COUNCIL

Council, 1990-91The University Council exists to consider the

activities of the University broadly in all of its phaseswith particular attention to the educational objectivesof the University and those matters that affect thecommon interests of faculty and students. It recom-mends general policies and otherwise advises thepresident, theprovost, and other officers of the Uni-versity. It is empoweredto initiate policy proposalsaswell as to express its judgment on those submitted toit by the administrative officers ofthe University anditsvariousacademicdivisions.Itisalsoempoweredtorequest information through appropriate channelsfrom any member of the University administration.

Any member ofthe University may suggest ques-tionsor proposals for the consideration ofthe Univer-sity Council by submitting them in writing to theSteering Committee addressed to the Office of theSecretary, College Hall. Any member of the Univer-sity may be asked to serve on committees of theUniversity Council.

Steering CommitteeThe Steering Committee shallconsistofthe presi-

dent ofthe University, theprovost, theChair, thechair-elect, and the past-chair of the Faculty Senate, thechair of the Graduate and Professional Student As-semblyandthe Chairofthe Undergraduate Assembly.In addition, there shall be four faculty members, oneundergraduate student, and one graduate/profes-sional student to be elected by the incoming Councilat its Maymeeting from among its membership fortheensuingyear. Thechair ofthe Faculty Senate shall bethe chair ofthe Steering committee.

Membership of the CouncilFaculty: Forty-five members of the Senate Ex-

ecutiveCommittee sitonCouncil. The Faculty Senateshall insure that eachfaculty is representedby at leastone elected constituency representative andthat threeassistant professors sit on Council. One full-time lecturer or instructor and one full-time member of theResearch Faculty are selected by the Steering Com-mittee.

Administration and Staff: The president andtheprovostaremembersoftheCouncil.Thepresidentappoints nine administrative officers, at least five ofwhom shall bedeansoffaculties. The AdministrativeAssembly, Librarians Assembly, and A-3 Assemblyeach have one elected representative.

Students: Twenty-five students serveon Coun-cil, ten of them from the undergraduate schools (fiveelected by mutually exclusive constituencies, andfive-including a freshman-elected at large via theUndergraduate Assembly). The fifteen graduate/professional students on Council areelected as membersofthe Graduate and Professional Student Assembly;each school is represented by at leastone representa-tive.

Presiding Officer: The president is the presid-ing officer. After opening reports, Council meetingsare normally conducted by the moderator.

Much of the work of the Council is donethrough its standing committees. They are choseneach spring throughthe Committee on Committees,which makes the recommendations afterissuing acampus-widecall for nominations. The Committeeon Committees also recommends members for theIndependent Committees. Appointments to theseCommittees are made by the Steering Committee,the one exception being the Academic Planningand Budget Committee, appointments to which aremade by the president.
