dear scholars,

Welcome to Canberra and to the 2010 Leadership development Conference. i hope that during your time in australia you will achieve your educational goals, experience australian culture, and form strong friendships and networks with each other and with australian people and institutions.

the aLa scholarships program demonstrates australia’s commitment to building capacity through leadership to address the complex development challenges faced in the asia and pacific regions. the australia awards, announced by the prime minister in november 2009, will extend australia’s long-standing scholarship program and consolidate all current australian scholarships, including aLa scholarships, under its banner.

You have been selected out of a highly competitive pool of applicants as current and emerging leaders in your fields and countries, and we are very pleased to host you as you undertake your studies at australian universities.

aLa scholarships aims to build the capacity of awardees to participate in and, in fact, to lead social and economic policy and development outcomes in their countries and the region. for this reason we’ve created the Leadership development program, to encourage scholars to explore and further develop their leadership potential.

the Leadership development Conference is the first activity of the program for 2010, making it an exciting occasion. the conference aims to build on participants’ understanding of the role that leaders play in providing vision and influencing and achieving change. it aims also to generate a commitment to working together across our region to address common development challenges. the next activity for 2010 scholars will be four-day intensive Leadership Workshop, to be held mid-year in the state capitals.

i also congratulate inaugural awardees of the prime minister’s pacfic-australia awards, eight of whom are participating at this leadership conference.

over the three days we explore leadership and the desire to lead and inspire others from three different perspectives – head, hand and heart. the basis for this is a belief that effective leadership is the intersection of sound knowledge about leadership (head), clearly articulated values (heart) and honed leadership skills and competencies (hand).

on day one we explore leadership and look at leadership in development. on day two we look at leadership in action and the social, ethical and economic challenges to being a leader in our time and our region. day three focuses on leading for a higher purpose and we are introduced to three dynamic, young leaders making a difference in indigenous affairs, the environment and the arts.

aboUt the ConferenCe

the Leadership development Conference is a key annual event in the australian Leadership awards: Leadership development program. this year’s conference brings together australian Leadership awards (aLa) scholars from 28 different countries, who are studying at australian universities. the 2010 Leadership development Conference focuses on generating collaborative relationships with time and space for dialogues regarding regional leadership challenges. the three key goals of the conference are:

to increase aLa scholars’ knowledge •and understanding of contemporary leadership challenges at national, regional and global levels. to provide networking opportunities •with current leaders from the asia-pacific region and within australia fostering people to people linkages.to orient participants to critical •thinking about leadership and provide a venue for exploring trends and responses for the future.

the conference program includes speakers from a broad range of leadership backgrounds, including her excellency, the Governor-General of australia, members of the medical profession, human rights advocates, lawyers, environmentalists and economists. the program also brings together experts in areas identified as priority areas for development including health, climate change, economic development and gender equality.

the theme of the Leadership development Conference is “aspiring to Lead, Leading to inspire”. the theme is influenced by the authors of our course reader brad Jackson and Ken parry (see page 6 for more information). these authors identify five particular qualities which they believe are vital for effective leadership: confidence, integrity, connection, resilience and aspiration. they put aspiration at the top of their list which surprises some people. their rationale – “if you don’t aspire to change something and you don’t have a good reason for changing it, you cannot and should not lead.”

the book is also well suited to our purpose in that it explores the critical relationship between leaders and followers which is central to the post heroic view of leadership. building on this it explores contemporary leadership concepts such as co-leadership, distributed leadership and team leadership. the book also looks at cultural perspectives on leadership and leading for a higher purpose.

aboUt the Leadership deveLopment proGram reader

We know from previous aLa scholars’ feedback that each of you has a heavy academic load and that you don’t want to be confronted with more academic material when you attend a Ldp activity. this has motivated us to find interesting ways of introducing you to the serious debates in contemporary leadership. this was our motivation in selecting the course reader A very short, fairly interesting and reasonably cheap book about studying leadership by brad Jackson and Ken parry. the book may have a quirky title and be written in an engaging manner, but the authors are very serious about leadership.

You will receive a copy of the book at the conference and we encourage you to read the book before the workshops. Closer to the workshops we will point you to specific areas we want you to cover in more detail.

the book is designed for those who are not formally studying leadership but are interested in the subject. it steers away from the multitudes of leadership books which offer 10 secrets to leadership and the life stories of business leaders. instead, the book has intellectual rigour without being too academic about leadership. it is an engaging read which tackles the current issues facing leaders and the study of leadership today.

in particular, the book does a great job of exploring the three key questions which underpin all debate about leadership and which we explore during the workshop program.

