Voter Nominated Candidates

On June 8, 2010, California voters approved Proposition 14, which created the “Top-Two Open Primary Act”. Candidates for state and federal offices from various political parties were voted on by voters regardless of party affiliation. Under the recently enacted Top-Two nominating process, the two candidates, regardless of party, who gained the most votes are considered “nominated” by the voters and are the only candidates advanced to the General Election.

In the past there were often more than two candidates vying for the same office in November. No longer does a political party have the right to have a party-nominated candidate appear on the General election ballot. Further, there is no longer an opportunity to “write-in” a candidate for these partisan offices.

In some cases, candidates of the same political may be competing for the same office. Unaffiliated voters and voters of any party may vote for any candidate regardless of the candidates political party preference.

If one candidate receives more than 50% of the votes cast at the special primary election, he or she will be elected to fill the vacancy and no special general election will be held.

El 8 de Junio del 2010, los votantes de California aprobaron la Propuesta 14, la cual creo la “Ley de Primaria Abierta de los Dos Primeros Candidatos”. Los candidatos para puestos estatales y federales de varios partidos políticos fueron presentados por los electores sin tener en cuenta afiliación de partido. Bajo el proceso recientemente promulgado de nominación, los dos candidatos que reciban la mayor can-tidad de votos, sin tener en cuenta el partido, quienes obtuvieron la mayoría de votos son considerados “nominados” por los electores y son los únicos candidatos que avanzan a la Elección General.

En el pasado frecuentemente había más de dos candidatos compitiendo por el mismo puesto en nov-iembre. Ahora ningún partido político tiene el derecho de tener candidatos nominados-por partido en la balota de la Elección General. Además, no existe oportunidad para candidatos “por escrito” para estos puestos partidistas.

En algunos casos, pueda que los candidatos del mismo partido compitan para el mismo puesto. Electores no afiliados y votantes de cualquier partido pueden votar por cualquier candidato sin tener en cuenta la preferencia del partido político del candidato.

I’m a local Mayor who is a problem solver not a partisan.

My record demonstrates the courage to take a stand against entrenched special interests. I was the first elected official to oppose the BART strike and support a permanent ban on transit strikes just like those in New York and San Francisco. I’m a married father of two daughters who have gone through our public schools. I believe we need education policies that put students first and allow local school boards to ensure quality teaching in classrooms regardless of seniority.

I support pension reform that creates a sustainable financial model and ends pension spiking. We need to prioritize road improvements; I oppose high-speed rail without a sound financial plan because it drains money from local transportation needs. I’m fiscally conservative. As a local elected official and Mayor, I balanced 10 straight budgets without ever tak-ing a salary. As Trustee of the 23-campus California State University system, I fought for affordable and accountable higher education. Our legislators exercise poor financial discipline that contributes to billion dollar deficits and tax increases. They use a loophole so they can receive tax-free income for being in Sacramento on weekends and holidays even when they are not there. It’s time for smart priorities that focus on education, job creation, the environment and caring for those in need without new taxes.

Como maestra de escuela y Alcaldesa de Concord, vi de primera mano cómo las disputas políticas y las prioridades mal colocadas en Sacramento estaban atascando a las familias de la clase media.

Me postulé para la Asamblea del Estado para romper con el ciclo de obstáculos partidarios y aportar nuevas prioridades a la legislatura que pongan a las familias de clase media, las escuelas y las pequeñas empresas en primer lugar. Trabajé con el Gobernador Jerry Brown y reuní a los líderes de ambos partidos para crear soluciones para algunos de los más grandes desafíos que enfrenta California. Como Presidenta del Comité de Presupuesto de Educación, aprobé una legislación revolucionaria que modernizó el financiamiento para las escuelas K-12 – dando a los padres más control sobre sus escuelas.

Soy un Alcalde local que resuelve problemas, no un partidario. Mis antecedentes demuestran el coraje de oponerme a los intereses especiales arraigados. Como Fideicomisario del sistema de 23 campus de la Universidad del Estado de California, luché por una educación superior asequible y con rendición de cuentas. Nuestros legisladores ejercen una disciplina financiera deficiente que contribuye a los déficits de miles de millones de dólares y a los aumentos de los impuestos.
