New HVAC Lab named for SCAHACC’s Member Company McGee Heating and Air Conditioning, located in Anderson and Georgia, owned and operated by Walter McGee, third from left, pledged $20,000 to name the Residential and Light Commercial Comfort Cooling Lab in Tri-County Technical College’s Industrial Technology Center. Set to open in January 2013, the 43,000-square-foot Center will be home to the Welding and Heating, Ventilation, and Air Conditioning programs beginning Spring Semester, 2013. The facility is located on Highway 76 in Sandy Springs on five acres of land and is just four miles from the Pendleton Campus. PRESIDENT’S

THE LETTER

At the recent association board of directors plan-ning meeting, it was decided that during 2013 the association would focus on the membership. From collecting data from and about our members, to providing more local meetings (up to four a year in each area), and creating a peer-to-peer program for the contractor members, efforts will be focused on what our members tell us they want and need. The board will also convene the past presidents in an effort to create a Steering Committee to help build a more long term vision and plan for the as-sociation’s future goals and objectives.

Good News/Bad News . . . 2013 will present additional focus from our staff on membership as they have a goal of adding the top 40 contractors who are not currently members to our association. This is a lofty goal but they are well on their way with nine of the 40 already signed up. This is not their goal alone as the leadership – and you – are encouraged to help us add to our ranks of the Best of the Best. That’s the good news. Now for what some may perceive as bad news: During this year of focus, there will be a few key events/programs missing but never fear they will be back. In order to concentrate resources on membership and related programming and logistics, the Bass Fishing Tournament and the upstate clay shoot along with association-specific sponsored training programs will be postponed until 2014. The hope is that during the planning exer-cises, these programs and others will be discussed and planned more strategically.

Sincerely Asking . . . .If you have ideas, suggestions or even concerns, please let a member of the leadership team know. You are always invited and encouraged to let your staff know as well.

Please, please respond to the surveys. They will be kept short (10 questions or less) and they will mostly be executed electronically.

THE Membership -- Our 2013 Priority The first survey has been sent and it is primarily about your personal stats. The next survey will be about compensation. The hopes and plans are to combine the responses from across the state and then supply them back to the membership as aver-ages.

Lastly but certainly not least . . . At the board’s planning meeting we asked each per-son to answer one question. “Why are you a mem-ber of this association?” Each person answered and each time it was “about being able to talk/share/learn/have fun with others in this industry.” It was even said by several that this group is perceived as the best of the best . . . and we all want to be in that category! So, I leave you with this challenge to make your membership pay off by attending the Annual Convention and Trade Show in February. The committee and the staff have put hours and hours into making a weekend worthy of the best. Be there! The lessons and value that you will leave with will be worth your registration and then some!

Cowboy Up Convention

Leigh, I called and left a message with Hanna yesterday, but I thought that maybe I should send you

a note. This is not a “pat me on the back” note, but an observation in my own lack of awareness and

performance in the past.

Santee Cooper had a roll out meeting yesterday for their commercial program. I was so very proud to

not only be a part of SCAHACC, but just for being a member. Tracy Stoner and Gail Coffer did an excel-

lent job of promoting both the association and the up-coming convention.

They gave me the opportunity to say anything, and of course, I didn’t!

After thinking about it, it hit me, WHY NOT! I am both proud and appreciative of the organization so

why would I not take the opportunity to support it, especially after they stuck their necks out for US!

I did ask and was able to have a few minutes at the end to share with all. I was proud to be able to

speak about the things that we are working on for the future. I was able to give them a little insight

to the new P2 (peer program) that we hope to launch. It was the commercial roll-out program so I

was able to speak on the discussions that we have had about growing in the commercial sector as an

association as well. I was able to tell everyone about how it is not THE association, but THEIR associa-

tion, how we need their support to help us to continue to grow and improve the industry for all of us.

I was able to update them about the additional meetings we have added as well as invite them all the

the January Horry/Georgetown chapter meeting.

Then at a community Christmas party last night, I found out that someone I had met a few times at

other functions, Stephen Goldfinch, did not get the new US Congressional seat for the 7th district, but

did make it late to the SC House seat 108 and won. I will contact him today on behalf of the associa-

tion to try to continue to build on our base of representatives. With him and Sen. Cleary from our

area, along with all of the other relationships that have been built throughout the state, it cannot hurt.

This does not make me great, this does not make me a good do-’er, this does not make me special. It

made me aware of my surroundings. How I can help the association, and in turn, for doing the right

thing for the right reason, it helps me. By actually doing something small in a positive way, it made me

realize how far short I have fallen in the past. How many opportunities have I let slide by. What else

could I have done. I did not want to get up and speak in front of a large crowd of my peers, but I did

and I did not explode.

How often do we look around at the environment around us. If I am keeping SCAHACC in mind, it

makes me more aware of my own company and how to promote it. This association and the PEOPLE

in it have meant the world to me personally and professionally.