Your feedback plays an important role in helping us to develop and improve the Leadership development program. feedback from last year’s conference participants has helped us shape the program we are presenting to you this year. independent monitoring and evaluation experts attend all our modules to gather data by observing the interactions which take place. We also use questionnaires to gather quantitative and qualitative data about your experience.

When you arrive at the conference you will be asked to complete a pre-program evaluation and return this before the start of proceedings on monday, 15 march. please return these to your scholar Liaison officer.

this questionnaire will ask you to think about leadership and describe what you believe to be effective leadership qualities, skills and competencies. at the close of the conference on Wednesday, 17 march, you will be asked to participate in a conference evaluation process. this process will be explained to you at the time, and will assist us with our planning for the conference next year. Your input to the conference evaluation is highly valued and your participation is appreciated.

AusAID RepresentativesPeter BaxterActing Director General, AusAid

peter baxter is an experienced senior career officer with the department of foreign affairs and trade (dfat). he joined the department in 1988. he has been on a number of overseas posting including fiji, solomon islands and vietnam. mr baxter’s most recent posting was as deputy Chief of mission in Washington from 2002 to 2005. in 2000 mr baxter was appointed as special envoy of the foreign minister to solomon islands.

in July 2009 mr baxter was appointed as acting director General at ausaid.

prior to moving to ausaid, mr baxter headed dfat’s Consular, public diplomacy and parliamentary affairs division. his previous Canberra assignments have included senior management roles heading the Consular and passports (2000), Corporate management (2000 to 2001),

market development (2001 to 2002) and north asia (2005 to 2008) divisions with dfat.

mr baxter holds a bachelor of arts degree from the australian national University. born in 1959, he has two sons and one daughter.

Murray ProctorDeputy Director General - Program Enabling Division & Australian Ambassador, HIV/AIDS

murray proctor commenced duties as australian ambassador, hiv/aids on 1 december 2007. the role of the hiv/aids ambassador is to encourage political, business and community leaders in the asian pacific region to provide the direction and support needed to halt the spread of hiv/aids and reduce the suffering it causes.

With more than 25 years experience in aid and development, murray is well placed to further cooperation with australia’s regional partners in advancing the fight against hiv/aids. he is concurrently deputy director

General of the program enabling division at australia’s agency for international development (ausaid). this division provides advice to ausaid program areas on sectors such as education, economics, health, infrastructure and rural development.

murray was previously deputy director General of ausaid’s asia division, and before that managed the ausaid office of review and evaluation and australia’s aid program to papua new Guinea. he worked from 1999 to 2001 in the World bank on east timor reconstruction and public sector reform.

he holds degrees in psychology and economics from the University of Queensland and australian national University respectively.

Peter VersegiAssistant Director General, Health, Education and Scholarships Branch

peter versegi joined ausaid in 1986 and has held numerous program and policy positions since then. in 2006, he was appointed the first head of the office of development effectiveness, after heading up the secretariat that produced the 2006 australian aid White paper.

he previously worked on country programs in papua new Guinea, the pacific and north asia, and was posted to bangkok in the early 1990s. from 1997-2000 he worked as an adviser in the executive director’s office of the World bank. he was appointed to his current position in may 2009.

John DavidsonAssistant Director General - Office of Development Effectiveness

John davidson is the head of the office of development effectiveness, an independent unit within the ausaid charged with measuring and reporting on the effectiveness of australia’s overseas aid program.

immediately prior to this appointment he spent three years working as a senior public sector specialist in the World bank, based in Washington dC. prior to joining the bank, he worked on, and mostly in, the south West pacific for the previous fifteen years, including: four years as the head of the australian aid program in papua new Guinea; three years as head of the australian aid program in fiji; and prior to that, two years as the ausaid representative in tonga.

principal areas of interest include: governance and public sector reform related activities; politics of development; leadership; service delivery in decentralised governance systems; alternative activity delivery modalities; and team management.

a native of Queensland, australia, he has graduate and postgraduate degrees from the University of Queensland, focusing on rural sociology and development in small island states. prior to joining the australian civil service, he was a soy bean farmer.

