degree with an emphasis in Marketing. She also has a strong background in the Hospitality Industry, previously working as a Catering Coordinator at the Sheraton Grand Phoenix.

Kirsten Zacharias, Program Manager

National Association of State Contractors Licensing Agencies • NASCLA

Kirsten Zacharias currently serves as NASCLA’s Program Manager. Kirsten joined the NASCLA Staff in February 2011. Her primary responsibilities are to work hand in hand with the NASCLA Program Committee to plan, execute and participate in NASCLA meetings and conferences. Kirsten also works closely with NASCLA’s Executive Director to carry out association projects. In May of 2005, Kirsten graduated from Arizona State University with her Bachelor of Arts degree in Communication.

Catherine Peach, Administrative Assistant

National Association of State Contractors Licensing Agencies • NASCLA

Catherine Peach currently serves as NASCLA’s Administrative Assistant. Catherine joined the NASCLA Staff in April 2016. Her primary responsibilities are to provide knowledge on the NASCLA Contractors Guide to Business, Law and Project Management publications to state contractors licensing candidates in addition to processing orders through the NASCLA Bookstore. She is also responsible for reviewing and approving applications for the NASCLA Accredited Examination for Commercial General Building Contractors. Catherine also works closely with NASCLA’s Executive Director, Program Manager, and Meetings & Special Projects Coordinator to carry out association projects. In December of 2015, Catherine graduated from the University of Arizona with a Bachelor of Arts degree in Global Studies with a focus in Culture, Literature, Film and the Arts, as well as a Minor in Spanish.

Gwen Derse, Bookkeeper

Gwen Derse currently serves as NASCLA’s Bookkeeper. Gwen joined the NASCLA Staff in October 2003. Her primary responsibilities are to maintain the day to day accounting and associated financials for the organization. Gwen graduated from Northern Arizona University with a Bachelor of Arts degree and received her Master of Business Administration (MBA) from the University of Arizona.

Strategic Plan

This year has been an important one for NASCLA, it has been a year of revitalization for the association. The NASCLA Board of Directors developed a new Strategic Plan that will lead the association for the next three (3) years along with developing a new Mission Statement, Vision and Values.

In March 2017, the NASCLA Board of Directors developed a new NASCLA Strategic Plan for 2017, 2018 and 2019. The NASCLA Board of Directors sharpened their focus on top priorities that are manageable by both board and staff. Mindful of that the NASCLA Board of Directors developed four (4) new strategic focus areas & objectives and five (5) new priorities. 

In May 2017, during the NASCLA Annual Budget Meeting, the NASCLA Executive and Fiscal Policy & Procedures Committee Members developed new NASCLA Mission, Vision and Values statements based on the board survey results and association officers input. 

NASCLA Committees have been realigned to more closely correspond to the NASCLA Board of Directors’ priorities. NASCLA will be consolidating from ten (10) committees to five (5) committees; board task forces will be assigned as needed.

NASCLA Strategic Action Plans have been developed for the five (5) new priorities with input from the NASCLA Officers.

Top two (2) goals were developed focusing on best practices and streamlining contractor licensing processes. NASCLA performance measures were established for benchmarking purposes.

History

Founded in 1962, the National Association of State Contractors Licensing Agencies (NASCLA) is a nonprofit organization whose purpose is to promote best practices and license uniformity for agencies that regulate the construction industry.

By upholding dedication to the assistance of contractor licensing and enforcement agencies, trade associations, and members of the construction industry, NASCLA serves as a vital resource for its members and the contracting community.

Support best practices in the construction industry that promote quality standards and public safety, mutual interests and regulation of business practices. Pertinent information to be made available to NASCLA members via educational seminars and informative publications.

Communication

• The NASCLA Executive Committee and Board of Directors met bi-annually at the NASCLA Annual Conference and Mid Year Meeting. In the interim, conference calls and committee meetings were held on an as needed basis to streamline communication measures.

• NASCLA Quarterly Reports were provided to the NASCLA Board of Directors to ensure the association’s communication remained strong through written reports. This allowed the association to lessen the volunteer workload while still reporting on the accomplishments and committee goals that were set forth.

Partnerships

• NASCLA explored educational opportunities with other trade associations in an effort to align with our new strategic priority to develop an outreach method to address skilled workforce training.

• With the development of NASCLA’s New Accredited Electrical Examination Program, NASCLA has continued to cooperate with numerous electrical associations in marketing the program to their membership through association newsletters.

NASCLA Accredited Examination Programs

NASCLA Accredited Examination Program for Commercial General Building Contractors:

• Five (5) States Agencies Administer the NASCLA Accredited Examination Program for Commercial General Building Contractors.

• Sixteen (16) State Agencies Accept the NASCLA Accredited Examination Program for Commercial General Building Contractors.

