Angus Local Housing Strategy
Integrating Strategies
Shirish Patel
Major Changes
Integration of previously separate strategies• Homelessness • Housing support• Private sector house conditions• Fuel poverty• Diversity and Equalities
Move to an outcomes focussed approach
Why have we made these changes
• The Concordat
• Experience of the last LHS
How do we integrate strategies into the LHS
• Adopt a collaborative process
• Open to different approaches.
• Responsive to national and local priorities
What are we hoping to achieve ?
• Better understand through effective housing market system analysis
• Improve understand of key issues and problems• Effective engagement with internal and external
stakeholders• Long lead-in allows opportunities to clearly define
strategy linkages, and develop related policy areas
- high level check on outcomes
- maximise policy response and intervention to achieve > 1 outcome
Angus SOA - Priorities
• The SOA will drive the LHS with key housing objectives
• The LHS will therefore be a key driver in delivering SOA targets – for Angus this will focus on : -
National Outcome - 7
We have tackled the significant inequalities in Scottish society
National Outcome - 10
We live in well-designed, sustainable places where we are able to access the amenities and services we need
Outcomes and Indicators
• Outcomes are positive improvements to life we are all working to achieve.
• Indicators are numbers that should indicate whether an outcomes is being achieved.
Key policy challenges
Homelessness – 2012 target: All unintentionally homeless households will be entitled to settled accommodation. •Leadership and joint working•Prevention strategies•Maximise access to existing supply (HNDA)•Maximise housing investment where there housing need.
Housing Support – Maximise outcomes:• Consider strategic connections• Assessment of current and projected need
(HNDA, OPBV Review) Angus demographic changes- increasing OP, people with physical and learning disabilities living longer.
• Shifting the balance of care.
Private sector house conditions: key policy message, Housing (Scot) Act 2006
• LA to have a lead role in improving quality of private owned stock
• Improve condition of OO• Raise standards of PRS• Increase housing investment
Fuel Poverty : policy message -
Housing (Scot) Act 2001:• Fuel poverty Statement
“To ensure so far as reasonably practicable, that persons are not living in fuel poverty by November 2016”.
Mainstreaming Equalities : for gender, race and disability –
• Equalities embedded in the LHS• LHS demonstrates how we tackle
discrimination• Promote equality of opportunity
Contribute to outcome 7 – reduce the significant inequalities in our society.