Steve HoggAssistant Director General - Governance and Leadership Branch

steve hogg has been working in ausaid since 1992. steve has worked in a number of country program and policy areas. he has had postings to vanuatu (1st secretary, 1997-1999), papua new Guinea (Counsellor, 2002-2005) and was seconded to UK department for international development (dfid), from 2005-2008. in dfid steve headed up the fragile states policy unit, provided high level advice to the middle east and north africa program and worked on political governance and leadership issues.

steve is currently assistant director General, Governance & Leadership branch and is the program director for the ‘Leadership Program: Developmental Leaders, Elites & Coalitions’. steve has been working on leadership issues in developing countries for a number of years and is informed by some 20 years experience in shaping australian and international aid policies, strategies and programs.

Gillian BrownAusAID’s Principal Gender Adviser

Gillian brown has recently been appointed as ausaid’s principal Gender adviser. she joins ausaid after twelve years in the World bank’s east asia and pacific region social development Unit, during which she lived and worked in indonesia and the mekong region, and also spent several years based in dC working on other countries in the asia pacific region. during her time at

the World bank she was the regional Gender Coordinator for the east asia and pacific region and represented the region on the bank’s Gender and development sector board.

before joining the World bank, Gillian worked for several years in indonesia as a Gender and social development consultant after completing her post graduate research in Central Java. she has also lived and worked in rural bangladesh and southern somalia. Gillian’s graduate and post-graduate degrees are in agricultural engineering and she has worked extensively on a broad range rural development, infrastructure, and community development projects, and carried out research on various gender-related topics.

Michael HassettDirector Scholarships Section

michael returned in 2009 from a three year posting with ausaid in the Lao people’s democratic republic. during his time in Laos, michael managed the implementation of the australian Government’s development program, which has supported over 800 Lao nationals to study in australian institutions.

prior to his posting, michael was a program manager for australian aid activities in China. michael has also worked across the federal public sector with stints in education, finance, and the public service Commission. michael was appointed director scholarships section in 2009.

Guest SpeakersMatilda Housematilda house is the Chair of the ngambri Local aboriginal Land Council in Queanbeyan and the Joint Chair of the interim namadgi national park Committee. the ngambri people are the traditional owners of the land on which Canberra is built. as chair of many other Canberra and Queanbeyan indigenous committees and organisations, and in her role as ngambri representative performing numerous welcoming ceremonies, ms house is vitally active within the community. she performed the first ever welcome to country ceremony at the opening of parliament in february 2008.

ms house’s long association with aboriginal justice concerns began when she helped to establish the aboriginal Legal service in the 1980s, and has continued more recently through her membership of the aboriginal Justice advisory Committee.

serving on the first aCt heritage Council, delivering the welcome at 1997’s ‘sea of hands’, contributing to the ‘bringing them home’ report into the stolen Generations, acting as an aCt honorary ambassador or as one of the original protestors who established the tent embassy in 1972, matilda house is tirelessly involved.

in 2006, ms house was named Canberra Citizen of the Year in recognition of her tremendous impact on Canberra’s social, heritage, justice, and environment landscape.

story-telling is a tradition close to ms house’s heart. she believes that, as an elder, she has a responsibility to tell the stories of her people and thereby pass on community identity and heritage to her descendants.

Her Excellency Ms Quentin Bryce, AC Governor-General of the Commonwealth of Australia

BA. LLB (Qld). Hon LLD (Macquarie). Hon DLitt (Charles Sturt). Hon DUniv (Griffith). Hon DU (QUT). Hon LLD (Qld) Quentin bryce was born in brisbane in 1942 and spent her early years in ilfracombe, a small town in Central Western Queensland. in 1965, she graduated with the degrees of bachelor of arts and bachelor of Laws from the University of Queensland and, in the same year, was admitted to the Queensland bar. she has since enjoyed a rich and distinguished career as an academic, lawyer, community and human rights advocate, senior public officer, university college principal, and vice-regal representative in Queensland, and now australia.

ms bryce’s contribution to advancing human rights and equality, the rights of women and children, and the welfare of the family was recognised in her appointment as an officer of the order of australia in 1988 and a Companion of the order of australia in 2003. also in 2003, she was invested as a dame of Grace of the most venerable order of the hospital of st John of Jerusalem.

ms bryce was awarded an honorary doctorate of Laws by macquarie University (new south Wales) in 1998,

an honorary doctorate of Letters by Charles sturt University (new south Wales) in 2002, and an honorary doctorate of Laws by the University of Queensland in 2006. she was conferred with the degrees of honorary doctor of the University by Griffith University (Queensland) in 2003, and Queensland University of technology in 2004.

in her civic role as Governor of Queensland, ms bryce continued her work with women, families and young people while extending her influence across the state’s broad and diverse spectrum, including the rural, regional, aged, indigenous, migrant, and disability sectors.

as a mother and grandmother, ms bryce is a role model and mentor to women at every stage of their lives. she values and encourages women’s capacity to form strong and enduring bonds of friendship, intellectual and emotional enrichment, and mutual support in their roles within the family, workplace and community.

on 5 september 2008 ms bryce was sworn in as australia’s twenty-fifth Governor-General. as the first woman to take up the office, she remains a pioneer in contemporary australian society, and yet one who brings more than forty years of experience in reform, community building and leadership to the role.

ms bryce and her husband, michael, were married in 1964. they have two daughters and three sons, and six grandchildren.

