Finlason Partnership Limited (FPL) serves a wide range of client types on both a local & national basis from offices in Hale and North Wales, with a specialism in conservation of historic/listed buildings.

FPL’s existing clients vary from large-scale organisations such as the BBC, UMIST, Manchester Metropolitan University, McVities, New Charter Housing Trust, and Akzo Nobel Inks Ltd to small and medium-sized projects for Colleges, Schools, Charities and religious groups.

The senior professionals, directors and consultants within the team have undertaken significant numbers of projects in the field of complex and highly serviced buildings.

OURPRACTICE

The FPL team currently includes two sharholder Directors; Alex Finlason and Martyn Wilshaw who will be actively involved in leading this project. Non-executive consultant director Dr Geoff Worsley maintains his valuable input and experience of over sixty years. FPL also has architectural support staff who will be dedicated to deliver the project through all stages of development.

Our practice uses the latest computer technology, with up to date operating systems, both Windows and Macs, with the industry leading CAD software to produce both stunning 3D modeling and visualisations, and 2D technical drawings. The implementation and combined working of this technology with our professionally trained staff will help us to deliver the project at all stages to a high standard within the required timeframe.

Architect Managing Director, Alex Finlason is AABC accredited (Accredited Architect in Building Conservation) and has worked in the conservation of historic buildings for over twenty-five years and has developed a specialism in the repair of vulnerable buildings.

Alex is Acting Conservation Officer for Bolton Council and advises the Authority on historic buildings and townscape. Alex is involved extensively in the highly successful Townscape Heritage Initiative in Little Bolton, having completed several schemes including the restoration of a terrace of 27 Georgian properties, the bringing back into worship use of the St George’s Church and the on-going restoration of Little Bolton Town Hall.

Architect Director, Martyn Wilshaw, who supports Alex, has been trained in Conservation and has undertaken the lead Architect role on all such FPL projects over the past twelve years; Martyn is currently being mentored by Alex and is completing his AABC Accreditation process (expected October 2014).

The experience of eminent Architect Dr Geoff Worsley, spans fifty years in practice and now in semi-retirement Geoff currently works as a part-time non-executive consultant to FPL; he is a Cathedrals Commissioner and RIBA examiner.

Alex and Geoff are both accredited to work on Grade I and II listed buildings throughout England and Wales; they are included as Church Architects on most of the north-west Diocesan lists.

This project would be carried out directly by FPL Director, Alex Finlason, who is well known within he North West; with involvement with the Council and English Heritage he would have first-hand involvement in every aspect of the project through to completion. Martyn Wilshaw would act as Project Architect and co-ordinate the design and technical output of the FPL multi-professional team.

Alex has completed a multitude of projects of this type. FPL have worked on many similar listed church projects. Examples of

projects working with the Methodist Church to look after their listed buildings whilst refurbishing, re-ordering and upgrading them are included. These schemes have all been given specific case study sheets, however other examples of the practice working with other churches, EH, HLF and other bodies are included.

Alex has first-hand experience of many different types of investigation, feedback and involvement of English Heritage and other specialists in producing comprehensive reports and detailed restoration proposals.

Commonly FPL works closely with its clients in advance of applications for project funding, to demonstrate to CADW, HLF, EH and other grant giving bodies that the application for any phase of repair is well-considered alongside all other aspects of the built fabric.

Alex has recently been appointed at the Grade II* listed iconic Liverpool Roman Catholic Cathedral of Christ the King. Having recently carried out a series of investigations and conservation reports into the structure and Alex has developed a strategy for the forthcoming £10 million major repair project for reconstruction of the John Piper designed Lantern.

Martyn has assisted past FPL Director, Cathedral Architect Dr Worsley for the last 15 years with the development and improvement works to the Grade I listed Brecon Cathedral and Cathedral Precinct at Brecon Cathedral. FPL has been involved in numerous projects at Brecon Cathedral.

Previous phases of work have included delivering the conversion and sensitive extension of the Tithe Barns into an award winning heritage centre that facilitates an information centre, restaurant with associated kitchens, shop and an exhibition space. The Practice’s work at the Cathedral totals in excess of £5 million. The latest phase to be completed at Brecon Cathedral was completed in April 2014 to provide modern WC, kitchen facilities and DDA compliant access and circulation to an historic part of the Cathedral.

