M.W. Ear ley advised that NFPA 70B recent ly finished the ROP por t ion of their cycle, and that the Comment Closing Date is March 2, 2012. Alan Manche was recent ly appointed as the Chair of the commit tee.

M.W. Ear ley advised that NFPA 70E has completed cycle and the 2012 Edit ion is now avai lable. The document wil l enter the A2014 cycle with a First Draft Publ ic I nput Closing Date (former ly cal led Proposal Closing Date) of June 22, 2012. M.W. Ear ley advised that NFPA 73 wil l enter the A2015 cycle. Don Offerdahl was appointed as Chair of the commit tee at the October 2011 NFPA Standards Counci l Meet ing. M.W. Ear ley advised that NFPA 79 wil l enter the A2014 cycle with a First Draft Public I nput Closing Date (former ly cal led Proposal Closing Date) of June 22, 2012. M.W. Ear ley advised that NFPA 110/111 is current ly in the process of complet ing the ROC stage of the cycle. M.W. Ear ley advised that NFPA 790 and NFPA 791 wi l l enter the A2014 cycle with a Publ ic I nput Closing Date (former ly cal led Proposal Closing Date) of June 22, 2012.

Ear ley advised that there is nothing new to repor t at this t ime. He noted that Tim Pope, CSA Standards, is joining the Technical Correlat ing Commit tee, which wil l help to cont inue to harmonize between the Nat ional Elect r ical Code® and the Canadian Elect r ical Code®, Par t I

M.W. Ear ley provided an update on the fol lowing Foundat ion projects: • Elect r i c Veh i cle Char gi ng Pr oject

The technology review repor t for this project has been completed by Cal i fornia Polytechnic State Universi ty, and is now available on the NFPA Website.

• Gr oundi ng CSST Gas Pi p i ng The fi rst phase of the project has been completed and fund raising in underway to begin the second phase.

• Equ i pot en t i al Bondi ng

This project was undertaken to explore concerns about equipotent ial bonding in pool deck areas to provide informat ion to Code-Making Panel 17 for the 2014 code. The project has been completed and the final repor t is available on the NFPA website.

• Updat e on t he Ar c F lash /Blast Pr oject

Much of the major test ing has been completed. Some addit ional tests wi l l be conducted dur ing the fi rst quar ter of 2012. DC test ing has not yet begun, and the project remains on budget .

3. Pr ocedu r es Task Gr oup (W.R. Dr ak e)

• Di scussi on of St andar ds Counci l Act i on I t em r elat ed t o t he NEC Supplemen t al Oper at i ng Pr ocedu r es and t he M ember sh i p Task Gr oup W.R. Drake provided an overview of the Standards Counci l ’s request for review of the Technical Correlat ing Commit tee Supplemental Operat ing Procedures in relat ionship to the Membership Task Group. He provided a br ief synopsis of the ini t ial reasoning behind the creat ion of the Membership Task Group. W.R. Drake presented possible opt ions on how to address the issues raised by the Standards Counci l , and possible changes to the Supplemental Operat ing Procedures to reflect the intent of the Technical Correlat ing Commit tee and also to address the request of the Standards Counci l . A discussion took place on the var ious opt ions. M.W. Ear ley advised that i t is unnecessary to include anything in the SOPs related to technical commit tee appointments as they wil l be conducted in accordance with the NFPA Regulat ions Governing Commit tee Projects. R.P. Owen provided an overview of the Standards Counci l ’s viewpoint on this issue.

The chair , Michael J. Johnston, assigned a Task Group to review this issue and repor t back to the ful l Technical Correlat ing Commit tee. The Task Group wi l l consist of the fol lowing members W.R. Drake, Chair , R.P. Owen, M. W. Bunker, Jr ., and J.T. Dol lard, Jr .. M.W. Ear ley wil l serve as an ex officio member of the Task Group.

4. M ember sh i p Task Gr oup (M .W. Bunk er , J r .)

• St at us of Revi si ons t o t he 70E Declar ed St r uct u r e

M.W. Bunker, Jr . advised that the 70E Declared St ructure is cur rent ly being revised to include a maximum of 30 Members. He expects that the document wi l l be completed within the next few weeks. A discussion took place regarding cer tain concerns and issues related to the possible changes to the st ructure of the commit tee. The chairman of the commit tee, D. Dini , provided input into the inner workings of the commit tee, and advised that he does not see any potent ial issues with increasing the membership number of the commit tee. I t was agreed that the new Declared St ructure wi l l be bal loted through the Technical Correlat ing Commit tee pr ior to submit t ing i t to the Standards Counci l for approval at their August 2012 Meet ing.

