1. Call to order.
The meeting was called to order at 7:05 p.m.
Members present: Chair Jerry Lynn, Rachel Ellerman, Dzidra Benish, Diane Jakubowski
(arrived at 7:11 p.m.), and Sydney Shimko (left at 8:26 p.m.), Matt Peaslee, Jennifer
Baynes

2. Approval of December 12, 2017 Minutes.
Mr. Burkart corrected the date listed on the draft of the meeting minutes and added the
word interest at the end of the “Staff Updates” section. Motion was approved by a 6-0
vote.
3. Public Comments.
Residents Sangeeta and Shirish Patel as well as Kathy Stokebrand were in attendance to
express their dissatisfaction with the lane configuration plan on Lake Drive, specifically
due to the current proposed plan to restrict parking at the T-intersection. There was a
suggestion to alter the recommendation to either allow parking on the eastside of Lake
Drive or restrict left turns during peak times on Lake Drive.
4. Staff Updates.
No report.
5. Discuss Lake Drive Public Meeting.
The committee discussed how they wanted to conduct the meeting. Mr. Burkart
recommended doing about a 15-minute presentation at the beginning of the meeting as
well as a sign-in for residents attending. The committee debated the approach of doing
roundtables versus having residents take turns speaking at a microphone. It was
determined to take a roundtable approach and then afterwards ask residents for a quick
straw poll after the roundtable discussions. The following is a list of questions the
committee would like to ask the roundtables:
1. Do you support the proposal by the Ped and Bike Safety Committee to:
a. Reducing Lake Drive from 4 to 2 lanes?
b. Implement the parking restrictions to accommodate left turns off of Lake
Drive?
2. If Lake Drive is reduced from 4 to 2 lanes, would you support if the restricted parking
on the eastside of Lake Drive was modified to:
a. Prohibit parking only during peak times at T-intersections?

b. Allow parking at all times everywhere?
c. Make no changes to the current parking restrictions – currently all vehicles
can park at all times except during 4-6 p.m.?
3. Are there any other options you would suggest to the Committee and Village Board
before a final decision is made?
The committee expressed a willingness to meet after the public forum to consider their
recommendation based on public feedback. Mr. Burkart provided flyers to Committee members
to post in the community to promote the Lake Drive public meeting on January 17.
6. Discuss Participation at the Shorewood Chill.
The top idea expressed during the meeting was to conduct a Bublr parade and relay race.
Ms. Ellerman, Ms. Jakubowski, and Ms. Baynes will work on a race route.
7. Discuss 2018 Pedestrian and Bicycle Safety Week.
The Committee will defer until February to discuss.
8. Update from Communication Sub-committee
Ms. Ellerman will make Ms. Jakubowski the administrator of the Ped/Bike Safety Week
Facebook page and then will merge the event with the currently active Facebook page.
9. Future Agenda Items
Lake Drive will be part of staff updates in February. Invite Lt. Liebenthal to the February
meeting. Bring back the Ped/Bike Implementation Master Plan.
10. Adjournment.
Mr. Peaslee moved to adjourn the meeting. Motion seconded by Ms. Jakubowski.

The meeting was called to order at 6:03 p.m.
Members present: Chair Jerry Lynn, Rachel Ellerman, Sydney Shimko, Matt Peaslee,
and Jennifer Baynes
Others present: Trustees Davida Amenta, Michael Maher, Paul Zovic, and Allison
Rozek; Assistant Village Manager Tyler Burkart, Village Manager Rebecca Ewald, DPW
Director Leeann Butschlick, DPW Assistant Director Joel Kolste, Police Sergeant
Nicholas Gardner.
Members absent: Diane Jakubowski, Dzidra Benish
2. Presentation on Lake Drive Lane Configuration Proposal.
There were approximately over 60 members of the public in attendance. Mr. Burkart led
a presentation to the public on the proposed Lake Drive lane configuration
recommendation from the Pedestrian and Bicycle Safety Committee. Ken Voigt from
Ayres Associates was in attendance to discuss the traffic analysis results. Members of
the public were given the opportunity to ask questions about the proposal and traffic
study. The presentation summarized the timeline, visioning documents, the traffic
analysis, the original recommendation from PBSC, impacts, reasons for the
recommendation, ways the Village publicized the public meeting, and other things for the
public to consider.
3. Roundtable Discussions and Period to Ask Questions.
Mr. Burkart asked members of the public to assemble into roundtables and discuss the
questions designed by the PBSC. Twenty minutes were given, and afterwards, the groups
reported back a summary of their discussions. All groups supported the concept of
reducing the amount of driving lanes on Lake Drive from 4 to 2. However, majority of
the groups did not support the current proposed parking restrictions, especially for areas
on the east side of the T-intersections. Most people showed support to at least change the
parking restrictions so that you could park any time except during peak hours (4-6 p.m.)
from Monday through Friday. Most groups shared support in extending the lane
configuration proposal to the southern half of Lake Drive while one group expressed their
support to keeping the proposal for only the northern half. Lastly, residents took turns
sharing other ideas to make Lake Drive a safer and more effective place to drive and live
by. These ideas include adding crosswalks and rectangular rapid flash beacons (RRFB),
assessing spots to perhaps prohibit left turns during peak times, adding a middle lane to
accommodate traffic wanting to turn left, and talking with the State to lower the speed
limit on Lake Drive.