Martyn has undertaken extensive detailed inspections and prepared reports which have culminated in a Conservation Management Plan for this important site. Work to the Cathedral has included extensive repairs to the roof, masonry, and a new heating system.

The separate Grade I listed Deanery close to the Cathedral required urgent repairs following our condition report in 2002. In 2005 Martyn was involved in the work to undertake a phased renovation of this important part of the remaining Benedictine Priory. The work was assisted by CADW. The client the Brecon and Swansea Parsonage Board also instructed the upgrade of various internal facilities at the same time and the works were completed on time and within budget, a principle that Martyn and FPL take very seriously.

Martyn and FPL have completed a series of work on other listed buildings within the walled ‘precinct’ of the Cathedral including the Canons Residence, the Clergy House and other buildings occupied by the Diocese.

Having run his own successful practices for over 40 years, Geoff brought his considerable experience to FPL and formalised his alliance with the practice in 2001 being appointed first as director of Planning & Conservation and then latterly in a non-executive and consultant role.

Geoff is the former Senior Lecturer at Manchester University, a post he held for nearly 30 years. He continues his involvement within the academic institutions as senior examiner for the RIBA North West Region Part III professional examination.

The project team at FPL, led by Alex Finlason (AABC Accredited) has a vast experience in successful planning and listed building consent. Experience in a wide variety of listed buildings including churches, Victorian warehouses, schools, houses, estates and monuments. Alex, and Martyn both have excellent working relationships with the Heritage Lottery Fund and English Heritage, and work regularly with clients to attain consent for work to listed buildings.

Martyn specialises in Planning and Conservation matters and has dealt with many issues that have arisen through the planning system, using his expertise to overcome obstacles. Case Study: Alex FinlasonAlex was the architect for the alteration and the refurbishment of Grade II listed ‘Baerlins Warehouse’, Blackfriars Street, Manchester into luxury apartments. Alex worked closely with English Heritage and Manchester City Council in order to gain the planning permission to carry out the works for the client, and the design has been hugely successful, and a leading example in Manchester of listed building conversions.

Case Study: Martyn WilshawMartyn was the architect for the conversion and alteration of the Grade II listed building St George’s House, Peter Street, Manchester (former YMCA) into commercial offices. The design involved the retention ot three faience terracotta facades and insertion of a circulation ‘drum’. DESIGN AND DELIVERY ON BUDGET

FPL has a wide range of experience in delivering conservation projects on time and on budget. It is essential for a successful design to be delivered in time and on budget. FPL is committed to Brecon Cathedral in enabling the client to deliver the design within the financial limitations, to a high standard. Each of the case studies presented in this submission have been successfully delivered on time and budget and provide evidence of the approach we would take with the Cathedral.

The references include, Rev Neil Short of St James in the City Church, Liverpool and Trustee, David Tomlinson of the Methodist Mission at Victoria Hall, Bolton, Both would be delighted to share any more information or advice on FPL’s services and ability to deliver design within the limits of budget and time.

Case Study of Alex Finlason’s Expertise: Grant aided conservation scheme delivered on a tight budget and within a minimal time frameWhen ‘Hicks and Gillette’ redesigned the Liverpool Football Club Stadium, moving it within Stanley Park, I was aware that the European funding for the community facility within the stadium would be lost. As it could not be built in time, the money would be returned to Brussels. This inspired me to doing something about it.

This followed a period when the Diocese of Liverpool had questioned the viability of Holy Trinity. I had been commissioned to survey it and became a vigorous defender. Not only did

I play my part in saving the building, importantly, I highlighted the spire was about to collapse into the street below. English Heritage supported my robust application with a maximum grant and we rebuilt each one of the eight stone columns (in turn) that held the spire in place. An understanding was also reached to continue to support the building with two further successful rounds of grant aid for the roof.

Back in 2008, whilst the spire works were underway, I had produced a Feasibility Study to remove the great mound of earth that surrounded the church and to extend and convert the lower ground floor into a community facility. This was to become the perfect recipient for the European money. I met with the church and local community groups and lobbied Liverpool City Council, Councillors, MP and officers.

They set a challenge; if we could build the scheme within a period of less than 12 months we could have a fund of £1.6m. However, risking my professional fees, I needed to design it, obtain all the statutory consents and a fixed price tender before they would agree to progress. I took this risk and worked hand in hand with the Council (who naturally wanted us to succeed) and in 2010 the centre was handed over on time and on budget.”

