O R D E R The University Grants Commission, New Delhi has conveyed to the Registrar, University of Kerala the sanction for payment of an “on account” grant of Rs.71,60,000/- (Rupees Seventy One Lakh and Sixty Thousand only) under the scheme of Indira Gandhi PG Scholarship for Single Girl Child (2010-12) vide paper read as (1) above. The disbursal of scholarship for the 179 short-listed awardees will be at the rate of Rs.20,000/- each for PG-I and PG-II year respectively to each of the awardee. The payment of scholarship for PG-II year (remaining Rs.20,000/-) will be disbursed after submission of progress report with the first and second semester (PG-I year) marklist attested copies of those awardees securing at least 60% of marks in first attempt (55% in case of Differentially Abled). The above sanctioned amount has been received at the State Bank of Travancore KUF (B) A/c.57002315676 through RTGS (Code SBT R0000292)system from Canara Bank (UGC) New Delhi on 13/06/2011 and vide paper read as (2) above the transaction was formally intimated. Cash IV section has reported the Credit Verification on 23/06/2011. Subsequently Finance Section has concurred the proposal for disbursal of the first instalment (2010-11) of the Indira Gandhi Single Girl Child Scholarship earmarking an initial amount of Rs.35,80,000/- (Rupees Thirty Five Lakh and Eighty Thousand only) for the 179 awardees studying at the affiliated colleges of the University in Alappuzha, Kollam, Pathanamthitta and Thiruvananthapuram Districts apart at the Teaching Departments of the University at the Senate House and Karyavattom Campuses, Thiruvananthapuram. Sanction has therefore been accorded by the Vice-Chancellor to the 179 awardees at the listed Colleges in Alappuzha (32 candidates), Kollam (56 candidates), Pathanamthitta (10 candidates), Thiruvananthapuram (54 candidates) and University Teaching Departments (27 candidates) as detailed underneath particular to Alappuzha District as per sanction list forwarded by the UGC being paid the first instalment of Post-Graduate Indira Gandhi Single Girl Child Scholarships 2010-2011 @Rs.20,000/- (Rupees Twenty thousand only – per awardee) through the Principals of the College concerned.

The University Grants Commission, New Delhi has conveyed to the Registrar, University of Kerala the sanction for payment of an “on account” grant of Rs.71,60,000/- (Rupees Seventy One Lakh and Sixty Thousand only) under the scheme of Indira Gandhi PG Scholarship for Single Girl Child (2010-12) vide paper read as (1) above.

The disbursal of scholarship for the 179 short-listed awardees will be at the rate of Rs.20,000/- each for PG-I and PG-II year respectively to each of the awardee. The University Grants Commission, New Delhi has conveyed to the Registrar, University of Kerala the sanction for payment of an “on account” grant of Rs.71,60,000/- (Rupees Seventy One Lakh and Sixty Thousand only) under the scheme of Indira Gandhi PG Scholarship for Single Girl Child (2010-12) vide paper read as (1) above.

The disbursal of scholarship for the 179 short-listed awardees will be at the rate of Rs.20,000/- each for PG-I and PG-II year respectively to each of the awardee. The payment of scholarship for PG-II year (remaining Rs.20,000/-) will be disbursed after submission of progress report with the first and second semester (PG-I year) marklist attested copies of those awardees securing at least 60% of marks in first attempt (55% in case of Differentially Abled).

The above sanctioned amount has been received at the State Bank of Travancore KUF (B) A/c.57002315676 through RTGS (Code SBT R0000292)system from Canara Bank (UGC) New Delhi on 13/06/2011 and vide paper read as (2) above the transaction was formally intimated.

Cash IV section has reported the Credit Verification on 23/06/2011. Subsequently Finance Section has concurred the proposal for disbursal of the first instalment (2010-11) of the Indira Gandhi Single Girl Child Scholarship earmarking an initial amount of Rs.35,80,000/- (Rupees Thirty Five Lakh and Eighty Thousand only) for the 179 awardees studying at the affiliated colleges of the University in Alappuzha, Kollam, Pathanmathitta and Thiruvananthapuram Districts apart at the Teaching Departments of the University at the Senate House and Karyavattom Campuses, Thiruvananthapuram.

