Approve and accept a funding allocation from the California Department of Social Services (CDSS) in the amount of $1,283,036 to support the Social Services Agency's In-Home Supportive Services Program (IHSS) Fraud Prevention program, and 2. Approve and authorize the creation of two Specialist Clerk I project positions funded [rom this allocation to work exclusively on 1HSS exception reports for the period of January \ ),2011 through June 30,201). 3. Approve an appropriation and revenue adjustment as set forth in the attached Financial Recommendation. SUMMARYIDISCUSSIONIFINDINGS This letter requests action by your Board to approve and accept an allocation from the California Department of Social Services (CDSS) that will support the Social Services Agency's In-Home Supportive Services Program (IHSS) Fraud Investigations and Integrity Program for the period of FY 20 10-20 II for prevention and intervention, referral, investigation and additional IHSS program integrity efforts. This allocation will fund SSA's partnership with the Alameda County District Attorney's Office Special Investigation Unit, and additional efforts to identify fraud cases by SSA's Adult and Aging Services (AAS) Department.

On July 27, 2010 (File #26447, Item #9), your Board approved the Social Services Agency's plan to participate in the CDSS Fraud Investigation and Integrity Related Efforts for the In-Home Supportive Services Program. The CDSS has notified Alameda County that our allocation for FY 2010-201 I is $1,283,036 (comprising approximately Federal 46%, State 38% and County 16% funds). The plan, a part of our VBB strategy, included using this money to fund the IHSS-related work of the DA's Special Investigations Unit and to fund two new SSA clerical staff positions that will allow AAS to maximize use of data reports in order to improve internal fraud detection activities. By having staff devoted to the review of IHSS exception reports, we anticipate a reduction of total IHSS costs and the net County costs associated with the program. The allocation from the State was higher than was anticipated in SSA's approved FY 2010-2011 budget and therefore requires an additional appropriation of $68,702 with offsetting revenue.

FINANCING:

The funding of this plan was anticipated in the approved SSA fiscal year 20 10-20 II budget. There is no impact on net Count)' costs.