FPL have successfully bid for two grant applications for urgent repairs to this important Pugin designed church comprising of repairs to the bell-cote, west window and the roof. St Philip Neri, RC Church, LiverpoolPhase 1: Repair for Places of Worship - £250,000

This Byzanite inspired grade II* listed Roman Catholic Church has suffered from water ingress which has damaged the beautiful mosaic interior and caused structural damage to the concrete ring beam at the base of the large domed roof. Work is presently on site with a further phase planned working with English Heritage to repair the mosaic interior.

St Hywyn’s Church, AberdaronHistoric Buildings and Ancient Monuments &Church in Wales - £100,000

FPL have to date completed two phases of work at the Grade I listed St Hywyn’s. The work has seen sensitive repair work to the exposed roof, installation of a new stone west window, a new land drainage system and internal damp repairs. We are currently working on Phase Three with the Client to complete the repairs to the roof, concentrating on the outer facing slopes.

St George’s Church, EvertonPhase 1: Repair for Places of Worship - £165,000

The unique patented roof at the Grade I listed St George’s has suffered from water ingress and damage requiring urgent work to be undertaken. The past repair work only highlighted the need for a modern design to reinstate the original principles of the architect. FPL have designed a solution to the inherent faults and work is due to commence on site in September 2014. FPL are working on a larger HLF grant for further work to this historic building.

Several phases of major works have been completed within walled the precinct known as Cathedral Close’ and FPL has undertaken extensive detailed inspections and prepared reports which have culminated in a Conservation Management Plan for this important site.

One particular phase of work dating back over fifteen years, have involved the conversion and extension of the former Tithe Barns to create a Heritage Centre for exhibitions, gift sales and a restaurant.

Within the award-winning Heritage Centre, the medieval trusses were restored, the buildings re-roofed and the medieval bell frame from the cathedral housed at high level with mezzanine viewing gallery. The kitchens and restaurant were built as a sensitive new addition to the existing restored building.

Listed as Grade I in 1977, the Deanery close to Brecon Cathedral was in need to urgent repair.

FPL prepared a condition report in 2002 and was appointed in 2005 to undertake the phased renovation of this important remaining part of the former Benedictine Priory. The work was assisted by a grant from Cadw.

The client, Brecon and Swansea Parsonage Board, also instructed the upgrade of various internal facilities at the same time and the works were completed in time and within budget..

The west front was re-pointed, the stonework repaired and made good and the windows carefully restored. The medieval timber roof was repaired and the east side of the roof re-slated.The east elevation has been returned to its original lime-render finish and a new lead roof added over the later single-storey kitchen extension.

FPL has carried out a series of projects at Brecon Cathedral totalling over £5M.

Brecon Cathedral is surrounded by a variety of historic buildings within a walled ‘precinct’ known as ‘Cathedral Close’.

FPL has completed the Quinquennial inspections of all the buildings within the Cathedral Close, which identified urgent repair and restoration works to the Deanery, the Canons Residence, Clergy House and other buildings occupied by the Diocese.

Apart from organising phases of repairs, FPL has also been involved extensively with CADW in negotiating and achieving substantial grant aid for the works and approval for the new proposed works.

Four phases of major repairs have been undertaken over the past fifteen years at the Grade I Listed Brecon Cathedral generously grant-aided by CADW.

These works have focussed upon the high level masonry, roofs and parapet gutters to stem water ingress and improve poor weathering details.

Substantial areas of exposed masonry have been rebuilt with new lead flashings introduced below copings and to the parapets and gutters which have allowed this massive building to dry out.

The antiquated heating was replaced with a new system which controls the temperature and humidity to a predetermined level avoiding sharp variations in temperature and problematic condensation.

The most recent fourth phase has involved further masonry and roof repairs to the South side Chapel and included the specification of a thin lime-render finish to the internal stonework which allows the thick masonry to breathe whilst creating a wonderful atmospheric internal appearance.

St Mary's has occupied this site in the heart of Brecon for over 900 years. Considered to have been originally built as a chapel of ease to the Priory (now Brecon Cathedral), the Norman pillar and grant from the Town Council in the 12th century for the offering of Mass, testify to its early foundation.

Much rebuilding of the earlier Norman structure took place in the 14th and 15th centuries. However, it was during the Victorian period that the most extensive rebuilding, much of it devitalising, took place.

During the investigations in 2006, significant dry rot and bettle attack was also discovered. This led to a a phase of extensive remedial works with FPL working alongside Cadw and the archeologist.

