Interested Firms/Individuals are hereby notified of the following inclusions and response to inquiries received from Proponent #2 dated January 06, 2021; Proponent #3 dated January 12, 2021; and Proponent #1 dated January 12, 2021:

QUESTION:

ORACLE QUESTIONS 1. When do updates to the Oracle system take place? GPA states your version is 2.6.1;

however, the current version is Release 2.7.0.3; does GPA have the new release?

ANSWER: GPA’s current CC&B version is 2.6.1 and an expected upgrade to version 2.7.X.X. is projected to be done during the last quarter of 2021.

QUESTION: 2. Who is responsible for upgrades, GPA or the Vendor?

ANSWER: GPA utilizes a 3rd party vendor for support of the CC&B platform.

QUESTION: 3. Should the vendor include upgrades in the RFP Pricing?

ANSWER: CC&B upgrade(s) is not part of this RFP scope.

QUESTION: 4. At anytime is the system not available?

ANSWER: The CC&B system will not be available during system restarts, CC&B maintenance or any other system issues impacting the system operation.

QUESTION: 5. Is GPA’s current system desktop or SAAS=Software-as-a-Service or dedicated online?

ANSWER: GPA’s CC&B system is hosted on premise with servers being physically located on premise at GPA.

QUESTION: 6. Will the selected vendor have to subscribe or pay for the Oracle program?

ANSWER: The selected vendor will not be required to subscribe or pay for the CC&B Program as part of this Scope of Work.

QUESTION: 7. When the need to revise a template in the systems does GPA revise the template or is a

request for changes made to Oracle customer service? If so, what is the charge if any?

ANSWER: GPA will make requested changes to the Statement Bills.

QUESTION:

SECURITY QUESTIONS 8. What current encryption or security is provided for the current system? Is this provided within

the Oracle system? Or by GPA? Or by a Third-Party? Or by Government of Guam internetparameters?

ANSWER: Security for the CC&B system is integrated within the system and local network.

QUESTION:

METERING, BILLING, AND MAILING 9. What is the current number of GPA staff that currently processes billing?

ANSWER: There are currently 3 IT staff who oversee the statement generation and validation process.

QUESTION: 10. Sign-off between metering vendor, GPA, and now under this RFP should occur to certify

billings; GPA as the offeror how is this currently being met?

ANSWER: The current vendor and potential vendor for this procurement does not and will not have to deal with an external metering vendor. All meter reading uploads are received within GPA and processed in-house for billing.

QUESTION: 11. Are any customers currently on email billing or automatic payment?

ANSWER: GPA customers have the option for electronic billing where they would be able to view their customer statements online and/or receive their bill via email. About 1500 of the 51,846 customers billed in December received their billings via email. There are currently about 700 customers who have automatic payments setup via ACH.

QUESTION: 12. Can GPA provide screen shots of essential areas of the system to enable a birds-eye view of

billing, customer management, transfer from metering to billing, and customer as the end userview?

ANSWER: Selected vendor will not need access to the CC&B system in order to generate Customer Statements, View Customer Accounts, or view transfer from metering to billing.

QUESTION: 13. Does GPA have a bulk mail permit or does the vendor need a separate one? If so, should

postage or such be accounted for in the estimated price proposed by the vendor?

ANSWER: GPA has its own bulk payment mail permit that is being used by the current vendor.

QUESTION: 14. Is certified mail required for any billings?

ANSWER: No certified mail required for monthly billings.

QUESTION: 15. What is the number of bills that are estimated by metering per month, if any?

ANSWER: The number varies per month with the FY 2020 average of about 375 estimated bills per

month. QUESTION: 16. If the bill is estimated are those estimates entered in the metering system or given separately

via the Oracle system or just estimated in the customer’s account manually? ANSWER: Both, systems are programmed for estimations. Estimated bills are created in the CC&B

system for the customer account via an automated process. But, if the account meets the maximum threshold for estimated billings, the customer’s accounts are manually estimated.

Proponent #3 inquiry dated 01/11/2020: QUESTION: 1. My name is Julian Redman and I’m with The Master’s Touch, LLC, a print mail service provider

based in Spokane, Washington. We are in the process of putting together a response for your RFP, but I had a quick question: I don’t see any mention of pricing requested or any pricing worksheets mentioned in your RFP. Is that something you want included in our response?

ANSWER: The price proposal will be requested of the selected vendor or vendors at a later time. Proponent #1 inquiry dated 01/12/2020: QUESTION: 1. Is GPA’s Billing section currently using pre-printed colored forms for the utility statements? ANSWER: No. GPA’s current vendor prints all forms. The bills are generated using the current

vendor’s printing software in the format that was approved by GPA. Billing information on the bills are incorporated from a file that is exported from CC&B. Kindly refer to #2 of INCLUSIONS above, Exhibit B for a sample of the bills currently being sent out to customers.

QUESTION: 2. Can GPA provide a color scan copy of the #10 outgoing and #9 return envelopes? ANSWER: Kindly refer to #3 of INCLUSIONS above, Exhibit C for the outgoing envelope. No return

envelopes are provided to our customers. QUESTION: 3. What is GPA’s current estimate for per piece postage rate?

ANSWER: It comes out to $0.39/piece for presorted bulk mailing with a minimum of 500 pieces per batch processed. Smaller batches of bills up to 499 pieces are mailed at the higher rate of $0.55.

QUESTION: 4. Can GPA share the current bill print file schedule?

ANSWER: Kindly refer to #1 of INCLUSIONS above, Exhibit A – 2020 Billing Cycle.

QUESTION: 5. Due to the COVID 19 lockdown in California, is it be possible to send our proposal to GPA

electronically?

ANSWER: Kindly refer to Pages 6 and 7 of 45, Section 1.4 PREPARATION AND SUBMISSION OF PROPOSALS in the RFP package.

All other Terms and Conditions in the RFP package shall remain unchanged and in full force.

EMERGENCY 24-HOUR SERVICE Dispatcher: (671) 475-1472/3/4 • Non-receipt of energy statement does not prevent your account from becoming due or payable.

• All Energy Statements are past due if unpaid 15 days after the "Statement Date"

• Past due balance must be paid at a GPA Customer Service Office to ensure timely receipt of your payment and to avoid service

interruptions. Restoration of service may take up to 48 hours once full payment has been made.

• Your service may be disconnected if payment is received after the stated due date. If your service is disconnected, you may be required

to pay your energy statement in full plus a reconnection fee, a service establishment charge and a cash deposit before your service is

restored.

• Late Payment. Whenever a payment of a regular Energy Statement for electric service is received after 5:00 pm of the date specified

in the original energy statement as the date such payment is due, an additional charge of .75% of the amount of said statement shall

be assessed as your late payment charge.

• When usage on your statement is Estimated. We try to read your meter each month, but if for some reason we cannot, your energy

statement will be based on an estimate of recent average use. You are responsible for ensuring that your meter is unobstructed and

accessible.

• Moving or Starting New Service. Please visit our office at least two business days before moving or starting new service.

• Life Support or Emergency Equipment. Please contact Customer Service if anyone living in your home is dependent on life support

or emergency equipment. However, because unplanned outages can and do occur, it is important for customers on life support to

make alternative plans should the power go out at their homes.
