Streamlined Aircraft Detailing Service do the work for you!
Streamlined Aircraft Detailing Service is a local business owned by William
Brown. He began the business in May 2014 and now employs four techni-
cians. Mr. Brown has an aviation resume that in-
cludes a Bachelor’s degree from Embry-Riddle
Aeronautical University, experience with a Bay Ar-
ea Fixed Base Operator, and ten years of active
duty in the United States Air Force.
Customers range from single-engine piston to business jet owners. If it has wings or a ro-
tor, Streamlined can handle it. They are customer service-oriented and will do the work at
the time that is most convenient for you, twenty-four hours a day, seven days a week.

APP Jet Center (APP) has announced plans to con-
struct a new multi-million dollar FBO facility at Hay-
ward Executive Airport. It will be adjacent to the for-
mer Ameriflight hangar at 21889 Skywest Drive.
The design for the new facility is clean and modern to
reflect a Silicon Valley aesthetic. The project will add a
20,000 sq. ft. hangar with 28 foot high doors and it will
accommodate virtually any aircraft in the general avia-
tion fleet. As part of the $4 million project, the exterior
of the former 10,000 sq. ft. Ameriflight hangar and
2,500 sq. ft. office will also be renovated. The new
FBO interior will receive particular attention and offer
the best in customer service, including a spacious lob-
by, conference room, crew area, and galley.
A firm timeline will be established once the design
work is completed. Tentative plans are for ground
breaking in November 2015 and completion in July
2016. The former FBO facilities will be converted for
use by commercial subtenants.
“We are delighted by this announcement from APP Jet
Center,” says Airport Manager Doug McNeeley. “It
underscores their commitment to provide the best in
customer service. It also highlights Hayward’s growing
presence in the general aviation marketplace.”

Warm weather has arrived and this year airport staff
will be undertaking several airfield maintenance pro-
jects, including pavement repairs and refreshment of
the surface markings on Runway 10R-28L.
The paint work on Runway 10R-28L is scheduled to
begin in August and will take about a week. We will
have specific dates shortly. Airport users can anticipate
some temporary closures of Runway 28L-10R as the
work progresses, but we are very sensitive to your
needs and will minimize downtime as much as possible.
I will be reaching out to based tenants with pertinent
information on the project, and closures will be limited.
We have refreshed the markings several times in the
recent past and I’m happy to say there were no unusual
delays or complaints from users.
By the time you receive this newsletter, Meridian Avia-
tion should have broken ground on their new FBO fa-
cility. There may be some taxiway closures on the south
side of the Airport as they begin paving work, so please
check current NOTAMs for updated information.
While driving your vehicle on the airport, please remem-
ber not to cut across congested aircraft parking areas
and private leaseholds, particularly the Green Ramp at
the foot of the control tower and APP Jet Center’s
ramp. This will reduce the likelihood of a collision with
parked aircraft, fuel trucks, and pedestrians. We request
that you use “zipper” lanes to drive on the airfield as
much as possible. We would also like to remind you that
the vehicular speed limit anywhere in the Movement
Area of the airport is 10 mph. This speed limit is en-
forced by Hayward Police Department and airport staff.
Finally I would like to thank all of those who were in-
volved in planning and executing the 51st Hayward Air
Rally. The Air Rally was a success and as always airport
staff is happy to host and support the event. Congratu-
lations to this year’s winners, Race # 9 Steve and Kathy
Davis.
Mr. Brown says that attention to detail and the use of
superior cleaning products sets his company apart from
others in the industry. He adds that his products are
also environmentally friendly. Services provided include
wet wash, dry wash, waxing, polishing and dry work,
and refurnishing de-ice boots.
“In addition to our standard services, we also have a
process to revitalize exterior paint,” says Mr. Brown.
“If your paint has oxidized over time, we’ll be glad to
take a look and furnish you with a quote. It could buy
you some time before your aircraft has to go back to
the paint shop.”

