The center consists of a variety of retail components such as destination power center anchors, junior anchor tenants, shop tenants, a variety of theme style family restaurants and other compatible uses. Vestar is renown for its innovative shopping center designs, which create an atmosphere that blends into the surrounding community lifestyle providing a unique experience of a regional community center providing shopping, dining, and entertainment for everyone.
The property is strategically located at the northwest corner of Lake Pleasant Parkway and Happy Valley Road. This intersection will act as the gateway to seventeen new master-planned developments that consist of over 62,000 planned units. This includes communities such as Vistancia, White Peak Ranch, Westwing Mountain and Saddleback Heights. The Loop 303 freeway will continue north and east of Lake Pleasant Towne Center, until it connects with Interstate 17. The Loop 303 is an important component of the RegionalTransportation Plan (RTP) – a blueprint for Valleywidetransportation improvements for the next 20 years.
Plans call for Loop 303 to traverse more than 40 miles of the WestValley – ultimately extending from the proposed State Route 801 afew miles south of Interstate 10 in Goodyear to Interstate 17(Black Canyon Freeway) near Lone Mountain Road, 2 miles southof State Route 74 (Carefree Highway) in Phoenix.
Currently, Loop 303 extends for more than 21 miles fromInterstate 10 in Goodyear to Happy Valley Parkway in Peoria. Itoperates primarily as a two-lane roadway from I-10 to US 60(Grand Avenue) and becomes a four-lane divided roadway from US 60 to Happy Valley Parkway.
The proposal for Loop 303 includes construction of three lanes ineach direction between I-10 and I-17 by 2017– with an interimproject to connect the northern section of Loop 303 to I-17 in2012. Studies are being finalized to construct Loop 303 in stagesbeginning in 2009.These studies are the first step in developing the Loop 303 corridor as a new regional freeway link in theNorthwest Valley.
Loop 303–Happy Valley Parkway to I-17• Length: 14 miles
The northern section of Loop 303 will extend from Happy ValleyParkway to connect with I-17.This section of Loop 303 will bedesigned and built in stages as outlined in the Maricopa Associationof Governments’ Regional Transportation Plan.
During the first stage, a four-lane divided roadway will beconstructed from Happy Valley Parkway to I-17.This roadway willinclude interchanges (overpasses and underpasses) at Happy Valley,Lone Mountain and Lake Pleasant parkways, as well as an interchangewith I-17 at Lone Mountain Road that will serve as the interimconnection between I-17 and Loop 303 until completion of the fullfreeway-to-freeway interchange.
ADOT is currently completing the design of this segment.Construction of this section is anticipated to begin in 2009,with completion of the interim roadway expected in 2012.
Loop 303–US 60 (Grand Avenue) to I-17• Length: 20 miles
The second stage of proposed Loop 303 improvements includesthe addition of a third general purpose lane in each direction fromUS 60 to I-17 and grade-separated interchanges (overpasses andunderpasses) at El Mirage Road, Jomax Parkway,Westland Drive,96th Avenue, Pyramid Peak Parkway (67th Avenue), 51st Avenue
and 43rd Avenue – as well as a freeway-to-freeway interchangewith I-17 near Lone Mountain Road.
Funding for these improvements is included in Phase II (2011-2015) and III (2016-2020) of the Regional Transportation Plan.Thedesign concept and environmental study account for a futureexpansion of Loop 303 to add a fourth lane and HOV lane in eachdirection as funding becomes available.These expansions are notfunded in the 20-year cycle of the Regional Transportation Plan.
Loop 303–Interstate 10 to US 60 (Grand Avenue) • Length: 16 miles
Funding is included in Phase II (2011-2015) and III (2016-2020) ofthe Regional Transportation Plan to convert the existing two-laneroadway in this section of Loop 303 to a freeway with threegeneral purpose lanes in each direction. One-way frontage roadsare planned at the new freeway-to-freeway interchange betweenLoop 303 and I-10 and also between Northern and Olive avenues,where the Northern Parkway interchange is planned.The designconcept and environmental assessment for this segment accountfor a future expansion of Loop 303 to add a fourth lane and HOVlane in each direction as funding is available.These futureexpansions are not funded in the 20-year cycle of the RegionalTransportation Plan.
In late 2006, the State Transportation Board allocated $22 millionin funding from the Statewide Acceleration Needs (STAN) accountto advance several improvements along Loop 303 in Surprise.The work will include construction of a bridge at Bell Road over Loop 303 and an interim at-grade intersection on the west side ofthe existing Loop 303 roadway.The interchange is scheduled to becompleted in Phase I (2006-2010). At Cactus and Waddell roads,improvements will be made to enhance driver safety and minimizethe potential impacts of future Loop 303 construction on the crossstreets and adjacent development.
Loop 303– South of I-10• Length: 5 milesA study is currently underway to determine the preferred routefor the planned section of Loop 303 south of I-10, which isincluded in Phase III (2016-2020) of the Regional TransportationPlan as a six-lane divided freeway that would connect I-10 to theproposed State Route 801 in Goodyear. Construction will begin the week of Jan. 26 on the first 5-mile stretch of Loop 303, between Happy Valley Parkway and Lake Pleasant Parkway northwest of Phoenix.
The $101 million project is the first new segment of freeway to be built since voters approved Proposition 400 in 2004. That measure reauthorized a Maricopa County sales tax to pay for transportation projects, and up until now it has been used for improvements on existing highways.
Austin Bridge & Road LP, with headquarters in Irving, Texas, and offices in Phoenix, was awarded the $101 million construction project.
Loop 303 eventually will extend 36 miles, connecting Interstate 17 north of Phoenix to Interstate 10 to the west.
The first segment is scheduled to be completed by 2012. Interchanges on that segment will be at Happy Valley, Lone Mountain and Lake Pleasant parkways.
The second stretch of Loop 303, scheduled to start construction later this year, will extend from I-17 to Lake Pleasant Parkway. Some elements of that project already are in the works as part of the reconstruction of I-17 between Loop 101 and the Carefree Highway.
