Chair Tachiki called the meeting to order at 2:02 PM. Staff (Sabha) called the roll and a quorum was established for the Commission.

2. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA Juana Infante, Program Coordinator with the Pasadena Public Health Department, provided information about the services that will be provided at the Jackie Robinson Community Center for individuals ages 60 and older who are homeless, at risk of homelessness, or at risk of mental illness.

Sachii Hirashiki provided information about ReNewology, a Pasadena non-profit organization specializing in longevity strategies, provided information about the organization and requested to be added to a Senior Commission meeting agenda in early 2020 for an informational presentation about resources for healthy longevity for seniors. Dominick Correy, District Representative for Senator Anthony Portantino, commented on senior outreach and asked the Commission to help inform the community about a CA DMV Real ID event on Wednesday, September 25 at 9:30 am at the Jackie Robinson Community Center.

3. REVIEW AND APPROVAL OF MINUTES, AUGUST 13, 2019

After review, it was moved (Buchanan) and seconded (Zechner) to approve the minutes of the August 13, 2019, meeting. (Motion carried) (Abstain: Cornell, O’Brien, Nelson)

4. OLD BUSINESS

FY 2019-2020 COMMISSION WORK PLAN UPDATES AND DISCUSSION* The members of the ad hoc committees provided the following updates:

Objective #1: Pasadena as an Age-Friendly City Chair Tachiki and Commissioner Fleming reported that the draft application to join the network of age friendly communities and draft letter in support of joining are almost complete and the next step is for the commission to review and discuss both documents at the next commission meeting.

Objective #2: Emergency Preparedness Staff (Everett) informed the commission of the upcoming Access and Functional Needs Work Group meeting on Thursday, October 3. At the meeting, Health Department staff will present the plan for a Medical Point of Dispensing (MPOD) exercise on Wednesday, October 16, and will ask for feedback from the Work Group members. The Commission discussed questions and recommendations for Commissioner Ceja to raise during the Access and Functional Needs Work Group meeting.

5. NEW BUSINESS

PRESENTATION ON ELDER ABUSE – MICHAEL DOWD (CHIEF PROSECUTOR, CITY ATTORNEY’S OFFICE) Michael Dowd (Chief Prosecutor, City Attorney’s Office) provided a presentation on elder abuse (financial, physical, and mental) and shared the Elder Abuse Resource Guide pamphlet with the Commission. Questions and discussion followed.

6. COMMENTS, UPDATES

STAFF COMMENTS Staff (Everett) reminded the Commission that communications with other City staff regarding matters related to the Commission should go through the Commission’s assigned staff.

COMMENTS AND ANNOUNCEMENTS FROM COMMISSIONERS

Vice-Chair Zechner commented on the usefulness of the Map Pasadena Gallery web page and the various maps available on the page, including street sweeping and code enforcement.

7. SUGGESTED AGENDA ITEMS FOR FUTURE COMMISSION MEETINGS

- Review and discuss draft letter and application for the Age-Friendly City work plan objective

- Presentation from the Human Services and Recreation Department about park restroom accessibility and maintenance

- Information from Pasadena Water and Power about rate increases and programs available for seniors

It was moved (Ceja) and seconded (Folz) to adjourn the regular meeting. (Motion unanimously carried) The meeting was adjourned at 3:24 PM.

SENIOR COMMISSION - DRAFT LETTER Dear ____________________: On behalf of the people of Pasadena, I welcome and greatly appreciate the opportunity to join the network of AARP/World Health Organization’s Age-Friendly Communities. Pasadena’s older population is growing rapidly, and will continue to do so in the next decades. Our seniors are an economically, culturally and racially diverse group, who enrich our society immeasurably. It is incumbent upon the City to provide an environment that actively supports their comfort, security, and full participation in the community. Pasadena has in place an affordable and safe public transportation system. We have conducted traffic studies and have reconfigured lanes, traffic flow, intersections and sidewalks, increasing safety for pedestrians, cyclists and drivers. We are fortunate to have multiple non-profits focused on the well-being of older adults, particularly the need to prevent social isolation, and social service agencies that work with homeless and other at-risk seniors to provide support and facilitate engagement in the community. We intend to form a task force composed of representatives from City departments, seniors, academics and aging advocates. They will review Pasadena’s current policies and age-friendliness, identify areas for improvement, and make recommendations. These recommendations will become a blueprint for action as resources become available. The task force will also track and report on progress as we move forward. CITY OF PASADENA SENIOR COMMISSION WORK PLAN: 7/1/19 – 6/30/20

MISSION (as stated in Charter/Ordinance): The purpose of the Senior Commission is to advise the City Council on the needs, concerns and quality of life for seniors.

OBJECTIVES:

1.

Draft a recommendation to City Council to recognize the City of Pasadena as an “age-friendly city.”

An age-friendly city encourages active ageing by optimizing opportunities for health, participation and security in order to enhance quality of life as people age. In practical terms, an age-friendly city adapts its structures and services to be accessible to and inclusive of older people with varying needs and capacities.

Work Plan Updates:

July 2019: Chair Tachiki appointed Commissioners Tachiki, Fleming, and Gibbs to the “age-friendly city” ad hoc committee.

August 2019: No update.

September 2019: Chair Tachiki and Commissioner Fleming are finalizing the draft application to join the network of age friendly communities and the draft letter in support of joining for the Commission to review and discuss at its next meeting.

Recommend strategies to enhance emergency preparedness for Seniors.

Review and provide feedback on the “Map Your Neighborhood” program as it

relates to Seniors.

Select a member of the Senior Commission to serve on the Pasadena Access

and Functional Needs Work Group in order to represent the interests of seniors

and report back to the Commission on the efforts of the Work Group.

Work Plan Updates:

July 2019: Chair Tachiki appointed Commissioners Raupp, Ceja Sr, and Zechner to the emergency preparedness ad hoc committee. The ad hoc committee will send one or more members to serve on the Pasadena Access and Functional Needs Work Group.

August 2019:

o Commissioners Ceja, Folz, and Raupp attended the Access and Functional Needs Work Group quarterly meeting on Wednesday, July 24, 2019, on the topic of personal and business preparedness presented by Lisa Derderian (Public Information Officer).

o The emergency preparedness ad hoc committee presented three proposed action items: 1) to ensure “Map Your Neighborhood” and CERT (community emergency response team) training incorporates senior needs; 2) to investigate and make recommendations regarding emergency preparedness in senior housing facilities; and 3) to provide educational information about emergency preparedness for seniors through Pasadena Media. The commission determined that the ad hoc committee will focus on ensuring “Map Your Neighborhood” incorporates senior needs.

September 2019: The Commission discussed questions and recommendations to raise at the Access and Functional Needs Work Group meeting about the City’s Medical Point of Dispensing (MPOD) plan.

July 2019: No update.

August 2019: At the July meeting, the Commission heard public comment from a Pasadena resident who expressed concerns about her living conditions. The Commission responded by providing resources for local non-profits that provide food and assistance for seniors.

September 2019: No update.
