Historical background S h t u s uT Annex cumponents

Annex 7 contains Standards adopted by the Iuternational Civil Aviation Organization as the minimum Standards for the display of marks to indicate appropriate nationality and regstration which have been determined to conlply with Article 20 of the Convention. Standards for Aircraft Nationality and Registration Marks were rnst adopted by the Council on S February 1949 pursuant to the provisions o% W c l e 37 of the Convention on International Civil Aviation (Chicago 1954) and designated as Annex 7 to the Convention. They became effective on 1 July 1949. The Standards were based on recommendations of the first and second sessions of the Airworthiness Division held respectively in March 1946 and Pcbxuaxy 1947.

Table A shows the origin of subsequcnt amendments together with a list of the principal subjects ilivolvcd and the dates on which the hnnex and the amendments were adopted by the Council, when they became effective and when they became applicable.

Action by Contracting States

Notijkation of differences. The attention of Contracting States is drawn to tlle obligation imposed by Article 38 of the Convention by which Contracting States are required to notify the Organization of any differences between lheir nalional regulations and practices and the International Standards contained in this Annex and any amendments thereto. Furtller. Contracting States are invited to keep the Organization currently informed of any differences which may subsequently occur, or of thc witlidrawal of any differences previously notified. /I specific request for notification of di.fferences will be sent to Conkacting States immediately after the adoption of each amendment to chis Annex.

The attention of States is also drawn to the provisions of Annex 15 related to the publication of differences between their national regulations and practices and the related ICAO Standards and Recommended Practices tlxoogh the Aero- nautical information Service, in addition to the obligation of States under Article 35 of the Convention.

Promril~atio?~ of irl/onnatrc>n. The establislment and ~bi~hdrawal of and changes to fac~lities. services and pro- cedures affcctmg aircraft operations ~rovided in accordance with the Standards specdied in this Annex should be not~fied and take effect in accordance with the provisions of Annex 15.

An Annex is made up of the following component parts, not all of which, however, are necessarily found jn every Annex; they have the status indicated:

1 .- Material comprising the Annex proper

a) Standards and Recommended Practices adoptcd by the Council under the provisions oE the Convention. They are defined as follows:

Standard: Any specification for physical character- istics, configuration, matkriel, performance, per- sonnel or procedure, the uniform application of which is recognized as necessarv for the safety or regularity of international air navigation and to which Contracting States will conform in accordance with the Convention; in the event of impossibility of compliance, notification to the Council is corn- pulsory under M c l e 38.

Recornmended Praciice: Any specification for physical characteristics, configuration, matiriel, performance, personnel or procedure, the uniform application of which is recognized as desirable in the interest of safety, regularity or efljciency of intcr- national air navjgation, and to which Contracting States will cndeavow to conform in accordance with the Convention.

b) Appendices comprising material grouped separately for coilvenience but forming part of the Standards and Reconlmended Practices adopted by the Council.

c) Definitio~ls of tcrlns used in the Standards and Reconlmended Practices wl~ich are not self- explanatory in that they do not have accepted dictionary meanings. A detinition does not have independent status but is a11 essential part of each Standard and Recolnlncndcd Practice in which rhe tern1 is used, since a change in the meaning of the term vvould affect the specification.

d) Tubler and Figures v~luch add to or illustrate a Standard or Reconunendcd Pract~ce and which are refcrred tu therein, form part of the associated Standard nr Recommended Practice and have the same status.

Glider. A non-powcr-driven heavier- than-air aircraft, deriving its lift in flight chicfly from aerodynamic reactions on surfaces which remain fixed under given conditions of flight.

5.1 The letters shall bc capital letters in Ro~nati characters without omamentation. Numbers shall be h a h i c numbers with out ornamentation.

5.2 The width of each character (except h e letter I and the number 1) and the length of hyphens shall be two-thirds of the height of a character.

