Summary

An invertebrate survey of Penn Common, near Wolverhampton, recorded 457 species of invertebrates

during 2011.

Of these, the vast majority were common species with only 7 species recorded of national or regional

importance. These were the flies; Spania nigra, Syntormon macula, Sphaerophoria taeniata, and Herina

frondescentiae. The weevil Trachyphloeus asperatus, the spider-hunting wasp Anoplius caviventris, and the

solitary wasp Tiphia minuta.

24 species were noted as new to Staffordshire (V.C. 39).

Data was put through ISIS software to identify species assemblages for the site. As a whole site, significant

species assemblage types (SATs) were identified for scrub edge, rich flower resource, and bark & sapwood

decay assemblages. The most significant broad assemblage type (BATs) noted was that for flowing water

suggesting the wetland habitats are important at the site. Heathland communities were not significant

across the whole site data.

When data was split down into habitat areas the species assemblage types produced significant results for

scrub-heath and moorland species assemblage amongst the dry acid grassland habitats, and the bark and

sapwood decay assemblages amongst the aculeate habitats.

The calcareous flush was found to be of little significance currently.

Penn Common was found to be regionally important for its aculeate hymenoptera assemblage, though much

of this is associated with dead-wood rather than heathland species.

Management suggestions were made to increase the suitability of habitat for heathland hymenoptera,

amongst other habitats across the site.

1. Rationale

1.1 An invertebrate survey was carried out on Penn Common (SO898945), near Wolverhampton, to identify the

most important invertebrate communities at the site and examine how they compare to other similar sites

in the area (Staffordshire and West Midlands primarily but also east Shropshire and north Worcestershire).

1.2 Outputs were to examine how the invertebrate communities can be conserved and, where possible,

enhanced (under management through the Higher Level Stewardship (HLS) agreement).

1.3 Penn Common has historically been recognised as an important site in terms of nature conservation with

historical botanical records suggesting important habitats (particularly base rich flushes and heathland) for

invertebrates at the site. It was noted that grazing had recently ceased but more up to date information

regarding habitat quality and suitability for invertebrate assemblages was lacking, hence the need to assess

the site through survey work.

1.4 The site hosts Penn Common Golf Course, where golf has been played since 1893 (see map 1), and is

intersected roughly down the centre on a north / south plane by a minor road. It sits to the south of Penn, a

suburb of the major conurbation of Wolverhampton, and to the west of Sedgley, and is located in

Staffordshire (V.C. 39).

2. Methodology

2.1 The survey methodology followed that laid out in ‘Surveying terrestrial and freshwater invertebrates for

conservation evaluation’ (Drake et al, 2007) and results were analysed using the ISIS software, developed by

Natural England, to assess invertebrate communities at the site.

2.2 The surveyors used appropriate methodologies for their particular invertebrate interests; Pete Boardman &

Nigel Jones (diptera – timed sweeping over flushes, damp and marginal habitats, plus netting individual

species of interest, water traps, limited Malaise trapping), Ian Cheeseborough (aculeate hymenoptera –

netting individual species and observation of nesting aggregations and dead wood habitats, water traps,

limited Malaise trapping), Richard Wright (coleoptera – pitfall trapping and sweeping / beating heather and

other vegetation, hand searching).

2.3 Where possible other invertebrate and insect orders were recorded when encountered. These included the

Lepidoptera which were being surveyed by another contractor so little attention was given to the group

during our site visits.

2.4 Visits were timed to assess the peak phenology of the groups studied.

3. Results - overview

3.1 Survey visits were undertaken in April, May, June, July, September and October by the surveyors, after an

initial visit in early April accompanied by the course manager, Paul Mills from Penn Common Golf Course.

3.2 Survey work during 2011 was in some ways hampered by the very dry conditions that occurred through the

year. A hot, dry spring was followed by a generally dull, dry summer and the dry weather continued on into

autumn. Several of the wet or damp areas where survey work was focused were subject to desiccation and

at times insects were hard to come across. Nevertheless a total of 457 species were recorded at the site.