Tanveer Ahmed tanveer ahmed is a psychiatrist and opinion columnist for the sydney morning herald. he combines a career as a doctor with journalism. his writings are on a broad range of topics, but he is best known for his views on multiculturalism, cultural aspects of mental health and south asian politics. his ancestry from bangladesh inform some of his ideas.

in 2006, he was chosen by a pm’s committee as one of a hundred future leaders of australia under the age of 40. more recently, a popular men’s magazine named him as one of the 50 most influential young men under the age of 35. he sits on a number of boards, including the advertising standards board, the advisory council to the smith family and is a former national representative for junior doctors within the australian medical association. he has even performed comedy and co-hosted a prime time game show.

he has a small affiliation with ausaid in that they funded a speaking tour of his in march 2009, where he helped launch the White ribbon program about combating violence against women through affecting male attitudes in pakistan.

Jason Yat-sen LiJason has an arts/Law degree with first class honours from the University of sydney and a masters of Law from new York University Law school, where he was australia’s hauser Global fellow for 2000 and Convocation speaker for the graduating class of 2000.

from 1996 to 1998, Jason worked for the United nations international Criminal tribunal for the former Yugoslavia, in the hague, the netherlands. Jason worked with sir ninian stephen on a number of pioneering cases in international law on genocide and war crimes.

in 1997, Jason returned to australia to establish a new political party to combat the racist politics of pauline hanson’s one nation that had just achieved great electoral success in australia. in 1997, Jason was also elected to the australian Constitutional Convention and was instrumental in drafting and brokering support for the model of republican government that was put to australian voters in the 1999 national republic referendum.

Jason is currently vice-Chair of the australia-China Chamber of Commerce in beijing, a director of the George institute for public health, the sydney institute as well as a Governor of the smith family, one of australia’s largest charities. Jason was formerly Youth Chair of the nsW ethnic Communities Council and cultural spokesperson for nsW tourism during the sydney 2000 olympic Games. he was also a director of the national Centre for volunteering and the new south Wales Government’s sydney metropolitan strategy Group.

in 2003, Jason was appointed head of China strategy for insurance australia Group. he became General manager, sales & marketing for iaG’s operations in China in 2004 and in 2006, led a major campaign to improve road-safety in China that won the China international pr association silver medal for best Campaign and the economic observer award for most Creative Campaign.

Currently, Jason is managing director of ri Group China Limited, a private equity, investment banking and strategy advisory firm headquartered in melbourne and beijing. he speaks regularly to a range of government, community and business audiences on inclusive societies, education and young people, opportunities in the asian region and the promises and challenges of China. Jason speaks fluent mandarin, Cantonese, German and dutch.

Elizabeth Broderickelizabeth broderick is a lawyer, mentor and social change agent, a telstra nsW business Woman of the Year and australian Corporate business Woman of the Year.

prior to her appointment as sex discrimination Commissioner and Commissioner responsible for age discrimination in 2007, elizabeth was a partner at blake dawson and developed the firm’s business case for flexibility in the workplace. her efforts contributed to creating a workplace where more than 25 percent of the law firm’s workforce now uses flexible work arrangements.

elizabeth has travelled the length and breadth of australia listening to women and men’s concerns about gender equality and age discrimination. she has been a strong advocate for australia’s national paid parental leave scheme, age anti-discrimination and more recently has championed the changes to the asX Corporate Governance principles to increase the number of women at decision making level.

in 2009, she accompanied a group of aboriginal women to the Commission on the status of Women in the United nations to tell their story of rebuilding their community following years of alcohol abuse. this enabled community women’s voices to be heard on a global stage and their promising practices to be shared around the world.

