St. Augustine Secondary School St. Augustine Secondary School has had a great start up to Semester 2. On our transitional PA Day, staff visited Canadian Food for Children to serve in a spirit of our Catholic Social Teachings of Solidarity and Community. Over the past few weeks, Administration and Student Success Staff have visited Grade 8 classes at Catholic elementary schools in our pod. We presented each student with a blessed comfort cross with which they could pray, as a constant reminder of God’s love, presence and support, as they continue their learning journeys from Grade 8 to 9 and beyond. All Grade 9 classes participated in a Wednesday Winter Walk this month, facilitated by our Green Team, Hospitality and Student Leadership Class, promoting physical activity, community and wellness. We have elevated the successes of members of the Black community by showcasing their accomplishments and messages daily in our Forum during February, together with hosting guest speakers both now and in the months ahead. At the Black Futures Symposium 2019, St. Augustine was represented not only via the attendance of staff and students, but with alumni graduates facilitating and participating in the panel discussion. St. Kevin School St. Kevin School continues to have an endless variety of activities to keep our students energized and learning. With snow days and school cancellations, our school community has fought through the storms to continue to focus on student learning and student personal growth.

We are continuing to focus on modern teaching and mastery learning through items such as the use of Chromebooks in our Grade 7 classes and the use of at home learning programs

St. Marcellinus Secondary School St. Marcellinus Secondary School has begun its second semester with a great start. Moreover, St. Marcellinus celebrated Black History Month through various initiatives including prayers and reflections, attending the Black Futures Symposium and will be having a guest speaker in March. St. Marcellinus will be hosting its 14th Annual Soccer Sensation Tournament that involves six teams of exceptional athletes from across Dufferin-Peel. Some of the highlights include a staff all-star versus a student all-star team and a championship game. The winning students receive the Jose Neves Memorial Trophy. On March 1, members of our staff will be serving dinner, prepared by our Hospitality classes, to approximately one hundred guests at a local shelter.

St. Francis Xavier Secondary School Thirty-four students won awards at the Provincial DECA competition in February. A total of 20 of these students have been selected by DECA Ontario and are heading to the ICDC International Conference in Orlando, Florida to represent Ontario and St. Francis Xavier Catholic Secondary School this coming April.

Xavier’s swim team completed their regional season by capturing ten gold medals and eight silver medals at the ROPSSAA championship. The student-athletes hope to continue this remarkable success at the provincial championship in early March.

The school’s wrestling program continues to experience high levels of success at the regional level. Twenty-two Xavier student-athletes finished in the top six of their weight class at the ROPSSAA level. Fifteen of the wrestlers reached the podium winning four gold, six silver and five bronze medals. Twelve of these wrestlers will compete in the provincial championship in Ottawa in early March. On an individual level, Patrik Leder won his fourth consecutive ROPSSAA gold medal in his four years at Xavier. We look forward to watching him wrestle for Canada in the Olympics one day.

The school’s senior boys’ basketball program has followed up on last year’s silver medal at OFSAA and a 44-1 season record with another very successful season. The school’s junior boys’ basketball team followed in the footsteps of their older mentors and have also had a tremendous season. Both teams finished their respective seasons with a loss in the ROPSSAA semi-finals. Remarkably, both these teams are coached by the same tandem of teachers Mike MacKenzie and Ken Dvorsky. Collectively, their season resulted in 86 wins and 24 losses with a .83 winning percentage.

St. Hilary School February has been a busy month at St. Hilary. For Black History Month, each class has focused on a black saint. We will be creating a booklet that our students can take home and share with their families. February’s virtue is Respect. As a school, we wanted to look at building community both online and offline. For our younger students, we had the Big Kid theatre present their play Red. In this play, Red Riding Hood and her grandmother have an unknown user on their computer. The Wolf is pretending to be someone he is not. They learn cyber safe strategies to teach the wolf about building community online and offline. We had the Peel Police Education officer come and give presentations to Grades 4 to 8 on cyber safety and Youth and the Law. Our month will end with the school participating in the Mississauga Steelheads school game day where they will learn about fair play and watch the team play. A busy and exciting start to term 2.

San Lorenzo Ruiz School San Lorenzo Ruiz opened its doors and welcomed 19 students ranging from Grades 5 to 8 and three teachers from Mexico. This exchange program was spearheaded by Joanna Boudreau, Principal of International Education. They attended San Lorenzo Ruiz during the week of February 4 to 7 and were fully immersed in school in Canada. They attended classes, participated in lessons, experienced Canadian recesses, snowy and cold, and participated in ball hockey during intramurals. They were involved in a presentation from Metrolinx where they learned about the new LRT that will be coming to Hurontario Street. Mary Fix Catholic School February has proven to be a very busy month at Mary Fix with our school production of The Wizard of Oz up and running. Students are rehearsing before school and during lunches almost every day. There is always such great participation by the school for these events. Students in Grades 1 to 3 are also encouraged to join our play choir. We have also chosen our Dance Crew for this spring’s up and coming dance competition. Our sixteen participants have also begun to practice their routine. It couldn’t have been a better time to run our big school fundraiser this year. St. Martin Secondary School Both January and February have been busy months at St. Martin with activity firing on all cylinders.