3.3 The table below details the breakdown of invertebrate orders recorded;

3.4 Of the 457 species recorded few were noted to be of conservation importance except for the following 7

species;

3.5 Diptera (Spaniidae) Spania nigra Meigen, 1830 Liverwort Snipefly. This species is listed as Notable but being

small is often overlooked. Larvae leaf mine species of liverworts and Pellia neesia has been noted to host the

fly (Stubbs & Drake, 2001). It has a widespread distribution within the United Kingdom

(www.data.nbn.org.uk) and appears here at its first Staffordshire site (Jukes, 2005). It has been recorded in

Shropshire from dingle woodland near Ironbridge Gorge and at three sites around the Long Mynd in south

Shropshire (Shropshire Ecological Data Network pers. comm.)

3.6 Diptera (Dolichopodidae) Syntormon macula Parent, 1927. This uncommon long-legged fly is often

associated with dingle woodlands or damp places and has a mostly south-western distribution. It was

originally designated a Red Data Book species but is now recognised as more commonly occurring, so was

given the lower risk (near threatened) status to reflect this (Falk & Crossley, 2005). It appears here at its first

Staffordshire site (Jukes, 2005). It is known from three dingle woodlands in Shropshire (Boardman, 2005 &

Shropshire Ecological Data Network pers. comm.).

3.7 Diptera (Syrphidae) Sphaerophoria taeniata (Meigen, 1822). This hoverfly has a mostly southern distribution

with Kent across to Somerset seeing the majority of records. It is uncommon outside of this range

(www.hoverfly.org.uk), and it appears to be heading north and is recorded here at its first Staffordshire

location (Jukes, 2005).

3.8 Diptera (Ulidiidae) Herina frondescentiae (Linnaeus, 1758). This non-tephritid picture-wing fly has a

widespread distribution nationally but can be considered local in the Midlands. It is associated with damp

grasslands and appears new to Staffordshire at this site (Jukes, 2005).

3.9 Coleoptera (Curculionidae) Trachyphloeus asperatus Boheman, 1843. This weevil is associated with lowland

calcareous grassland and has a widespread distribution in England, with mainly a maritime distribution in

Wales. It is classed as Notable A, and is the first Staffordshire record since 1907 (Slawson & Brown, 2009).

3.10 Hymenoptera (Pompilidae) Anoplius caviventris (Aurivillius, 1907). This spider-hunting wasp has a mostly

southern distribution (www.data.nbn.org) and is classed as Nationally Notable B by Falk (1991) but ‘very

rare’ by Michael Archer in his more recent review. It appears here as new to Staffordshire (Webb, Bloxham

and Slawson, 2005). It is known from one site in Worcestershire (Trevis, 2004) and a single site in Shropshire

(Ian Cheeseborough pers. comm. & Shropshire Ecological Data Network pers. comm.).

3.11 Hymenoptera (Tiphiidae) Tiphia minuta Vander Linden, 1827. This solitary wasp is a parasite of dung beetles

(Scarabaeidae) and is considered to be regionally scarce (Jukes, 2004).

3.12 As well as these important species several others were noted as new to Staffordshire when checked against

current checklists;

tender document, to begin to assess the invertebrate communities present at the site.

3.19 Other records away from these areas were noted as ‘general site records’ and given a site centroid grid

reference of SO898945.

3.20 Areas 8a and 9a were separated from areas 8 and 9 respectively to take into account good aculeate

hymenoptera habitat including dead wood, which would otherwise potentially biased species assemblage

analysis in the larger parent areas.

4. Results - Analysis of Communities

4.1 Data was put into the ISIS spreadsheet to identify Species Assembly Types (SATs) and Broad Assemblage

Types (BATs) that may exist at Penn Common. It should be noted that approximately 30 species could not be

used in the ISIS analysis as they registered an “error”. These species are ones excluded from ISIS as they are

ones where sufficient information is known about them, are vagrants, or their habitats do not fit into the

classification.

4.2 All SATs and BATs tables used in this analysis are produced in the Appendix of this report.

4.3 Whole site data - ISIS recognised 11 SATs of which three (scrub edge, rich flower resource and bark &

sapwood decay) suggested strong species assemblies (favourable condition in CSM). Less strong SATs were

those from the dung, open short sward, shingle banks, seepage, reed-fen and pools, scrub-heath and

moorland, bare sand and chalk, and heartwood decay assemblies.

4.4 This suggests that the site as a whole has more value for its scrub / woodland edge, associated dead wood,

and floral resources than for its heathland or wetland features. This may represent a decline in the state of

the habitat but this can only be suggested, rather than proven, without previous evidence of invertebrate

survey work at the site and is based upon the perception that features such as the calcareous flush and

heathland were perhaps once in better condition due to the historical botanical records that exist.

