Alternative Development Programme UNODC Alternative Development (AD) Programme is designed to strengthen and diversify licit livelihoods and counter narcotics through AD interventions. The interventions are designed in accordance with the national strategies of the Government of the Islamic Republic of Afghanistan (GIRoA), namely Afghanistan National Development Strategy (ANDS), National Drugs Control Strategy (NDCS), National Drug Action Plan (NDAP) 2015-19, and United Nations Development Assistance Framework (UNDAF), while contributing towards the Sustainable Development Goals (SDGs). ProgrammeObjectiveStrengthentheGovernmentandvariouslineMinistries’capacitytodesignthestrategy,implementtheprogrammeandensurequalitythroughregularmonitoring.Ensurecapacityenhancementandgradualtransferofskillsoveraperiodoftime.

Accomplishments(2012-2015)

1.Largescale*countrywideprojectsonpistachio,saffron,grapes,rosesdesignedandimplementedinconsultationwithMCNandMAIL2.Smallscale**projectsdesignedandimplemented,consistingofgreenhouses,poultryfarming,backyardgardening,animalhusbandry,andcarpetweavingamongstothersbene�itting10,000households.3.10,000hectaresof desertlandbroughtundercultivation4.ContinuouspolicyandstrategysupportprovidedtotheGovernment5.Linkagesbuilt withtheInternationalandNationalAgrobasedorganizations6.Marketlinkagesestablishedwithinandoutsidethecountry7.Approximately10,000householdsbene�itedfromtheADinterventions8.Technicalsupportprovidedto200governmentstaffthroughtrainingworkshops/programmesandexposuretrips

CurrentProgramme(2016-2019)Currently,UNODC'sADprogrammeisbeingimplementedin21provincesacrossthecountry,providingsupportto60,000households.

BoostAlternativeDevelopmentInterventionthroughLicitLivelihoods(BADILL)BADILLmeans“change”isPashtoandDarilanguages.Theprojectisdesignedtoensureanincreaseinproduction,incomeandeconomicgrowthforthefarmers,whichissustainableinthelongterm.BADILLissupportingselecthorticulturevaluechainsinproduction,processing,qualitycontrolandmarketlinkagesin13provincesfor50,000householdswhoare directbene�iciaries.

ValueChainsupportADprogrammeisbeingimplementedineightotherprovinceswherethefocusistoscaleupsuccessfulinterventionsandbuilduponthem.Throughthisprogrammefarmersandentrepreneursarebeingsupportedtoscaleuptheirproduction,increasequalitycontrol,andaccessdomesticandinternationalmarkets.Packaging,brandingandISOcerti�icationisapriorityforthenexttwoyears.TheProgrammesupportsthefollowingvaluechains-Rose,Saffron,Horticulture,Grapes,Pistachio,Oilcrops,Livestock,Offseasonvegetableproductionsupport,Fruit/Non-FruitNurseriesestablishment.Theprojectstrivestobene�it40,000householdsover4years.

WomenEconomicempowermentADprogrammeprovidessupporttowomenthroughvariouseconomicactivitiesbasedontheirneeds.Theprogrammesupportswomen'sbusinessgroupsbyprovidingvocationaltraining,businessdevelopmenttrainingandgrantstoset-upbusinessesforaperiodof24months.

CapacityBuildingandCoordinationTheprogrammesupportsMCNindesigningandimplementinganAlternativeDevelopment(AD)policywithadditionalexpertisebeingprovidedwithrespecttoprogrammeplanningandimpactmonitoring.Theprogrammesupportsthestrengtheningcoordinationofinter-ministerialgovernmentandnon-governmentonAD,andpromotingthegenuinemain-streamingofCNacrossawidearrayoftraditionaldevelopmentprogrammes.
