The Airport Committee met on the above date in Conference Room A at City Hall, 169 SW Coast Highway.

In attendance were: Committee Members Terry Buggenhagen, Jeff Bertuleit, Mark Watkins, and Susan Reese Painter. Also in attendance were: City Manager Spencer Nebel, Airport Director Lance Vanderbeck, Fire Chief Rob Murphy, Deputy City Recorder Gloria Tucker, City Council Liaison Laura Swanson, CERT inspector Mark Gabel, and audience member Rich Figenshu. By phone, FAA guests Carol Sumi, Valerie Thorsen and Jason Ritchie attended the meeting. Committee Member Jim Shaw arrived at 2:10 p.m.

Absent was: Committee Members Ken Brown and Ralph Busby.

APPROVAL OF MINUTES

MOTION was made by Watkins, seconded by Painter, to approve the minutes of the Jan. 9, 2018 meeting. The motion carried unanimously in a voice vote.

ADDITION TO THE AGENDA

Bertuleit added Task Order for Airport Master Plan Final Signature to the agenda.

DISCUSSION/ACTION ITEMS

FAA Guests Carol Suomi, Mark Gabel and Valerie Thorsen

Nebel introduced the Part 139 Issue, and Vanderbeck introduced the FAA Guests.

Mark Gabel explained a number of airports are surrendering their certificates because the cost of training and staffing is becoming a challenge for cities and counties. In order to get back the Part 139, he said the airport would need a letter of intent from an air carrier, update its certification manual and trainings and then have an inspection.

Ritchie explained funding would not change without a Part 139. The only aspect the certificate would affect, he said was the ARF truck. He said since the airport’s ARF truck is so new it wouldn’t be eligible for funding for a long time regardless.

Gabel explained Part 139 inactive status means there would be no annual inspection but all the training requirements remain.

Nebel suggested the committee decide at the next meeting on its recommendation to the City Council.

Vision 2040 Committee Representation

Tucker and Nebel introduced the Vision 2040 Committee Representation agenda item.

MOTION was made by Watkins, seconded by Bertuleit, to recommend Ralph Busby as the Airport Committee’s representative on the Vision 2040 Committee. The motion carried unanimously in a voice vote.

Tanks Base Line Inspections

Vanderbeck introduced the Tanks Base Line Inspections agenda item. He said to replace the tanks with seismic resilient tanks would be a $500,000 project.

Bertuleit suggested leasing tanks, and Vanderbeck said he would research that.

Bertuleit also suggested purchasing a fuel truck rather than replace the fuel farm.

Vanderbeck said he would explore different fuel options and funding options.

Terry Buggenhagen left the meeting at 3:15 p.m.

Task Order for Airport Master Plan Final Signature

Vanderbeck introduced the Master Plan Final Signature agenda item, which would end the Airport Master Plan Update by authorizing the City Manager to sign five copies of the Airport Layout Plans.

MOTION was made by Painter, seconded by Watkins, to recommend the City Council approve the final signatures. The motion carried unanimously in a voice vote.

Rural Air Service Study

Vanderbeck introduced the Rural Air Service Study agenda item. He said there are three rural areas in Oregon that have enough population demand to warrant grant funding for rural air service. He said Newport was identified as one of the areas.

Seismic Resilience Study

Vanderbeck introduced the Seismic Resilience Study agenda item. He said after a Cascadia type event, the airport would have some sinking in the middle but would largely survive. He said the study shows that military aircraft would still be able to land.

MOTION was made by Painter, seconded by Watkins, to approve the agency review of the Seismic Resilience Study. The motion carried unanimously in a voice vote.

OPERATIONS REPORT

Vanderbeck read the operation report included in the Feb. 14, 2018 packet.

Re: Lowering Minimum landing standards.

The current landing minimum is ¾ mile visibility with a 250 foot ceiling. We would like to lower it to ½ mile visibility with a 200 foot ceiling. Ralph Busby has been providing me with airfield weather data for the past few months and has found by lowering the landing minimum it would open up on the average 20 more hours a month of landing possibility. With this information wereached out to Life Flight, USCG Air Station, Empire, Ameriflight, Pacific Seafood, Devinaire Air Charter, and local IFR pilots for support on this issue. All parties confirmed they would support efforts and/or write, or sign a letter of support to go to the FAA to see what can be done on this issue.

I am asking the Airport Committee for their support and help refining a draft letter to be sent to the FAA if approved. Below is the first draft of the letter we would like to send to the FAA.

Dear Mr. Suomi:

Thanks in large measure to the generosity of your agency, the Newport Municipal Airport has become a key asset to Oregon coastal communities, providing significant economic benefit, and playing a critical role in emergency services. We would like to further enhance the airport’s capabilities by extending its ability to allow aircraft operations in weather conditions below those now permitted. Our current ILS RWY 16 and RNAV (GPS) RWY 16 approaches have, as their lowest minima, a DA of 250 AGL and visibility of ¾ mile. We request your assistance in reducing those to a DA of 200 AGL and visibility of ½ mile.