In January we were completing Culminating Performance Tasks and preparing for exams in most courses. Our Link Leaders helped our Grade 9’s settle into study mode for their first set of high school exams with a session on study skills and time management. Students recovered quickly from the nasty weather delays that deferred our exams by one day.

Teachers continued being flexible to ensure that marks were entered on time and Student Success Teams made plans for those students who were not successful in Semester 1.

Semester 2 started with the introduction of eight LTO teachers. We also welcomed three new baby Mustang’s to our family by staff members, now on maternity leave.

We have hit the road running with teams in full motion, including: boys and girls hockey, girls volleyball, boys basketball, curling, swim team and ski club.

Our Eco team continues to enhance our awareness and practice of the 3 R’s. The French “connection” has received a grant for program enhancement. Mustang Press continues to capture highlights and communicate to the community via twitter, Instagram and news reports. We have also been highlighting the countdown to our 50th Anniversary Celebration taking place on May 9 via website, email and social media avenues.

Always mindful of our mental and physical health priorities, the yoga club meets every week to support well-being and balance in life. Students also continue to engage in other school supports including CYW, Social Work, Guidance Counsellors, Mental Health Nurse, Settlement Worker and Academic Resource. MADD will be presenting to our senior classes in February.

Close captioning is being used at many of our superintendents’ meetings. This feature can be accessed through Google Chrome®. Sabrina Baiana introduced Milo to SEAC Members. Milo is a pilot project running in our Board at two of our schools, St. Ursula and All Saints Elementary schools, with programs designed to provide a safe way for a variety of students to learn and practice social and communication skills. He can be linked to our IEP goals for students and offers an innovative and engaging delivery. The curriculum focus has four modules: Introductory Modules, Emotional Understanding, Conversational and Situational all personalized to the student’s needs and each module has several programs within. The program supports students through social narratives, video modelling, prompting with visuals, verbal cues and alternate behaviours and goals. The program in the classroom is being recorded by a team consisting of teachers, educational

Regular Board Meeting – March 26, 2019 Report on New Vision for Education

“And whatever you do, in word or deed, do everything in the name of the Lord Jesus, giving thanks to God the Father through him.”

Colossians: 3:17

BACKGROUND

On March 15, 2019 the Ministry of Education announced the New Vision for Education – Education That Works for You, as outlined in their 2019:B08 memorandum. The information provides an overview of the vision and key elements that the Ministry proposes to modernize curriculum, modernize classrooms and empower educators to better prepare students for the realities of today's modern world.

The memorandum precedes the release of the 2019-2020 Grants for Student Needs (GSN) and technical paper, therefore the information is considered preliminary for planning the 2019-2020 budget. The Ministry of Education has indicated that further consultation will take place until the end of May 2019 to ensure all education partners can provide feedback on the proposed plans. This report provides a preliminary analysis of the memorandum and potential impact to Dufferin-Peel Catholic District School Board (DPCDSB). DISCUSSION The purpose of this report is to highlight proposed changes to education as presented by the Ministry of Education in their New Vision for Education memorandum as they attempt to modernize classrooms in Ontario. Class Size and Attrition Protection Proposed class size changes for 2019-2020 include maintaining a board wide average of 24.5 in Grades 4 to 8 and increasing from 22:1 to 28:1 in secondary Grades 9 to 12 to more closely align with other jurisdictions across Canada. Kindergarten and primary Grades 1 to 3 would not be changed. The government plans to continue consultations with education partners regarding the proposed class size changes, however all boards have to proceed with staffing procedures now for the 2019-2020 year. Potential Impact

DPCDSB has always maintained a board wide average class size of 24.5 in Grades 4 to 8, therefore

59

Page 60: AGENDA Regular Board Meeting Feast Day of Saint Peter … Package... · 2019-03-22 · AGENDA Regular Board Meeting Feast Day of Saint Peter Tuesday, March 26, 2019, 7:00 pm Board

G 2 Pg. 2

Regular Board Meeting – March 26, 2019 Report on New Vision for Education

minimal impact will be realized in this area. However, the reduction in funded average class size from 23.84 to 24.5 will have an impact as shown in the GSN section below. The change in secondary class size from 22:1 to 28:1 is significant. The Ministry has proposed a new attrition funding allocation that will top-up where the change in funded teachers exceeds the actual retirements and other voluntary leaves over a four-year period. This attrition protection does not cover declining enrolment or local priorities staffing changes.

