ABSTRACT

The term migrant worker has different official meanings and connotations in different parts of the

world. The United Nations' definition is broad, including any people working outside of their homecountry. The term can also be used to describe someone who migrates within a country, possibly

their own, in order to pursue work such as seasonal work.

The "United Nations Convention on the Protection of the Rights of All Migrant Workers and

Members of Their Families defines migrant worker as follows:

The term "migrant worker" refers to a person who is engaged or has been engaged in a

remunerated activity in a State of which he or she is not a national.

According to the Act, the term 'employment exchange' means "any office or place established and

maintained by the Government for the collection and furnishing of information, either by keeping

of registers or otherwise, respecting:- (i) persons who seek to engage employees; (ii) persons whoseek employment; and (iii) vacancies to which persons seeking employment may be appointed".

Thus, the main activities of the employment exchanges are registration, placement of job seekers,

career counseling, and vocational guidance and collection of employment market information.

The system to be developed will be referred as Job for Migrants Portal System. The aim of this

project is to provide a quick and efficient service to the migrant workers through a Job for Migrants

website/portal; it attempts to fulfill the need of a consolidated, single point source of information to

employers, job seekers, job portal personnel.

With this background in mind, and the fact that a lot of efforts have been put in the

past in this direction , it not only looks at eliminating the difficulties faced by the manual and

previously computerized systems but this system will take care of all the common activities of

employment exchanges to maintain uniformity of procedures, and compilation of reports on a

common platform with networking of all the exchanges. Besides this consideration other factors

also contribute towards the implementation of the computerization schemes like providing a

common platform, technological advancement to reduce duplication of efforts and generation of

consolidated reports for a number of different users with different reporting needs.

PROCESS

The details of the activities of an Exchange are as follows:

1. Registration & Renewal

This activity takes care of fresh registrations, renewals, changes in registration details; transfer to

and from other employment exchanges, re-registrations, brought-on live register cases and

maintenance of duplicate cards i.e. registration cards received from special cells etc. The sub

modules under this Registration module are as follows:

Direct Registration In this sub module direct registration of any candidate can be made. After

the registration process is over the candidate is provided with registration number. This

registration number can be used to enquire, edition deletion of selected data items for which the

permission is granted.

Renew Registration If for some reason the registration gets expired then following the wishes

of the candidate the registration can be renewed again in the same exchange with the same

registration number.

Re Registration If the registration is lapsed for some reason for example non-verification of

candidates then his/her registration could be made again with the help of this module.

Edit / Update Registration If in the mean time of the registration date there is any need of

editing or updating the registration details of the candidate then the help of this module could

make it easily.

Transfer From This module does take care of candidates that are willing to get transferred

from one state to another state. What they have to do is that they have to tell the employment

officer that he is willing to relocate his current location to particular state from the current state;

the officer transfers his/her all details from the current exchange to the desired exchange.

Verification of registration This sub module is for verifying the details of the candidates that

they have supplied to the employment exchange in the registration process. This sub module

can help the employment office to verify the candidates information provided to exchange.

Compulsory Notification of Vacancies Act, 1959. In case submissions are to be made, a scheme of

selection is prepared.

The sub module under this module and their description are as follows.

Employer Registration This sub module helps the employer to get registered with the

employment exchange. After successful registration the employer can get an acknowledgment

slip. The software generates an acknowledgement slip, which shows the Employer

identification number and user id

Edit Employer Registration This sub module helps the employer to edit his/her

information that he has provided to the exchange. The edited information gets updated in the

database as soon as it is saved.

Vacancy Booking This sub module is used to enter the vacancy details.

Edit Vacancy Booking This sub module helps in editing of the vacancy on the basis of

their number, type location etc.

Vacancy Circulation This sub module circulates the vacancy in the desired exchanges. The

administrator can circulate the particular vacancy in the zones, which he desires.

Edit Circulated Vacancy If something went wrong then this sub module helps in

correcting them. More concisely it helps the administrator to revert back his/her order.

Vacancy Cancellation If for any reason authority decides to cancel the entered vacancy

then they can do this with the help of this sub module.

Vacancy Order Card (X-2) this is the form in which the vacancy is generated. This is form

X2

Print Acknowledgement Slip (X-45) with this sub module the acknowledgement slip for

the vacancy registered is printed with every detail.

Vacancy Order Register (X-64) this sub module creates a form that indicates the

prerequisite conditions for applying the post for the vacancy. This form is intended for

candidates that suit the requirement. The every detail for example Employer name and address

vacancy title essential qualification name and designation of the person whom to contact etc is

displayed.

Vacancy Pending This module displays the vacancies yet to come in next month or

expected to come next year.

3. Submission

This module indicates the information about the vacancies listed under the corresponding

exchange. The details of this module shows the vacancy number, employer code, the vacancy

title and the status that whether this vacancy has been acknowledged, booked etc during the

current month. The module provides the way to move over month.

4. Administration

The activity takes cares of rights of Administrator namely Directory Management and Role

management i.e. Administrator can add, delete and update the records in database.

The module has the following sub module.

Registration summary report This sub module provides the summary of the total registered

job seekers during the specified period in particular exchange.

Directory management In this sub module the administrator can add, edit, update and delete

the data directly to the table from the user interface provided. The data that has been added

through this module will be directly reflected in the database.