I will continue to try to be more observant and CHALLENGE other contractors to do the same. Let’s

grow this organization and build this industry with the respect that we all deserve!

2009 International Energy Conservation Code®

In South Carolina, (effective January 1, 2012), the 2009 International Energy Conservation Code (IECC) will be adopted as the minimum level of energy efficiency a residential dwelling can be built. The 2009 IECC encourages energy conservation through efficiency in envelope design, mechanical systems, lighting systems and the use of new materials and techniques. The 2009 IECC will have several changes from the current S.C. Energy codes.

The chart on the following page was developed and shared from the Home Builders Assn. and is believed to include a list of the differences between the S.C. Energy Code and the 2009 IECC.

SCAHACC also has received a 26-page PDF article that recaps the 2009 IECC summary of requirements for residential construction prepared by Claude St. Hilaire with the Home Energy Group. He has agreed for us to share it with any of our members who may be interested. SIGNIFICANT CHANGES BETWEEN THE 2006 AND 2009 INTERNATIONAL ENERGY CONSERVATION CODEThe table provides a comparison of the major differences between the residential provisions of the 2006 and 2009 International Energy Conservation Code (IECC).

Congratulations to the Winners of the Chapters’ Best Service Truck CompetitionAt the fall chapter meetings, the association held its inaugural Best Service Truck completion. The vehicles where judged on the outside presentation, cleanliness, personal safety equipment, organization and implemen-tation of technology. The winners were given a certificate for $50 off registration for the 2013 Annual Conven-tion where they will be judged one more time to determine the Best Service Truck in the state.

SCAHACC Leadership Launches Public Campaign to Address the Issue of Unlicensed Individualsby Coretta D. Bedsole and Philip C. Willis from Palmetto Public Affairs, LLC

In November SCAHACC‘s leadership met to discuss the challenges facing small businesses and in particular HVAC contractors. As an industry we continue to grapple with how to deal with unlicensed individuals. These individuals are a threat because they often provide inferior service that can result in adverse outcomes for con-sumers. They place licensed contractors at a disadvantage because unlicensed individuals often do not carry insurance coverage, pay unemployment taxes and comply with industry standards. An unlicensed person gener-ally cost reputable contractors income because they do not have overhead costs and can therefore under bid for business.

It has become increasingly clear that attempting to pass legislation may not be successful in the short term and may not solve the problem. So how to problem solve in a way that will increase the likelihood of success is now the focus of SCAHACC. The result is a partnership that is being forged with the Residential Builders Com-mission (RBC) at the SC Department of Labor, Licensing and Regulation (LLR). SCAHACC has always enjoyed an excellent working relationship with the RBC and LLR. However, recent retirements, staff changes and staff reductions at the agency have resulted in the need for a more proactive role from our contractors. As contrac-tors who witness bad practices, YOU can be a part of the solution.

SCAHACC’s, Legislative Chairman, Executive Director and lobbying team members have met twice with members of the LLR management staff to discuss the problem. Out of these meetings arose an action plan that includes SCHACCC members working in partnership with the LLR team to identify unlicensed individuals. Our contractors can be the eyes and ears for LLR. You work around the state and know who is licensed and who isn’t.

Currently, LLR has a staff of nine to investigate all complaints, including those for unlicensed practice, for resi-dential builders, contractors, and manufactured housing. Current state law does not provide LLR with far reach-ing authority to penalize unlicensed individuals. The agency can, however, issue cease and desist orders or citations and forward information to the Administrative Law Court if the person is a habitual offender.

LLR and the RBC are committed to investigating unlicensed individuals. The agency staff reviews Craig’s List, newspaper advertisements, and road signs along with other marketing materials to determine license status. However, it is challenging for agency investigators to immediately report to the location where an unlicensed contractor is working.

So how can you become part of the solution? Tell LLR, the RBC or SCAHACC when you witness an unli-censed person performing services.

Report the person to your local building codes office. Local staff can often reach the job site before the unlicensed person has left. These officials are also required by law to let LLR know. It is a great way to move the process along more quickly.

Before contacting LLR or SCAHACC, make sure you have the following information. The more informa-tion you can provide, the more quickly LLR staff can investigate and open a file.• Name of person (if known).• Location of incident – include as much information as possible, such as street address and city or town.• Date and time of incident.• If a truck with a logo is on site, include the phone number, etc. or any other identifying information that appears on the truck. Include a license plate number if available.• If it is an ad on Craig’s list or a business card, make a copy of the document and include it with the report.• If you see a roadside sign, write down the phone number and name.• Pictures snapped with a camera phone would also be helpful.

In addition to working with our elected officials, Legislative Chairman Pardee, SCAHACC Executive Director Leigh Faircloth, Coretta Bedsole and Philip Willis (Palmetto Public Affairs) have met twice with LLR and are working on a plan to assist the agency with reporting unlicensed indi-viduals.