Bunker, Jr . advised that this i tem is st i l l in the discussion phase and wi l l be completed pr ior to any potent ial changes to the Supplemental Operat ing Procedures.

5. Usabi l i t y Task Gr oup (S.J . Folz) S.J. Folz advised that the Usabi l i ty Task Group has completed al l of their assignments. He provided the Final Report Task Group to the Technical Correlat ing Commit tee with the fol lowing highl ights.

• Revi ew Annex B (St andar d Ter ms) i n t he NEC St y le M anual for possi ble r ev i si ons The Style Manual has been updated, dist r ibuted to al l NEC and 70E commit tee members, and posted to the Document I nformat ion and Web pages.

• Addr ess t he L ock able Di sconnect I ssues The Task Group developed a requirement that was placed in Ar t icle 110 and has submit ted 48 proposals addressing the term throughout the NEC.

• Revi ew t he con t en t of Commen t 9-89 and r elat ed Pr oposal 9-196 f r om t he 2011 NEC Cycle. Th i s i ssue shou ld be r ev i ew ed t h r oughout t he en t i r e code. The Task Group addressed this issue throughout the Code and has submit ted 16 proposals.

6. 70E Scope & Or gan i zat i onal I ssues Task Gr oup (W.R. Dr ak e) W.R. Drake advised that the Task Group has completed al l of their assigned tasks related to these issues. The Chair recommended and i t was agreed upon that the 70E Scope and Organizat ional I ssues Task Group be disbanded with thanks.

7. Repor t of t he Task Gr oup on DC Requ i r emen t s i n t he NEC (J .R. K ovaci k ) J.R. Kovacik provided a Power Point presentat ion indicat ing the history, st ructure, and work of the Task Group. He advised that the Task Group has completed their work for the proposal stage, and that the appropr iate proposals have been submit ted. The Task Group plans on cont inuing their work through the comment stage. I n addit ion, he informed the commit tee that someone from the Task Group wi l l provide input regarding the proposals to each Code-Making Panel dur ing the ROP Meet ings. 8. Repor t s f r om t he Fol low i ng I ndependen t Task Gr oups

• H i gh Vol t age Task Gr oup (J .T. Dol lar d , J r .) J.T. Dol lard, Jr . provided an overview of the work of the Task Group and advised that the appropr iate proposals have been submit ted. He also advised that Code-Making Chairs wil l be contacted regarding proposals that have been submit ted to their panels.

• Elect r i c Veh i cles – Ar t i cle 625 (A. M anche)

A. Manche advised that the Task Group was chaired by Gery Kissel of General Motors. They commenced their work with a face-to-face kick-off meet ing at NFPA and held numerous ful l Task Group and Working Group l ive meet ings. He advised that two TIAs were generated, processed, and issued by the Standards Counci l . A proposal to rewr i te the ent i re ar t icle has been submit ted.

• Smar t Gr i d and t he NEC (A. M anche)

A. Manche provided a history of the formulat ion of the Task Group and the work assigned to them. A new NEC Art icle ent i t led “Energy Management Systems” was wr i t ten and submit ted as a proposal.

Code-Making Panel 1 remains as the defaul t panel for many of the Ar t icle 100 defini t ions.

NATIONAL ELECTRICAL CODE® TECHNICAL CORRELATING COMMITTEE

MEMORANDUM

TO: Members of the NEC Technical Correlating Committee FROM: Michael J. Johnston, Chair DATE: February 15, 2012 SUBJECT: Proposal Review Assignments for the April 23- 27, 2012 Meeting – Hilton

Singer Island Oceanfront/Palm Beaches Hotel ___________________________________________________________________________ The Technical Correlating Committee ROP meeting will be held at the Hilton Singer Island Oceanfront/Palm Beaches Hotel. The nearest airport is West Palm Beach (PBI). The full meeting notice was sent to you previously. Soon we will be forwarding a CD containing the CMP reports on actions taken at the recent ROP meeting in Hilton Head (the preliminary ballot closing date is February 24, 2012). The review of these reports and the actions thereon will require most of the meeting time. The Agenda for the meeting will be sent separately. We will continue to use the new approach to review the reports. The full committee will start work on Monday morning, beginning at 8:00 A.M. The opening session should last about one hour and then we will break into task groups. During the opening session, ground rules, global consideration, etc., relating to the task groups will be established. The objective of the Task Groups is to identify the comments that need correlation, and to prepare the recommendations for the specific actions to be taken by the Technical Correlating Committee. Each Task Group, comprised of four or five members, is assigned panel reports with related subject matter. There is a slight change in the grouping of panels from the last cycle because CMP-4 received so many proposals. The work of CMP-10 was assigned to Task Group 1 to try to divide the workload more equitably. See the attached list for your Task Group assignment. Prior to the Technical Correlating Committee Meeting, each Task Group chair is requested to contact each member of his Task Group and establish a pre-meeting work plan that will result in reducing the meeting time for the Task Groups. I recommend that all task groups meet via conference call or email to discuss ground rules and handle any work that they can ahead of

