ANNEXURE-I Eligibility criteria The agency should have: 1 Full accreditation of Indian Newspapers Society (INS), for press advertisement and Prasar Bharti accreditation for electronic media advertisement. 2. Annual average turnover of the company during last 3 years should not be less than Rs. 25.00 crore. 3. In the past 3 years, the agency should have handled atleast 2 orders of Rs. 10.00 lakh in the each year from a single client from either of Financial Institutions/Banks/PSUs/Public Sector Companies. 4. Agency should have a full fledged set-up in Delhi with organisational structure in other metros/major commercial centres. Agency should have, on its roll, specialised/qualified professionals having adequate experience in dealing with Advertisements/Public & Press Relations/Media. 5. Agency should have minimum 5 years experience in handling advertisement/PR assignments. Should have handled at least 5 national level campaigns during the last 5 years. Selection procedure The agencies will be screened at the first level on the basis of the minimum eligibility criteria indicated above. Selection process would consist of two stages. Eligibility criteria

The agency should have:

Thereafter, agencies would be called for presentation at their own cost with a

notice of about one week and evaluated for another 30 marks for creatives based on

the presentation as per the following criteria:

The final selection would be on the basis of highest combined score (out of 100

marks) in both the evaluation stages and four to six highest scoring agencies would

be empanelled.

EXPRESSION OF INTEREST

EMPANELMENT OF ADVERTISING/PR AGENCIES

India Infrastructure Finance Company Limited (IIFCL), intends to empanel four to six Advertising/PR agencies for which invites sealed Expression of Interest (EOI) from the interested Advertising/PR Agencies, which can provide complete solutions for the publicity of IIFCL along with Corporate Communication requirements of IIFCL through Creative Artworks, Media Planning, Media Buying etc. and suggest Strategy & Execution for various Media Releases. The schedule for the Tendering Process is as follows:

The Agencies short listed in the Technical Bids will be called to make a presentation before the committee of IIFCL on the date & time given by the IIFCL.

Pre-qualification criteria for Empanelment of Advertisement/PR Agencies

(i) Reputed Advertising Agencies, having a full-fledged office in Delhi/New Delhi with minimum staff strength of 15.

(ii) Minimum Average Annual Turnover of Rs. 25.00 crores in the last 3 years (i.e. 2013-14, 2014-15 and 2015-16). Latest Audited Balance Sheet is to be provided.

(iii) Agencies should have been in existence for the last 5 years i.e. the date of incorporation of the Ad/PR Agency should not be later than 1st July, 2011. However, more weightage will also be given for their earlier existence/establishment in the field.

(iv) The agency should have sufficient experience in working with financial institutions in Private & Public sector. More weightage will be given to bidders who have worked for Banking/Financial Sector/Govt./State Governments.

Terms & Conditions for Empanelment

(a) The Agency should not have been disqualified/blacklisted by RBI, IBA and/or by any other Nationalized Bank. A declaration by the agency is to be enclosed.

(b) The agency should have full-fledged office in Delhi having independent media and creative facilities to plan & execute campaigns.

(c) The agency should have accreditation with the Indian Newspaper Society (INS) as on 31st March, 2016. The self-attested accreditation certificate should be enclosed along with the application.

(d) The agency should have the resource to handle multi-media, multi-lingual publicity campaigns, with proficiency, Hindi translator and proof reading facilities in major Indian languages.

(e) The agency should be able to offer comprehensive communication services like development of corporate identity aids, exhibitions, advertisement campaigns for the Press and electronic media etc.

(f) The agency should be able to meet a diversity of communication requirements at short notice.

(g) The agency may be required to make Advertising/Publicity plans for the IIFCL in consultation with the officials of IIFCL.

(h) The agency will be required to provide Designs, Artworks, for campaigns and other publicity materials and scripts for Video, jingles for Radio, Ad films etc.

