The Fall of Agriculture Indian economy had experienced major policy changes in early 1990s.. The series of reforms

undertaken with respect to industrial sector, trade as well as financial sector aimed at making the economy more competent.

To achieve it India also accorded to the world trade organization agreement in order to integrate with the global trade. Under which several reforms initiated in farm sector since 1990‟s. Due to the Globalisation there is a impact on Agriculture in India. The Growth rate in Agriculture declined from 1990‟s to 2007.

In last 3 Years around 3000 farmers are committed suicide, This statistics is given by Dept of Agriculture, Indian Government Ref: The Hindu June 27,2015.

Even this statistics given by Govt. of India, We can’t simple believe that one, Because, the Govt. always, want to show less suicides, to show its kindness towards the humans of the country

The Big question arising, now it is a really suicide??

Why? Why? Farmers not deciding the amount for the corps, what they yield. Because, they are

only the farmers, not the decision makers Using of more pesticides, infertility of the land Govt. Subsidy………in between……..??? Improper Cultivation Disturbances to natural water ways Less amount for procurement, the amount fixed by the Govt. Not enough. Globalization/Modernization Improper Water shed Management Systems Unaware of the schemes and plans of Govt. Lagging to fulfill the industrial required Agricultural Product. Water source problems Infertility of the land and Unable to pay the due for the loans

Top Ideas Suggested for The price for the corps, should be fixed by the Farmers, not by the Govt.

Committee should be set up by the Government including the farmers. The waterways should not be in the control of state government, it should be in the

control of an autonomous body, under the guidance of Supreme Court. There must be an organization to ensure, whether the subsidy reaches the

beneficiary or not. Finding Effective Water Management Turning back to the traditional agricultural methods for cultivation To open the Special Agricultural Economic Zone wise meetings for farmers, to

aware of the industry related agriculture and schemes, plans of the Govt. To open a Farmers Bank for the giving loan, Agricultural Insurance, and to give a

subsidy

Tamil Nadu Procurement Prices According to TN civil supplies the MSP for paddy is Rs.1030 (excluding

incentive)

Recently, TN Govt. increases the MSP , Rs. 50-70 per Quintal. Even, it is not enough. Meanwhile, the open market price for Rice is Rs.20+ per kg. While most of the TN farming lands, are insufficient of rainfall, The prize is not enough, even for compensating the cultivation expanses. As the Govt. fixing the procurement rate, hence the farmers, can’t be succeed. Hence there is need for an Autonomous Body to fix the procurement price.

The Autonomous body will be made by the farmers to fix the rate.

To avoid wastage of milk, we can implement giving the milk and milk related products to the Malnutrition Centres (BalWadi), by that we can support the farmers also, we can improve the malnutrition centers.During the Discussion on the budget, farmers have to given a chance to speak about their needs

Special Agricultural Economic Zone Special Economic Zone (SEZ) are implemented over the years, by the Govt. In the point of

increasing the employability along with the growth of economy. It is suggested to open, Special Agricultural Economic Zone (SAEZ), to support the

Agricultural products. Most of the agricultural based countries succeed because they producing the corps with

respect the industrial needs. We are lagging in that. If the farmers bank, and zonal and district wise, agricultural centers are opened inside the

SAEZ means it will be a good solution for farmers, where they can get all the information under one roof.

In future, the farmers workshop, short term courses everything will be carried inside the SAEZ.

The opening industries in SAEZ, will lead to direct employment around 1,00,000 if it is implemented in each district.

Then it will be easy to get foreign investment in agriculture, through SAEZ It will be good opportunity for our farmers to open their small scale industries, inside SAEZ.

We can even accompany them, by giving a platform for exporting their product to over seas.

Subsidiary Monitoring AuthorityIn order to avoid in between contacts and corruption, the Indian Govt. Introduced, the

Direct Subsidy System, where the subsidy, is directly claimed to the beneficiary Account.

In agricultural field, most of the farmers are un educated, hence there is a chance for losing the subsidy. Hence, Direct Subsidy may be a good way, it is hard to stand at the bank, and to get the subsidy every time.

So, keen attention has to be given, in monitoring the subsidy. Hence, the subsidy, will become the black money in the corrupted hands.

It is suggested to open Farmers Bank in the Zonal/District Agriculture Centers. Hence through the Bank farmers, may easily get the Subsidy, loan ., It will also reduce the process of the Getting Agriculture Loan, Crop Insurance.

Farmers Bank it will be a good option for the farmers, those who are un educated.

Farmers Bank Farmers bank employers will be taken by 60% Government and 40 % farmers

son/daughter. For loan evaluating the land will be done by the farmers. Farmers bank will be change the loan and interest according to the farmers situation. By the Farmers bank loan process will be reduced. Adding subsidy to the farmers, will

be made easy and safe. Employment Direct impact 5200 and indirect 2600 by considering one Farmers bank

for one district. If it is implemented in zonal wise hence around 10,000 people will be get employed.

All the budget related queries and other things regarding the finance to the Agricultural, will be easily resolved by this proposed Farmers bank.

Proposed farmers bank, will be complete solution for finance issues related to Agriculture, so budget itself govt. can able allocate the money for the farmers bank.

Traditional Agricultural Methods Infertility of land is due to large number of using the pesticides and fertilizers. In Tamil Nadu, rich in the livelihood, if we use the bio compost fertilizers in the

Agriculture, it will support the farmers efficiently. Initiative, taken by TN Agriculture University, with Agriculture Department, initially,

they are training the Self Help Groups in 9 Districts, and establishing the Municipal waste compost unit in 87 municipalities.

Not only the bio compost, we forgot the traditional agriculture methods, so special attention to taken to implement the traditional agricultural methods.

If we go, for traditional agricultural methods, we can reduce the cost for cultivation, also we can at least improve the fertility of the land.

Some initiative, in colleges like ENACTUS , which concentrates on the entrepreneur activities, in villages. The organization setting up a entrepreneur platform, and encourage the villagers to make the commercial product. This type of organizations should be made in school and colleges to make the students to take actions in the Agricultural.

Effective Water Management Water is essential for Agriculture. Every year TN struggles for water. With respect

to Kerala & Karnataka States. Even after a long battle, some how we have succeed. It is not an extreme solution. The Decisions may change from the Govt. to Govt.

The extreme solution is to fulfill our water requirements within our state. Continuous monitoring and maintenance of the water bodies.

To do a survey on the Water bodies encroachment. And to take severe actions. To implement the separate sewage link lines in towns. Industry sewage lines should

be monitored frequently. And home sewage lines, may recycled for Agricultural Works.

To encourage the research on alternative water resources. To fix the amount of water used by each industry. And to fix the rate per litre for

the water those companies who consumes water more, the rate should be fixed as per the open market rate of water atleast Rs.5 per litre.

To strictly keep, monitoring and maintaining the existing water resources.