The works broadly comprised, the modification of the rainwater system, renewal of all lead work to roof, timber repairs to the internal roof including the replacement of an oak wall plate, treatment of existing timbers for rot and beetle infestation and repairs / re-pointing of the existing stonework to Gable and South side of the West Aisle.

The works were completed in early 2009.

Grade I Listed, St Mark’s Church located in the small village of Brithdir, North Wales fell into disuse in 2000 with a declining rural congregation, mounting costs of maintenance and developing defects.

St Mark's church was built 1895-1898 to the designs of Henry Wilson. It is one of the few full bloodied Arts and Crafts churches in Wales.

Poor weathering details resulted in leaks and damp which was exacerbated through lack of use and poor ventilation. Bats took over the beautiful Nave spoiling the magnificent Arts and Crafts interior and prominent beaten copper work.

After preparation of a thorough Condition Report to identify the required remedial and safeguarding works, the church was transferred to ‘The Friends of Friendless Churches’organisation who care for redundant important church buildings.

Since 2003, FPL has assisted ‘The Friends’’, carrying out a phase of repairs which has eradicated the damp and sensitively introduced new openings into this historic structure that has encouraged the bats to roost in the roof space.

At Cardiff Cathedral, the aim was to broaden the appeal of the building to the wider community and develop new facilities which would encourage visitors, both national and international and provide a modern educational environment, as well as revenue for the Cathedral.

FPL was appointed in 2003 by the Archbishop of Wales and the Dean of Llandaff Cathedral to prepare a comprehensive strategy, which was to comprise a new Heritage/Visitor Centre, Diocesan offices and Choral facilities to the west of the cathedral and which extends to include the listed Prebendal House and various other important historic buildings within the precincts.

The scheme needed to be developed within the complex existing Medieval fabric, grounds of the Cathedral and therefore required FPL to develop a Conservation Management Plan.

FPL worked closely with Cardiff Council and other stakeholders to produce a Vision Plan that will not only fulfils the functional & operational requirements of the Cathedral but also provides facilities that will have wider appeal and enable this wonderful collection ofbuildings to become the ‘Jewel in the Crown’ of Cardiff’s tourist attractions.

Grade II Listed St Peter’s Church is located on the exposed sea front in Aberdyfi and had suffered the ravages of the wind and weather which had a serious effect upon the roof and masonry walls.

A massive attack of dry rot occurred in the Tower in 2001 which was tackled along with the re-pointing before FPL’s involvement.

FPL was called in to assist following problems that arose from these works and succeeded in attracting a large CADW grant to completely re-roof the Nave and tackle other areas of water ingress. Unfortunately, towards the end of these works the Contractor went into liquidation and damp ingress ignited an earlier aged dry rot outbreak dormant, deep within the masonry walls.

Emergency safeguarding repairs were organised and further grant aid secured from CADW for an urgent phase to complete the works and tackle the dry rot. These works were completed in 2011.

FPL is now assisting the church with planning their future maintenance strategy and a future phase to re-roof the Tower and tackle water ingress through the Tower masonry and the earlier very poor quality pointing.

St Michael’s in the Hamlet Church in Toxteth Park, is one of two Georgian iron-framed Grade I-Listed churches in the city of Liverpool; FPL has been involved with both for the past ten years attracting English Heritage grant aid and carrying out sensitive restorations of complex elements of historic fabric.

At St Michael’s two phases of work have been carried out to the ‘patent’ slate roof over the Nave and Chancel. This is a very rare form of roof construction, dating from the early 1800’s, comprises very large thick panels of Welsh slate laid almost flat upon the cast iron structural frame of the building. The roof covering relies on a second layer of slate fixed to the bottom of the structural iron members, immediately below to catch any water that percolates through. The dismantling, and reconstruction of the complex ‘patent’ slate roof required a meticulous approach and carefully considered new weathering details which respected the significance of this important historic fabric.

The first two phases included the repairs to the Clerestory (which had originally been clad in vertical slate panels) to avoid water ingress and sensitive repairs to and redecoration of the fragile iron tracery of the window frames.

The FPL Condition Report of 2008 also identified other urgent repairs were required, and in agreement with EnglishHeritage a phased approach to the repairs of the building has been agreed. In 2011, the third phase of the restoration, focussed upon the dismantling and reconstruction of the top of the Tower was completed.