4.5 Whole site data - 8 BATs were identified, of which the flowing water broad assembly was noted as

favourable (in terms of CSM) and achieved the highest rarity score (154). The grassland and scrub matrix

achieved the highest BAT species richness score of 154. These figures suggest that within the site as a whole

the grassland and scrub matrix and the flushes are key features. Other BATs identified were; unshaded early

successional mosaic, permanent wet mire, wood decay, shaded field and ground layer, mineral marsh and

open water, arboreal canopy.

4.6 Calcareous flush at SO89599442 (area 5) - ISIS only recognised a single SAT from this data, a single species

of the shingle bank assembly.

4.7 Calcareous flush at SO89599442 (area 5) - 5 BATs were identified; grassland and scrub matrix, flowing

water, mineral marsh and open water, shaded field and ground layer, and permanent wet mire. No features

of either SATs or BATs reached favourable levels and this suggests that this flush is of limited value for

invertebrates in its current condition, with few specialists identified. It should be noted that part of this area

of the site has only recently been cleared of scrub.

4.8 Wet habitats in the east of the site (areas 8 and 9 – not including 8a and 9a) - ISIS recognised 8 SATs from

this area but none of them were strong communities. They were; seepage, open short sward, scrub edge,

reed-fen and pools, bark and sapwood decay, rich flower resource, scrub-heath and moorland, bare sand

and chalk. 8 BATs were recognised with the flowing water broad assembly noted as favourable.

4.9 Wet habitats in the east of the site (areas 8 and 9 – not including 8a and 9a) - BATs recognised were;

grassland and scrub matrix, permanent wet mire, flowing water, mineral marsh and open water, shaded

field and ground layer, unshaded early successional mosaic, wood decay and arboreal canopy.

4.10 This analysis suggests no strong species assemblages occur within this wetland area, though it does

recognise that flowing water is important within the broader assemblage of species and is a key feature of

the site.

4.11 Scrubby, flower rich and drier habitats (areas 8a, 9a and 10) - ISIS showed 5 SATs within these areas (mostly

targeted for aculeate hymenoptera) and one species assembly type stands out as favourable – the bark and

sapwood decay. We had already noted that there was a higher than expected list of dead wood aculeate

hymenoptera, considering tree cover is limited, and few old or veteran trees occur at the site, so it was

pleasing to see ISIS agreeing with our own interpretation. ISIS suggests 26 species within the bark and

sapwood decay assembly. Other SATs listed were; rich flower resource, dung, scrub edge and open short

sward.

4.12 Scrubby, flower rich and drier habitats (areas 8a, 9a and 10) - 5 BATs were identified with three standing

out; unshaded early successional mosaic, wood decay and grassland and scrub matrix. The two remaining

and less strongly represented BATs were arboreal canopy and mineral marsh and open water.

4.13 Dry acid grassland and heather (areas 3, 4 and 6) - ISIS listed 4 SATs within these areas (mostly targeted for

coleoptera) and the scrub heath and moorland assembly was noted as favourable with 10 species within the

assembly type. The remaining three SATs were bare sand and chalk, scrub edge, and open short sward.

4.14 Dry acid grassland and heather (areas 3, 4 and 6) - 7 BATs were identified with the grassland and scrub

matrix assembly standing out far above all others listed. The others were; unshaded early successional

mosaic, mineral marsh and open water, shaded field and ground layer, permanent wet mire, flowing water.

This suggests that this area of the site on the western side is the most important area of acid grassland and

scrubby heath, but bare ground and short sward assemblies are poorly represented.

4.15 Damp grassland (areas 1 and 2) - ISIS was unable to identify any SATs for this habitat.

4.16 Damp grassland (areas 1 and 2) - 5 BATs. Of these the strongest broad assembly was amongst grassland

and scrub matrix species. The permanent wet mire broad assembly was not overly strong but nevertheless

worthy of mention whilst the mineral marsh and open water, shaded field and ground layer, and flowing

water broad assemblies were poorly represented. This data suggests that damp grassland habitats at the

site of the least productivity for species assemblages on the site.

5. Results – Summary of ISIS analysis

5.1 Analysis of the species and broad species assemblages of Penn Common using ISIS suggests that the scrub

matrix assembly, with associated dead wood, flowing water, dry acid grassland and flower rich grassland are

the key current habitat types at the site for invertebrates.