4. Consider Recommendation for Lake Drive Lane Configuration.
After public comments, the Pedestrian and Bicycle Safety Committee met to review the
feedback received and consider amending their original motion. The committee talked
with Ken Voigt about ways to make the southern portion of Lake Drive included in the
proposal. After discussion, Mr. Lynn made the motion, seconded by Mr. Peaslee to make
the following recommendation to the Village Board:
Reduce the amount of driving lanes on Lake Drive north of Capitol Drive from 4
to 2 so that the inner 2 driving lanes remain the same and the outer 2 lanes
become a shared lane for parking and bicycling
Install temporary speed monitoring signs with Police enforcement
Keep parking the same in all areas on Lake Drive for the portion north of Capitol
Drive except for the following:
o Allow parking southbound and northbound during peak times except for
locations on the east side of Lake Drive within 50 feet of T-intersections.
o Locations on the east side of Lake Drive within 50 feet of T-intersections
continue the current parking restrictions during peak times (4 – 6 p.m.)
Monday through Friday.
o Restrict parking 500 feet north of the Lake-Capitol intersection only on
the west side from 7 – 9 a.m. from Monday through Friday.
Work with the City of Milwaukee on a lane reduction proposal for the southern
stretch of Lake Drive for a future year. If implemented, keep parking restrictions
as they currently are on the east side and west side of Lake Drive between the
cross streets of Capitol Drive and Shorewood Blvd. Have staff look into the
feasibility of making the right lane north of the Lake-Capitol intersection a
permanent right turn lane.
Stripe ladder crosswalks at areas with pedestrian ramps that currently don’t have
striped crosswalks.
The committee approved this motion by a 5-0 vote.
5. Adjournment.
Ms. Ellerman moved to adjourn the meeting. Motion seconded by Ms. Baynes. Motion
approved by 5-0 vote. Meeting adjourned at 9:02 p.m.

Re: Safe School Zone Project
The North Shore Health Department submitted a progress report to Safe Kids
Worldwide on January 9th, 2018. The report summarized progress to date on the
collaboration between the Village of Shorewood, the North Shore Health Department
and Safe Kids Southeast Wisconsin. In January 2017, we were awarded a $30,000
grant to improve walking conditions around schools in Shorewood. Below is a summary
of our reported progress.
1) Engineering Interventions - Installation of traffic calming measures including driver speed feedback signs and flashing beacons on Capitol Dr. and Morris Blvd.
Install a set of 20 MPH WHEN FLASHING signs on Capitol Drive (EB east of Morris
Blvd and WB west of Oakland Av) - Installation Complete
Convert the Bartlett crosswalk to a ladder crosswalk. Install a FYG S1-1 signs with
diagonal downward pointing arrows in both directions at the crosswalk to be
consistent with other crossings along Capitol Dr. – Pavement marking scheduled for
Spring, 2018. Signs delivered and scheduled for installation.
Install driver speed feedback sign for Morris Blvd on the approach to Shorewood
Intermediate School. – Installation Complete.
Install RRFB at the Newhall crosswalk across Capitol Drive – Not complete because
of a delay with the Federal Highway Administration’s announcement they were
terminating interim approval of the systems. We have been directed to contact
Wisconsin’s Division Office of the Federal Highway Administration to determine if
they will allow Shorewood to proceed with the purchase and installation of the
Rectangular Rapid Flashing Beacons (RRFBs). The Shorewood Department of
Public Works is investigating with the Division Office.
2) Education Interventions – Raise awareness about pedestrian safety and
installation of new safety equipment.
Per the grant requirements, the Village of Shorewood will host a formal media event in late winter or early spring 2018.

High school students will develop pedestrian, bicyclist and driver safety educational
video for fellow students to post on school website. – Incomplete – Videos to be
created in conjunction with demonstrated use of new safety equipment around
schools.
3) Enforcement Interventions - Directed speed patrols during the times when the 20
mph reduced speed limit are in effect (School crossing times). Enforcement of both
speed and pedestrian ROW at the crosswalks, primarily along Capitol Dr. –
Ongoing
4) Evaluation – Speed studies along Capitol. Dr. – Baseline data collected in June
2017 with follow-up to be scheduled once all equipment has been installed.
