Field visit of the SACA in the Italian Alps
At the proposal of the Italian
Ministry for the Environment
(observer), in collaboration with
Federparchi (partner), an extra
Italian field visit was linked to the
Expert Workshop on biodiversity
monitoring of the SAPA Network –
System of the Italian Alpine
Protected Areas, thus placing both
initiatives within the Programme of
the Lombard presidency of
EUSALP for the current year.

SAPA NETWORK | Origin
ORIGIN
The SAPA Network was born in 2014 as an additional board to the
national board supporting the Italian delegation to the Alpine Convention
and thus implementing the national Law 50/2012 which ratifies some of
the Protocols of the Alpine Convention.
The SAPA’s coordination is carried out by the Italian delegation to
the Alpine Convention – Italian Ministry for the Environment, with
the collaboration of the Park’s Management bodies, the Regions and
the Autonomous Provinces in the Italian Alps, and the support of
public and private institutions as ISPRA, Federparchi and Eurac
Research, and others.

MISSION
“…responds to the need for better coordination between Italian Alpine
protected areas, favoring the collaboration between managing bodies
of protected areas, in order to facilitate their participation in cross-
border and international networks.
It plays a fundamental role in the implementation of the objectives of the
Alpine Convention and its Protocols, among which [...] the main
reference is the Protocol “Nature Protection and landscape
conservation”…"

SAPA NETWORK | Ecological connectivity
In implementation of the Protocol “Nature Protection and landscape
conservation” the activities of the SAPA Network are closely related
to those of the Ecological Network Platform (2006 – 2019) with
particular reference to the Pilot Regions of the Alpine Convention,
mainly by:
• Presenting and sharing Italian experiences within the Platform meetings, promoting
the exchange, development and transfer of knowledge and know-how on ecological
connectivity;
• Hosting Platform’s meetings, also in conjunction with other relevant events for the
Italian protected areas;
• Promoting new nominations of Italian protected areas to the Pilot Regions,
encouraging their participation in ecological connectivity projects.

Nature Network of Camonica Valley
ADAMELLO PARK
Adamello Park is involved in the Rhaetian Triangle,
a pilot region both of the Alpine Convention and the
Alpbionet2030 project. This role of privileged
territorial laboratory was further enhanced by the
MaB UNESCO designation of Camonica Valley on
26th of July 2018. Such acknowledgment represents
an additional point of strength of Camonica Valley
area, already designated as UNESCO World
Heritage "Valle Camonica Rock Art", and a greater
commitment and responsibility, at the same time, to
enhance and promote this recognition.

The meeting was also an
opportunity to present
significant experiences on the
topic, as the initiatives carried
out by Action Group 7 of
EUSALP.

INTERVENTION: Ecological connectivity restoration through
defragmentation of a river habitat
CONTEXT: Oglio River is one of the main ecological corridors of the
Lombard Regional Ecological Network, funds and implementation tools
are still scarce.
ACTIONS: [completed]
• Fish ramp, to allow the fish fauna, mainly Salmonidae, going upriver.
• Clusters for diversifying the fluvial mesohabitat.
• Peri-fluvial tree and shrub areas, aimed at marginalizing invasive species and
safeguarding the most interesting coenosis.

INTERVENTION: Requalification of critical situation of ecological
connectivity.
CONTEXT: Urban transformations with a significant impact on the
transversal environmental connections.
ACTIONS: [proposal]
• re-functionalization of the inactive buildings;
• water management using surfaces as rain gardens;
• open spaces design, recovering the symbolic relations between the two sides of the
plain, as well as the

• green infrastructures for crossing the main road SS42 along the industrial area.

INTERVENTION: Environmental requalification of the woods impacted
by natural disasters.
CONTEXT: Malga Valley, one of the most precious areas of Adamello
Park, last October was hit by the Vaja cloudburst (160 ha of forest
completely razed to the ground and 300 thousands m3 of trees.
ACTIONS: [proposal]
• systematic monitoring will show over time the impact these extreme events may
have for the fauna, large carnivores included
• concrete revision of the Lombard forest management plans
• research activities on a new modeling of the variables of these natural phenomena.

ITALIAN FIELD VISIT | Conclusions
• Common approach emerges from the various interventions to restore
ecological connectivity demonstrated during the field visit: the relevance of
establishing a dialogue with stakeholders and local administrators, with technicians
and professionals, for making awareness of ecological value of certain spaces and
the project opportunities that can be put in place.
• Priority commitment of the Management Plan of the MaB of Camonica Valley:
foresees a number of actions aimed at raising awareness among local
administrations for sustainable urban planning, i.e. containment of land
consumption and redevelopment of the abandoned industrial areas.
• The establishment of a board/working group is an important first step:
initiatives like the field visit fulfills this need as an opportunity to "network" on
common topics and achieve agreed outcomes.

OVERALL SAPA’S INVOLVEMENT
Identification of the SACAs and definition of the methodology• Evaluation and classification of the CSI indicators;
• Coordination and consultation with experts at the Ministry for the
Environment, the Italian partners and the protected areas of the SAPA
Network in the pilot regions;
• Definition of a document on the feasibility of maps for the Italian Alpine area.
Field visit for SACA mapping verification• Organization, in support of the Ministry of the Environment and, with the
involvement of the SAPA Network;
• Outcome document and final recommendations emerged from the debate
with local experts participating in the field visit. Pubblication within the 2nd
Report of the SAPA Network
