Youth Advisory Committee The role of the Committee as recognised by Council as follows: 1. the primary role of the Committee is to advise the Council on matters relating to

young people 2. the Committee is authorised to fully investigate issues/projects before presentation

to Council; the investigation process may address matters such as:

(a) background (b) relevance to Council’s policies (c) resource implications for establishment and ongoing operation and

maintenance (d) pros and cons (e) details of consultation (if any) (f) options available.

Terms of Reference

Purpose

To advise Council on matters relating to young people and on the provision and development of youth services.

Membership The Mayor and 1 Member of Council

1 representative of each of the following Service Clubs:

- Kiwanis Club of Rostrevor/Campbelltown

- Magill Sunrise Rotary Club

- Rotary Club of Campbelltown.

1 representative of each of the following schools (terms of office are for one year; schools to advise representatives each November for the following year)

- Norwood Morialta High School

- Charles Campbell College

- St Ignatius College

- Rostrevor College

12 youth Community Members who must live, work or study in Campbelltown (terms of office are for two years with an annual contestability of half the positions) and who are aged between 12 and 25 years at the commencement of their term

A Committee Member’s position automatically becomes vacant if they are employed by Council.

Appointment of Chair The Chair of this Committee will rotate at each meeting amongst youth Community members of the Committee. The Committee will recommend the Chair appointment roster for each calendar year to Council for adoption.

Conflict of Interest Applies to all Committee Members as per Local Government Act 1999 Part 4 Division 3.

Meeting Times The Committee shall meet at least 6 times each calendar year between February and November.

Public Notice of Meeting Displayed on Council Office Noticeboard and Council’s Website at least three business days prior to each meeting.

Notice to Members In appropriate form as determined by the Committee as per Local Government (Procedures at Meetings) Regulations 2000 regulation 23.

Procedures at Meeting As per Local Government (Procedures at Meetings) Regulations 2000 Parts 3 and 4. All business put to the Committee will be brought forward to a meeting by motion, recommendation, staff report or other business. Every Member must vote on every matter that is before the Committee for decision. The Chair of the meeting will have a deliberative vote only.

Quorum As per Local Government (Procedures at Meetings) Regulations 2000 regulation 26(a).

Compliance Committee Members must comply with all Council policies, codes and resolutions as applicable.

Absenteeism A Committee Member’s position on the Committee will be declared vacant if the Member misses 3 consecutive meetings or more than 50% of meetings in a financial year without the leave of Council.

Committee Term Elected Member positions will expire in November of even years. Other appointments will be for the term discussed in the Membership clause of these Terms of Reference. At the expiration of the relevant period, positions will be declared vacant and nominations will be sought for the appropriate term of office. At the expiry of their term, Independent Youth Committee Members may be reappointed by Council to a maximum of 3 consecutive terms (6 years).

3.1 Youth Advisory Committee Representative Reports

Reference: B304 The time being 6:06 pm Ms Trebeck and Ms Leach entered the meeting. Mr Forbes reported that he may be attending an entrepreneur conference in

Indonesia.

Mayor Brewer had the opportunity to speak to founding YAC Member David Beres at YAC's 20th Birthday event.

Ms Coleman has been appointed as the Activation Representative for Psychology Honours at UniSA.

Ms Trebeck is continuing to work on her new business and will be meeting up with two new clients soon.

Ms Leach reported that her netball team won grand finals.

Mr Ward reported that the money his Club has donated to 'Kickstart for Kids' is being directed to East Torrens Primary School and that E-Grade recently held its final meeting due to dwindling numbers.

Ms Gardiner thoroughly enjoyed the movie at YAC's 20th Birthday event and reported that her Club raised some funds doing car park marshalling at the 'Secret River' performances.

Ms Guez attended was recently awarded the Long Tan Leadership Award.

Ms Condoluci is in the process of moving house to another location in the Campbelltown Council area and has started working in the terminal of a domestic cruise ship.

Mr D’Arsie-Marquez is enjoying uni life and is continuing to work on his acting by attending networking events.

Ms Kim reported that the Fringe show she was involved in had two sold-out performances and that she is involved in the Safe Schools Coalition at her school who recently held their first meeting for the year.

Ms Martin has injured the tendon in her shoulder doing discus so will be unable to participate in sport for one month however is happy to have received A's in Legal.

Ms Peoples reported that school has recently gotten a bit easier.