• NASCLA Accredited Provider: PSI Services, LLC.

• NASCLA Approved Provider: Prov, Inc.

• In September 2016, the Louisiana State Licensing Board for Contractors began accepting the examination for both the commercial building construction and the residential building contractor classifications.

• In August 2017, the Arizona Registrar of Contractors began accepting the examination.

• NASCLA Pre-Approval Application for the NASCLA Accredited Examination for Commercial General Building Contractors Examination, administered by PSI Services, LLC, was launched on November 1, 2016. On the effective date, all candidates who are interested in sitting for the NASCLA Accredited Examination for Commercial General Building Contractors must be pre-approved by NASCLA. This pre-approval application is not applicable if the candidate has previously applied for a license in an administering state. 

• On July 13, 2017, NASCLA Staff outreached to the remaining six (6) state agencies who offer the commercial classification providing them with NASCLA Accredited Examination for Commercial General Building Contractors details.

• Brian Moritsch, NASCLA Psychometrician, conducted the 2016 Commercial Contractor Examination Review on PSI Services, LLC; this was completed on February 19, 2017 and was reported on during the NASCLA 2017 Board of Directors Mid Year Meeting.

NASCLA Accredited Examination Programs

NASCLA Accredited Electrical Examination Program:

The NASCLA Accredited Examination Program Committee has continued to work on the development of three (3) new electrical examinations within the NASCLA Accredited Electrical Examination Program. 

• First SME Workshop for Item Development (Pre-Angoff Meeting) was held on January 9 – 13, 2017 in Phoenix, Arizona at the NASCLA Office.

• NASCLA Staff entered over 900 hand written examination questions into an electronic spreadsheet developed by the Subject Matter Experts (SMEs) for the following February meeting.

• Second SME Workshop for Item Development (Angoff Meeting) was held on February 6 – 10, 2017 in Phoenix, Arizona at the NASCLA Office.

• Each of the fourteen (14) SMEs hand rated over 900 questions during this meeting. NASCLA Staff then entered the information into an electronic spreadsheet to create the standard setting master file.

• On March 1, 2017, the NASCLA RFP for 3rd Party Server Hosting Company was released for the NASCLA Accredited Electrical Examination Program. The RFP Selection Committee evaluated the seven (7) companies who submitted responses on May 1st. The committee held physical interviews with the top two (2) companies on Monday, August 28th during the NASCLA 2017 Annual Conference. The final selection, Assessment Systems, was approved by the NASCLA Board of Directors on Tuesday, August 29, 2017.

NASCLA Programs

• NASCLA Model Legislation Committee held two (2) meetings on November 3 – 4, 2016 and June 9 – 10, 2017.  • On November 3 – 4, 2016 the committee met in Blue Ridge, Georgia. The committee reviewed the NASCLA Investigator Training Program survey results from the NASCLA 2016 Annual Conference. The committee decided to implement a day and a half NASCLA Investigator Training Program during the NASCLA 2017 Annual Conference. The committee began drafting the NASCLA Attorney Training Program Module. • On June 9 – 10, 2017 the committee met in New Orleans, Louisiana. The committee developed the “Renovation Realities: A Disciplinary Case Study” narrative and exhibits for the interactive case study that took place on Tuesday, August 29th during the NASCLA 2017 Annual Conference. The committee identified the nine (9) actors and practiced their role playing. • The NASCLA 2017 Annual Conference had a total of 123 registered attendees; state member presence grew by seventeen (17) additional attendees from last year. More state members attended due to the longer NASCLA Investigator Training Program and the new NASCLA Attorney Training Program that were offered. General sessions at the NASCLA 2017 Annual Conference were rated an average of 4.30 out of 5. 2017 was the highest sponsorship donation year for NASCLA.

New NASCLA Educational Program Initiatives

• NASCLA staff continued our initiative of holding two (2) webinars per fiscal year. • On April 13, 2017, NASCLA held a webinar on Roles & Responsibilities of Contractors Licensing Boards: They are Obligations!, conducted by Dale Atkinson, Executive Director of FARB. • On June 15, 2017 NASCLA held a webinar on Construction Worker Shortages: Present Problems, Projected Prospects, Industry Initiatives, Presented by: Mike Stark, Executive Director of Knowledge Programs and Building Markets, and Ken Simonson, Chief Economist, for the Associated General Contractors of America (AGC). • Past NASCLA webinars are available on the NASCLA website under “Program and Events” tab under “Past Webinars.” • NASCLA implemented a new 3-Hour Attorney Training Program which was held on August 28, 2017 during the NASCLA 2017 Annual Conference. The focus of this program was Ethics for the Regulatory Lawyer. There were sixteen (16) registered attendees and the program was rated 3.66 out of 5. • NASCLA continued its Investigator Training Program during the NASCLA 2017 Annual Conference. The program was extended for 2017 to a day and a half. The NASCLA Investigator Training Program had twenty-five (25) registered attendees and the program was rated 4.76 out of 5.

