PURPOSE 1.1 The purpose of this AIP Supplement is to inform the aviation industry on the implementation of the Mandatory Broadcast Zone (MBZ) at Purari, located in the Baimuru District, Gulf Province, Papua New Guinea. 1.2 The majority of flight activity is situated along a 20nm corridor extending north from Herd Base to Antelope 3 (S07 08 40.61 / E145 8 27.34), and from Herd along a 37nm track to Triceratops 3 (S06 56 27.90 / E144 46 00.22) see HMR route map (attached). Two airstrips; Wabo (S06 59 25.57 / E145 04 26.57) and Purari (S07 23 2.81 / E145 09 52.33) are encompassed within the MBZ. 1.3 The implementation of the MBZ will allow aircraft operating in the vicinity of the local airstrips, to remain on one frequency minimizing frequency congestion on Area Frequencies, and provide valuable traffic information on the operations of approximately 14 aircraft that are regular users of the MBZ. 2. DURATION OF MBZ 2.1 The MBZ will be active on a trial basis with immediate effect until 1512311900 UTC. Industry consultation will take place prior to the expiry of the above to determine the continuity of MBZ operations. 3. MBZ FREQUENCY 3.1 The frequency allocated to the MBZ is VHF 118.6 MHZ. 4. MBZ DIMENSIONS 4.1 The dimensions of the MBZ are as follows: i) Vertical: 0 - 7000 ft AMSL. ii) Lateral: A circle of a 31nm radius centered on Antelope 3 - S07 08 40.61 / E145 8 27.34

ESTABLISHMENT OF A MANDATORY BROADCAST ZONE (MBZ) AT

PURARI (AYPR)

1. PURPOSE

Aircraft reference points within the MBZ are:

6. MBZ ALTITUDE RESTRICTIONS AT THE 5NM REPORTING POINTS

i) Fixed-wing - 2000 ft. ii) Rotary-wing - 1000 ft. outbound from the MBZ - 700 ft inbound

WARNING: OIL & GAS OPERATING ALTITUDES WITHIN THE MBZ The oil & Gas rotary-wing and fixed-wing aircraft are routinely flying at altitudes of 500 to 1000 feet AGL. There will be a mix of aircraft (up to 15) operating in support of Drilling, and Seismic operations. Fixed-wing can be found as low as 500 ft AGL along with helicopters, most helicopters are conducting 300 foot vertical reference external load operations as part of drilling and seismic support. Gravity seismic operations have begun since the 10th of January 2015 and will continue for most of 2015. 2D seismic operations are scheduled for several more years and will eventually cover all the InterOil leases.

7. MBZ PROCEDURES

7.1 Operations within the MBZ shall be conducted as per Civil Aviation Rule Part 91.135 viz:

i) The pilot shall broadcast at 10 minute intervals (or less) on the MBZ

frequency 118.6MHZ, the aircraft’s call sign, position, altitude

intension prior to entry and exit; and;

ii) When operating on or in the vicinity of an aerodrome within the MBZ, the pilot shall broadcast his/her intentions in accordance with Civil Aviation Rules Part 91.225 (b).

7.2 Entering or Transiting the MBZ

i) Monitor MBZ Frequency ii) Report entering the MBZ, position, Altitude, intentions iii) Position report at least every 10 minutes or landing within the MBZ iv) Report on the ground or leaving the MBZ 7.3 Departing MBZ i) Monitor MBZ Frequency ii) Report Departure Point, Intentions, Climb altitude iii) Position report at least every 10 minutes

iv) Report vacating MBZ

8. MONITERING OF ATS FREQUENCY

The flight crew shall maintain continuous listening watch on the appropriate ATS frequency during operations within the MBZ to report arrival, taxi and departure calls at Purari, Wabo, Herd Base and other heliports within the MBZ. This is necessary for SAR alerting and local traffic information purposes.

9. CANCELLATION

9.1 This AIP SUPP will remain current until further notice. 9.2 AIC 5/2015 is hereby superseded.
