There is one group of stakeholders, but there are three separate processes toward creation of a new solar incentive program:

• Rep. Jeff Morris is continuing from the 2014 session• Solar Installers of Washington is drafting a bill• WSU is carrying out the Governor’s executive

order

After 120 or so meetings the stakeholders are indentifying areas of common ground. Some of the ideas being discussed:

• Create a fixed term for each participant in the program• Reduce the gap between in-state and out-of-state

rates• Projects on leased buildings would be eligible• Expire the sales tax waiver to create a funding

source• Community solar would be retained but different• Limited participation by third party owners• Rates would step down, either over time, or by

capacity• Enhance consumer protection through disclosure• Allow utilities limited access to the program• Create a commercial project incentive