Additional NASCLA Projects

• NASCLA’s new website platform through YourMembership was launched by NASCLA Staff on January 6, 2017.

• The NASCLA Staff planned and executed an architectural redesign of the new association website. Over the course of several months the staff transferred and developed new content, graphics, community forums and numerous member resources. The staff built specialized NASCLA Board of Directors and Committee pages that allow for information to be housed in one centralized area.

• NASCLA 2017 National Coordinated Enforcement Effort. The association organized a national coordinated enforcement effort the weeks of June 5 – 16, 2017 which included eight (8) NASCLA State Members who took part in this event across the country. The states that participated were Arizona, California, Florida, Oregon, Rhode Island, Texas, Utah and Washington.

• The effort focused on elevating the regulatory boards presence in the community and nationally. The goal of our state members was to come together in a united partnership to promote both consumer and public protection through the licensing and/or registration of contractors.

• This nationally coordinated collaboration among our state members provided the opportunity to protect the consumers, deter illegal construction activity and level the playing field for legitimate contractors in the construction industry. Along with combating the increased illegal unlicensed activity nationally, the intention was to warn consumers that they need to be aware of these activities for regulatory compliance.

• Based on these joint coordinated enforcement efforts, NASCLA State Members reported a total of 675 individuals who were found non-compliant with state licensing requirements. Arrests, administrative citations, legal actions, and more have been issued to these individuals.

• The NASCLA State Contractor Licensing Research and the NASCLA State Trade Licensing Research spreadsheets and maps were completed by NASCLA Staff and released in July 2017. These documents and maps contain the states that require a license or registration for Commercial Contractors, Residential Contractors, Electrical, HVAC/R and Plumbing Licenses, which include the following: 

• Summarization of States that require Commercial Contractors, Residential Contractors, Electrical, HVAC/R and Plumbing Licenses; Examination Requirements; Bond and Financial Requirements; Liability Insurance Requirements; Residential Recovery Fund; Continuing Education Requirements; Renewal Period and Fees; and Background Checks.

NASCLA Membership Engagement

The National Association of State Contractors Licensing Agencies (NASCLA) membership is comprised of state and local contractor licensing agencies, construction firms, construction trade associations and others associated with the construction industry.

• NASCLA Membership Plan Continued, the NASCLA Membership grew by sixty-three (63) New Members for FY 2016/2017 with one (1) new state member, two (2) new business members, and sixty (60) new Associate Members. The total overall membership grew from one hundred forty-eight (148) members in FY 2015/2016 to one hundred forty-nine (149) members in FY 2016/2017.

• The NASCLA Staff made personal outreach calls to non-member and inactive state members this quarter, these states included Georgia, New Mexico and Idaho. The purpose of these calls was to gain NASCLA Membership and participation. The NASCLA Staff also made personal phone calls and followed up by email to NASCLA Member States that initially did not register to the attend the NASCLA Annual Conference. From those calls, Hawaii and Tennessee registered and attended the conference.

NASCLA Publications

NASCLA provides valuable educational and licensure publications to the contracting community.

NASCLA Publications Accomplishments

• NASCLA publication sales increased over last year by 19.2%.

• NASCLA publication revenue increased over last year by 20.5%.

• NASCLA had twenty-one (21) publications in 2007 and forty (40) publications in 2017. In ten (10) years we have nearly doubled our number of publications.

• Pearson Learning Solutions, NASCLA’s Publishing Partner, was brought on board in August 2014 for publication development and updates to the NASCLA Contractors Guide to Business, Law and Project Management Editions. For FY 2016/2017, NASCLA released state specific updates including: Maryland (English & Spanish), Maryland Salesperson Reference Guide, South Carolina Commercial, and South Carolina Residential.

• NASCLA established an eBook Digital Series and Solutions Platform with Pearson Learning Solutions in 2016 for the NASCLA Contractors Guide to Business, Law and Project Management, Louisiana 12th Edition publication. Since the launch of the program the NASCLA Publications Committee and Staff have been monitoring the pilot program and usage rates to determine moving forward with other publications. In late 2016, the committee decided to market the eBooks to other states.

• NASCLA Staff developed a targeted marketing flyer for each state agency utilizing NASCLA’s state specific business and law publications; this marketing flyer was sent to states along with a complimentary copy of the Louisiana 12th Edition eBook bundle pack for review on February 22, 2017.

• NASCLA Contractor’s State Licensing Information Directory, 2017 Edition was completed and released on March 10, 2017.