E-learning Starting in 2020-21, the government will centralize the delivery of all e-learning courses provided to students throughout the province. The average class size would be adjusted to an average of 35 students to one teacher. In the memo, the government has identified that secondary students will take a minimum of four e-learning credits out of the 30 credits needed to fulfill the requirements for achieving and Ontario Secondary School Diploma (OSSD), equivalent to one credit per year, with exemptions for some students on an individualized basis. Potential Impact

The government has identified that further information regarding delivery and structure of the e-learning course offerings will be provided to school boards closer to the 2020-2021 implementation date. Board staff will take Ministry of Education direction in order to comply with the new direction. Considerations such as preserving and protecting the Catholic nature of our program content and delivery, expectations for students who may be enrolled in a pathway not necessarily bound for OSSD completion, and semantics with regard student access to technology to obtain the e-learning credit (i.e., at school during the school day or away from school outside of school hours), will need to be clearly communicated and understood by school boards in order to ensure efficacy of implementation, integrity of programming, and opportunity for all students.

Hiring Practices Along with the memo that was released on March 15, the government also released a Class Size Consultation Guide. In the consultation guide, the government shares proposed teacher hiring practices plans and next steps which are guided by the following key goals:

Student Achievement: Success and well-being of every child.

Protect Front Line Staff: Improve access to employment opportunities for teachers.

Fiscal Responsibility: Deliver services in an effective and efficient manner.

Evidence-based Decision Making: Grounded in sound policy and empirical research.

Diverse Teaching Staff: Enhance the quality of student education through a diverse teaching staff.

The proposed changes to Regulation 274 and School Board Hiring Practices include provisions by which teachers would be able to apply to a school board’s single hiring pool for permanent positions in any Ontario school board for which they are qualified and ensuring that new teachers would have direct access to apply to permanent positions in any school board. As well, removal of the maximum number of interviewees required for any vacant position are recommended. The proposed changes would result in the elimination of the Occasional Teacher (OT) roster and Long Term Occasional (LTO) list, amending

60

the Regulation to provide the parameter for a separate OT hiring process. To ensure transparency and accountability, Boards will be required to include measures to address conflicts of interest as part of the local hiring process. The government has provided a commitment to develop a Policy and Program Memorandum (PPM) to be developed on equity and diversity in hiring practices. Potential Impact

The Consultation Guide puts forth an argument that this proposed model would provide increased mobility for teachers and ensure that teaching positions are filled by the right candidate, simplifying the hiring practice with the goal to reduce turnover in the classroom.

Grants for Student Needs Funding (GSN) The GSN announcement for 2019-2020 and the accompanying technical paper are expected to be released by the end of April 2019, however some immediate financial impacts have been shared in the 2019:B08 memorandum. The Local Priorities Fund (LPF), established during 2017-2018 collective bargaining, expires on August 31, 2019. Whether this funding for staffing is extended is an issue subject to the upcoming central collective bargaining process. LPF funding for DPCDSB totals $9.5 million. Potential Impact

Technology (Broadband) The Ministry identified that all “Ontario students and educators will have access to reliable, fast, secure and affordable internet services at schools at a speed of one megabit per-second per-students in all regions of the province.” This proposed increased in broadband technology is designed to support modernized and digital learning in the classroom. The project will be completed by 2021-2022 and will

61

include all boards, schools and students. Potential Impact

DPCDSB recognized the importance of a robust infrastructure and continues to invest in an enterprise grade environment for all students and staff. As such, the existing DPCDSB technology infrastructure far exceeds the one megabit per-second, per-student speed as proposed by the Ministry.

While this initiative will benefit other school boards throughout the province, especially in rural and northern areas, it will have no impact on DPCDSB.

Cellphones In response to the feedback obtained by parents, students and teachers during the government’s consultation on education reform in the fall of 2018, the Provincial Code of Conduct will be updated to prohibit cell phone use in schools during instructional time as of September 2019. The memo indicates that use of personal mobile devices (e.g., cell phones) during instructional time will be permitted under the following circumstances:

For educational purposes, as directed by the educator;

For health and medical purposes; and

To support special education needs. Potential Impact

The DPCDSB currently enacts policies and procedures with regard to cellphone use by teachers and students while on school property. Board Policy 25:00: Students Using Personal Electronic Devices (PEDS) on Board Premises and/0r at Board Sanctioned Events for Educational Purposes states that: “It is the policy of the Dufferin-Peel Catholic District School Board that students are permitted to sue personal electronic devices (PEDs) on board premises and/or at board-sanctioned events for educational purposes in order to support learning, under the direction of staff and only with parent/guardian permission by the use of the personal electronic device used with WiFi Network Student Agreement.” Board staff will await to receive revisions to the Provincial Code of Conduct to ensure alignment of Board policy and procedure and work with the Communications and Community Relations Department to ensure clear and concise communication to all stakeholders regarding expectations for cellphone use during instructional time for students, educators, and visitors.

