Minutes Members in Attendance: Patty Stratton (Chair), Cathy Beam, Jennifer Hashagen, Travis Mack and Julie Song Members Absent: Michael Bean, Denise Devlin and Julie Tookes Staff in Attendance: Lisa Rice, Marci Brilley, Jana Bauer, Al Yorston, Stephanie Mosedale and Marina Stone Guests in Attendance: Erika McLaren from Brevard County Schools and Caroline Joseph-Paul and Bob Knippel of CareerSource Brevard (CSB) Career Centers Call to Order: Patty Stratton, Chair, called the meeting to order at 8:31 a.m. Public Comment: There was no public comment. Presentation Career and Professional Education Erika McLaren shared the Brevard Public Schools CAPE Act Update for School Year 2014-2015 and the upcoming 2016-2017 along with a snapshot of the industry certification results for the past 5 years. Presentation of Success Story Staff shared a success story of a young mother of two who was enrolled in the NextGen program who was working in the fast food industry and living with relatives. In a matter of six months, the customer paid for her own CNA program and CSB assisted with funds for the State Exam. She also obtained her own housing and is currently working one full time job and one on-call job. Ms. Stratton shared that clothes tend to help applicants in interviews with self-esteem. Ms. Rice shared that we partner with EFSC with Joshua’s closet. Staff will follow up since this item has surfaced in the AARP program as well. Action Items Approval of E3 Committee Meeting Minutes of December 10, 2015 A Motion to approve the Minutes from the December 10, 2015 E3 Committee meeting was made by Cathy Beam and seconded by Travis Mack. Motion passed unanimously.

Discussion and Information Items 2016-2020 Local Workforce Services Plan The State of Florida Department of Economic Opportunity (DEO) and CareerSource Florida, Inc. (CSF) have issued instructions which require all Regional Workforce Boards in Florida, including CareerSource Brevard (CSB) to submit a four year plan (2016-2020) by April 30, 2016. This local planning requirement is critical for the State of Florida to be in compliance with the new United States Department of Labor (USDOL) Workforce Innovation Opportunity Act (WIOA) regulations and to receive federal funding. A lively discussion and ideas were exchanged around a variety of topics. The following captures the concepts that were addressed. What would the regional economic development coordination look like? Collaborative partnership regionally with EDC’s working together and identifying the key skills needed to move forward to attract businesses to the region and present information to CSB to gather the talents required so that EDC can see that locally and regionally, we have qualified workers ready to work. Regionally, CSB should find out what key skills are required regionally to move forward. Enterprise Florida keeps regional EDC’s separate. Identifying the common ground between regions, perhaps retention and expansion is common ground. Should CSB invest time in pursuing the knowledge of other EDC’s? Volusia has Aviation, Orlando has Biomedical and Simulation, and locally we have Manufacturing and Healthcare. Try to be non-controversial, talk about their needs and how we can help. Suggestion to find one common area and market the regional resources. In order to save money, try shared services, procurement which allows greater buying power. An example would be a regional office supply company that has ‘outposts’ to service the local area which focuses on customer service, saves money and creates jobs. Travis Mack suggested looking at small to mid-size office supply companies instead of the big hitters, i.e. Staples/Office Depot. According to the new WIOA laws workforce boards are allowed to pay fifty percent of a registered apprenticeship’s On the Job Training. (Currently we have Manufacturing, Electrical, Heating and A/C) The committee recommended that CSB obtain information on how to become a registered apprenticeship and share it with businesses. Committee Goal 3 Status Updates Staff reviewed the strategies and updated the Committee on the current status of CSB Corporate Goal 3 “Enhance the E3 concept (Employment, Education and Economic Development) for the emerging and transitional workforce. Suggestion shared to talk to Human Resources Directors at companies to see how they are changing their interview process and if they are gravitating to a team method, such as a white paper, presentation and interview process.