FPL is now assisting the church with planning another phase of repair for the Tower masonry and iron windows and decorative details.

Substantial grant aid was forthcoming from English Heritage for this extremely complex project involving the complete dismantling of the upper level of the Tower, including a modern era metal roof, original cast iron decorative Pinnacles, Parapet ‘arcade’ framework and decorative courses. The design of these elements was entirely non-traditional and fraught with difficulty with the original construction employing a complex mix of cast iron, slate panels, stone copings and a lime-based concrete / soft brick matrix infill. The original slate roof had been stripped years ago and was replaced with stainless steel flat roof.

The exact form of construction was impossible to discern from inspection and required a meticulous and painstaking disassembly; the stripping of multitudes of layers of paint and earlier attempts at water-proofing before an assessment of significance and proposals for reconstruction could take place. FPL is working very closely with English Heritage and specialists in iron restoration, stainless steel fabrication and masonry, devised a replacement structure which preserved the original principles of the Architect and iron-founder to create a finely executed project.

The iron frame work to the parapets and decorative framing and cappings to the Pinnacles are supported on a massive ‘upside-down stainless steel table’ which allow these elements to rise elegantly skyward as originally intended. The Tower was topped by a new but traditional pyramidal lead roof with effective maintenance and access.

FPL is now engaged upon planning the next phase of specialist repairs to the iron work and Tower masonry.

Following two phases of repair works to the almost flat ‘patent’ slate roof to the Grade I-Listed St Michael’s in the Hamlet Church, Toxteth Park, a major phase of repairs to the top of the Tower was organised by FPL in 2011.

The Grade II* Listed, St Luke’s Church in Farnworth, Widnes has a fine medieval roof over the Chancel and is the second oldest building in the Borough. Built from soft red sandstone and exhibiting many different eras of alteration, it has suffered major problems with water ingress and vandalism through theft of lead.

OTHER CONSERVATION PROJECTSOver the last 20 years Alex Finlason has specialised in conservation at the practice and he is well-known for his specialism and knowledge in conservation. The grant aided schemes that he and FPL have undertaken include many examples of listed churches, however there are many examples of non-ecclesiastical projects, such as the £1 million conversion of the Old Schoolhouse, Huyton and St Georges’s Terrace, Bolton and a current project working with the Brecon Beacons National Park Authority in Pontneddfechan. The latter two can be seen in more detail in the following pages:

St George’s Terrace, BoltonProject Budget: £1,600,000

St Georges Terrace is a Grade 2 Listed building, sited in Little Bolton Conservation Area. The Practice was appointed to lead the restoration work to the external fabric to St Georges Terrace, Little Bolton, comprising twenty individual properties as part of a group repair scheme. The work included reinstatement of lost architectural features, as identified in the Historical Justification investigations.

The scheme was part of the Little Bolton Townscape Heritage Initiative (THI). THI is a Lottery funded grant-giving programme for the repair and regeneration of the historic environment in towns and cities in the UK. The programme is primarily aimed at filling the conservation deficit that often arises during the development of historic buildings. THI had a common fund of £1.6 million, which was established in 2006 which included funds from the Heritage Lottery Fund and Bolton Council.

Glynneath Black Powder Works, PontneddfechanProject Budget: £1,000,000

FPL were first commisioned by the Brecon Beacons National Park Authority to carry out a detailed Conservation Action Plan at the beginning of 2013. The site consisted of 24 separate Schedule of Ancient Monument listed structures, along a couple of kilometres of the Afon Mallte valley.

FPL produced a Conservation Action Plan for the client, which has informed them of the work required to be carried out, and has formed the foundation for an application to the HLF for a grant to fund the appropriate conservation of this site. FPL is currently working with the client to prepare the HLF grant bid and are working together in a £1 million scheme to conserve the site and reinterpret it for more people to visit the valley and appreciate its wealth of heritage.

VICTORIACENTRE HLF Scheme to restore a

Grade II Listed 1300 seater concert hall in a joint venture with the Bolton Methodist Mission and the Bolton Music Service

Project Budget: £3,500,000FPL has been the appointed architects working with the Bolton Methodist Mission at the Victoria Hall for the past seven years. FPL has been at the forefront of conserving the Grade II listed 1300 seater hall, completing the first phase of works in 2013, and is due to commence the next phase in September 2014.