Education Quality and Accountability Office (EQAO) The memo articulates that EQAO can “provide vital data and research to reinvigorate education in Ontario, help improve student learning at the provincial, board and school level, and help identify achievement gaps to promote greater equity in the publicly funded education system.” The memo further identifies that the government is committed to working with EQAO to modernize the agency and its processes while using data to build better assessment and evaluation models that have a greater focus on equity.

Potential Impact

Board staff will await further direction from the government and implement new policies, procedures as they are communicated.

MODERNIZING LEARNING IN ONTARIO The government has made a commitment to “modernizing” learning and is committed to moving forward with changes in the following proposed areas: Math The memo identifies that the government has announced a new four-year math strategy to ensure students have a strong understanding of math fundamentals and how to apply them. The strategy will:

Improve student performance in math;

Help students solve everyday math problems; and

Increase students; employability into the jobs of tomorrow. As stated in the memo, the strategy will feature a new math curriculum for all students in all grades phased in over four years, emphasizing basic concepts and skills and contribute to students’ future success. The first elements of the new curriculum will be available in September 2019 and will be accompanied by parent and teacher print and online resources. The government has also introduced legislation requiring teachers to pass a math content knowledge test in order to be certified by the Ontario College of Teachers (OCT). Furthermore, for teachers already employed, the government will provide funding to support additional qualification courses in math. Science, Technology and Math (STEM) The memo makes reference to preparing Ontario students for success by equipping them with the skills they need in STEM. There is an intention to partner with educators, students, parents, post-secondary institutions as well as industry leaders, and to revise the mandatory Career Studies Grade 10 course to be released in late May for implementation September 2019. There are also plans to revise the Business Studies and Computer Studies curricula focusing on developing job skills such as entrepreneurial skills, computational thinking and coding. Skilled Trades The memo recognizes the success experienced by students through the Specialist High Skills Majors and Duel Credit programs. There are plans to work closely with the Ministry of Training, Colleges and Universities to increase student and parent exposure to skilled trades, technology and apprenticeship training, and focus on promoting this high-demand career pathway. Board staff will await further direction in this regard, and anticipate that any movement forward will align with recent direction and support provided for elementary and secondary experiential learning.

Regular Board Meeting – March 26, 2019 Report on New Vision for Education

Financial Literacy Financial Literacy can be found in various areas of current Ontario Curriculum; however, the memo makes reference to uplifting this area of focus by making it a major component of the mandatory learning in the revised Grade 10 Career Studies course which will be released in late May for implementation in September 2019. Indigenous Education The government is committed to work with Indigenous partners to strengthen Indigenous content and learning by revising the First Nations, Metis, and Inuit Studies curriculum for Grades 9 – 12 which will be released in late May for implementation in September 2019. Health and Physical Education (HPE) Much of the government’s public consultation in the fall of 2018 revolved around proposed changes to the HPE curriculum. Feedback from the consultation recommended the need for an HPE curriculum that is age-appropriate and relevant. The revised elementary HPE curriculum will be released in late May for implementation in September 2019. In this period of transition from now until June 2019, the government expects that educators will continue using the 2018 curriculum, professional judgement, and age-appropriate resources to teach the students in their classroom. Staff anticipate that the Institute for Catholic Education (ICE) and the Ontario Council of Catholic Bishops will also provide some direction with respect to the implementation of the new curriculum. Digital Curriculum As part of its strategy to modernize the curriculum, the government has expressed a commitment to also modernize access to the curriculum by phasing in a digital platform to help educators, parents and students access curriculum and learning resources in a user – and mobile-friendly manner that will become increasingly interactive over time. The first phase of the resource will be launched in September 2019. CONCLUSION The Ministry of Education’s 2019: B08 Memo, New Vision for Education outlines various initiatives and direction to school boards for implementation in September 2019 and beyond. Staff has conducted a preliminary analysis of the contents of the memo. Although some direction has been provided to school boards as related to the various initiatives, the government has made a commitment to provide school boards with direction, as it becomes available, to ensure compliance with pending policy and regulation. The Ministry has also invited partners to continue to provide consultation which will be received until May 31, 2019, and as such, staff will await further updates and next steps to be implemented in time for the next school year.
