Hi Everyone! I hope that you are enjoying summer! We have had a very busy 2nd quarter,
full of great AITP events.
Our April 25th Career SIG sponsored Business Growth Workshop
breakfast seminar was held at AITP corporate member Adelphi
University. Our speaker, board member John Sena, was able to
highlight six of the most common mistakes businesses make and
their solutions. John has a very long and distinguished career
working in management at IBM and other major corporations.
Our Annual CIO panel luncheon was held on May 20th at the Long
Island Hilton with our CIO panelists speaking on the topic “Defining
IT's Mission in Today's Economy”. We were very happy to include a
dynamic panel of CIO’s this year including:

Our pre-meeting cocktail party involved our local academic institutions exhibiting and
addressing the topic of “Education as the Gateway to Professional Development”. We
had over 100 attendees for this meeting which gave us great insight into some of our
best-known companies and their IT strategies for the coming year. It was also our
pleasure to award $3500 in scholarships at this meeting to deserving children /
grandchildren of our members.
Our last meeting prior to our summer break was our Annual Boat Trip out of the Bay
Shore Marina on the Lauren Kristy paddlewheel on Friday June 27th. As usual, our luck
with the weather held and we had a fantastic day with very sunny skies sailing on the
Great South Bay! Our topic this year was “Emerging Technologies” and our panelists
included:

We spent an afternoon sailing along the south
shore, enjoying a cocktail hour and a gourmet
lunch. Our guest speakers were available during
the cruise to mingle and meet our members and
to expand on their presentations. We also wel-
comed Core BTS, Lincoln Computer and Tyco
Security Systems as our boat trip sponsors. It
was wonderful having them participate in this
Annual event!
Our summer “break” from monthly meetings
doesn’t mean that we won’t be meeting! On
Wednesday, July 30thth, we will be visiting Old
Westbury Gardens for a concert featuring an
evening of great music and a casual tour of the
formal gardens during intermission. Members
receive two (2) free tickets to this great evening
event! AITP will have a table and will be provid-
ing cheese/crackers and wine. We also will be
having our Annual game to the Long Island
Ducks on Friday August 21th. Get your tickets
(which include drinks and a light dinner at the
Irish Coffee Pub in Islip prior to the game) before
they sell out!
On Thursday August 21st our Long Island Chapter
will be celebrating its 60th Anniversary at the
Northport Yacht Club with a networking cocktail
party. Please put this date on your calendars. It
will be a very memorable party that we would like
all members to attend.

AITP-LI WINS A CHAPTER OUTSTANDING PERFORMANCE AWARD AND REGIONAL OUTSTANDING CHAPTER
FOR 2013

I am happy to announce that we have been selected by the 2014 AITP Association Awards Committee as the
only Chapter in our Region to get the Chapter Outstanding Performance Award for 2013 and also the winner
of our Regional Outstanding Chapter for 2013.
AITP-LI is the largest US Chapter and has been for a number of years. Last year we had fifteen (15) events
and over 1100 attendees at our meetings. The Chapter has over twenty one (21) major companies and eight
(8) Colleges and Universities, as members. We have sixty seven (67) Executive level members which is 30%
of our membership.
The major meetings and panels that we held covered the following:
Data Analytics, Data Mining and Predictive Analysis.
Data Security – Executive Panel.
The CIO/CTO Panel.
The Technical Showcase that featured a panel of IT Executives.
At this time, we are being considered for the Association’s National Chapter Award.

New York City for sales and service sup-

cusing on growth and the NYC expansion, along with

“PMO Critical Success Factors “ By David Leigh MBA, PMP

This article reflects my experience working in or supporting Pro-
gram Management Office (PMO) environments for several ma-
jor corporations, supplemented with recent research into the
criteria for a successful PMO.
According to recent Gartner research, there is a fifty percent
failure rate for initial attempts to establish a sustainable PMO.
However, according to a benchmark study by PM Solutions enti-
tled, State of the PMO 2010, successful PMOs have demon-
strated a significant reduction in failed projects; with projects
completed under budget, ahead of schedule and with demon-
strated improved productivity.
From an overall perspective, the following presents key critical
success factors (CSF) for creating a successful PMO.
VALIDATING THE BUSINESS CASE
The Project Management Book of Knowledge (PMBOK) defines
a PMO as “a management structure that standardizes the pro-
ject related processes and facilitates the sharing of resources,
methodologies, tools and techniques”.
As for any endeavor requiring a significant investment of money
and resources, it is critical that a business case is produced to
justify the PMO. This document should provide the vision,
roadmap for the next 12-18 months, framework and ROI for the
PMO. A well defined business case will also assist in securing
senior management sponsorship of the PMO.
ALIGNMENT WITH BUSINESS OBJECTIVES
A critical success factor is that the PMO should be customized
to support the business objectives of the organization. It should
avoid an “ivory tower” mentality and provide well defined and
pragmatic support for the organization. This requires an under-
standing of the culture and current state of the organization.
Another objective is to ensure the support of the influential
stakeholders.
ADAPTIVE TO THE CHANGING ORGANIZATIONAL NEEDS
The PMO should also adopt an agile approach by adapting to
the changing needs of the organization. An article published in
the PMI Project Management Journal (March 2009) entitled
Building Value Through Sustainable PMOs stated, “Building a
project management competency and an effective PMO func-
tion that continues to deliver value is not a one time effort, it is
an ongoing continuously evolving investment that needs to be
managed by qualified visionary, effective leaders”.
DEFINING THE APPROPRIATE STRUCTURE
According to the PMBOK, “The responsibilities of a PMO can
range from providing project management support functions to
actually being responsible for the direct management of one or
more projects”.