FPL has guided the client on submitting an application to the HLF for £3.5 million to restore the hall and facilities and to work with Bolton Council to deliver a project in joint partnership to extend its current usage to make the project viable for the future and extending its heritage making it one of Bolton’s and Manchester’s top concert venues.

We have built our relationship with the client, providing them with professional knowledge and expertise to assist guiding them through the applications for HLF funding. In schemes such as this where the client is not experienced in building projects, FPL has remained committed to the community project, where finances are very limited. It is our mission to protect and restore the heritage, assisting in schemes with clients independent of their experience or financial position. FPL has carried out all of the design and professional guidance on the HLF schemes at its own risk to provide a foundation for this listed building and community to build a hope for the future. The application for this scheme is due to be submitted in early September 2014.

An important part of the design for the Victoria Centre has been in the conversion of its present out of date facilities into a modern event space with ancillary facilities such as a coffee shop, bistro, ticket office, shop etc, that is DDA compliant and meets the very highest of modern standards whilst protecting the heritage. The scheme for the Victoria Centre has seen FPL working with both the Client and Bolton Music Service (part of Bolton Council) as part of a joint venture. FPL has designed and developed the strategy for one harmonised building with two users with different philosophies and requirements. FPL flourish in obtaining client brief requirements and the formulation of ‘distilled’ project briefs.

existing fabric but allows new modern uses. Alex has led the team for St James in the City through the design process, with consultation with the Liverpool Diocese, EH and the LCC. The new modern sensitive additions to the church and internal re-ordering will see high quality spaces created, providing DDA compliant access and facilities to the whole site.

The scheme at St James in the City Church shows FPL’s commitment to the community team who require much assistance in both the design and leading them through the procedural approvals required for listed planning consent, faculty applications, conservation area consent, and the grant aid funding etc.

Project Budget: £2,000,000FPL has been working with the community at St James in the City Church since being appointed through tender in April 2010. The master plan for this church is to help return this unoccupied derelict grade II* listed church back into a place of worship. St James had been in a precarious position, facing an uncertain future, with the threat of demolition a real prospect.

FPL has already completed the first £500,000 phase of work to replace the roof. Having completed this the church began to meet inside the damaged fabric in a marquee. FPL has been successful in a grant to repair the structure of the internal galleries, one of the first buildings in the world to use iron as part of the structure.

St James in the City however have a bigger dream and vision to return the church back to regular community use. FPL has guided the team through the HLF programme and previously applied for a £4 million grant in 2013. Following feedback from the HLF, Alex and the team at St James in the City have agreed to reduce the scope of works, into two phases, the first of which will see an application submitted for £2 million in September 2014. English Heritage and the Liverpool City Council (LCC) have a keen interest in seeing this piece of Liverpool’s heritage restored and to become part of the slavery interpretation trail in Liverpool.

Scheme to refurbish and re-order the complex of buildings at Elm Hall Drive Methodist Church, to create a viable future with flexible modern accommodation to provide for a variety of users.

We have carried out many re-ordering/ refurbishment schemes for churches, however FPL treat each project such as Elm Hall Drive individually with each having a separate brief and each building being important for its own reasons. As a result we take consultations with the client and the congregation very seriously to understand their needs at present and for the future. Having wide experience in this are allows us to use our in-depth knowledge to know how to make the scheme successful.

We are currently waiting for the return of the client to return from sabbatical to allow this project to progress.

FPL was commissioned in 2013 to work with the the community at Elm Hall Drive Methodist Church, Liverpool to carry out a feasibility study to understand the needs of the Church and how the current buildings on site could facilitate this, and propose a redesign of the existing facilities to capture this. The existing situation of the church presents a number of challenges and opportunities, with EHD being a complex of historic buildings which are tired and reaching a ‘tipping-point;’ in its life.

The study undertaken by FPL was based upon consideration of three potential options broadly comprising; the sale / demolition of part(s) of the existing building for residential redevelopment and differing degrees of the re-ordering / refurbishment of the retained building fabric. We provided a commentary and visual indication of each of the three options.

The options for redevelopment were presented to the church community at meetings with the agreement on developing one option in greater detail to assess the way in which the proposal could satisfy the users brief and other wider objectives.

A three dimensional computer model was produced which illustrated the form of the new proposals at both ground and first floor level. Sketch plans were produced which illustrated alternative layouts of the ground floor ranging from full to small intimate worship use together with a café and range of other letable spaces which can be configured to suit the requirements.