The Yabu Bandfighting over the same guitar from the age of five, multi-talented brothers, delson and boyd stokes, known today as the Yabu band, have created a powerful, unique desert rock sound. originally from Kalgoorlie, the brothers draw their heritage, culture and inspiration from the Western desert bordering the Goldfields town. Tania Majortania major is a Kokoberra woman from the remote community of Kowanyama in Cape York Queensland. she holds a degree in Criminology from Griffith University, and at 21 became the youngest elected regional councillor in the aboriginal and torres strait islander Commission (atsiC).

in 2006 tania major was announced as the Queensland Young australian of the Year, and was further honoured by being named the Young australian of the Year in January 2007.

she was also voted as Young Leader of the Year for the 2007 deadly awards, and Yen Young Woman of the Year for Community vision. tania has also achieved international recognition in winning the political Legal and/or Government affairs section of the Junior Chamber, international outstanding Young persons of the World contest held in india in 2007.

since 2002 tania major has publicly addressed many national and international forums, speaking on indigenous and Youth affairs as these relate to remote communities, particularly those in Cape York. along with her mentor, noel pearson, she has tried to bring the realities of life in many of these communities to the foreground of wider australian thinking and to engage mainstream australians in the collaborative challenge of seeking solutions to long standing problems.

after four years with the Cape York institute for policy and Leadership, tania major is now working to establish a private consultancy and advocacy business, and to set up a youth foundation to support other young indigenous people with the potential for leadership. she is currently completing her masters degree in public policy at sydney University and working on her business part time.

Larissa BrownLarissa brown is the 2008 australian Young environmentalist of the Year. she is the founder and executive director of the Centre for sustainability Leadership, a non-profit organisation dedicated to supporting australians to make their communities, workplaces and sectors more sustainable. she is the recipient of the 2006 brian robinson fellowship for environmental sustainability. Larissa has personally interviewed 100 of the world’s greatest sustainability leaders across twenty countries and five continents on what it takes to cause a real systemic change towards a sustainable world. Larissa was named one of melbourne’s ten most influential environmentalists by the age magazine in 2007.

Larissa brown is a board member of environmental victoria, victoria’s peak environmental group, was selected to represent asia and pacific youth at the United nations Climate Change Conference in bali in 2007 and attended the negotiations in poland in november 2008. she is a judge in the eureka awards for Youth Leadership on Climate Change, a member of the minister’s reference Council on Climate Change adaptation which advisors the state environment minister and participated in the prime minister’s 2020 summit in 2008.

Katerina TeaiwaKaterina teaiwa is senior Lecturer and pacific studies Convener at the australian national University. she is of banaban, i-Kiribati and african american heritage, born and raised in fiji. she has degrees in anthropology, pacific studies and the natural sciences and runs australia’s only pacific studies teaching program along with pasifika australia, an outreach program to pacific islander high school and college students in the aCt and nsW.

Katerina has a passion for dance. she is a founding member of the oceania dance theatre at the University of the south pacific in suva, and recently performed in ‘mother: a tribute’ at the national Gallery of australia.

her research on the impact of australian, british and new Zealand phosphate mining on the indigenous banabans in fiji and Kiribati has been translated into several artworks: in sculpture by maori artist brett Graham, a painting by michael Lothian, and a permanent multimedia installation in the tagata o le moana exhibition at the museum of new Zealand.

Katerina regularly provides expertise on the pacific for ausaid’s australian Youth ambassadors for development program and for UnesCo policy projects in paris. her current research is on cultural policy, creativity and intercultural dialogue in oceania.

aboUt Canberra

Canberra Overview Canberra is the capital city of australia. it is australia’s largest inland city and the eighth largest australian city overall.

for thousands of years before the arrival of europeans, the ngunnawal people lived in the Canberra region. the word “Canberra” is derived from the word “Kanbarra” meaning “meeting place” in the old ngunnawal language.

europeans first settled in the Canberra region in the 1820s, with the site of Canberra selected for the location of the nation’s capital in 1908, as a compromise between rivals sydney and melbourne, australia’s two largest cities.

Canberra is unusual among australian cities, being an entirely purpose-built, planned city. following an international contest for the city’s design, a design

by the Chicago architects Walter burley Griffin and marion mahony Griffin was selected and construction commenced in 1913. the city’s design incorporates significant areas of natural vegetation that have earned Canberra the title “bush capital”.

although the growth and development of Canberra were hindered by the World Wars and the Great depression, it emerged as a thriving city after World War ii.

as the seat of the government of australia, Canberra is the site of parliament house, the high Court of australia and numerous government departments and agencies. it is also the location of many social and cultural institutions of national significance, such as the australian War memorial, national Gallery of australia, national museum of australia and the national Library of australia.