NEW YORK TECHNOLOGY COUNCIL SURVEY
In partnership with WithumSmith+Brown, the New York
Technology Council surveyed NYC-based technology
company members about the state of technology in
New York. The results revealed that, in 2013-2014:

The PMBOK defines several types of PMO structures and control levels, specifically
It follows that another CSF is to clearly define the structure of the PMO with the required level of authority. As stated above, the
structure should align with and be adaptive to the business objectives of the organization.
FOCUS ON INTERNAL MARKETING
In order to ensure the viability and sustainability of the PMO, it is necessary to continually demonstrate the validity of the PMO.
As described below, appropriate metrics and KPIs need to be defined and reported by the PMO within the organization. This
will demonstrate that the PMO is adding value to the organization and meeting the business objectives on a continual basis.
This required transparency will help to ensure the continual support of senior management. An effective PMO needs to deliver
value every day.
METRICS FOR PMO SURVIVAL
Examples of performance metrics for software development would include quantified measures for the following:
Projects delivered closer to budget Project delivered closer to schedule
Improved risk management and mitigation Improved resource allocations
Enhanced processes and controls Improved quality metrics for project assessments
Improved compliance to IT governance controls Demonstrated project compliance to SDLC frameworks
It is often stated that “what you cannot measure, you cannot manage”. This is the opportunity for the PMO to provide a model
example to the organization in the effective definition and implementation of specific metrics to validate its value to the organ-
ization. The results should be reported periodically and made available in a visual dashboard.
SECURING RESOURCE COMPETENCY
Another PMO CSF is ensuring that the PMO is staffed with adequate and competent resources. They need to be skilled in the
specific support areas required by the PMO, for example, project management competencies, quality management, compli-
ance, project assessment, mentoring skills, knowledge of best practices, etc. The selection of the PMO manager is a key task
in staffing the PMO. These resources need to be able to establish effective relationships and be recognized as experts in their
respective specialties.
ATTAINING THE OPTIMAL MATURITY LEVEL
In the recent study by PM Solutions Research, the authors state that “there is a direct correlation between the maturity of a
company’s PMO and the value it provides. More mature PMOs are far more likely to meet critical success factors.”
A cursory review of the industry will reveal that there are a plethora of PMO maturity models. Many correctly stress the need for
alignment with PMI's Organizational Project Management Maturity Model (OPM3).
As soon as a PMO has secured sufficient recognition and acceptance within the organization, it should proceed to evaluate a
select number of PMO maturity models. The models range from a simple one dimensional ranking (basic to advanced) to the
sophisticated three dimensional PMO Maturity Cube proposed at the PMI Research and Education Congress 2010 in Washing-
ton D.C. The PMO Maturity Cube consolidates into one unified model the following three dimensions that comprise the cube:

The evaluation process should result in the selection of an optimal PMO maturity model. After benchmarking the current state
of the PMO, a roadmap should then be defined to guide the progress in attaining the successive levels of maturity.
In summary, this article provides a high level perspective regarding the required CSF criteria that will support the performance
and success of the PMO capability within your organization.

EDUCATION
Once again this year, the AITP-LI Board awarded scholarships to graduating high school seniors and currently-
enrolled college students who are children or grandchildren of active AITP-LI members. Over the past 35 years, the
AITP has awarded over $90,000 in scholarships to deserving students.
In addition to the scholarship awards, honorees and a guest were invited to attend, as our guests, one of AITP-LI’s
most anticipated events - the Annual CIO Panel Luncheon and Educational Showcase on May 20th at the Huntington
Hilton. The students were recognized for their awards, got an exclusive Meet and Greet with our CIO Panelists, and

Aftermath of 9-11 tragedy —-> Karen was summoned to the rescue by NYC Chief of Police — Problem: lack of integrat-
ed data among agencies — Solution: Partnered with Microsoft to get real-time crime information — Focused on inte-
grating different types of data — e.g., voice (911 calls), text (licenses), video (cameras) — Note: This is a fundamental
issue that most employees deal with everyday — “How do we get them to share data?”
“Smarter Planet Initiative” —> Solving problems — Design a computer that thinks like a brain — a.k.a., Watson. Wat-
son is a cognitive technology that processes information more like a human than a computer — by understanding natu-
ral language, generating hypotheses based on evidence, and learning as it goes. Watson “gets smarter” in three ways:
by being taught by its users, by learning from prior interactions, and by
being presented with new information. This means organizations can
more fully understand and use the data that surrounds them, and use
that data to make better decisions. Technology is being used to im-
prove care coordination in the mental health community and to deter-
mine / predict neonatal problems.

Old Westbury Gardens, Picnic Pops Concert, on Wed, 7/30/14 featuring the
well known jazz band Baby Soda.
Gates open at 5:00 PM. Dance lessons at 6:30 PM and the orchestra begins to
play at 7:00 PM. AITP will provide wine and cheese for our members. You may
bring one guest at no charge.
AITP-LI members who wish to attend must register with Ken Mole by July 27,