The annual Tenant Appreciation Day will be held on
Thursday, August 13 between 11:00am and 2:00pm,
and you are cordially invited! The event will be relo-
cated from the maintenance shop to the airport admin-
istration building, and as always, a delicious lunch will
be served. For more information, please call the ad-
ministration office at 510-293-8678.
Speaking of parties, the airport has recently hosted a
number of events. As noted elsewhere in this newslet-
ter, the annual airport open house attracted over 5,000
local residents this year. It’s great to have so many visi-
tors at the airport to have fun and learn more about
the contributions of general aviation. On July 16 the
City of Hayward hosted the annual Employee Appreci-
ation Lunch at the airport, and on July 10 and July 17
we provided a tour of the airport for visiting Chinese
students. A good time was had by all.
Super Bowl 50 will be held on February 7, 2016 at Levi
Stadium in Santa Clara. About 1,200 corporate aircraft
are expected to visit the Bay Area during game week,
and all of the airports will be very busy, including
KHWD. Depending on the size and wingspan, we can
accommodate approximately 120 transient aircraft on
the ground at one time. APP Jet Center will bring in
additional employees from other locations and order
more equipment, and the tower will have extended
hours of operation. I’ll keep you posted. It’s interesting
that the media has picked up on this, and reporter Rob
Roth of KTVU-TV ran a story about our preparations
that aired on July 21.
New development is the lifeblood of any airport, and
by the time this newsletter is in your hands, Meridian
Aviation will have broken ground on their new fixed
base operation at Hayward. The first phase will now
include a 30,000 square foot hangar and a 6,000 square
foot office area, and completion is estimated in June
2016. We are also pleased about the recent announce-
ment that APP Jet Center is expanding at Hayward
with the planned construction of a 20,000 square foot
hangar and 2,000 square foot office area. Both of these
facilities will bring the latest in customer service inno-
vations to our based and transient customers.
There are some additional developments in the pipe-
line that should be announced in the next month or
two, and we’ll be sure to cover them in our newsletter.
In the meantime, feel free to contact me with any
questions or comments you may have about the airport
at 510-293-8678 or douglas.mcneeley@hayward-
ca.gov.

Over 5,000 local res-
idents attended the
2015 airport open
house on May 17, an
increase of almost
twenty percent over
2014, and an in-
crease of 525 per-
cent since 2011. The
annual event is
sponsored by the
City of Hayward, the
Bay Area Black Pi-
lots Association,
Tuskegee Airmen, Inc., East Bay Aviators, the Federal Aviation Administra-
tion, and Vintage Aircraft Association Chapter 29.
There were a number of highlights this year to delight the record crowd. The
airport was honored to have relatives of Tuskegee Airmen on hand to greet
the public. The Tuskegee Airmen were the first African-American military avi-
ators in the United States Armed Forces and they established an admirable
combat record during WWII.
Free airplane rides for children ages 8-17 were available courtesy of the Ex-
perimental Aircraft Association’s Young Eagles program. “We flew a total
of 159 kids,” noted Chapter 29 spokesperson Pat Polehla, “and that’s thirty-
six more than last year, an increase of almost thirty percent. We were happy
that we could accommodate the additional demand. Thanks to the chapter
members who participated and made the flights possible.”
Visitors were impressed with a vintage Ford Tri-Motor airliner owned and
operated by the Experimental Aviation Association. The Tri-Motor was
considered an elegant and speedy way to travel throughout the United States
in the late 1920s and early 1930s with a top cruising speed of about 115
miles per hour. Rides for adults were priced at just $75, and the EAA re-
portedly flew over twenty local flights.
The airport staff was very pleased to have a Lockheed C-130 Hercules on
static display for the first time in recent memory. The aircraft is operated by
the 130th Rescue Squadron and it was ferried to Hayward from nearby Mof-
fett Field. It recalled the days when the 129th Rescue Squadron was based at
Hayward.

Tours of the Federal Aviation Administration’s Air
Traffic Control Tower were popular, with reservations
at capacity throughout the day. The open house was a
rare opportunity for the public to see air traffic con-
trollers as they helped guide aircraft to safe takeoffs
and landings.
The Hayward Fire Department displayed the Airport
Rescue and Fire Fighting (ARFF) vehicle based at Sta-
tion 6. Under federal regulation an ARFF vehicle is
not required at the airport, but the City voluntarily
provides one for more timely response to on-site inci-
dents.
A number of law enforcement agencies were on hand.
The Hayward Police Department SWAT unit dis-
played vehicles and equipment used to help keep our
community safe. The East Bay Park Police and the
California Highway Patrol each attended the open
house for the first time and displayed aircraft essential
to their mission. Another exhibitor was the California
National Guard 95th CST/WMD unit currently based
at the airport.
“The weather forecast was a little uncertain leading up
to the event,” said Airport Manager Doug McNeeley,
“so we were gratified to see a record turnout. In addi-
tion to our sponsors and exhibitors, I would also like
to thank the Hayward Police Department Explorers,
the Civil Air Patrol Cadets, and the Young Marines for
their assistance in keeping the open house well orga-
nized and safe.”