(i) The allocation of work is the sole discretion of the IIFCL. (j) No advance payment will be made to Agency for carrying out campaigns

or preparing artwork, designs etc. (k) The approval of creative work submitted by the Empanelled Advertising

Agency for the IIFCL would be the sole discretion of the IIFCL. The IIFCL reserves the right to accept or reject any creative art work at its sole discretion. No charges will be paid to the agency for their unapproved work.

(l) No charges will be paid for preparing artwork, designs, processing, adaptations, etc. for print media advertisements released through the agency.

(m) Artwork/Commercials once selected will be the property of the IIFCL and it can be repeatedly used in different media like print, outdoor, electronics etc. without seeking permission from the concerned Advertising Agency or paying any commission. Agency has to provide the original soft copy of the open file to the IIFCL. The agency cannot use the concept artwork, picture, film and jingle for other clients once the IIFCL selects it. IIFCL reserves the right to make necessary modification in the selected Artwork, concept or film.

(n) All applicable taxes will be deducted at source from the final bill as required under various Acts.

(o) The IIFCL reserve the right to terminate the services of the Agency at any point of time, without assigning any reason.

(p) The IIFCL reserve the right to reject all or any application/proposal without assigning any reason.

(q) Conditional or Incomplete Applications for empanelment are liable to be rejected.

SUBMISSION OF TENDER APPLICATIONS FOR EMPANELMENT OF AD/PR AGENCIES

The applications must be submitted in sealed cover, super scribed “Application for Empanelment of Advertising/PR Agency” addressed to the General Manager (GAD), IIFCL, 08th Floor, 18 & 20, HT House, Kasturba Gandhi Marg, New Delhi-110001.

The applicants are required to submit a non-refundable ‘Tender Fee’ of Rs. 1,000/-(Rupees One Thousand only) by Demand Draft or Pay order of any Nationalized Bank favouring ‘India Infrastructure Finance Company Limited’, payable at Delhi/New Delhi. The tender document may be obtained either from the office of the IIFCL by submitting a Demand Draft/Pay order as per address mentioned above or may be downloaded from the website of IIFCL.

The empanelled agencies are required to submit an interest free Earnest Money Deposit of Rs. 1,00,000/- (Rupees One Lakh only) by Demand Draft or Pay order of any Nationalized Bank favouring ‘India Infrastructure Finance Company Limited’, payable at Delhi/New Delhi. The Earnest Money of the Agency/Agencies empanelled with IIFCL will be retained by the IIFCL as security deposit till the continuation of their empanelment.

The applicants should submit their Bank’s RTGS details. The applicants are required to submit their applications along with detailed

company profile as per the format enclosed (ANNEX-III) and all the necessary documents as proof along with EOI.

The agency should comply the KYC norms and attach the copies of the

following in support of them:

Proof of Address PAN Card Articles of Association and Commencement of Business Certificate (In case

of Company)

DOCUMENTS TO BE SUBMITTED ALONGWITH APPLICATION FORM

Copies of Audited Balance Sheet for 2013-14, 2014-15 and 2015-16.

Self-attested Accreditation certificate of INS

Copy of PAN Card and Service Tax registration certificate

Copy of Registration/Trade Certificate

Certificates from the reputed organizations for which the agency had worked earlier.

Bank’s RTGS details SELECTION PROCEDURE FOR EMPLOYMENT OF ADVERTISING/PR AGENCIES

The applications received from agencies will be technically evaluated

after 30-08-2016. Short listing of the agencies will be done on the basis of criteria given above.

Short listed agencies will be evaluated on the basis of an internally developed sub-criteri and will be asked to make a presentation to the Committee of the IIFCL on the date, time and place given by the IIFCL.

No charges will be paid/reimbursed by the IIFCL to any agency, for making the presentation.

The Agency/agencies selected by the IIFCL will be informed accordingly.

Any dispute arising will be subject to the jurisdiction of the courts at Delhi.