time. NFPA staff has web conferencing capability and can arrange for you to use it. Please contact Jean O’Connor to set it up. We will not spend time on insignificant issues such as spelling, capitalization, hyphenation and similar issues that have no impact on good code. The Task Group Chairs are requested to bring laptop computers to the meeting and will be responsible for recording all of the Task Group’s recommended actions. We are planning on recording the actions in a Microsoft Excel Template. The template will be sent to you shortly. The advantage of this template is that it will allow much faster importing of the Technical Correlating Committee Notes into the Master File. Please do not make any changes to the format of the excel file. Changes could impair our ability to import information into the database. The Chairs will provide a copy of the Task Group Report to the NFPA staff on a memory stick. Members are asked to use the template for actions, and must provide recommended wording for the actions. See enclosure for specific assignments and suggested Technical Correlating Committee notes. Following the Task Group Meetings, the Technical Correlating Committee will be reconvened. At this time, the Task Group Chairs will begin presentation of their Task Group Reports. Although each member has specific assignments, every member is required to review all the panel reports. This is the only way to ensure proper correlation. Enclosed is a list of areas that you should consider during your review of the panel reports. General TCC practices for the ROP

Following are guidelines for the TCC when considering adding a TCC note to the ROP. These guidelines are to limit unnecessary TCC notes. There exists below a list of “standard TCC notes” which are used to provide consistent TCC notes. 1. If a proposal is rejected, do not send to another panel for information unless there is a

compelling reason to do so (e.g., CMP makes such a request). The ROP, itself, will act as the vehicle to send information to other panels.

2. Do not support negative arguments unless they point out errors, correlation issues or unarguable hazards. Inaccurate panel statements (or substantiation) can also be argued, especially if the proposal changes the Code. Let the ROC process argue the positions. The TCC might have to take a position on technical issues during, or after, the ROC, therefore, the TCC should not appear to show a favorable position at the ROP stage.

3. If a scope statement is rejected by a panel, there is no need to add the TCC “scope statement” to the proposal.

4. If an Informational Note to a scope statement is added or modified, the TCC does not have to take any action.

SOP 4.0 Development and Revision of Documents

1. Document Cycle. A new edition of documents shall be prepared every three years. The revision shall be upon initiation by the TCC and with the approval of the Standards Council. A shorter or longer interval may be permitted when requested by the Standards Council or when requested by the TCC and approved by the Standards Council.

2. NEC Proposal Assignment. The Secretary of the TCC should assign each Proposal received to the proper CMP in accordance with the assigned CMP scopes. If the Proposal involves a subject not previously assigned, the Chair of the TCC determines the proper assignment.

3. Committee Proposals or Comments. A Committee Proposal shall not be submitted to letter ballot unless a simple majority of the Panel has voted to accept the Proposal at a Panel Meeting.

4. Proposals Referred for Comment. Where a proposal within the jurisdiction of one CMP is sent by the TCC to another CMP for comment, the developed comment shall be balloted through the full CMP. The submission of the comment in the name of the CMP shall require a majority of those voting, less abstentions. The comment shall include, in the substantiation, any affirmative or negative comments of the CMP members.

5. Referring Public Comments to Other TCs. Because the comment stage is the last TC action during the revision cycle, TCs may not direct that comments be sent to other TCs for either information or comment.

1-4. Task Group on DC Requirements in the NEC. This Task Group will review the DC requirements in the NEC, that presently exist, to identify any gaps in these requirements. The Task Group is charged with making recommendations for specific code requirements to fill any of those gaps or provide any needed updates to existing requirements. Please keep in mind that the NEC does not use mandatory requirements to reference other standards or codes. There are a number of areas that may be in need of additional DC requirements, such as Articles 240, 300, 410, 480, 645, 690, and 694. This work will require the participation of members from the appropriate CMPs. Although appointed by the Technical Correlating Committee, this Task Group will submit proposals in the names of individuals.