Ms Blackborough recently attended Year 12 Retreat and will be assisting with her

school musical as a stagehand this weekend.

Ms Vari has been asked to attend the Year 12 formal and has applied to the Army.

Ms Li reported that she recently got her Learner's Permit and will be playing the role of Sebastian in her school musical, The Little Mermaid Jnr.

Ms Martin moved and Ms Leach seconded that the Representative Reports be received. Carried 3.2 Youth Advisory Committee 2016/2017 Work Plan Update

that YAC do not participate in the UniSA Magill Campus UniTopia event on Wednesday 17 May however that Staff let USASA know that YAC would like to participate in the end of year UniTopia event

that YAC hold a 'Big Cozy Night In', mock interviews, video editing workshop,

Zumba, XBOX games and a makeup workshop during the July school holiday period

that YAC Members visit the Kiwanis Club of Athelstone to speak on Monday

TRIM Reference: B304 Mr D’Arsie-Marquez moved and Ms Trebeck seconded that the Committee provide the following suggestions to get the most out of Youth Advisory Committee social media accounts: feature a YAC Member as part of 'YAC Member Mondays' on the third Monday of

each month

provide a regular YAC Meeting update the day after the meeting

review local places and spaces/hidden gems of Campbelltown

share specials at local cafes or local businesses recruiting where possible include a regular Social Media report in the YAC agenda. Carried

Purpose of Report

To give Members of the YAC (Youth Advisory Committee) an opportunity to report on any relevant youth related matters.

Strategic Plan Link

Strategy 2.1.1 Enhance the capacity of the Elected Members and Committee Members to perform their legislative functions

Background

At each meeting, Members of the Committee are given the opportunity to convey information from their respective peer groups or associated organisations about youth issues that have Local, State, National and International relevance that add value to the Committee.

Discussion

YAC (Youth Advisory Committee) Members are invited to share information about past or upcoming youth events, training or grant opportunities, programs, activities or initiatives that are occurring in the Community.

Social Implications

A vital part of creating the link between young people and Council comes from the representative reports. The Members actively engage with their peers, groups, organisations and initiatives in the Community which inform Council about various up to date youth development projects.

3.2 YACSA (Youth Affairs Council of South Australia) Summit

TRIM Reference: B304 Manager Community Services & Social Development, Tracy Johnstone’s Report Purpose of Report YACSA is the peak youth body in South Australia representing the interests of young people and youth organisations. Strategic Plan Link Strategy 1.1.5 Information and support for people across the lifespan through

advocacy, programs, services and projects Background YACSA are hosting an inaugural member-only Youth Summit on 9 May 2017 to identify the 3-5 critical issues of interest or concern that will impact young people and the youth sector in the lead up to the 2018 State Election. The information gathered will guide YACSA’s work for the year. Discussion Campbelltown City Council is a YACSA Member and as such provide input with developing the 3-5 critical issues of concern that YACSA should consider in their planning. YACSA have initiated an online survey which will form the basis of the discussion at the Committee meeting. Prior to the meeting Members are encouraged to discuss with their family, friends and peers, aged 12-25yo, what they consider are the top issues of interest or concern for young people today. Staff will collate the responses and send them back to YACSA in time for the Summit. Social Implications Through organisations like YACSA and Council young people are provided with the structure and processes to influence decision making. This is a great opportunity that should be capitalised on to ensure that the voice, experience, talents, skills and experience of young people is considered. 3.3 Youth Advisory Committee 2016/2017 Work Plan Update

Purpose of Report To advise the Committee on the progress of the YAC (Youth Advisory Committee) Work Plan for 2016/2017. Strategic Plan Link Strategy 1.1.5 Information and support for people across the lifespan through

advocacy, programs, services and projects Background In March 2016 a plan of YAC activities for the 2016/2017 financial year was approved by Council. Discussion The 2016/2017 YAC Work Plan is attached for discussion and it is intended that the Committee will focus on reviewing: 1. April 2017 School Holidays 2. status of YAC 2016/2017 Work Plan with 2 months remaining. Social Implications The YAC provides a vital link between Council and young people in the Council area. The Work Plan provides a summary of the events and projects that are coordinated by the YAC and Staff which benefit the cognitive, social, physical and emotional development of young people in the Council area. By providing youth specific events and projects, Council can actively include young people in the City and have them participating and engaging with Council and their local Community. Environmental Implications There are no environmental implications in relation to this report. Asset Management Implications There are no asset management implications in relation to this report.