5.2 Heathland containing good quality heather and bare open ground seems in too short a supply to host

important invertebrate assemblages at present levels. Aculeate hymenoptera assemblages are more reliant

upon dead wood than traditionally suitable heathland habitat at the site.

5.3 The calcareous flush in the east of the site is currently not important in terms of species assemblages;

through it does host three broad wetland assemblages and a scrub matrix assemblage. This suggests that as

the flush scrubbed up it became less important for wetland species, though with recent and continued

habitat management may revert to hold more characteristic wetland assemblages of note in the future.

5.4 Other wet habitats at the site were not viewed as strongly important in terms of individual species

assemblages but flowing water as a broad assembly was noted as important.

5.5 Damp grassland at the north of the site is of little importance for species assemblages, which may reflect

the lack of grazing at the site, or simply the dry weather from 2011.

6. Management Suggestions

6.1 Current management of habitats needs to be continued and increased to maintain a mosaic of shady wet,

open wet, flower-rich (low growing and tussocky) grassland, and heathland habitats with heather and bare

ground. For example the aculeate hymenoptera at Penn Common need nesting opportunities (sandy bare

ground or dead wood), and foraging/hunting grounds in proximity to these nesting sites. Keeping the mix of

bare ground, short flower-rich grassland, rank patches of vegetation, scrub and woodland is ideal.

6.2 Wet areas and flushes;

Probably too many of the wet areas are, or have been until recently, scrubbed up to the detriment of

wetland diptera and other groups. These areas should be rotationally cut as has been done in area 5.

The main passage of water from north of south along the eastern boundary of the site (area 8) is

canalised and the grass is mown right up to the edge. Though there is probably not too much that can be

done about the canalization given the proximity to the fairway, some grading down the stream banks (to

make them more gently sloped) and a more relaxed approach to grass cutting may provide more

marginal habitat in this area.

The pond at the bottom of this ditch is becoming choked with vegetation and would benefit from some

clearance.

6.3 Heathland;

The current managed heather areas on the site are just too small to be of much use as heathland

pockets, and are often just a couple of straggly heather plants in the middle of a fairway. Areas should

be expanded and could be seeded with heather seeds from a local source.

More bare ground would benefit nesting aggregations of bees. Bare ground is often seen as an erosion

problem or unsightly on golf courses and seeded with a grass mixture at the first opportunity. Some

decent sized scrapes on marginal areas of the fairways (as large as practicably possible) would provide

potentially a great deal of bare ground across the course. This sort of approach has recently been

undertaken at Highgate Common for the rare solitary bee Andrena nigrispina. The scrapes were

observed on a recent site visit there by two of our surveyors. Several of these bee scrapes are needed

around the site to encourage nesting aggregations providing horizontal and vertical surfaces into which

bees and wasps can burrow. These can cover a variety of aspects, but are probably the single most

important habitat management tool for heathland bees.

Solitary bees Andrena barbilabris and Crossocerus quadrimaculatus were observed using the bunkers for

nesting but only around the unraked sides, therefore whilst bunkers are a key aspect for the golfers at

the site, parts of them need not be regulary raked to maintain more breeding habitat for solitary bees.

This may be a matter of education of golfers rather than management per se.

6.4 Grassland;

The amount of acid grassland and species rich grassland should be increased at the site. This could be

done by relaxing mowing regimes on the fairways. Instead of a standard lozenge shape of a golf hole, the

fairways could be altered so that more of an hour glass shape exists filtering golfers down the middle of

the fairway in areas less commonly used on each hole (for instance between the tee and where the

average drive from that tee lands).

Flower rich areas need cutting and raking, with the arisings removed to restrict nutrient input. Cutting of

flowering areas needs to be timed so that they are cut after flowering (not during) and with areas left for

invertebrates to over-winter in seed heads or tussocks.

Where thick areas of bracken persist, some rotational cutting to open up the structure would add

another dimension to the habitat.

6.5 Dead wood;

ISIS analysis identified dead wood as a key feature of aculeate hymenoptera at the site, therefore as well

as ensuring existing amounts of dead wood are retained, more dead wood should be left available for

aculeate hymenoptera and coleoptera to utilise.

Standing dead wood is more valuable than fallen dead wood. Often standing dead wood is removed as

it is deemed to be deleterious to health and safety, however reducing the height of dead wood by

removing large branches or the upper half of the tree whilst leaving the trunk still standing to maintain

safety is still leaving a valuable resource in place.