User administration In this sub module the administrator can directly edit or add new user with

requisite role. The deletion facility has also been provided in this interface.

Jurisdiction In this module the administrator selects the three options according to the exchange

through he has logged in. The three options are zone, district and exchange. Several

restrictions are present while adding the data to the table. There is also a report button, which

will provide the report of the jurisdiction for the particular exchange.

Log Report The administrator selects the log priority either candidates or employee and then

view priority either particular or all and gets the log report employee wise and candidate wise.

This report provides the information about each employee about his work for example how

many candidates had been verified, transferred or renewed by him/her. It also provides the

information about the particular candidates and all candidates regarding to his or her

registration and verification.

Change/Forget Password This sub module helps in changing the username and password of the

job administrator. This module implements salted md5 technique.

5. Employment Statistics

Around 18 employment statistics returns on registration, submissions and placements are sent by

Employment Exchanges to State Directorate.

6. Vocational Guidance

The other main activity of an employment exchange is to provide vocational guidance to the job

seekers. The information compiled on industry/occupation helps the job seekers to choose the right

career. The information about various institutes/courses is maintained at Vocational Guidance

Centres, where the job seekers have an easy access to the material.

The Vocational Guidancemodule has following sub modules:

Registration This sub module describes the case when Vocational Guidance Clerk

performs registration for a Job Seeker or Job Seeker opts to register online. Vocational

Guidance Clerk does the basic data entry, which approaches the exchange for his

registration. System will issue him a Registration number which remains temporary till

documents are verified, his registration.

Edit Registration This sub module describes the case when Vocational Guidance Seeker/

Vocational Guidance Clerk performs editing of registration details of the Vocational Guidance

Seeker like adding his qualification; query; experience; info career schedule etc.

MVC ARCHITECTURE

The model manages the behavior and data of the application domain, responds to requests for

information about its state (usually from the view), and responds to instructions to change state

(usually from the controller). In event-driven systems, the model notifies observers (usually views)

when the information changes so that they can react.

The view renders the model into a form suitable for interaction, typically a user interface element.

Multiple views can exist for a single model for different purposes. A viewport typically has a one to

one correspondence with a display surface and knows how to render to it.

The controller receives user input and initiates a response by making calls on model objects. A

controller accepts input from the user and instructs the model and viewport to perform actions

based on that input.

An MVC application may be a collection of model/view/controller triads, each responsible for a

different UI element. The Swing GUI system, for example, models almost all interface components

as individual MVC systems.

MVC is often seen in web applications where the view is the HTML or XHTML generated by the

app. The controller receives GET or POST input and decides what to do with it, handing over to

domain objects (i.e. the model) that contain the business rules and know how to carry out specifictasks such as processing a new subscription, and which hand control to (X)HTML-generating

components such as templating engines, XML pipelines, Ajax callbacks, etc.

The model is not necessarily merely a database; the 'model' in MVC is both the data and the

business/domain logic needed to manipulate the data in the application. Many applications use a

persistent storage mechanism such as a database to store data. MVC does not specifically mention

the data access layer because it is understood to be underneath or encapsulated by the model.

Models are not data access objects; however, in very simple apps that have little domain logic thereis no real distinction to be made. Active Record is an accepted design pattern that merges domain

logic and data access code - a model which knows how to persist itself.

]Architecture vs. Frameworks

Although MVC is typically associated with frameworks, it is essentially an architecture.[5] This

means that it can be implemented even without an object-oriented language or a specific class

hierarchy. For example, using as little as jQuery's trigger() and bind(), it is possible to build robust

MVC applications in a browser using Javascript. The key is simply to divide up the responsibilitiesof the MVC components into clearly defined sections of code. As stated in the overview, the code

that embodies the model takes care of state, business logic, persistence, and notifications. The

persistence can be implemented via cookies or AJAX. The notifications can be taken care of by the

jQuery.trigger(). The code that embodies the view takes care of querying the model and rendering

the view. The view code can be implemented in a variety of ways, including inserting HTML DOM

nodes or changing CSS styles. The code that embodies the controller takes care of initialization of

the model and wiring up the events between the view's HTML DOM elements and controller and

between the model and the view code, using jQuery.bind().

Example:Here is a simple application of the pattern, implementing Java Servlets and JavaServer

Pages from Java EE:Model: The model is a collection of Java classes that form a software application intended to store,

and optionally separate, data. A single front end class that can communicate with any user interface

(for example: a console, a graphical user interface, or a web application).

View

The view is represented by a JavaServer Page, with data being transported to the page in the

HttpServletRequest or HttpSession.

Controller

The Controller servlet communicates with the front end of the model and loads the

HttpServletRequest or HttpSession with appropriate data, before forwarding the HttpServletRequest

and Response to the JSP using a RequestDispatcher.

Login Form (index.jsp):

Test Case 1: When the page loads it has two fields asking for username and

password. The user is supposed to give his/her username and password and choose

the user profile.

Test Case 2: choosing the user type i.e. from Company Administrator, ASSISTER

and Team Member and enter the username and password.

The end product is a complete tool for the companies to develop the environment for the employees

so that can manage their projects in a very systematic way and can ease themselves with the

project.

The second version of the project may include a LIVE chat center so that the project members can

coordinate in a better way.

The new version of this project may give user a facility to describe project profile and create charts

according to the profile being made.