As a result of our experience in listed building re-ordering and our specialism in listed buildings we were able to help the client understand the possibilities and

FPL scheme to refurbish and re-order this historic Methodist church to enable an improvement and modernisation of the accommodation and facilities.

FPL value the importance of important historic listed buildings, and understand that many churches require alterations that will require the relevant permission to alter the external or internal historic fabric. The architecture of out re-ordering projects are sympathetic to the historic fabric however allow modern facilities to be provided in an appropriate modern style.

FPL bring their specialist advise to the client in a manner that will allow a clear understanding of the planning and listed building elements. In all our refurbishment/ re-ordering projects we have had to complete both church applications and liaise with councils, CADW English Heritage, Heritage Lottery Fund and other outside parties. Our expertise in this fields and working within the Church in Wales will assist Brecon Cathedral.

FPL was originally commissioned by Garston Park Methodist Church in 2006 to carry out a feasibility study and concept design re-ordering the church to meet modern flexible requirements and to provide more suitable spaces to its congregation and outside users.

In 2014 Garston Park Church have re commissioned FPL to help realise these original visions, and with an improved financial position we are working with them to finalise the proposals to submit them for the relevant planning requirements, and to oversee the scheme through Technical Design, Tendering and Project Managing the construction process.

The updated scheme has been produced in both traditional 2D technical drawings; plans, elevations and sections, and we are

currently using the 3D modelling to discuss the final option with the church to allow them to make a decision on the proposed plas. The scheme involves refurbishing and re-ordering the current building, whilst adding an extension to provide additional faiclities.

Garston Park Church and Elm Hall Drive Methodist Church, are just two examples of our many church re-ordering and refurbishment projects. Other projects include Holy Trinity, Walton Breck, Holy Trinity Formby, St Micheal’s in the Hamlet, Toxteth, and St Michael’s Church, Ditton. We are currently working on many other similar schemes in Manchester, Liverpool, Cheshire and the North West. Please ask for any more details on these projects.

Above is an example of the refurbishment/ re-ordering works that FPL have been commissioned to design and develop for Garston Park Methodist Church, Liverpool. The concept for the design is to create two functional halls in the existing building, where the main hall has previously been divided vertically however with the first floor being left as a storage space. The new proposed scheme seeks to create a more communal entrance with coffee shop, which leads into all the other spaces in a light and open manner. The clients brief has included the design for the main hall on the ground floor to be operated separately from the rest of the church to allow outside users to use the hall without it interfering with the rest of the building which is constantly active.

The brief has also included the provision of modern DDA compliant circulation, escape and WC facilities.

The reference beside is a letter written for Alex Finlason’s application for the Liverpool Anglican Cathedral (with a very respectful third place result) from Alex Glanville, Head of Property Service for the Church in Wales.

FPL as is evidenced in the case studies provided in this Capability Statement are committed to community projects, helping to deliver conservation projects through partnership, aiding all the professional support and advice.

FPL currently has many clients in the conservation sector, with various sized schemes ranging from £30,000 to £4.5 million, and we regularly have up to ten projects ‘live’ on site at any one time. Our breadth of experience and number of live projects enhances our ability to offer up-to-date professional design and advice across them all and our knowledge of the industry allows us to support the client when they are not educated in conservation. This has been particularly helpful to community projects in the past where the Client has little if any prior conservation knowledge.

The Victoria Centre, and St James in the City, are key examples of our long standing relationship and commitment at all stages of the scheme, from the very earliest investigations and feasibility studies, through to grant applications, detailed planning applications, to technical detailed design and tender documentation, to overseeing the project on site and ensuring a practical completion on time and in budget.

FPL has been committed to many listed buildings in Wales for over a decade and this commitment has seen Alex Finlason invited to advise the Church in Wales about its 1400 historic buildings and six cathedrals. Alex is widely regarded for his conservation expertise and is always looking for opportunities to share this skill, and on both regional and national scale, but has a keen interest as the studies present

OTHER EXPERIENCEThe emphasis on this application has been FPL’s conservation schemes, with a particular focus on our work with the Methodist Church as this experience is relevant to the project at Emmanuel Church, and illustrates how FPL has flourished in the past and at present in dealing and designing under this particular set of circumstances. The practice has a wide range of experience in commercial projects, from refurbishment to master planning and new build. Clients have included the BBC, Co-Op Group and numerous other businesses and individuals.