Measure 2A Dislocated Worker Top Candidate Process CareerSource Brevard (CSB) rolled out a new process for Career Seekers on February 29, 2016. The new process focuses on putting our Dislocated Workers in On-the-Job training. Features of the new process include working with recently laid off participants, skills crosswalks, heavy resume coaching, mock interviews and inclusion on a top candidate list that will be worked with businesses for On-the-Job Training (OJT) opportunities. On the business side, a new qualified lead process along with a team approach with businesses was rolled out. Measure 4B AIM Summer Internship Program The Advancing In Manufacturing (AIM) Sector Strategy is actively working with the regional educators, community leaders and manufacturers to work together toward a common goal and a unified vision of how to fill the skills gap in manufacturing sector. A subcommittee developed a plan to create an 8-week, full-time paid summer internship program for the manufacturing industry. Young adults interested in manufacturing careers will receive work readiness training before interviewing with local manufacturers. Eligibility requirements, training and successful completion were reviewed. The internships will run from June 7 – August 5, 2016 with the goal of the program is to successfully train and place ten candidates into the internship program. Suggestion to add Drafting Certification to the Targeted Occupations List if it’s not on there. Measure 4D NextGen Program Enrollment CSB is modifying the NextGen Youth Program to meet the requirements of the new WIOA requirements. The program is committed to serving 350 young adults through this program year. A snapshot of the program enrollments through January 31, 2016 was shared. Through the remainder of Program Year 2015-2016, CSB needs to enroll and serve 125 participants. Travis Mack left the meeting. Growing the Business of the Board A matrix of grants, unrestricted revenues and partnerships was shared to highlight ways in which CSB is growing the business of the Board. Staff agreed next time to share “How many employed” for the AARP grant. Information Brief
Measure 3B: BizLaunch Background: BizLaunch is a networking and skill building program for aspiring entrepreneurs and small businesses looking to grow which started in 2011. When the program started, we were at the height of the Aerospace Transition NEG, small business startup was a popular option, and we were consistently seeing 40-60 individuals per class. Presentations were primarily focused on one of 4 types of presenters: Small business support organizations (SBDC, WeVenture, SCORE, SBA), subject matter experts (bankers, marketers, etc.), successful entrepreneurs, and motivational speakers. As the unemployment rate stabilized and ultimately started to go down, people were opting more for traditional employment rather than self-employment. Participation dwindled as individuals would show up for a class or two, get the information they were seeking, and move on. As this occurred, attendance dropped - many of the repeat customers were not truly starting businesses, rather coming for networking or showing up to claim a workforce service. Those that were looking to truly start a business were looking for a more holistic curriculum. The need to change the program started becoming apparent.
Starting Your Business 101: Palm Bay BizLaunch now meets once a month (2nd Thursday) and is consistently a program titled “Starting Your Business 101.” This program is designed to give a 10K ft overview of the process of starting a business in Brevard. It breaks the process down into 10 basic steps. Individuals seeking additional information on any of the steps can meet individually with Erica Lemp (Community Resources Coordinator) or can be referred to a small business support partner or subject matter expert. This program has seen a 200% increase in class registrations since it started in April.
BizLaunch Re-vamped: Rockledge BizLaunch continues to meet on the 1st and 3rd Wednesday of each month and in June will begin offering a more structured class for 3 months with classes based on the 10 steps outlined in Starting Your Business 101. The program will delve deeper into each of the 10 steps and is designed to carry a participant through the process from idea to business plan. Our goal is to have more meaningful outcomes for our participants. The class will run from June through September. At that point, CareerSource Brevard will evaluate the program and plan a course of action moving forward. If the program is successful it will be repeated in the fall. The curriculum is as follows:

Information Brief
Measure 3C: Startup Quest
Background The Startup Quest Program was created in Gainesville, FL in 2011. It was born from the partnership of FloridaWorks, the University of Florida’s office of Technology Licensing, the Gainesville Area Chamber of Commerce and several key business partners. The pilot program was so successful that in 2012 FloridaWorks joined together with 7 other Local Workforce Investment Boards (LWIBs) in the state of Florida to create the Business Advocacy and Self-Employment Consortium (BASEC). BASEC is made up of the following 8 LWIBs: Brevard County, Daytona, Ft. Lauderdale, Gainesville, Jacksonville, St. Petersburg, Tallahassee and Tampa. BASEC applied (via FloridaWorks as lead entity and fiscal agent) for the Workforce Innovation Fund Grant through USDOL for statewide replication of the Startup Quest Program. BASEC was successful in this endeavor and was awarded almost $12M towards this statewide effort. What was Startup Quest? Startup Quest was an innovative training program for aspiring Entrepreneurs. Program participants received 8 weeks of specialized curriculum concurrently with being placed into teams and matched with a team mentor to create a commercialization plan for an existing technology. CareerSource Brevard held 3 cohorts of the Startup Quest program with the last class finishing in June of 2015. The follow up period for the final cohort will come to an end on June 30th. Staff is currently closing out those who graduated the program in 2013 and 2014. Outcomes (over 3 years) Outcomes are enrollees and completers. Most individuals who left the program did so due to employment (considered a positive outcome).
• 188 individuals enrolled in the Startup Quest Training - including 56 Veterans • 144 individuals completed the Startup Quest Training – including 45 Veterans • 116 enrollees obtained employment within 1 year of completing the program
(62%)– including 35 Veterans (63% of all Vets enrolled) • 46 enrollees became self-employed (24%) including 10 veterans (18% of all Vets
enrolled). • 2 technologies used in the program are in the process of commercialization by the
teams/mentors – Space Coast Industrial Solutions (year 1), and FlameOut (year 2) – both utilizing NASA technologies.
• A $20K prize was awarded in year 1 to the first team to obtain a license to commercialize. Prize was furnished by NASA.

Measure 4D NextGen Program Enrollment Background Under the Workforce Innovation and Opportunity Act (WIOA), CareerSource Brevard’s young adult program, NextGen, is required to serve maximum 25% on In-School Youth (ISY) and minimum 75% on Out-of-School Youth (OOSY). The NextGen program is committed to serving 350 young adults throughout the period year. Below is a snapshot of the program enrollments through May 1, 2016.

Measure 4E - WIOA Adult Education Collaboration Background Under the direction of the Workforce Innovation and Opportunity Act (WIOA), CareerSource Brevard (CSB) and Brevard Public Schools Adult Education (Adult Ed) have significantly strengthened their partnership during PY 15-16. In addition to bi-monthly strategic planning meetings, the two entities have entered into an MOU based on the following projects and initiatives. Education of Services In April, CSB hosted twelve Adult Ed staff at the Rockledge Career Center for an Education of Services seminar. In order for the two entities to effectively collaborate, CSB felt it was important to provide an orientation to Adult Ed staff about CareerSource Brevard. This orientation dove deep into: CSB services for both employers and career seekers; staff organization and team member roles; current programs (including grants and special programs); eligibility process and what it entails; what a dislocated worker is; and all information needed for our center operations (i.e. dress code, hours, and point of contacts). Adult Ed staff were then provided an in-depth overview of Employ Florida Marketplace and were trained on its use. The strategic thinking here is to utilize Employ Florida Marketplace as the start of a referral system between Adult Ed and CSB. If Adult Ed has a student who is nearing completion and seeking employment, they will work with the student to register in EFM which provides the student a direct-access opportunity to a CSB staffing specialist. On-Site Recruiting and Case Management CSB Youth Career Planning and Placement Specialists have been making frequent visits to each of the Adult Education Centers and conducting various partnership activities. Activities include hosting on-site job clubs, recruiting for NextGen, and conducting modified versions of the Dynamic Futures Training. Staff work with the students on registering in Employ Florida Marketplace, creating a resume, and provide daily job orders. It has been recognized by CSB staff that the attendance drops or becomes inconsistent when testing and school vacations are near. Staff will be meeting with the Principal and staff in August to determine how efforts can be further defined to ensure higher recruitment numbers, more on-site participation, and develop a more jointly-effective calendar for PY 16-17. Business Services New to the bi-monthly Business Services meetings beginning in June of 2016 will be the addition of CSB’s Work-Based Training Specialist, Val Williams. The goal of having our Work-Based Training Specialist involved will be to help strengthen the relationship with Adult Ed’s Business Services team. Through exercises like the education of services, we are working towards a model where we can cross-sell our services to the business and career-seeker communities.

Building the Healthcare Pipeline CSB, Adult Ed, Brevard Public Schools and Health First are currently working on a field trip to Tampa Bay to observe a very successful training program run by BayCare Health Care System, in hopes of bringing a similar program to Brevard County in the near future. Sharing our Success Through all of the joint initiatives mentioned above, Adult Ed and CSB have also been invited to present on various webinars that highlight the working partnership. Webinars usually allow between 20-30 minutes to present about the structure, partnership and mutual measurements alongside a local business partner. Audience size ranges from small to 1,000 listeners.
