M I N U T E S
The Regular Meeting of the Board of Education of the Alvord Unified School
District was called to order at 4:00 p.m. by President Kraft, in the Board Room
of the District Office.
A quorum was established with the following Board Members in attendance:
Present: Mr. Greg Kraft, President
Mr. Ben Johnson II, Vice President, arrived at 4:50 p.m.
Mrs. Carolyn M. Wilson, Clerk
Mr. José Luis Pérez, Member
Mr. Art Kaspereen, Jr., Member
Hearing Session: President Kraft extended an invitation to the audience to
present matters of concern related to Closed Session items. The following
individuals came forward:
Denise Williams, CSEA Labor Relations Representative, expressed
concerns related to classified staff preparing food that was served at the
Superintendent’s event celebrating Classified Employees Week. Ms.
Williams stated that it showed a lack of respect for staff and suggested
that staff members who prepared food and then cleaned-up be recognized
separately.
Greg Kraft read a letter the Board received from the Pastor of Queen of
Angels Parish proposing that the District synchronize the local school
calendar with the Church’s Liturgical calendar, so that Spring Break will
coincide with Holy Week as it has in previous years. The letter included
signatures from 1,721 supporters of this proposal.
The Board adjourned to Closed Session at 4:10 p.m. and reconvened to Open
Session at 7:00 p.m. in the Board Room of the District Office.
The Pledge of Allegiance to the Flag of the United States of America was
recited by those in attendance.
3. Approve Minutes: The Board approved the Minutes of the Regular
Board Meeting of May 15, 2014, upon a motion made by Ben Johnson
and seconded by Art Kaspereen, Jr.
The vote was: Ayes – 5 (Pérez, Wilson, Kraft, Kaspereen, Johnson)
Noes – 0

5. Special Recognitions:
a. Maintenance & Operations Classified Employee of the Month: Robert
(Bob) Collins was selected to represent Maintenance & Operations as the
Alvord Unified School District Maintenance & Operations Classified
Employee of the Month for June 2014
b. Purchasing Department Classified Employee of the Month: Diana
Henderson was selected to represent the Purchasing Department as the
Alvord Unified School District Classified Employee of the Month for
June 2014.
c. Teacher Recognition: The Board of Education recognized Briony
Campbell, La Sierra High School Teacher, for dedication to one of her
students that went far beyond expectations.
Presentations:
6. Hillcrest High School Students: Tommy Robinson and Luis Chun
shadowed the Superintendent on May 19, 2014. These students provided
a brief report on their day with the Superintendent and their perspective
of the District.
7. PULLED – Child Nutrition Services – Breakfast in the Classroom
Hearing Session: President Kraft extended an invitation to the audience to
present matters of concern to the Board.
The following individuals came forward to express concerns related to students
being turned away from music classes because they are full, to speak in support
of expanding the District’s Music Program and to commend current Music,
Choir and Band teachers:

The following individuals came forward to express concerns about the rigorous
course work associated with the International Baccalaureate Program making it
necessary for students to take summer school; however, summer school was
only open to students that are failing and not to students who are working hard
to improve themselves:

Mr. Kaspereen stated that at one time any student was able to attend
summer school.

placed in the Gym at Hillcrest High School:

Local Control Accountability Plan (LCAP) lacking a plan for restoring classified
positions, to request support for middle school secretaries and support staff who
do not have the support high schools have and to stress the need for additional

The following Consent Agenda items were presented for approval:
a. Accept Gifts:
1) The Western Municipal Water District of Riverside County awarded
a 2014 Lois B Krieger Grant to Rosemary Kennedy Elementary
School in the amount of $685.00 for a water education project.
2) Shell and the National Science Teachers’ Association (NTSA)
awarded the following grant funds to Arizona Middle School:
$1,300.00 in gift cards for the purchase of resource books
and hands-on lab materials for students,
$1,200.00 for NTSA membership fees and for attendance
at professional development trainings, and
$1,000.00 to be used for new lab stools. 3) Schools First Federal Credit Union awarded scholarships through
their School’s First Worthy Student Awards Scholarship Program to
the following high schools:
$300.00 Scholarship to Alvord High School, and
$500.00 Scholarship to La Sierra High School.
4) The Society for Science and the Public donated a $1,000.00 Intel
Science Talent Search School Award to La Sierra High School to
support excellence in science, math and/or engineering education.

