Economic Value Study

Study to provide empirical information on the impact of current geospatial

data industry on government (central and local) and the users and

distributors of the data / software / services in the business sector and in the

community at large.

Economic Value Reports Elsewhere

• The Value of Geospatial Information to Local Public Service Delivery in England and Wales (July 2010):

– Real output increased by £222 million as a result of the productivity benefits

– The average annualised cost to benefit cost ratio of using geospatial information in local government is around 1:2.5

– Leads to a 0.20 per cent increase in productivity for local government.

– Government revenue from taxation was £45 million higher, stimulates economy.

• In Australia the value has been determined at Au$1.37 billion

• New Zealand has estimated NZ$1 billion

• For the first time the Irish industry will have a known economic reference point by end 2013 !

Key Principles

1. The needs of citizens and businesses are at the centre of eGovernment.

2. Public services should be delivered through the most appropriate channels.

3. eGovernment should reduce the administrative burden for citizens and businesses.

4. eGovernment projects should reflect Business Process Improvements, delivering demonstrable efficiency, effectiveness and Value for Money gains.

5. Public Bodies should work to ensure that the online channel is the most attractive option for customers.

Increased Efficiency

• Cost efficient solution for the Irish INSPIRE technical delivery architecture

Centralised Compliance Management

• INSPIRE compliance testing can be controlled and monitored centrally

Common Approach

• Easier to manage & coordinate a common approach to INSPIRE Network Services

Data Management

• INSPIRE Unique ID’s & an ISDI data registry will be simpler to organise & maintain

Shared Knowledge

• Increased organisational cooperation/shared knowledge/know-how among public sector organisations with the same legislative requirements increases efficiency of service delivery

Benefits of Shared Service Approach

• Seamless, scale-independent, Object model

• Rigorously based on industry standards

– OGC Simple Feature Model, ISO19115, GDF Roads, ISO CityGML Level 2, GML & OGC compliant web services

• Links objects using persistent ID’s (GUID’s)

• Uses ‘Form’ & ‘Function’ classification

• Enabling integration of 3rd party information.

• Builds relationships – buildings / way

• Network Connectivity – roads & surface water

• Capability to store & manage 3D information

Making the Data More Useable

OSi has developed next generation national core reference data

• The most significant revision to OSi’s data creation and management practices in over 30 years

• Represents nearly 7 years of effort from development of conceptual model to completion of data re-engineering

• Over 100 man years of data enhancement

Developing sustainable cost models for the development and maintenance of authoritative spatial

reference information (National Mapping) while enabling unrestricted access to the data by the public

sector and supporting open data innovation in the private sector.