Standing dead wood could be further improved by drilling small holes into it with a battery powered drill

and bit. This method has worked well at sites in Shropshire where it has been adopted and used by a

variety of dead wood nesting bees and wasps (Cheeseborough pers. comm.).

The existing dead wood left on the ground is very quickly covered with vegetation making it unsuitable

quickly unsuitable. Fallen dead wood should therefore be kept clear of vegetation or kept higher up of

the ground if this is a problem.

7. Discussion

7.1 Penn Common was not considered to be of high conservation status in its current state. The vast majority of

species encountered were common in terms of nature conservation interest, though some can be

considered heathland, or wetland specialists.

7.2 The strongest species assemblages represented those of scrub edge, flower-rich grassland, and dead wood

assemblages of aculeate hymenoptera. Had heathland habitat been in better condition the species

assemblages would have reflected this with higher scores in the scrub-heath and bare sand assemblages.

7.3 The calcareous flush was found to be of less importance for wetland species than had been hoped based

upon historical botanical records.

7.4 One surprise was the large amount of dead wood aculeate hymenoptera found, considering the lack of

established veteran trees.

7.5 Clearly the impact of a very popular local amenity such as the Golf Course undoubtedly has had an effect

upon the habitat, though this is not to say the impact of more considered habitat management could

improve the existing situation under the Higher Level Scheme.

7.6 It should be noted that our results were affected by the lack of rain through the 2011 season, which led to

the drying out of most of the “wet” areas on the site by the end of the 2011 recording season, and clearly

had a detrimental effect on the numbers of wetland diptera and coleoptera sampled.

7.7 In terms of the aculeate hymenoptera recorded at the site, the species list achieved during the survey

compares favourably with other Staffordshire heathlands, and Penn Common could perhaps be listed as

fourth best Staffordshire heathland site (behind Highgate Common, Gentleshaw Common and Bevins

Birches) (Jukes, 2004) on its aculeate list.

7.8 It is noted that the better West Midlands heathland sites have decent amounts of bare or sparsely

vegetated ground, heather dominated areas and flower-rich heathy verge (Falk, 2010). Penn Common has

some flower-rich areas but not enough heather dominated areas and too little bare or sparsely vegetated

ground to host the level of aculeate hymenoptera that might improve its standing within the West Midlands

league table.

7.9 As already mentioned the amount of dead wood fauna was unexpected and this seems to be boosting the

site aculeate list. This is perhaps masking the lack of heathland specialists found during this survey. Although

above sites like Pelsall Common in the league table, Penn Common does however have fewer species of

national or regional interest than many other of the key West Midlands heathland sites, with only one very

rare species recorded (Anoplius caviventris) and two regionally scarce species (Tiphia minuta and Psenulus

concolor*) (Note – Psenulus concolor is viewed as common in Shropshire (Cheeseborough pers.comm.) but

is absent from the Staffordshire checklist (Webb, Bloxham & Slawson, 2011), and is also absent from Steven

Falk’s West Midlands region review of bee and wasp assemblages (Falk, 2010)). Both Anoplius caviventris

and Psenulus concolor appear to be new to Staffordshire. It should be noted that Anoplius caviventris was

listed as a general site record during our survey and as such was not included in the ISIS analysis for any

individual compartment, though was part of the whole site analysis.

7.10 Most coleoptera noted were common species with only three heathland specialists recorded (Bradycellus

ruficollis, Lochmaea suturalis and Micrelus ericae). This again illustrates that good quality heathland habitat

is currently at a premium on Penn Common. Approximately 27 species of beetle recorded were wetland

specialists, though all were considered common.

7.11 Wetland diptera were well represented but again most species were considered common. As stated earlier

the subsequent drying out of the wet areas, as the 2011 recording season progressed, did have a deleterious

effect upon our survey and towards the end of the season there were few wetland flies around, particularly

craneflies.

7.12 It would be hoped that further habitat management work could improve the wetland areas across the site.

ISIS analysis of the species assemblages of the calcareous flush showed how species associated with scrub

currently dominate the wetland assemblages. The continued removal of scrub here should begin to show a

change in the assemblages over time, as the vegetation responds to more available light.

7.13 Elsewhere, on the eastern side of the site, the flowing water species assemblages were identified by ISIS as

of importance and these should at least be maintained.