12. CONDUCT PUBLIC HEARING – Local Control Accountability Plan:
Virginia Eves, Assistant Superintendent, Instructional Support Services,
provided a PowerPoint presentation on the District’s Local Control
Accountability Plan, clarified information and answered questions.
Mr. Pérez expressed concerns about the low funding to sites for
English Learners.
Leigh Hawkinson, President of AEA, expressed concerns about details
being deleted from the document and stated that both employee groups
worked hard on the needs and priorities of the District. Ms. Hawkinson
stated that AEA members are in favor of restoring classified positions to
address the filthy conditions at school sites and the need for additional
Health Assistants. Ms. Hawkinson stated that both employee groups
thought they had real input into this process; however, that has not
turned out to be the case and trust needs to be rebuilt. Ms. Hawkinson
stated that the responses she has received only state that “Classified staff
may be restored.” All staff are screaming for more help on campuses.
Brian Gernertt, President of CSEA, Chapter 339, stated that he
thought this plan was going to give classified staff what they need. Mr.
Gernertt has heard from his members and they need to know how
positions are going to be restored.
Denise Williams, CSEA Labor Relations Representative, stated that
classified staff has a hard time feeling that they are a part of the process
and their input should come forward without being edited or filtered and
believes the work of the groups is not accurately documented.
Ramona, Compensatory Assistant, relayed the need for additional
Compensatory Assistants for schools.
Stephanie Easton, School Library Assistant, stated that without
classified support staff, nothing can be accomplished.
President Kraft requested clarification by asking if the Board moves
forward with LCAP as it is, will that effect moving forward with
additional classified positions?
Dr. Salazar clarified that it will not affect moving forward with
additional classified positions.
Mr. Pérez stated that it was his understanding that positions were
going to be restored and if they will not be, he cannot support this
document.
Mrs. Wilson asked the Association Presidents if it was their
understanding that restoration of classified positions was a part of the
LCAP?
Leigh Hawkinson and Brian Gernertt, Association Presidents,
responded yes, that was their understanding.
Mr. Johnson and Mrs. Wilson requested that positions be prioritized.
Mr. Kaspereen gave an example where additional classified support is
needed in the Business Services office stating that Tamara Torres is
alone with constant interruptions and no one to assist her.
Dr. Salazar thanked everyone for working so diligently on the LCAP
and stated that as he reflects on the comments, it may be that we
conducted some missteps along the way. Dr. Salazar is going to form a
committee that he will direct and believes it is time for him to step into
the process in order to put a final product before the Board.

as a District and I am concerned that we did not have community input, public
input and so I’m wondering if logistically we might have made an error by not
bringing it to the community, not the negotiation of the lease that is Closed
Session, but the fact that we are moving there to hear what they have to say
about the issue. I don’t know whether I’m just treading water or whether we may
want to check to see, whether or not we should have brought that to the
community. That is my concern and I want it to go on the record as saying that
we need to look at it and see whether or not we needed to do that or not. If we do

thanked the classified and certificated staff that joined the Board and
Superintendent at their celebrations and stated that the Board knows how
important every single person is that touches the lives of our students. Mrs.
Wilson knew that her daughter Kelsey was safe when she attended school
because of her teachers and the classified staff that looked out for the safety of
students, in particular two ladies at La Sierra High School who are very dear to
her. Everyone makes a difference in the lives of our students.
Greg Kraft ~ Mr. Kraft stated that when he attended the Classified Celebration
on Friday, he had just had surgery on his hand so he denies anything he said! Mr.
Kraft stated that the graduations were awesome. Mr. Kraft stated that in the near
future he will be agendizing promotions and graduations to discuss breaking up
the promotions and possibly moving them to another indoor facility. Mr. Kraft
complimented Leigh Hawkinson, President of AEA, and stated that she is a class
act for coming forward to speak on behalf of classified staff.
Ben Johnson ~ Mr. Johnson really enjoyed this week of graduations and
promotions and stated that it was great to see the students and their families. Mr.
Johnson stated that the students were beaming. Mr. Johnson did notice that the
tone of the graduation at Norte Vista High School was very somber because they
have all been through a lot. Mr. Johnson thanked all staff for putting together
great programs for the students and their families.
Art Kaspereen, Jr. ~ Mr. Kaspereen stated that he agrees with his fellow Board
Members, the graduations and promotions were great and it was amazing to see
how enthusiastic the students were. Mr. Kaspereen hopes that everyone enjoys
the summer and plans something fun with their families. It is a great time to take
a break and recharge, so if you have time coming, enjoy it.
Dr. Salazar ~ Dr. Salazar commended all of the schools for doing a great job on
the graduations and promotions. Dr. Salazar announced that Alvord’s very own
Emily Devor, Principal of Terrace Elementary School, is now the proud author
of a new book entitled “Calvin the Cougar Celebrates Terrace Elementary
School.” Congratulations to Emily Devor. Dr. Salazar reviewed the amazing
scholarships that were awarded to Alvord seniors this year.
