Issues Raised Responses Is the construction phase water driven? Water is required for the construction phase as well as for dust

management. Transnet is currently sourcing options for water abstraction including sourcing water from surrounding mines, municipality and private water use rights.

Why would an oil water separator be necessary? An oil water separator will be installed within the truck workshop and refuelling area. The oil water separator is expected to be approximately four m3. This area will be bunded and waste collected by the oil water separator will be removed by a licenced hazardous waste removal company.

How many people will be employed during the construction and operational phase?

220km of rail will need to be built and this will take approximately 2 years. Approximately 200 people will be employed during this time. During the operational phase, there will be 60 people employed during a 24 hour cycle i.e. 30 people in the day and 30 people at night.

Where will the workers live? As this moment there is uncertainty regarding the exact location of the operational phase employees. However, Transnet is leaning towards constructing houses within the existing surrounding towns but this will be confirmed at a later stage and requires a different process.

What type of noise impacts can be expected? A noise specialist study will be conducted during the EIA phase and these results will be included in the Draft EIA.

Some of the positive impacts of the project includes decreased number of trucks on the road, positive impact on the local economy, job creation as well as further access and opportunities to small miners. Additionally, the rail acts as an important strategic link mines and the harbour.

What happens at the balloon loop? The balloon loop will be used as a stock pile area for smaller mines. Will there be any dust impact associated with the project?

Yes, the dust impact will be further investigated in the EIA phase, however, the Mangenese Ore will be sprayed before transport.

Will construction camps be built? No construction/ worker camps will be built. Local workers will be used.

Will the on-site substation be used? Yes, Transnet currently has an agreement with Eskom to ensure dedicated supply.

When will construction begin? Construction is expected to start in 2014 and end in 2016.

Issues Raised Responses Is another line going to be built? Another line will not be built. Loops will be constructed at certain

sections along the line, to increase the overall capacity of the line. Where exactly will the loops be placed? Maps were shown to the landowner indicating the exact positioning

of the loop (These maps are included as Annex xxx ) With the current loop positioning, there is a piece of land that is cornered in, in which I am unable to do anything with.

Currently, Transnet and the landowner are negotiating the purchase of that cornered piece of land.

As part of the project, will any depots/ houses be constructed as I am concerned that the Transnet workers will fraternize with my workers and that their will an increase in crime?

There will not be any worker camps during the construction phase, as local workers will be employed and they will go home at the end of each day. However, there is currently an option of building a depot at Wincaton for the operational phase.

What about the veld fires? During the construction phase, there will be shields and fire extinguishers present on site in the case of a fire. Additionally, certain potentially fire causing machinery will not be operated if the wind is too strong to help prevent veld fires. It is also highly unlikely that veld fires will occur during normal operations, but they could occur during maintenance periods. If a veld fire does occur, this will be dealt with on a case by case basis.

I am concerned that gates will not be locked during the construction phase.

The locking of farm gates will be written in the construction phase EMP. Additionally, a grievance procedure will be in place during the construction phase.

Soil and groundwater impacts are anticipated however they have been rated as minor negative. Fuel will be stored in self bunded, above ground storage tanks in the site camp area and in some cases bunded areas may need to be established for the storage of fuel.

These potential impacts will be further explored in the Environmental Impact Assessment Report for the Mamatwane Compilation Yard. The yard will have small quantities of oil and lubricants and there will be an oil and water separator on site.

At present there are 3 trains per day per direction but in future there will be 4 trains per direction so noise frequency will increase as well as the duration of noise.
