CEO AWARD Given annually to someone whose leadership and dedication helps to transform the lives of individuals with mental illness and their loved ones. Ann Marie T. Sullivan, M.D. Commissioner, NYS Office of Mental Health Dr. Ann Marie Sullivan was confirmed by the NYS Senate as Commissioner for the NYS Office of Mental Health (OMH) on June 20, 2014. NYS has a large, multi-faceted mental health system that serves more than 700,000 individuals each year. As Commissioner, she has guided the transformation of the state hospital system in its emphasis on recovery and expansion of community based treatment, reinvesting over 60 million dollars in community services. Working closely with all mental health providers and health plans, she is responsible for the movement of the health benefit for individuals living with serious mental illness into managed care beginning October 2015. This new Health and Recovery Plan (HARP) benefit will embed in the Medicaid benefit critical recovery services such as crisis respite, peer, educational and employment supports. She has also been instrumental in expanding services for individuals living with mental illness in prisons and in expanding the much needed community based continuum of care for individuals living with serious mental illness leaving prison and returning to their community. Previously, she was the Senior Vice President for the Queens Health Network of the NYC Health and Hospitals Corporation. As Senior Vice President, she was responsible for Elmhurst and Queens Hospital Centers, two public hospitals which serve a community of over 2 million NYC residents. Dr. Sullivan grew up in Queens, NYC. She graduated from NYU and its School of Medicine and completed her Psychiatric Residency at NYU/Bellevue Hospital in1978. She has served as Associate Director of Psychiatry and Medical Director of Ambulatory Care at the Gouverneur Diagnostic and Treatment Center and joined the Queens Health Network as Regional Director of Psychiatry in 1990, overseeing the administrative, budgetary, and clinical aspects of the psychiatric services of both Network hospitals. She has enjoyed an extensive career in public psychiatry and has lectured and published on best practices in community care. Dr. Sullivan is an active advocate for her patients and her profession, is a Distinguished Fellow of the American Psychiatric Association and has served as the Speaker of the American Psychiatric Association’s Assembly and on its Board of Trustees. She is a fellow of the NY Academy of Medicine, a member of the American College of Psychiatrists and the Group for the Advancement of Psychiatry. LEILA SALMON ADVOCACY AWARD In recognition of an advocate whose dedication and leadership has made an impact on the availability, accessibility, and/or delivery of mental health services nationally on behalf of NYS. Stephanie Orlando Executive Director, YOUTH POWER! Building upon her personal experience of having received children’s mental health, special education, and residential services, Ms. Orlando began her work with youth peer advocacy in 1998 in Buffalo New York. In the years since, Ms. Orlando has become a nationally recognized advocate for youth with disabilities. Her work is dedicated to promoting positive change within child- serving systems, increasing the availability of peer support for young people and teaching youth how to advocate for their own needs and rights on all levels of service. She has received numerous awards for her work, including the Diana Vietz Award in 2008 from the National Council on Independent Living and mpower Award in 2006 from the National Mental Health Association. Although Ms. Orlando dropped out of high-school on her 16thbirthday, she received her high-school equivalency diploma in 1999, a year before her graduating class. She then went on to graduate magna cum laude from the University at Buffalo in 2005 with a Bachelor of Arts. In 2005, Ms. Orlando also started working for Families Together in New York State as the Statewide Youth Coordinator. By 2007, she and a few other young leaders had founded the YOUTH POWER! network. In 2012, Ms. Orlando was appointed by President Obama and confirmed by the US Senate to the National Council on Disability for a term, which expired in November 2014. During her term she served on the Executive Committee and as the Chairperson of the Governance and Planning Committee.