Sanction has therefore been accorded by the Vice-Chancellor to the 179 awardees at the listed Colleges in Alappuzha (32 candidates), Kollam (56 candidates), Pathanamthitta (10 candidates), Thiruvananthapuram (54 candidates) and University Teaching Departments (27 candidates) as detailed underneath particular to Thiruvananthapuram District as per sanction list forwarded by the UGC being paid the first instalment of Post-Graduate Indira Gandhi Single Girl Child Scholarships 2010-2011 @Rs.20,000/- (Rupees Twenty Thousand only – per awardee) through the Principals of the College concerned.

The Guidelines for Post-Graduate Indira Gandhi Scholarship Scheme for Single Girl Child states, as one of the nature of assistance available under the Scheme, as thus: - “no tuition fees will be charged from girl students to pursue PG degree course in Universities/ College/Institutions covered under Sections 2 (f) and 13 (B) of UGC Act.”

B. In view of the persistent assertion from the Indira Gandhi Scholars especially from

their Parents/Guardians, the proposal for implementing the tuition fee waiver rule was put forth specifically for decision.

C. Sanction has therefore been accorded by the Vice-Chancellor for implementing the

UGC Guidelines regarding waiving of tuition fees to the PG Indira Gandhi Single Girl Child Awardees pursing PG degree course in colleges/ institutions of the University of Kerala covered under Sections 2 (f) and 12 (B) of UGC Act.

A. It has been reported vide paper read as (6) above that the name of Aswathy O. (UGC ID No.709/SGC/2010-2012) was wrongly entered as Aswathu O in the paper read as (5) above and vide paper (7) above it has been further informed that Rajee Krishnan S (UGC ID No.2075/SGC/2010-2012) is an inter-college transferee from Government College for Women, Thiruvananthapuram.

(i) The name of Aswathy O has been denoted correctly in the University Order read as paper (4) above.

(ii) The name of Rajee Krishnan S therefore stands deleted from the University Order read as paper (3) above and is shifted to PG College at Sree Narayana College, Kollam (where she is now pursuing MA History) as inclusion in University Order read as paper (4) above as Serial No.35(A)

B. The name of Veena R.K. (UGC ID No.1006/SGC/2010-2012) (Sl.No.4 in U.O. read as paper (3) above) was incorrectly mentioned as Vina R.K. Vide paper read (8) above it has been directed to correct the name as typographical error has crept in, in the paper read (5) above (UGC Sanction List). The name therefore may be read as Veena R.K. instead of Vina R.K. Consequently, the number of Indira Gandhi Scholars studying at the Colleges in Thiruvananthapuram District will be 54, while at Kollam District, it will be 57 numbers, against the total of 179 awardees.

The University Orders are modified to that extent.

In partial modification of the relevant University Orders paper read above sanctioning the Post-Graduate Indira Gandhi Scholarship 2011-2012 first instalment the following correction in the Centre of Study has been effected as per the report in receipt vide paper read (4) to (6) above.

1. Smt. Krishna Devi P.S. (UGC ID No.1792/SGC/2010-2012) stands deleted from U.O. paper read (3) above (Serial No.24) and is shifted to PG College at Sree Narayana College, Kollam as inclusion in the U.O. paper read as (2) above as Serial No.35 (B).

2. Smt. Chandralekha P. (UGC ID No.1828/SGC/2010-2012) and Smt. Sumitha S.S. (UGC ID No.664/SGC/2010-2012) stands deleted from U.O. of even no. dated 19.07.2011, Serial Numbers 8 and 14 respectively and are shifted to PG College at University College, Thiruvananthapuram as inclusion in the U.O. paper read as (4) above Serial Nos.48 (A) and 48 (B) respectively.

Consequently the number of Indira Gandhi Scholars studying at the Colleges in Kollam will be 58 number while for Alappuzha it will be 31 numbers; at the University Teaching Departments, it will be 24 numbers and the strength at the affiliated Colleges at Thiruvananthapuram District changes to 57 numbers at present against the total 179 awardees.

The matter is being reported to the UGC, New Delhi in view of the discrepancy of the official sanction list forwarded earlier.