An analysis of weather data indicates that by reducing those minimums, the airport could be utilized 2% to 3% more than with the current minimums. A couple of hundred hours during a year may seem inconsequential, but it could mean the difference between life and death to someone being transported by the USCG or Life Flight, both based at Newport.

The Oregon coast is a remote area that is not only subject to poor flying conditions (the weather is less than marginal VFR more than a 1/3 of the year), but is in a highly volatile seismic zone. When the “big one” comes, Newport is the only fully instrumented airport on the coast likely to be accessible for emergency evacuations and relief supply. (The other major airports, given their height, are likely to be under water.) There is a need to maximize Newport’s ability to accept aircraft during inclement weather conditions that is more than just economic value.

We understand the FAA has stringent criteria that must be met in the determination of IAP minima, and appreciate that a ¼ mile visibility reduction is not simple. Nevertheless we ask that you review our situation and let us know what the issues are, and what can be done. We stand ready to work with you on any modifications that may be required, equipment that needs to be acquired, or waivers that we can apply for.

As you will note from the attachments, this request is not just from the airport owner (City of Newport) but from virtually the entire Newport aviation community. Your consideration is greatly appreciated.

Was contacted by Chris Coombs with NW Jets in Salem. They are interested in building a parking apron for their CJ4 and CJ5 by their executive hangar. I have contacted the FAA, PAE, and local Fire Department. We have the okay form the fire department to allow the pad to be built has long has there is no structure built on it until the water issue is resolved. The FAA will need to approve the pad after they see the drawing from PAE.

Had a brief conversation with Tim Gross about the water issue for the airport. He was going to check with Seal Rock Water to see if the pump station built by the ARFF gate would be able to hit the needed 1500 gpm rate. Seal Rock would have to run tests to see if it is possible. If the pump station can hit it, then a conversation with Seal Rock Water will need take place to see if we can use it for emergency purposes.

Camera at box hangar – Had a conversation with IT about the Reolink Wire-Free camera suggested for the box hangars. Richard was unable to make any recommendation on the camera because it is not compatible with the City’s system.

Attended the Oregon Airport Mangers Association (OAMA) Spring Conference and Oregon Department of Aviation Board meeting February 12th & 13th. The OAMA meeting had updates about State Legislative short session from Senator Betsy Johnson, Connect Oregon updates by Mitch Swecker Director of the Oregon Department of Aviation. FAA presentation with Joelle Briggs Manager, Ben Dahle Oregon State Engineer, and Sean Callahan Oregon Airport Planner. There was also a Legislative reception that the airport mangers were able to voice concerns and ask questions to State Representatives that where in attendance. Most concerns were funding for airport projects to include seismic resiliency and emergency preparedness funding. The ODA Board meeting made final vote on funding for COAR grant applications and we were awarded our grant for help with matching funds for the upcoming AIP project.

Had a conversation with Matt Lawyer at the ODA about the ROAR grants. The State has changed the cap to $500,000 with a 10% match. The State will be putting the grant applications out sometime in March for rural air service. I know that we will be competing with a few other airports for this grant and the State only has $1.7 million total for grant applications.

Land acquisition south of Runway 34- We have heard back for the all but one property owner in regards to the proposed property purchases. All parties that have contacted us have expressed interest in selling.

EPA tank inspection visit update – PAE is finalizing the airport’s SPCC plan. The base line inspection of the fuel tanks was done on December 12 by Mistras. I have pulled all the copies of the permitting for the tanks and sent them on to Geoff to incorporate into the SPCC plan.

Mascott has replace the safety solenoid valve and the turbine pump on the Self-Serve.

Life Flight approved the marking designs for the helicopter tie downs. PAE sent me the design layout for the apron and we have run into a few issues. One is with the Taxiway Object Free Area (TOFA) the runs onto the apron. Thecurrent markings are not to FAA standards and more options will need to be discussed with Life Flight.

Steven Donovan of SHN Consulting Engineers & Geologists, Inc. has completed the airports 1200z storm water permit required by DEQ. The plan and submitted to DEQ before the March 1st.

Jayson sent out the rebid for the construction of the Pavilion February 6th. We will be holding pre bid for contractors that are interested in the project on March 1st.

Operations Equipment –Jet-A truck went down found a broken starter grounding bolt. Newport Diesel was able to get a new start put on in day and the truck is up and running. We had a software issue with Fuel Master for the Self-serve. We were able to correct the issue within a few hours. I had to have the key pad at the T-hangar gate replaced. While the repair company was here I had them service the other gate operators and replace the chains.