5.3 The charactcrs and hyphens shall be formed by solid lines and shall be of a colou* contrasting clearly with the back- ground. The thickness of the lines shall he one-sixth of the height of a character.

5.4 Each charactcr shall br separ;lted from tha! \\;hich i: imn~edia~ely prcccdes or fo l lo~/s, by a space of not less than one-quarter of a character n2idth. A hyphen shall b2 regardcd as a character for this purpose.

6. REGISTER OF NATIONALITY, C O ~ l O B AND REGISTRATION MARKS

Each Conixtcting Stare or common mark registering authority shall maintain a current rcgister showing for each aircraft registered by that Srate or common mark registeri~lg authority, thc information recorded in the certificate of registration (see Section 7). The register of unmanned free balloons shall contain the date, time and location of rclease, the type of balloon and the name of the operator.

7.1 The certificate of gistra ration, in wording and arrangement, shall be a replica of the certificate shown in Figure I .

An aircraft shall early an identification plate inscribed with at least its nationality or common mark and rcgishation mark. The plate shall be made of fireproof metal or other fireproof material of suitable physical properties and shall be secured to the aircr,lft in a prominent position near the 111ain entrance or, in the case of an unrnanncd free balloon, affixed conspicuously to the exterior of the payload.

9. GENERAL

The provisions of this Annex shall not apply to meteorological pilot balloons used exclusively for meteorological purposes or to unmanned free balloons without a payload.

ICAO TECHNICAL PUBLICATIONS

The foilowing sunrmary gives the status, and also describes in gerleral rertns rhe contents of the ~~arioris serier of technical prtblications issued the Intcrr~atioruxl Civil Aviatiott Orqaniiati~ri. I t does rzot include specialized plcblications that do not full specifically within one of the series, such as the Aeronautical Chart Catalogue or the Meteorological Tables for International Air Navigation.

International Standards and Recommended Practices are adopted by the Council in accordancc with Articles 54, 37 and 90 of the Convention on Inlernational Civil Aviation and are designated, for convenience. as Annexes to the Convention. The uniform application by Contracting States of the specilications contained in thc International Standards is recognized as necessary for the safety or regularity of international air navigation while the uniform application of the specifications in the Recommended Practices is regarded as desirable in thc interest of safety, regularity or efficiency of international air navigation. Knowledge of any differences between thc national regulations or pracdces of a State and those established by an International Standard is essential to the safety or regularity of international air navigation. In the event of non-compliance with an International SLandard, a State has, in fact, an obligation, under Article 38 of the Convention, to notify the Council of any differences. Knowledge of differences from Recommended Practices may also be imponan1 for the safety of air navigation and, although the Convention does not i m p s c any obligation with regard thereto, the Council has invited Contracting States to notify such differences in addition to those relating to In~ernational Standards.

Procedures for Air Navigation Services (PATS) are approved by the Council for worldwide application. They contain, for the most part, operating procedures regarded as not yet having attained a sufficient degree of

maturity for adoption as International Standards and Recommended Practices. as well as material of a more permanent character which is considered too detailed for incotpoiation in an Annex, or is susceptible to fre'quent amendment, for which thc processes of the Convention would be too cumbersome.

Regional Supplementary Procedures (SLTPS) have a status similar to that of PANS in that they are approvcd by thc Council, but only for application in the respective regions. They arc preparcd in consolidated form, sincc certain of the procedures apply to overlapping regions or are common to two or more regions.

Technical Manuals provide guidance and information in amplification of the International Standards. Recommended Practices and PANS, the implementation of which they arc designed to facilitate.

They are prepared 011 thc authority of the Secretary Gcneral on the basis of recommendations of regional air navigation meetings and of the Council action thereon. The plans are amended periodically to reflect changes in requirements and in the status of implementation of the recommended facilities and scrvices.

ICAO Circulars makc available specialized information of interest to Contracting Statcs. This includes studies on technical subjects.