The practice offers a range of services depending on the clients needs. FPL has recently redeveloped and extended one of our own buildings into a suite of new offices and a gallery which have all been successfully let exemplifying the high quality design and output achieved.

Sustainability is key to our design approach. The practice worked with New Charter Housing Trust Ltd to create a naturally ventilated HQ in Ashton. The completed scheme far exceeded current Government statutory energy/conservation targets.

FPL has in-depth experience of working within the residential sector. We have an excellent track record of timely completion of projects together with ensuring our design is appropriate and meets with the clients budget.

We have experience in projects ranging from extensions, bespoke new luxury housing, housing developments of varying sizes and large city apartment blocks. No residential project is too small or too large. We understand the driving factors behind

these types of residential schemes and seek to maximise the net/gross floor areas, the number of units and the buildabiltiy of the scheme from the outset.

The practice has worked for a large number of industrial clients in Greater Manchester to develop sites and design specialist production plants for some of the worlds leading industrial companies.

The practice was Lead Consultant on a project for Seafood Marketing International Plc, a leading food exporter, for a new production facility in East Manchester. Our design comprised of a new cold storage facility, accommodating high bay automatic racking to six pallets high, with associated two storey offices.

Akzo Nobel Inks (ANI), a world leader in the development and manufacture of high performance printing ink systems for a wide range of end uses, commissioned us for a new £6m inks factory in Irlam, Manchester.

Other projects have included Rolls Royce at Victory Road Derby, Van Leer (UK) Ltd,HQ at Ellesmere Port, Merseyside, and Jacobs Bakery Ltd, Aintree, amongst others.

Other work undertaken by the practice has also included site rationalisation, re-planning and extending existing premises.

Our practice has carried through many projects and continues to work with clients in the education sector, to produce excellent results on time within a limited budget. The practice has experience in refurbishment, conservation and redeveloping educational buildings.

The practice has in-depth experience of working with various University Estate departments to help rationalise, better co-ordinate and improve the quality of the building stock. We have worked extensively with Manchester Metropolitan University and UMIST (now part of Manchester University) on a variety of projects. These

have ranged from Feasibility studies, project definition reports & bids to construction projects and small specialist works.

Other projects in this sector include the development of the design for the new town library in Knutsford, a new teaching block at the Xaverian College, Manchester, and a series of projects at Bridgewater School, Worsley in Manchester.

More recently FPL has just completed the £3.5 million new build York Street Education Centre on Oxford Road, Manchester for the Church of Jesus Christ Latter Day Saints.

The practice has a range of experience working within the sports and leisure sector. Projects include Hale Lawn Tennis Club and High Leigh Park Golf Club.

FPL designed three separate pavilions to thread through the landscape at High Leigh Park Golf Club which is a prestigious 27-hole championship course, designed by former Ryder Cup captain Mark James. As a multi - professional design practice we provided a complete design package, including the Architect, Structural Engineering, M&E Engineering, Procurement & Cost Control and Project Management.

Hale Lawn Tennis Club commissioned us to design their new club house including a viewing gallery, bar, changing rooms, club rooms and storage. FPL have also worked with Bowdon Bowls and Tennis Club to provide new facilities.

FPL has also worked with numerous clients to design swimming pools, gymnasiums and other leisure facilities, to create light airy spaces that are well ventilated and serviced. Examples of some of these can be seen above.

The practice has worked on a number of projects in the retail sector. One of the most notable projects being with Shawton Engineering to design the steel framed roof barrel structure and the glass suspended glass smoke glazed barriers at the Trafford Centre, the UK’s largest shopping centre.

We have also worked closely with Boots the Chemists, ASDA, and high street banks such as the Allied Irish Bank, Royal Bank of Scotland and the Cheshire Building Society designing new shop layouts.

Recently the practice has converted part of one of its own properties into a successful art gallery in Hale, Cheshire.

The design of food retail environments includes the award winning Pilgrims Team Room at Brecon Cathedral, and various other cafes/restaurants.

Throughout his professional career, the founding director, Alex Finlason has worked on health-related projects, ranging from large multi-functional acute hospital projects, master planning of sites, undertaking strategic ‘Gateway reviews’ of projects and large multi-professional commissions for health care facilities.

Projects include, within the Primary care field, GP surgeries in Manchester and Sale, a new cosmetic surgery hospital for Transform Medical Group in Stockport. Other work includes dentistry, and a series of small private hospitals and acute care facilities.
