From a little hut to a campus with a two storied building, two-conference halls, each capable of seating 100 people, office, library, guest house and an auditorium for 300 people, 3 class rooms for continuous education has been an impressive journey. This has been possible only due to the hard work by fellow members, State Government, Public Sector Undertakings and Private Sector Organisations. It may not be out of place to mention that Jharkhand State Centre was adjudged as the Best State Centre of the Institution for the years 2007-08, 2008-09, 2010-11, 2015-16 & 2017-17 as well as Best Technician Chapter & Best Technician Activity Award in 2016-17.For details please visit: www.ieijsc.org

The Government of Jharkhand is making efforts to improve and expand infrastructure in the State though numerous projects and programmers in a bid to bring it at par with the national standards. The Road Construction Department had been doing extensive work. Total length of Roads (including State Highways, MDR and other RCD Roads) has increased from 7501 km in the year 2014 to 11890 km ithe year 2017. Road density of Jharkhand is below the national average. Hence, in order to catcp up to the national average in the 12th plan period length of around 7660 km road has to be upgraded to SH/MDR category.

In item rate contract there is no "consultant role", "no payment certier". The client is in control of the project and assumed to have the expertise and management capability to execute the project. The contractor is, likewise, assumed to have the skill and resources to execute the work. Conventional item rate contracts provides the detailed design as well as the estimates of quantities for different items of work and payment made on the basis of measurements of the work done. Experience shows that item rate contracts are prone to excessive time and cost overrun.The drawbacks of item rate contracting can be addressed by adopting EPC approach. The EPC Agreement species the required design and performance standards and allows the contractor to design and construct the project using best practices and innovation to optimize on efciency and economy as compared to the rigidity of the item rate contract that relies on a single design provided by the client.MORT&H has already taken decision that any project above Rs. 5 crores has to be implemented on EPC contract (if not viable on PPP).Document of model contract agreement on EPC is worth laudable but there is always scope for improvement. So it is advisable to revisit the document to make it fair leaving little room for any ambiguity and any dispute in implementation of highway projects.As such focus of this seminar will be specially on application of EPC contract document in highway projects efciently and suggestion in order to minimize risk and dispute.

Authors are invited to submit the Technical paper, typed in MS Word with 1.5 spacing using Times New Roman 11 font size through email. The paper should be written in the sample paper format (format for submission is available in the seminar webpage www.ieijsc.org

The Invited Lectures and Technical Papers will be published in proceedings, which will be made available to the registered delegates. Paper will be included in the proceedings, only when it is presented, and the Registration Fee is paid in time.

A Souvenir containing the Abstracts of the Key Note Address, Memorial Lecture, State-of-Art Lectures, Invited Lectures and Technical Papers will be published. Tariff for advertisements in limited pages is as follows:Back cover (Colour) : Rs. 50,000 Inside cover (Colour) : Rs. 45,000 Inside full page (Colour) : Rs. 35,000 Inside half page (Colour) : Rs. 20,000 Additional 5% GST will be applicable.
